		<official-title>To direct the Secretary of the Interior to provide loans
		  to certain organizations in certain States to address habitats and ecosystems
		  and to address and prevent invasive species.</official-title>

		<section id="id8E842ABD9AB848DB8A40D036DBA62F67" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>100th Meridian Invasive Species State
			 Revolving Loan Fund</short-title></quote>.</text>
		</section><section id="idEBDCAACC623147F890A9C77E424DC3C6"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purpose of this Act is to encourage
			 partnerships among Federal and State agencies, Indian tribes, academic
			 institutions, and public and private stakeholders—</text>
			<paragraph id="ID295431d89e8845b69399ba4eddcbdf8a"><enum>(1)</enum><text>to prevent
			 against the regrowth and introduction of harmful invasive species;</text>
			</paragraph><paragraph id="ID29855b71fef94f4d8dca46e21c768210"><enum>(2)</enum><text>to protect,
			 enhance, restore, and manage a variety of habitats for native plants, fish, and
			 wildlife; and</text>
			</paragraph><paragraph id="ID39c3556460a9430f91d010e980dbfaed"><enum>(3)</enum><text>to establish a
			 rapid response capability to combat incipient harmful invasive species.</text>
			</paragraph></section><section id="id28D52E2CB0104164AD6D9887CDB3EF61" section-type="subsequent-section"><enum>3.</enum><header>100th Meridian
			 Invasive Species State Revolving Fund</header>
			<subsection id="id5351B0AB45D74ABD8DF39A1C0FD018B7"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph commented="no" id="idF5D6354D17344AE9B1B3E0E6892FFEC5"><enum>(1)</enum><header>Ecosystem</header><text>The
			 term <term>ecosystem</term> means an area, considered as a whole, that contains
			 living organisms that interact with each other and with the non-living
			 environment.</text>
				</paragraph><paragraph id="idF02760A078854C2A9EF189265B969146"><enum>(2)</enum><header>Eligible
			 State</header><text>The term <term>eligible State</term> means any State
			 located in Region 4, as determined by the Census Bureau.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7054A89FB79A43DE8294DB2662705DF0"><enum>(3)</enum><header>Fund</header><text>The
			 term <term>Fund</term> means the 100th Meridian Invasive Species State
			 Revolving Fund established by subsection (b).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idECBC40A0CF194EFEA8C319CFFE4FFF04"><enum>(4)</enum><header>Indian
			 tribe</header><text>The term <term>Indian tribe</term> has the meaning given
			 the term in section 4 of the Indian Self-Determination Act and Education
			 Assistance Act (25 U.S.C. 450b).</text>
				</paragraph><paragraph id="id05D090AEC1404C07A43AA18522C295FC"><enum>(5)</enum><header>Introduction</header><text>The
			 term <term>introduction</term>, with respect to a species, means the
			 intentional or unintentional escape, release, dissemination, or placement of
			 the species into an ecosystem as a result of human activity.</text>
				</paragraph><paragraph id="idC70DDC4CACD446B59DB872C83522349B"><enum>(6)</enum><header>Invasive
			 species</header><text display-inline="yes-display-inline">The term
			 <term>invasive species</term> means a species—</text>
					<subparagraph id="ID235a64ac76ea4e2f8b5ca8ddc565810d"><enum>(A)</enum><text>that is nonnative
			 to a specified ecosystem; and</text>
					</subparagraph><subparagraph id="IDa39909623c6d414abe5ab42b21021cc6"><enum>(B)</enum><text>the introduction
			 to an ecosystem of which causes, or may cause, harm to—</text>
						<clause id="idD9F2BB36EDF14BB79A6B9D2FDC59763A"><enum>(i)</enum><text>the
			 economy;</text>
						</clause><clause id="id39A0ACFCED0C4B4891253B1B6A3073E9"><enum>(ii)</enum><text>the environment;
			 or</text>
						</clause><clause id="id5ADF56C00E2E4E1AA650199BFB553A78"><enum>(iii)</enum><text>human, animal,
			 or plant health.</text>
						</clause></subparagraph></paragraph><paragraph id="id4128291D2D394A378E67AB1F2C7FBBFB"><enum>(7)</enum><header>Qualified
			 organization</header>
					<subparagraph id="id6ADB5A33C3DF4D1D8F0AD8709B4171EA"><enum>(A)</enum><header>In
			 general</header><text>The term <term>qualified organization</term> means an
			 organization that—</text>
						<clause id="idDEB36A1310A6413EBDF5EE5387A3619F"><enum>(i)</enum><text>submits an
			 application for a project in an eligible State; and</text>
