Development Act of 2000 (7 U.S.C. 8606) is amended—</text>

(d)(1)—</text>

<subsection commented="no" id="id12D96E9D37F244D887D9F115943AEA3B"><enum>(a)</enum><header>Feedstock
residue management program</header><text>Section 9010 of the Farm Security and
Rural Investment Act of 2002 (7 U.S.C. 8108) is amended—</text>
<paragraph commented="no" id="idCC2595BB86A74E69BE78E8F1E5506345"><enum>(1)</enum><text>in subsection
(b), by striking <quote>subsection (c)</quote> each place it appears in
paragraphs (4) and (6) and inserting <quote>subsection (e)</quote>;</text>
</paragraph><paragraph commented="no" id="idFA8D289D8AD74E4081DE9310A02F35D5"><enum>(2)</enum><text>by redesignating
subsection (c) as subsection (e); and</text>

residue management program</header>
<paragraph commented="no" id="idBC4756F9AA5942D496E894C0EA063D12"><enum>(1)</enum><header>In
general</header><text>As part of the program carried out under this section,
the Secretary shall establish a feedstock residue management program under
which the Secretary shall provide incentives to agricultural producers
(including forest owners) to properly collect, store, and transport cellulosic
feedstocks for biofuel production.</text>
</paragraph><paragraph commented="no" id="id8694B337CC27486DBC6B71F50D6FEF67"><enum>(2)</enum><header>Incentives</header><text>In
providing incentives under this subsection, the Secretary shall ensure, to the
maximum extent practicable, that water quality, soil quality, wildlife habitat,
and air quality are protected and enhanced.</text>
</paragraph></subsection><subsection commented="no" id="id8E17A0197F35433189A77F03911CB60B"><enum>(d)</enum><header>Transition
assistance program</header>
<paragraph commented="no" id="id448AA27851CA405AA3B232A4B7E6C4FB"><enum>(1)</enum><header>In
general</header><text>As part of the program carried out under this section,
the Secretary shall establish a transition assistance program for biomass
energy feedstocks under which the Secretary shall provide funds to cellulosic
biorefineries for use in making transition payments to agricultural producers,
forest landowners, and ranchers for the conversion of land to energy crop
production in preparation for bioenergy operations.</text>
</paragraph><paragraph commented="no" id="id81D4872E9C564FE6AD00F29131584AD7"><enum>(2)</enum><header>Requirements</header><text>In
carrying out the program under this subsection, the Secretary shall—</text>
<subparagraph commented="no" id="id3AE8A5204E8E453BB82C1288E464F944"><enum>(A)</enum><text>require an
agricultural producer, forest landowner, or rancher participating in the
program to establish, on land of the agricultural producer, forest landowner,
or rancher, 1 or more crops of perennial plant material (such as switch-grass
or short-rotation trees);</text>
</subparagraph><subparagraph commented="no" id="id5B7A05BFBE5348C7828DD8F797BA0CC4"><enum>(B)</enum><text>require that,
with respect to a land conversion described in paragraph (1), an agricultural
producer, forest landowner, or rancher shall ensure the protection and
enhancement of soil quality and the prevention of soil erosion, nutrient
leaching, and run off, particularly if the converted land is withdrawn from or
otherwise was previously enrolled in the conservation reserve program
established under subchapter B of chapter 1 of subtitle D of title XII of the
Food Security Act of 1985 (16 U.S.C. 3831 et seq.) or other reserve program or
is marginal, sensitive, or eroded land; and</text>
</subparagraph><subparagraph commented="no" id="id37F62A7AB9D34671836CC655F45461A3"><enum>(C)</enum><text>provide to the
agricultural producer, forest landowner, or rancher an annual payment during
the period required to establish the crops on the land of the agricultural
producer, forest landowner, or
rancher.</text>
</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection commented="no" id="idD988CE0BD3C246569A6AF53304DC7BB1"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">Subsection (e) of section 9010 of the Farm
Security and Rural Investment Act of 2002 (7 U.S.C. 8108) (as redesignated by
subsection (a)(2)) is amended—</text>
<paragraph id="idD9D599A71FBD49F0B8F5A9CDF9F306BD"><enum>(1)</enum><text>in paragraph (1),
by striking <quote>and</quote> at the end;</text>
</paragraph><paragraph id="id00B79A4C42734367AC07E815CDC2B3F1"><enum>(2)</enum><text>in paragraph (2),
by striking the period at the end and inserting a semicolon; and</text>

