		<official-title>To improve the authority of the Special Inspector General
		  charged with overseeing the Troubled Asset Relief Program, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Troubled Asset Relief Program
			 Inspector General Improvement Act</short-title></quote>.</text>
		</section><section id="id9D68C2C91C6B4ED29F0A0AD98AD6990F"><enum>2.</enum><header>Funding of the
			 Office of the Special Inspector General</header><text display-inline="no-display-inline">Section 121(g)(1) of the Emergency Economic
			 Stabilization Act of 2008 (division A of Public Law 110–343) is amended by
			 inserting before the period at the end the following: <quote>, not later than 3
			 days after the date on which the nomination of the Special Inspector General is
			 first confirmed by the Senate</quote>.</text>
		</section><section id="idECD6B1E0F6D24D7C853A2A92A4B673E5"><enum>3.</enum><header>Obligation to
			 respond to audits</header><text display-inline="no-display-inline">Section 121
			 of the Emergency Economic Stabilization Act of 2008 (division A of Public Law
			 110–343) is amended—</text>
			<paragraph id="id26E33D39734B4249A88FE7FE2D814D09"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (f), (g), and
			 (h) as subsections (g), (h), and (i), respectively; and</text>
			</paragraph><paragraph id="idA5B2578AF6C740868911B70A021B07D9"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (e) the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id9B26D8B4B33F44078B2DA4223157E347" style="OLC">
					<subsection id="id341983F6CC924C16A6C0F5EC2447EF55"><enum>(f)</enum><header>Corrective
				responses to audit problems</header><text>The Secretary shall—</text>
						<paragraph id="IDa56a812ddfd04a0ea8550469e0279f1f" indent="up1"><enum>(1)</enum><text>take action to address deficiencies
				identified by the Special Inspector General or other auditor engaged by the
				TARP; or</text>
						</paragraph><paragraph id="ID9cc0fcfd6e244407bd894d45f2bc4290" indent="up1"><enum>(2)</enum><text>certify to appropriate committees of
				Congress that no action is necessary or
				appropriate.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idD8B797BA46F74ED797449A5C424A183E"><enum>4.</enum><header>Additional
			 oversight mechanisms</header><text display-inline="no-display-inline">Section
			 121(c)(1) of the Emergency Economic Stabilization Act of 2008 (division A of
			 Public Law 110–343) is amended by striking <quote>purchase, management</quote>
			 and all that follows through <quote>including</quote> and inserting
			 <quote>activities of the Secretary in the expenditure or obligation of funds
			 under this title, including</quote>.</text>
		</section><section id="idC43C2D294E694D34A4BD87AE4312861B"><enum>5.</enum><header>Reporting
			 Requirement</header><text display-inline="no-display-inline">Section 121(g) of
			 the Emergency Economic Stabilization Act of 2008 (division A of Public Law
			 110–343), as so designated by this Act, is amended—</text>
			<paragraph id="idA82D08B8E8E94E8DB9E09664E38138ED"><enum>(1)</enum><text>by redesignating
			 paragraphs (2) and (3) as paragraphs (3) and (4), respectively; and</text>
			</paragraph><paragraph id="id100498AB288D41D2AD355F15A2FF0AD0"><enum>(2)</enum><text>by inserting
			 after paragraph (1) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idD1E01FD4A9104525A158B40E3C43DAA4" style="OLC">
					<paragraph id="idAC4812E7700440A6AA92726FC41368CD" indent="up1"><enum>(2)</enum><text>Not later than July 1, 2009, the
				Special Inspector General shall submit to the Committee on Banking, Housing,
				and Urban Affairs of the Senate and the Committee on Financial Services of the
				House of Representatives a report analyzing the use of any funds received by a
				financial institution under the
				TARP.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idC2994B458F2043AF973260603356ABC2"><enum>6.</enum><header>Personnel
			 Authorities</header><text display-inline="no-display-inline">Section 121(e)(1)
			 of the Emergency Economic Stabilization Act of 2008 (division A of Public Law
			 110–343) is amended—</text>
			<paragraph id="id06720B80C8FF486EBD752895356F709E"><enum>(1)</enum><text>by inserting
			 <quote>(A)</quote> after <quote>(1)</quote>; and</text>
			</paragraph><paragraph id="idC10797B79A4B4196A44CE795223921D3"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id7027DD3743A04A5F98D2E4CACB24C123" style="OLC">
					<subparagraph commented="no" id="H3D27224BEF6B45FAB3BE62A58CF4A7D9" indent="up2"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id7B43881C0CC341A68A468FCCFC5892CA"><enum>(i)</enum><text>Subject to clause (ii),
				the Special Inspector General may exercise the employment authorities of
				subsections (b) through (i) of section 3161 of title 5, United States Code
				(without regard to subsection (a) of that section).</text>
						</clause><clause commented="no" id="id909069A58FBF46DF82849D40212CA9A3" indent="up1"><enum>(ii)</enum><text>In exercising the employment
				authorities under subsection (b) of section 3161 of title 5, United States
				Code, (as provided under clause (i)) the Special Inspector General may not make
				any appointment on or after the date occurring 1 year after the date of the
				first confirmation of a nomination for the Special Inspector
				General.</text>