						</clause><clause id="id4607DD79DC9840A0AB2FA97531F4DE9C"><enum>(ii)</enum><text>demonstrates an
			 effort to address—</text>
							<subclause id="id6D25C2E9342E41E9ABF094BBB31E55C3"><enum>(I)</enum><text>a certain
			 invasive species; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="IDd940eceb6a5d4f4cbdf4382176e5bd86"><enum>(II)</enum><text>a certain
			 habitat or ecosystem.</text>
							</subclause></clause></subparagraph><subparagraph id="idC09671C285494406827DBDC682728A0B"><enum>(B)</enum><header>Inclusions</header><text>The
			 term <term>qualified organization</term> includes any individual representing,
			 or any combination of—</text>
						<clause id="id6594F4F041E24582990648492DA59E92"><enum>(i)</enum><text>public or private
			 stakeholders;</text>
						</clause><clause id="idC6421AF5BD4441C1B465E4AC198CCC52"><enum>(ii)</enum><text>Federal
			 agencies;</text>
						</clause><clause id="id17BFB9292E4543C8923081F7198BA2E5"><enum>(iii)</enum><text>Indian
			 tribes;</text>
						</clause><clause id="id92B1814E90EC4CFEBCAF875D3CBE04EF"><enum>(iv)</enum><text>State land,
			 forest, or fish wildlife management agencies;</text>
						</clause><clause id="idA0CAD335213144A394B7D27E1F4E7214"><enum>(v)</enum><text>academic
			 institutions; and</text>
						</clause><clause id="id59CB044FF5C248099674F55E0658DB1C"><enum>(vi)</enum><text>other
			 organizations, as the Secretary determines to be appropriate.</text>
						</clause></subparagraph></paragraph><paragraph id="id3874AB16E095447C9851EAC46294A2D6"><enum>(8)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph><paragraph id="idB1803FB927504066A031850B16D80243"><enum>(9)</enum><header>Stakeholder</header><text>The
			 term <term>stakeholder</term> includes—</text>
					<subparagraph id="ID5b4e4ab62d794586b89aa2fe787e2e2d"><enum>(A)</enum><text>State, tribal,
			 and local governmental agencies;</text>
					</subparagraph><subparagraph id="idAF6E63EDED904157A519ADD85804B849"><enum>(B)</enum><text>the scientific
			 community; and</text>
					</subparagraph><subparagraph id="idE5AEF3812FFD4984AA14EA73F4B8029C"><enum>(C)</enum><text>nongovernmental
			 entities, including environmental, agricultural, and conservation
			 organizations, trade groups, commercial interests, and private
			 landowners.</text>
					</subparagraph></paragraph></subsection><subsection id="IDebde753530c64d5bbc9ae0bd9c45ef5a"><enum>(b)</enum><header>Establishment
			 of Fund</header><text>There is established in the Treasury of the United States
			 a revolving fund, to be known as the <quote>100th Meridian Invasive Species
			 State Revolving Fund</quote>, consisting of—</text>
				<paragraph id="IDa4da3eefcd45484a82cc793516fc10c2"><enum>(1)</enum><text>such amounts as
			 are appropriated to the Fund pursuant to subsection (h); and</text>
				</paragraph><paragraph commented="no" id="ID08a1df5239054a1d8f11dc86e7b2a329"><enum>(2)</enum><text>interest earned
			 on investments of amounts in the Fund under subsection (e).</text>
				</paragraph></subsection><subsection id="IDd5a6e8ea419b46d3a5b3defc93c73eeb"><enum>(c)</enum><header>Expenditures
			 from Fund</header>
				<paragraph id="IDad74b930035044c08ffc0dbdb2a970cc"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), on request by the Secretary,
			 the Secretary of the Treasury shall transfer from the Fund to the Secretary
			 such amounts as the Secretary determines are necessary to provide loans under
			 subsection (f)(1).</text>
				</paragraph><paragraph id="ID8ef7e37470b8473fb4e9af35b6dfc62e"><enum>(2)</enum><header>Administrative
			 expenses</header><text>Of the amounts in the Fund—</text>
					<subparagraph id="idE4D529ABBC7F4B06ABD172DEA30090BE"><enum>(A)</enum><text>not more than 5
			 percent shall be available for each fiscal year to pay the administrative
			 expenses of the Department of the Interior to carry out this section;
			 and</text>
					</subparagraph><subparagraph id="idC70E2FE10F9F4B3D9C0F1E678D13B749"><enum>(B)</enum><text>not more than 10
			 percent shall be available for each fiscal year to pay the administrative
			 expenses of a qualified organization to carry out this section.</text>
					</subparagraph></paragraph></subsection><subsection id="ID38771ff822d24838bcb238da80283a69"><enum>(d)</enum><header>Transfers of
			 amounts</header>
				<paragraph id="IDba8cdab181c54d3a860ae7e74bccc10c"><enum>(1)</enum><header>In