</paragraph><paragraph commented="no" id="id7EBA6B4D63DC48A89965B6D9B460F618"><enum>(4)</enum><text>$325,000,000 for
each of fiscal years 2009 through 2012, of which—</text>
<subparagraph commented="no" id="id4F505E475F404FB19ABD51EFEA811B00"><enum>(A)</enum><text>there shall be
used to carry out subsection (c) not less than—</text>
<clause commented="no" id="idA43B9FD04E3347FD8C2E8EA6F98C22A8"><enum>(i)</enum><text>$16,000,000 for
fiscal year 2009;</text>
</clause><clause commented="no" id="id28C8E73EC41245799D15426A418103FE"><enum>(ii)</enum><text>$32,000,000 for
fiscal year 2010;</text>
</clause><clause commented="no" id="id4BF67F93AFBB4304A0C46B71D08D9D71"><enum>(iii)</enum><text>$44,000,000 for
fiscal year 2011; and</text>
</clause><clause commented="no" id="idDACF914BA59443449E7EF675C9CE869D"><enum>(iv)</enum><text>$75,000,000 for
fiscal year 2012; and</text>
</clause></subparagraph><subparagraph commented="no" id="id062F7CDEACF14A0DA48197CA0436B68E"><enum>(B)</enum><text>there shall be
used to carry out subsection (d) not more than $150,000,000 for each fiscal
year.</text>
</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection></section><section commented="no" id="id40A8B54C073F4519A1A9AEC30FF28A75"><enum>109.</enum><header>Research,
extension, and educational programs on biobased technologies and
products</header>
<subsection commented="no" id="id106340B09F10442CA4583D51173124B9"><enum>(a)</enum><header>Database</header><text>Section
9011(e)(2) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C.
8109(e)(2)) is amended by adding at the end the following:</text>
<quoted-block display-inline="no-display-inline" id="id792A8EABFCB1456296DDD263959D67E2" style="OLC">
<subparagraph commented="no" id="id174DC0A0C6A840E7A21EDC8D818A51E9"><enum>(C)</enum><header>Database</header><text>To
be eligible to receive a grant under this paragraph, not later than 1 year
after the date of enactment of this subparagraph, each land-grant college or
university that receives a grant shall make available to the public all
information on biomass and other renewable energy resources, in a centralized,
interactive database or wiki created and maintained by the
Secretary.</text>
</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection><subsection commented="no" id="id891148938F3B41BEB49DF1D375E43FB5"><enum>(b)</enum><header>Priorities</header><text>Section
9011(f)(1) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C.
8109(f)(1)) is amended by striking the period at the end and inserting “,
including—</text>
<quoted-block display-inline="no-display-inline" id="idBCDE0596CAD64D9699669E11E9B9EEA7" style="OLC">
<subparagraph commented="no" id="id2916DB25071F4453BCA9FE7477374843"><enum>(A)</enum><text>the development

Investment Act of 2002 (7 U.S.C. 8101 et seq.) is amended by adding at the end
the following:</text>

biochar production systems</header>
<subsection commented="no" display-inline="no-display-inline" id="id7E0CE201EA6B483F8572ACACC729B4CA"><enum>(a)</enum><header display-inline="yes-display-inline">Definition of biochar</header><text>In this
section, the term <term>biochar</term> means charcoal or biomass-derived black
carbon that is added to soil to improve soil fertility, nutrient retention, and
carbon sequestration.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="idAE9731171A5E4EBC84A5F5FAC8A45B26"><enum>(b)</enum><header display-inline="yes-display-inline">Grants</header><text>The Secretary shall
award competitive grants to eligible entities to assist in paying the cost of
research and development to develop and commercialize biochar production
systems on multiple scales (including on a single farm, local community, and
cooperative scale), with a goal of creating production systems that maximize
the coproduction of renewable energy and biochar for use as a soil
enhancement.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id79D1AC14132A4F5ABA3F53F6E8E9C00C"><enum>(c)</enum><header>Eligible
entities</header><text>To be eligible to receive a grant under this section, an
entity shall be an eligible entity described in section 9003(d).</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id5FF7C8F7A29345CB84BFF0AC69A80E21"><enum>(d)</enum><header>Authorization
of appropriations</header><text>There is authorized to be appropriated to carry
out this section $10,000,000 for each of fiscal years 2008 through
2012.</text>

biofuel feedstock reserve</header><text display-inline="no-display-inline">Title IX of the Farm Security and Rural
Investment Act of 2002 (7 U.S.C. 8101 et seq.) (as amended by section 110) is
amended by adding at the end the following:</text>

