		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Capital Access for Senior
			 Homeowners Act of 2007</short-title></quote>.</text>
		</section><section id="idB80CB368CB5E47DCB1883CFA62EF3844" section-type="subsequent-section"><enum>2.</enum><header>Home equity conversion
			 mortgages</header>
			<subsection id="ID211faf0cd79246fc92eb86ea72e632b7"><enum>(a)</enum><header>In
			 general</header><text>Section 255 of the National Housing Act (12 U.S.C.
			 1715z–20) is amended—</text>
				<paragraph id="IDf74e2a212f944d26ac8bfdedb058a683"><enum>(1)</enum><text>in subsection
			 (g), by striking the first sentence;</text>
				</paragraph><paragraph id="IDe20c2d0c1c124aa9952231ba2473ce08"><enum>(2)</enum><text>in subsection
			 (i)(1)(C), by striking <quote>limitations</quote> and inserting
			 <quote>limitation</quote>; and</text>
				</paragraph><paragraph id="IDee0e98d20f2c4067b0d3455a95225bf0"><enum>(3)</enum><text>by adding at the
			 end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="id40CF9448E7F34315B24006D7D6A81FE5" style="OLC">
						<subsection id="IDf9d06860d5884b6c98309b7802365854"><enum>(o)</enum><header>Authority To
				insure home purchase mortgage</header>
							<paragraph id="ID78b1afc8fb20435593cf2721c917ace4"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other provision in this section, the
				Secretary may insure, upon application by a mortgagee, a home equity conversion
				mortgage upon such terms and conditions as the Secretary may prescribe, when
				the primary purpose of the home equity conversion mortgage is to enable an
				elderly mortgagor to purchase a 1- to 4-family dwelling in which the mortgagor
				will occupy or occupies 1 of the units.</text>
							</paragraph><paragraph id="ID6688a7ad1d584e36bcf9f5e7f6a13b3c"><enum>(2)</enum><header>Limitation on
				principal obligation</header><text>A home equity conversion mortgage insured
				pursuant to paragraph (1) shall involve a principal obligation that does not
				exceed the dollar amount limitation determined under section 203(b)(2) for a
				residence of the applicable
				size.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="ID63bded8071294caea0016fb1b390da9d"><enum>(b)</enum><header>Mortgages for
			 cooperatives</header><text>Subsection (b) of section 255 of the National
			 Housing Act (12 U.S.C. 1715z–20(b)) is amended—</text>
				<paragraph id="ID7f492e75d9aa46ada4bba9dbf46b6ae9"><enum>(1)</enum><text>in paragraph
			 (4)—</text>
					<subparagraph id="ID1a1fd73e8d824c32b1a89ea90681e2a3"><enum>(A)</enum><text>by inserting
			 <quote>a first or subordinate mortgage or lien</quote> before <quote>on all
			 stock</quote>;</text>
					</subparagraph><subparagraph id="IDa1e8bfa642ac4415b471cc50f320de75"><enum>(B)</enum><text>by inserting
			 <quote>unit</quote> after <quote>dwelling</quote>; and</text>
					</subparagraph><subparagraph id="IDbbcbb21595824dea9425d10ac562fc20"><enum>(C)</enum><text>by inserting
			 <quote>a first mortgage or first lien</quote> before <quote>on a
			 leasehold</quote>; and</text>
					</subparagraph></paragraph><paragraph id="ID4f8a2d25d4f945af85fdea9492d978e4"><enum>(2)</enum><text>in paragraph (5),
			 by inserting <quote>a first or subordinate lien on</quote> before <quote>all
			 stock</quote>.</text>
				</paragraph></subsection><subsection id="IDcbfaf859d0a941cab67231d72211afe4"><enum>(c)</enum><header>Study regarding
			 program costs and credit availability</header>
				<paragraph id="idA17A2BA6F2784ECAA47C8E40071D1492"><enum>(1)</enum><header>In
			 general</header><text>The Comptroller General of the United States shall
			 conduct a study regarding the costs and availability of credit under the home
			 equity conversion mortgages for elderly homeowners program under section 255 of
			 the National Housing Act (12 U.S.C. 1715z–20) (in this subsection referred to
			 as the <quote>program</quote>).</text>
				</paragraph><paragraph id="idE03BF6CD4F9D41E4B8B67A3F03866046"><enum>(2)</enum><header>Purpose</header><text>The
			 purpose of the study required under paragraph (1) is to help Congress analyze
			 and determine the effects of reducing or limiting the amounts of the costs or
			 fees under the program from the amounts charged under the program as of the
			 date of the enactment of this Act.</text>
				</paragraph><paragraph id="idE7474EDEC6264C0491E19D4C3E773046"><enum>(3)</enum><header>Content of
			 report</header><text>The study required under paragraph (1) should focus
			 on—</text>
					<subparagraph id="idE8EB169DB5FE4197A96FA8291155DA6A"><enum>(A)</enum><text>the cost to
			 mortgagors of participating in the program;</text>
					</subparagraph><subparagraph id="id6E4C2EA340754CE9A64B4CC20EC5F3A5"><enum>(B)</enum><text>the financial
			 soundness of the program;</text>
					</subparagraph><subparagraph id="id444A1BAA5C544EEC9324760AE848C40C"><enum>(C)</enum><text>the availability
			 of credit under the program; and</text>
					</subparagraph><subparagraph id="id6361D5A4F48B4DEB93F002822EDC8FD2"><enum>(D)</enum><text>the costs to
			 elderly homeowners participating in the program, including—</text>
						<clause id="idD97257AC824F4F9FA63E7E6880B129F5"><enum>(i)</enum><text>mortgage
			 insurance premiums charged under the program;</text>
						</clause><clause id="id05978426AA09468AA53C8006600A61D4"><enum>(ii)</enum><text>up-front fees
			 charged under the program; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idD42A8D2B8ADA4123B0F4E454053FFB5C"><enum>(iii)</enum><text>margin rates
			 charged under the program.</text>
						</clause></subparagraph></paragraph><paragraph id="id60D279F47AEB40BB8094B5F45F1A89F9"><enum>(4)</enum><header>Timing of
			 report</header><text>Not later than 12 months after the date of the enactment
			 of this Act, the Comptroller General shall submit a report to the Committee on
			 Banking, Housing, and Urban Affairs of the Senate and the Committee on
			 Financial Services of the House of Representatives setting forth the results
			 and conclusions of the study required under paragraph (1).</text>
				</paragraph></subsection></section></legis-body>