			 general</header><text>The amounts required to be transferred to the Fund under
			 this section shall be transferred at least monthly from the general fund of the
			 Treasury to the Fund on the basis of estimates made by the Secretary of the
			 Treasury.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID53359778682c4491a6ecb77c9b9e5ef4"><enum>(2)</enum><header>Adjustments</header><text>Proper
			 adjustment shall be made in amounts subsequently transferred to the extent
			 prior estimates were in excess of or less than the amounts required to be
			 transferred.</text>
				</paragraph></subsection><subsection id="ID085a43a1570844b59f11ec086e923e6d"><enum>(e)</enum><header>Investment of
			 amounts</header>
				<paragraph id="ID9925a3b566c44e318aa5dd8b7463fd56"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of the Treasury shall invest such portion
			 of the Fund as is not, in the judgment of the Secretary of the Treasury,
			 required to meet current withdrawals.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID85c40da7b7f640258b30e330f1181c94"><enum>(2)</enum><header>Interest
			 bearing obligations</header><text>Investments may be made only in
			 interest-bearing obligations of the United States.</text>
				</paragraph></subsection><subsection id="id5EB46F6B9B6E4731800A4D8FE76E756A"><enum>(f)</enum><header>Use of
			 Fund</header>
				<paragraph id="id2A63710B73B343FA995E6F2BF7C645BA"><enum>(1)</enum><header>Loans</header>
					<subparagraph id="id40C9E2D694994E738FA673FCB8D8B94F"><enum>(A)</enum><header>In
			 general</header><text>The Secretary shall use amounts in the Fund to provide
			 loans to Governors of eligible States for distribution to qualified
			 organizations to prevent and remediate the impacts of invasive species on
			 habitats and ecosystems.</text>
					</subparagraph><subparagraph id="id9ECC9C764EAD43F29D449DE260D0C331"><enum>(B)</enum><header>Eligibility</header>
						<clause id="id2F0C5B03EDCE463F82FA1831133F786A"><enum>(i)</enum><header>In
			 general</header><text>To be eligible to receive a loan under this paragraph, a
			 qualified organization shall submit to the Governor of the eligible State in
			 which the project of the qualified organization is located an application at
			 such time, in such manner, and containing such information as the Governor may
			 require.</text>
						</clause><clause id="id4182AFE69A024725A994C7153E5BB8E1"><enum>(ii)</enum><header>Criteria for
			 approval</header><text>The Governor of an eligible State may approve an
			 application of a qualified organization under clause (i) if the Governor
			 determines that the qualified organization is carrying out or will carry out a
			 project—</text>
							<subclause id="ID290768d7690641fa9d77f52c5707e11d"><enum>(I)</enum><text>designed to fully
			 assess long-term comprehensive severity of the problem or potential problem
			 addressed by the project;</text>
							</subclause><subclause id="ID21de3c6149ac4174b0d20ff1b92e9d97"><enum>(II)</enum><text>that seeks to
			 prevent—</text>
								<item id="id7A5326A9E48247549C57FD3740E010D2"><enum>(aa)</enum><text>the
			 introduction or spread of invasive species from outside the United States into
			 an eligible State; or</text>
								</item><item id="idEA0CE796977A4D8ABF9ECF891608F87D"><enum>(bb)</enum><text>the
			 spread of an established invasive species into an eligible State;</text>
								</item></subclause><subclause id="IDe810120a1ced4a1685982f0c1b2065f8"><enum>(III)</enum><text>to prevent the
			 regrowth or reintroduction of an invasive species, to the extent to which the
			 qualified organization has achieved progress with respect to reduction or
			 elimination of the invasive species;</text>
							</subclause><subclause id="ID48c1d352d48a463897ea25100e2a860a"><enum>(IV)</enum><text>in rare or
			 unique habitats, such as—</text>
								<item id="id01A77D3BE31946649D17E63073AD8880"><enum>(aa)</enum><text>desert terminal
			 lakes;</text>
								</item><item id="id5A5B6289AFEB4559BC6183B87B9D6C6B"><enum>(bb)</enum><text>rivers that feed
			 desert terminal lakes;</text>
								</item><item id="idF43AE71D33D3467DB96652E9277B2E57"><enum>(cc)</enum><text>desert springs;
			 and</text>
								</item><item id="id96943BDB2E98499886DEC30109D89ED7"><enum>(dd)</enum><text>alpine
			 lakes;</text>