<section id="ID5d56e32447334588ad46a98ee1323ec2"><enum>9013.</enum><header>Strategic
biofuel feedstock reserve</header>
<subsection id="idBC374ED5E069456AA8302959903F9795"><enum>(a)</enum><header>Definitions</header><text>In
this section:</text>
<paragraph id="id03741015BF0746D68DF06D9662AEA61C"><enum>(1)</enum><header>Eligible
commodity</header><text>The term <term>eligible commodity</term> means a
biofuel feedstock that is produced in the United States.</text>
</paragraph><paragraph id="idA085FE4466E34132965DD93D433D6C57"><enum>(2)</enum><header>Feedstock
reserve</header><text>The term <term>feedstock reserve</term> means the sum of
all eligible commodities stored by producers in accordance with subsection
(b)(2).</text>
</paragraph><paragraph id="idD2E8AF2727684A4C87F70D2A52E39C2F"><enum>(3)</enum><header>Producer</header><text>The
term <term>producer</term> has the meaning given the term in section
1001.</text>
</paragraph></subsection><subsection id="IDb5fec6f809c94019b1c0bcdabb286a0a"><enum>(b)</enum><header>Program</header><text>The
Secretary shall carry out a strategic biofuel feedstock reserve program under
which the Secretary shall—</text>
<paragraph id="id775ADB9E1E534DC3A2FB71DA63D7451E"><enum>(1)</enum><text>purchase eligible
commodities from producers; and</text>
</paragraph><paragraph id="id45B0F899666448C18142617DD0562FB6"><enum>(2)</enum><text>store the
eligible commodities with the producers.</text>
</paragraph></subsection><subsection id="ID3529cec6b16b40a79eba5bdcddbafce2"><enum>(c)</enum><header>Purchases</header>
<paragraph id="ID5c4011fe760541749d652a8bb99cb82b"><enum>(1)</enum><header>In
general</header><text>The Secretary shall purchase an eligible commodity at
commercial rates in order to establish, maintain, or enhance the feedstock
reserve in any case in which, as determined by the Secretary—</text>
<subparagraph id="ID93045c550c324a4295c142b0a23c168b"><enum>(A)</enum><text>the eligible
commodity is in abundant supply;</text>
</subparagraph><subparagraph id="IDfc503eb32b574858bfca7a97b494209a"><enum>(B)</enum><text>there is need for
adequate carryover stocks to ensure a reliable supply of the eligible
commodities to meet renewable energy demands;</text>
</subparagraph><subparagraph id="ID0eab52d5a8ad4804b63d975ce4dd0733"><enum>(C)</enum><text>the average price
of the eligible commodity in a county is less than 100 percent of the
applicable loan rate for a nonrecourse marketing assistance loan made available
under subtitle B of title I; and</text>
</subparagraph><subparagraph id="ID2e874f08a21e4fcea5ad4a4746139101"><enum>(D)</enum><text>the purchase is
necessary to ensure an adequate supply of a renewable fuel in the
marketplace.</text>
</subparagraph></paragraph><paragraph id="IDa7ce3364b4bc43b980f7e2f5997e3c02"><enum>(2)</enum><header>Limitation</header><text>Purchases
by the Secretary under paragraph (1) shall be limited to—</text>
<subparagraph id="ID74e8f64897544c11a15e5aace3bc4566"><enum>(A)</enum><text>the type and
quantity of an eligible commodity necessary to provide for not more than 1 year
of estimated use for renewable energy purposes; and</text>
</subparagraph><subparagraph id="ID8c3bb539dfcd4b7eb54a0d9c842c4c63"><enum>(B)</enum><text>quantities of an
eligible commodity for research and development of renewable fuels.</text>
</subparagraph></paragraph></subsection><subsection id="ID9954c2764aba423c879fcfec4396b8fb"><enum>(d)</enum><header>Sale of
stocks</header><text>An eligible commodity shall not be sold from the feedstock
reserve unless—</text>
<paragraph id="ID926106bde9fc474c9e99d817b5276569"><enum>(1)</enum><text>the average
market price of the eligible commodity in the United States is not less than
the applicable loan rate for a nonrecourse marketing assistance loan made
available under subtitle B of title I; and</text>
</paragraph><paragraph id="ID7e3f509d598a4e0cadd0106ad6435c8b"><enum>(2)</enum><text>the eligible
commodity will be used to produce renewable energy.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID6dc4cdc850364bd28bb6db5bb3da2886"><enum>(e)</enum><header>Storage
payments</header><text>Payments made by the Secretary for the storage of an
eligible commodity shall reflect local commercial storage rates.</text>

wind, building materials, lubricants, soil amendments such as biochar, bio-oils
or biogases, and adhesives); or</text>
</clause><clause id="id04F30076076244AD87C53A6E5C864F1F" indent="up1"><enum>(ii)</enum><text>improves the production of an
agricultural commodity through efficiency gains or environmental
benefits;</text>
</clause></subparagraph><subparagraph id="idAC61FD90F6154CAEA58B6B9AA107C5ED"><enum>(B)</enum><text>is located in a
rural area (as defined in section 343(a) of the Consolidated Farm and Rural
Development Act (7 U.S.C. 1991(a)); and</text>
</subparagraph><subparagraph id="idE106AF8842C647569FECDED1D7A5D6D0"><enum>(C)</enum><text>is certified by
the Secretary.</text>
</subparagraph></paragraph></subsection><subsection id="id4FE45E53D22F409AAA8B0BF298747BA0"><enum>(b)</enum><header>Program</header><text>The
Secretary shall carry out a program under which the Secretary shall provide
direct payments to producers to match the equity investment of the producers in
qualified value-added enterprises.</text>

direct payment described in subsection (b) shall not exceed $10,000.</text>

physically located within a 75-mile radius of an existing or proposed

Secretary shall carry out a pilot program under which the Secretary shall offer
to enter into conservation security contracts with eligible producers
(including agricultural producers, ranchers, and forest landowners) in a local
area that produce biomass feedstocks using methods that enhance soil, water,
and air quality and conserve natural
resources.</text>

projects</header><text>In carrying out the conservation security program under
this subchapter, the Secretary shall carry out demonstration projects that
demonstrate, on a farm-scale and local agricultural cooperative-scale, the
advantages of using biochar production systems (including pyrolysis and
thermocombustion systems) to improve renewable energy production and protect
and enhance soil quality.</text>
</subsection><subsection commented="no" id="idDFA0C38411664CE3A14734407A9E6BB5"><enum>(c)</enum><header>Use of biochar
To generate agricultural credits for carbon trading</header>
<paragraph id="ID9fbe29aabd1a45ca9fd086395c13f3a0"><enum>(1)</enum><header>In
general</header><text>The Secretary shall carry out demonstration projects
under this section in a manner that demonstrates the manner in which biochar
may be used to generate agricultural credits for carbon trading in any
greenhouse gas emissions reduction program.</text>
</paragraph><paragraph id="id4E16F7F05EAB4056AF8E287CA88ACFB9"><enum>(2)</enum><header>Sources of
greenhouse gas emissions reductions</header><text>In carrying out this
subsection, the Secretary shall, to the maximum extent practicable, demonstrate
that greenhouse gas emissions reductions can be achieved from—</text>
<subparagraph id="ID2390df84409f41b1aef59ce2cced8da8"><enum>(A)</enum><text>fossil fuel
displacement through on-farm production of bioenergy using a biochar production
system;</text>
</subparagraph><subparagraph id="IDf06ff4929ed74fb4a7e18a07c1f7191a"><enum>(B)</enum><text>the building of
stable soil sinks, using biochar; and</text>
</subparagraph><subparagraph id="ID1e4fc43fda374fd1b2283cc8ac98899b"><enum>(C)</enum><text>reduced nitrous
oxide emissions associated with—</text>
<clause id="idD3F69110DF0A4545913E796FB52EBAB7"><enum>(i)</enum><text>the impact of
biochar in soils; and</text>
</clause><clause id="id59BFD4233AEC45D2B21A7BC4D0502532"><enum>(ii)</enum><text>reductions in
nitrogen fertilizer requirements due to greater fertilizer efficiencies with
biochar applications.</text>
</clause></subparagraph></paragraph><paragraph id="ID67603424625b4bdc9dcb406e914f0cd3"><enum>(3)</enum><header>High-priority
research and demonstration</header><text>In carrying out this subsection, the
Secretary shall, to the maximum extent practicable, promote high-priority
research and demonstration by—</text>
<subparagraph id="ID1f2c0968d2c740d1892258a19e8062a0"><enum>(A)</enum><text>in the case of
biochar production and commercialization—</text>
<clause id="ID79bc26721d4f43eda0f404d4cc834004"><enum>(i)</enum><text>producing a
consistent, high-quality biochar product and an analysis of the properties,
chemical structure, and performance of biochar in different soil types;</text>
</clause><clause id="ID1116dede384a472c989c83b95d68fe1b"><enum>(ii)</enum><text>optimizing
coproduction of biochar and bioenergy; and</text>
</clause><clause id="IDfb30efeac21b4691910fdfa015348f42"><enum>(iii)</enum><text>scaling up of
biochar production;</text>
</clause></subparagraph><subparagraph id="IDf149136156be4809a7af732394494679"><enum>(B)</enum><text>in the case of
biochar behavior in the environment, analyzing—</text>
<clause id="ID1278a2da87a94d80bb515370b7204d17"><enum>(i)</enum><text>biochar
performance by soil type, feedstock, and production method; and</text>
</clause><clause id="ID8f438aef61b94a83a2e1268b7144e6fa"><enum>(ii)</enum><text>application
rates and effects in soils; and</text>
</clause></subparagraph><subparagraph id="IDf01474b39765415ea50286a90a534cda"><enum>(C)</enum><text>in the case of
economic and life-cycle issues, analyzing—</text>
<clause id="ID51c3f9f09717438bab2e3416dca16046"><enum>(i)</enum><text>the full
production costs versus the economic benefits of biochar;</text>
</clause><clause id="idA4BC30E95ED144CFBA508A4EC201488D"><enum>(ii)</enum><text>the impact of
biochar on greenhouse gas emissions, including the performance of biochar in
carbon markets;</text>