								</item></subclause><subclause id="id78B2F6D49E5D4E4098167AB8684DE4C4"><enum>(V)</enum><text>that is likely to
			 prevent or resolve a problem relating to invasive species;</text>
							</subclause><subclause id="ID8f6fb58b68d24bd999889a4047f00ad5"><enum>(VI)</enum><text>to remediate the
			 spread of aquatic invasive species within important bodies of water, as
			 determined by the Secretary (including the Colorado River);</text>
							</subclause><subclause id="ID2392960b81da49bda524f73fa9129db6"><enum>(VII)</enum><text>to assess and
			 promote wildfire management strategies, increase the supply of native plant
			 materials, and reintroduce native plant species intended to limit or mitigate
			 the impacts of invasive species;</text>
							</subclause><subclause id="IDf59fad0d075a4ada8e4d1c7ddaa2363c"><enum>(VIII)</enum><text>to assess and
			 reduce invasive species-related changes in wildlife habitat;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="ID2e6966c14ca04d3ab84510e576e30399"><enum>(IX)</enum><text>to assess and
			 reduce negative economic impacts and other impacts associated with control
			 methods and the restoration of a native ecosystem;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="id1E7DA5FF37BE493F8D76AAFC0D374169"><enum>(X)</enum><text>to improve the
			 overall capacity of the United States to address invasive species; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idB74CF37298B74C418B8757FCFB1A9A92"><enum>(XI)</enum><text>to promote
			 cooperation and participation between States that have common interests
			 regarding invasive species.</text>
							</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0F6C9F2D77AC458E8E13F3403F5848D0"><enum>(C)</enum><header>Sense of
			 Congress regarding multistate compacts</header><text>It is the sense of
			 Congress that—</text>
						<clause commented="no" id="id5F31F4F4F21145319B4B352B63D7BCF3"><enum>(i)</enum><text>Governors of
			 States should enter into multistate compacts in coordination with qualified
			 organizations to prevent, address, and remediate against the spread of animals,
			 plants, or pathogens, or aquatic, wetland, or terrestrial invasive
			 species;</text>
						</clause><clause commented="no" id="id43D65C45260A45A8BBCEF791A5D1431F"><enum>(ii)</enum><text>the Secretary
			 should give special consideration to multistate compacts described in clause
			 (i) in reviewing loan solicitations and applications of the States and
			 qualified organizations that are parties to the compacts; and</text>
						</clause><clause commented="no" id="id17C5320302FA453F88AD7ACF2CB8E371"><enum>(iii)</enum><text>if a multistate
			 compact is entered into under clause (i), the Governors of all States that are
			 parties to the compact should combine to repay to the Secretary of the Treasury
			 a total combined amount equal to not less than 25 percent of the amount of the
			 loan provided under this Act (including interest at a rate less than or equal
			 to the market interest rate).</text>
						</clause></subparagraph><subparagraph id="idC17ED8DAA9094886AB8220389F70E815"><enum>(D)</enum><header>Petitions</header>
						<clause id="id19230C332FD84EBEB5D4C2F5D87BAAD3"><enum>(i)</enum><header>Action by
			 Governor</header><text>On approval of an application of a qualified
			 organization under subparagraph (B)(ii), not less frequently than once every 90
			 days, the Governor of an eligible State shall submit to the Secretary, on
			 behalf of the qualified organization, petitions, together with copies of the
			 applications, to receive a loan under this paragraph.</text>
						</clause><clause id="id13DEF1171C6646EAB27081CC5EB442F2"><enum>(ii)</enum><header>Approval</header><text>The
			 Secretary, at the sole discretion of the Secretary, may approve a petition
			 submitted under clause (i) as soon as practicable after the date of submission
			 of the petition.</text>
						</clause><clause id="idD2FCA51455AA4407AD24D19495ABEF52"><enum>(iii)</enum><header>Action on
			 approval</header>
							<subclause id="id4EEC98BF9E654007820C41E73BB6DFB6"><enum>(I)</enum><header>Action by
			 Secretary</header><text>Not later than 30 days after the date of approval of a
			 petition under clause (ii), the Secretary shall provide to the applicable
			 Governor a loan under this paragraph.</text>