availability of feedstocks or competition of biochar with other
biofuels;</text>
</clause><clause id="IDe5d2d1db0be14617820660f894684cf1"><enum>(iv)</enum><text>the impact of
biomass removal on soil quality and erosion;</text>
</clause><clause id="ID6f0779e215e24832b14a6ceaf79c5385"><enum>(v)</enum><text>the potential to
reduce fertilizer use, greenhouse gas emissions, nutrient leaching, and
run-off; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID1098508cf3d34a19921163f0c9dad5b4"><enum>(vi)</enum><text>the potential to
reduce water pollution from feedlot runoff by capturing ammonia as a valuable
addition to agricultural charcoal.</text>
</clause></subparagraph></paragraph></subsection><subsection commented="no" id="id8D5F045D587641E689A0A96CFCD3F9F5"><enum>(d)</enum><header>Funding</header><text>Of
the funds that are made available to carry out this subchapter, the Secretary
shall use to carry out this section not less than $20,000,000 for each of

5925(h)) is amended by striking <quote>1999 through 2007</quote> and inserting
<quote>2008 through 2012, of which not less $20,000,000 shall be used each
fiscal year to make grants described in subsection (e)(46)</quote>.</text>
</subsection></section><section id="ID764bd8ca56994973b5fc4bd516d4a9cd"><enum>502.</enum><header>Research and
development</header><text display-inline="no-display-inline">Title IX of the
Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8101 et seq.) (as
amended by section 401) is amended by adding at the end the following:</text>

conjunction with the Colorado Renewable Energy Collaboratory, shall carry out a
research and development program relating to renewable energy—</text>
<paragraph id="ID28e8e222280c4ee289a2ac924b907df3"><enum>(1)</enum><text>to conduct
research on and develop high-quality energy crops that—</text>
<subparagraph id="idEFC912C0653B46B5B8BBB663ACA7D38A"><enum>(A)</enum><text>have high energy
production values;</text>
</subparagraph><subparagraph id="id90829185FF554F5CBA7BC11416BCBC5B"><enum>(B)</enum><text>are cost
efficient for producers and refiners;</text>
</subparagraph><subparagraph id="id56C395F9238E4EBABDCDDFFC48BDBFA4"><enum>(C)</enum><text>are well suited
to high yields with minimal inputs in arid and semiarid regions; and</text>
</subparagraph><subparagraph id="id11F74744F534427C8255471DC7022E13"><enum>(D)</enum><text>are regionally
appropriate;</text>
</subparagraph></paragraph><paragraph id="IDf16267d7622f4b83b82206cb60c212d2"><enum>(2)</enum><text>to conduct
research on and develop biorefining and biofuels through multidisciplinary
research, including research relating to—</text>
<subparagraph id="ID9421bc79625a48c3958020e103f9efe0"><enum>(A)</enum><text>biochemical
engineering;</text>
</subparagraph><subparagraph id="ID9c67b66dbf9b4bfd9ff1a1d308dfa484"><enum>(B)</enum><text>process
engineering;</text>
</subparagraph><subparagraph id="IDeedf95df83e04a81ae4c92be45bd1967"><enum>(C)</enum><text>thermochemical
engineering;</text>
</subparagraph><subparagraph id="ID44292a366c3c47c7b33b0bb8ed3e00c8"><enum>(D)</enum><text>product
engineering; and</text>
</subparagraph><subparagraph id="IDcb4bb144c21f4b62b7b4e77ba4d69730"><enum>(E)</enum><text>systems
engineering;</text>
</subparagraph></paragraph><paragraph id="IDbbd1741ff6b5409a9b45d69904c3e7f9"><enum>(3)</enum><text>to develop
cost-effective methods for the harvesting, handling, transport, and storage of
cellulosic biomass feedstocks;</text>
</paragraph><paragraph id="id7B0CB2063D2247AFA9C878666FC1805F"><enum>(4)</enum><text>to conduct
research on and develop fertilizers from biobased sources other than
hydrocarbon fuels;</text>
</paragraph><paragraph id="IDdddf38d3107c417ebe3d5725e6ea6426"><enum>(5)</enum><text>to develop
energy- and water-efficient irrigation systems;</text>
</paragraph><paragraph id="ID4461ef10df084ad89ed55e04091224e6"><enum>(6)</enum><text>to research and
develop water-efficient biofuel production technologies;</text>
</paragraph><paragraph id="IDb623d0fd9d1f4a09a0e97d4d521ba376"><enum>(7)</enum><text>to research and
develop additional biobased products;</text>
</paragraph><paragraph id="IDcf742744dc684f4b9b835c10d0fdbee4"><enum>(8)</enum><text>in cooperation
with the Department of Energy and the Department of Defense, to develop storage
technologies for wind- and solar-generated power for small-scale and
utility-scale generation facilities; and</text>
</paragraph><paragraph id="id6350C4B11E594DD680F72F7C5879FDBA"><enum>(9)</enum><text>in cooperation
with the Department of Energy, to research fuel cell technologies for use in
farm, ranch, and rural applications.</text>
</paragraph></subsection><subsection id="id30856CF988774E2F84EFA144AFFF869E"><enum>(b)</enum><header>Funding</header>
<paragraph id="idF5F3CB3B44E64770BD467C6A8D461F5A"><enum>(1)</enum><header>Mandatory
funds</header>
<subparagraph id="id42D975239A8246C1AD2C7D02D2687B4A"><enum>(A)</enum><header>Transfer</header><text>In
addition to any other funds made available under paragraph (2), beginning on
October 1, 2007, and on each October 1 thereafter through October 1, 2011, out
of any funds in the Treasury not otherwise appropriated, the Secretary of the
Treasury shall transfer to the Secretary, $5,000,000 to carry out this section,
to remain available until expended.</text>
</subparagraph><subparagraph id="idC96A50B491874875B9CCE79BCB2AF8D9"><enum>(B)</enum><header>Receipt and
acceptance</header><text>The Secretary shall be entitled to receive, shall
accept, and shall use to carry out this section the funds transferred under
subparagraph (A), without further appropriation.</text>
</subparagraph></paragraph><paragraph id="idB8E0FF2799C64D23B98EE8348D039EC9"><enum>(2)</enum><header>Authorization
of appropriations</header><text>In addition to any other funds made available
under paragraph (1), there are authorized to be appropriated—</text>
<subparagraph id="id88991D64CB1A4882AB53F6169935CF31"><enum>(A)</enum><text>$110,000,000 to
the Under Secretary for Research, Education, and Economics, acting through the
Agricultural Research Service, for cellulosic biofuel research for each of
fiscal years 2008 through 2012;</text>
</subparagraph><subparagraph id="idD0D8258B1CAA420B9456275801A6359E"><enum>(B)</enum><text>$110,000,000 to
the Secretary and the Secretary of Energy for the development of smaller-scale
biorefineries and biofuel plants for each of fiscal years 2008 through 2012;
and</text>
</subparagraph><subparagraph id="id4587BBF8B7164F8DA6F59D8351F2F370"><enum>(C)</enum><text>such sums as are
necessary to carry out this
section.</text>
</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="IDa5983e24c3f5461ebf35a5b698466e05"><enum>503.</enum><header>Renewable
energy research, education, and educational program</header><text display-inline="no-display-inline">Title IX of the Farm Security and Rural
Investment Act of 2002 (7 U.S.C. 8101 et seq.) (as amended by section 502(a))
is amended by adding at the end the following:</text>

<section id="idAF1076DE06CB4E829B0722C2A7B0BAD8"><enum>9017.</enum><header>Renewable
energy research, education, and educational program</header>
<subsection id="idD3A30A68242D44609874C54C88A28C15"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary, in
cooperation with the Administrator of the Environmental Protection Agency and
the Secretary of Energy, shall establish a program under which the Secretary
shall—</text>
<paragraph id="IDa486380119014e2f827a0576957a330a"><enum>(1)</enum><text>establish a
standardized protocol for market-based trading of greenhouse gas emissions
reductions from soil carbon sequestration, based on existing technologies to
measure, monitor, and verify soil carbon sequestration and increases in soil
carbon stocks associated with agricultural management practices;</text>
</paragraph><paragraph id="idA1B56DB8BC6B4B789590D622ABF6D7AB"><enum>(2)</enum><text>revise the
standardized protocols established under paragraph (1) as necessary and as
technological advancements warrant, to ensure full market participation and
remuneration for those credits in market-based greenhouse gas emissions
reduction programs;</text>
</paragraph><paragraph id="ID22dc0e69f82b4df78978920dd85b90eb"><enum>(3)</enum><text>provide
information to agricultural producers concerning the economic (including
market-based sale and trading opportunities) and environmental benefits of
conservation and management practices that increase soil carbon sequestration;
and</text>
</paragraph><paragraph id="id35095B42A6BB4CF3A8EC0DD8BCB4E2FB"><enum>(4)</enum><text display-inline="yes-display-inline">provide grants to—</text>
<subparagraph id="id02D986178FBF45818D0AC4DB2289F86A"><enum>(A)</enum><text display-inline="yes-display-inline">land-grant colleges and universities (as
defined in section 9011(b))—</text>
<clause id="id91EBBEFBD6A34265862B5E7718F73074"><enum>(i)</enum><text display-inline="yes-display-inline">to develop renewable energy and value-added
curricula that provide training for individuals pursuing careers in the
renewable energy field (including individuals majoring in renewable energy
engineering);</text>
</clause><clause id="id9EB25D0A9BC64B3692114B46EB8492BD"><enum>(ii)</enum><text>to provide
extension services relating to renewable energy; and</text>
</clause><clause id="id64C4764766C74AACA3692576B9BB754C"><enum>(iii)</enum><text>to encourage
cellulosic biofuel research; and</text>
</clause></subparagraph><subparagraph id="idA12603CC900D485C8C4EA479343426CA"><enum>(B)</enum><text display-inline="yes-display-inline">nonprofit organizations to educate fleet
operators and the public about the benefits of biodiesel and other renewable
fuels.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id65E87A33F4534C9FA118C0898AC3B687"><enum>(b)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">There are
authorized to be appropriated such sums as are necessary to carry out this
section.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="id6ED41285F1EF44109779479A9E68B5EB"><enum>504.</enum><header>Renewable
electricity and renewable fuels research and development</header><text display-inline="no-display-inline">Title IX of the Farm Security and Rural
Investment Act of 2002 (7 U.S.C. 8101 et seq.) (as amended by section 503) is
amended by adding at the end the following:</text>