							</subclause><subclause id="id9E7F679391174E8FB57E3BD72FBD025F"><enum>(II)</enum><header>Action by
			 Governor</header><text>Not later than 30 days after the date of receipt of a
			 loan under subclause (I), a Governor shall transmit to the appropriate
			 qualified organization an amount equal to the amount of the loan.</text>
							</subclause></clause></subparagraph><subparagraph id="idBEA046DD24FB4B07849B22A601EB923F"><enum>(E)</enum><header>Priority</header><text>In
			 providing loans under this paragraph, the Secretary shall give priority to
			 applications of qualified organizations carrying out, or that will carry out,
			 more than 1 project described in subparagraph (B)(ii).</text>
					</subparagraph></paragraph><paragraph id="id743F69370A2C4AD08BA635D8978D8ADC"><enum>(2)</enum><header>Requirements</header>
					<subparagraph id="idB7C5A70A973849E49995218B71AA9CE4"><enum>(A)</enum><header>Loan
			 repayment</header>
						<clause id="ID078fe83dc59c46dbba6504fffc4f09ac"><enum>(i)</enum><header>In-kind
			 consideration</header><text>With respect to loan repayment under clause (ii),
			 the Secretary may accept, in lieu of monetary payment, in-kind contributions in
			 such form and such quantity as may be acceptable to the Secretary, including
			 contributions in the form of—</text>
							<subclause id="IDe525047fd2eb44aabb9fa21e4468458e"><enum>(I)</enum><text>maintenance,
			 remediation, prevention, alteration, repair, improvement, or restoration
			 (including environmental restoration) activities for approved projects;
			 and</text>
							</subclause><subclause id="ID85ee38589bde4f22b380cd106a5c348a"><enum>(II)</enum><text>such other
			 services as the Secretary considers to be appropriate.</text>
							</subclause></clause><clause id="idD2D03BC303514CBCA3779EEF7EB8F59A"><enum>(ii)</enum><header>Repayment</header><text>Subject
			 to clause (iv), not later than 10 years after the date on which a qualified
			 organization receives a loan under paragraph (1), the qualified organization or
			 the eligible State in which the qualified organization is located shall repay
			 to the Secretary of the Treasury an amount equal to not less than 5 percent of
			 the amount of the loan (including interest at a rate less than or equal to the
			 market interest rate).</text>
						</clause><clause id="ID9093f90d89a748f7a0f8128b40e4dac3"><enum>(iii)</enum><header>Repayment by
			 State</header><text>Subject to clause (iv), not later than 10 years after the
			 date on which the qualified organization receives a loan under paragraph (1),
			 the State in which the project is carried out shall repay to the Secretary of
			 the Treasury an amount equal to not less than 25 percent of the amount of the
			 loan (including interest at a rate less than or equal to the market interest
			 rate).</text>
						</clause><clause id="idCD9A3211E2F8453FBC2BC519DBF686E2"><enum>(iv)</enum><header>Waiver</header><text>Not
			 more frequently than once every 5 years, the Secretary, in consultation with
			 the Secretary of the Treasury, may waive the requirements under clauses (i)
			 through (iii) with respect to 1 qualified organization (including the State in
			 which the project of the qualified organization is carried out, with respect to
			 the requirement under clause (iii)).</text>
						</clause></subparagraph><subparagraph id="id5FF581901498444C94BF7998A8278010"><enum>(B)</enum><header>Long-term
			 management and remediation strategies</header><text>The Secretary shall ensure
			 that no loan provided under paragraph (1) is used to carry out a long-term
			 management or remediation strategy, unless the Governor or applicable qualified
			 organization demonstrates either or both a reliable funding stream and in-kind
			 contributions to carry out the strategy over the duration of the
			 project.</text>
					</subparagraph></paragraph><paragraph commented="no" id="id457D47C1B5FE4D4BBF6200EC8F0F95D8"><enum>(3)</enum><header>Renewal</header><text>After
			 reviewing the reports under subsection (g), if the Secretary, in consultation
			 with the Governor of each affected State, determines that a project is making
			 satisfactory progress, the Secretary may renew the loan provided under this
			 subsection for a period of not more than 3 additional fiscal years.</text>
				</paragraph></subsection><subsection id="id5F938E2EFFD14326AFF0CBC8050C93AF"><enum>(g)</enum><header>Reports</header>