<section commented="no" id="id869FA3888ACA4B2196F75A7CA9C01481"><enum>9018.</enum><header>Renewable
electricity and renewable fuels research and development</header>
<subsection id="idD9C31FB73BC441C5A10CC995164DC88F"><enum>(a)</enum><header>Joint research
with the Department of Energy</header>
<paragraph id="id5801DBB8A8064829877E9DC4D12C887E"><enum>(1)</enum><header>National
goal</header><text>It is a goal of the United States that by calendar year
2025, the costs of producing electricity in the United States from renewable
resources shall be reduced by at least 45 percent from the cost of producing
electricity from renewable resources as of the date of enactment of this
section.</text>
</paragraph><paragraph id="id4E84D09E09AA4B78A83F20BE23CD5F71"><enum>(2)</enum><header>Study</header><text>The
Secretary and the Secretary of Energy (referred to in this subsection as the
<term>Secretaries</term>) shall jointly carry out a study that—</text>
<subparagraph id="idE9AD88F33C8148BAB9327B524A427BE9"><enum>(A)</enum><text>identifies
research, development, demonstration, and deployment steps necessary to achieve
the national goal described in paragraph (1);</text>
</subparagraph><subparagraph id="IDd48dcfe59bac444aacb7aa05b7e5a853"><enum>(B)</enum><text>comprehensively
examines the infrastructure needs of the renewable fuels sector, including a
study of biofuel pipeline needs and feasibility;</text>
</subparagraph><subparagraph id="ID3058c51ac562456eb76369f3d59116dc"><enum>(C)</enum><text>assesses the
water requirements necessary to produce and process biobased and renewable
energy feedstocks from agricultural production, forestry, and waste;</text>
</subparagraph><subparagraph id="id6472FD096BF943968DAE7D99B012ECB3"><enum>(D)</enum><text>determines
whether adequate water resources are projected to be available to meet—</text>
<clause id="id9C81884575F947A3840EC10CD2EF75D8"><enum>(i)</enum><text>the requirements
described in subparagraph (C); and</text>
</clause><clause id="id4B67151B9FFB4C4692E12C443DA3EB23"><enum>(ii)</enum><text>current and
projected drinking water, sanitation, and ecosystem needs;</text>
</clause></subparagraph><subparagraph id="idCC27357EF9F64CAEA5A673019C314264"><enum>(E)</enum><text>identifies best
practices to maximize water efficiency; and</text>
</subparagraph><subparagraph id="id988446EBCE7145C6A73A29D835F0E325"><enum>(F)</enum><text>quantifies and
verifies the carbon sequestration benefits of various bioenergy and
agricultural crops and practices, including the development of models to
estimate the carbon sequestration benefits for different crops on different
soils.</text>
</subparagraph></paragraph><paragraph id="ID407074940b464a45b8db917f0c6c31f0"><enum>(3)</enum><header>Report</header><text>Not
later than 3 years after the date of enactment of this section, and every 3
years thereafter, the Secretaries shall submit to Congress a report that
includes—</text>
<subparagraph id="idE6AEAB1A6DD7481D8D03AF8EB1747DA1"><enum>(A)</enum><text>the progress of
the Secretaries in meeting the national goal described in paragraph (1);</text>
</subparagraph><subparagraph id="id2C83BD8F340E481A9063F281B2BB0003"><enum>(B)</enum><text>any
recommendations of the Secretaries to ensure that the national goal is met;
and</text>
</subparagraph><subparagraph id="id337468EBBC4549539BEA88A430DA3C3B"><enum>(C)</enum><text>the results of
the study carried out under paragraph (2), including recommendations—</text>
<clause id="idE396C7B4D3BB4108BE65D1CD7A3F7C29"><enum>(i)</enum><text>to ensure
delivery of adequate renewable fuels and feedstocks to the market; and</text>
</clause><clause id="id07B939C7E52746889877931A5860E9DF"><enum>(ii)</enum><text>to ensure the
availability of adequate water resources.</text>
</clause></subparagraph></paragraph></subsection><subsection id="idB1C32D07C08F4CADA7148C6765069786"><enum>(b)</enum><header>Additional
research and development</header><text>The Secretary shall carry out a research