				<paragraph id="idEFAC57650E174B82AB9E49BA1A099755"><enum>(1)</enum><header>Reports to
			 Secretary</header><text>For each year during which a qualified organization
			 receives a loan under subsection (f), the qualified organization, in
			 conjunction with the Governor of the eligible State in which the qualified
			 organization is primarily located, shall submit to the Secretary a report
			 describing each project (including the results of the project) carried out by
			 the qualified organization using the loan during that year.</text>
				</paragraph><paragraph id="id465D6B9FA5D04A0CA32A3B0BE40D6F12"><enum>(2)</enum><header>Report to
			 Congress</header><text>Not later than September 30, 2008, and annually
			 thereafter through September 30, 2012, the Secretary shall submit a report
			 describing the total loan amount requested by each eligible State during the
			 preceding fiscal year and the total amount of the loans provided under
			 subsection (f)(1) to each eligible State during that fiscal year, and an
			 evaluation on effectiveness of the Fund and the potential to expand the Fund to
			 other regions, to—</text>
					<subparagraph id="id595EF849D045404C8833BCD9F90ED709"><enum>(A)</enum><text>the Committees on
			 Appropriations, Energy and Natural Resources, and Environment and Public Works
			 of the Senate; and</text>
					</subparagraph><subparagraph id="id6DFC796D3C9643CF9430A5656CFDA78D"><enum>(B)</enum><text>the Committees on
			 Appropriations and Natural Resources of the House of Representatives.</text>
					</subparagraph></paragraph><paragraph commented="no" id="id9D89878EC26145BC92D545C8F01665D2"><enum>(3)</enum><header>Report by
			 borrower</header>
					<subparagraph commented="no" id="id52F4285B40C64D0AA140804F7A2238A3"><enum>(A)</enum><header>In
			 general</header><text>Each qualified organization that receives a loan under
			 subsection (f)(1) shall submit to the Secretary a report describing the use of
			 the loan and the success achieved by the qualified organization—</text>
						<clause id="idBDD5164FC2114A72B16795DEAAE16057"><enum>(i)</enum><text>not
			 less frequently than once each year until the date of expiration of the loan;
			 or</text>
						</clause><clause id="id2383F71DEA7146E9A0D9FA6C72E57630"><enum>(ii)</enum><text>if
			 the loan expires before the date that is 1 year after the date on which the
			 loan is provided, at least once during the term of the loan.</text>
						</clause></subparagraph><subparagraph commented="no" id="id131FDDD6EF4945C4860DDB98CCB74B03"><enum>(B)</enum><header>Interim
			 update</header><text>In addition to the reports required under subparagraph
			 (A), each qualified organization that receives a loan under subsection (f)(1)
			 shall submit to the Secretary, electronically or in writing, a report
			 describing the use of the loan and the success achieved by the qualified
			 organization, expressed in chronological order with respect to the date on
			 which each project was initiated—</text>
						<clause id="idDFCFE8EA973D458AB8C2FC8BD6EE5146"><enum>(i)</enum><text>not
			 less frequently than once every 180 days until the date of expiration of the
			 loan; or</text>
						</clause><clause id="id42B177ED6A5D4003BBF0D4CEADBDB081"><enum>(ii)</enum><text>if
			 the loan expires before the date that is 180 days after the date on which the
			 loan is provided, on the date on which the term of the loan is 50 percent
			 completed.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="IDe2085ec0bae843a382b564649800dd97"><enum>(h)</enum><header>Authorization
			 of appropriations</header><text>There are authorized to be appropriated to the
			 Fund—</text>
				<paragraph id="ID4a5221b94baf4c1ba78d5e4ac5ace9a0"><enum>(1)</enum><text>$75,000,000 for
			 fiscal year 2008;</text>
				</paragraph><paragraph id="ID7dc8a514bd0d4500a1e54b884cb732dc"><enum>(2)</enum><text>$80,000,000 for
			 fiscal year 2009;</text>
				</paragraph><paragraph id="ID6dcc306918bb4607af79b97cfd052cb2"><enum>(3)</enum><text>$82,500,000 for
			 fiscal year 2010;</text>
				</paragraph><paragraph id="IDf7e22a02beb8435eb9473f6dbd0bed6a"><enum>(4)</enum><text>$85,000,000 for
			 fiscal year 2011; and</text>
				</paragraph><paragraph id="ID4edb9e3293ac48f484534761d49c8b56"><enum>(5)</enum><text>$87,500,000 for
			 fiscal year 2012.</text>