and development program under which the Secretary shall study—</text>
<paragraph id="IDc5824279818f455384e6fbd38d9ceffe"><enum>(1)</enum><text>the use of
alternative, renewable feedstocks and power sources, including livestock waste,
to produce biofuels;</text>
</paragraph><paragraph id="ID5b8f9bb3e58c4a16877f173520d40929"><enum>(2)</enum><text>methods to
sustainably increase agricultural and forestry crop energy yields while
enhancing environmental benefits, in particular improving soil quality and air
quality;</text>
</paragraph><paragraph id="ID7006fb60cb374f088fdcad9c3fc6f4b9"><enum>(3)</enum><text>methods of
developing small-scale and distributed renewable energy technologies;</text>
</paragraph><paragraph id="ID31db0fbdb33f4c1382c2e461ec7d0476"><enum>(4)</enum><text>biochar, animal
agriculture residues, and other potential non-fossil-fuel-based, renewable
fertilizers to integrate energy production or agricultural management practices
with enhanced soil quality and long-term carbon sequestration;</text>
</paragraph><paragraph id="ID99bdd5de71f54ea59bb20132b759f2d6"><enum>(5)</enum><text>the development
of efficient and environmentally-sensitive harvesting equipment, including as
1-pass equipment, for agricultural production and forestry;</text>
</paragraph><paragraph id="ID0c49ebe2005d49d593f25b209b9f5a25"><enum>(6)</enum><text>the use of algae
for the production of biodiesel and other biobased fuels and energy;</text>
</paragraph><paragraph id="ID99f1096956a54a36a7bf2b910c5b73d4"><enum>(7)</enum><text>the use of
biotechnology, under acceptable protocols, to develop and deploy high-yielding
or easily-fermentable biomass energy feedstocks or syngas derived from biomass
energy feedstocks; and</text>
</paragraph><paragraph id="IDc79645591d044679a696646452e4119c"><enum>(8)</enum><text>methods to
develop and deploy distributed or portable biomass feedstock processing
systems.</text>
</paragraph></subsection><subsection id="ID1a50e81bd2414559bb127e9611b2bffb"><enum>(c)</enum><header>Safety
protocols</header><text>The Secretary shall carry out a program under which the
Secretary provides coordination, outreach, and technical assistance to develop
protocols for—</text>
<paragraph id="ID8cd24b9c12684e6f81e61f275b29fdb4"><enum>(1)</enum><text>the safe
introduction of new biomass energy feedstocks, including by allowing crop
testing to determine local compatibility while protecting existing agriculture
and habitats;</text>
</paragraph><paragraph id="IDd03b0af19eed489596cbd504c828e824"><enum>(2)</enum><text>the safe disposal
of livestock and poultry carcasses, including alternative uses; and</text>
</paragraph><paragraph id="id8B128289E9414F2A913D8EB5AA1D2C78"><enum>(3)</enum><text>the
environmentally-sound production of feedstocks and use wastes for energy
production.</text>
</paragraph></subsection><subsection id="id6BF97CB5066644979CAA322F6038265B"><enum>(d)</enum><header>Funding</header>
<paragraph id="idB23A6E735C054F3B9204016DC3C00EA1"><enum>(1)</enum><header>In
general</header><text>On October 1, 2007, and on each October 1 thereafter
through October 1, 2011, out of any funds in the Treasury not otherwise
appropriated, the Secretary of the Treasury shall transfer to the
Secretary—</text>
<subparagraph id="id1F811FE7783C4598BA70E891943ED9C5"><enum>(A)</enum><text>$120,000,000 to
carry out subsection (a);</text>

</subparagraph></paragraph><paragraph id="IDDDDB9AFAA4B2435EB9C6E3EA8D700BC2"><enum>(2)</enum><header>Receipt and
acceptance</header><text>The Secretary shall be entitled to receive, shall
accept, and shall use to carry out this section the funds transferred under
paragraph (1), without further appropriation.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB2A4377E45354362AF22C8A0E1E532AC"><enum>(3)</enum><header>Availability of
funds</header><text>Funds transferred under paragraph (1) shall remain

</section><enum>VI</enum><header>Farm and rural
applications for plug-in electric drive vehicles</header>
<section id="id0B5EF00258954AB6A60F62B1278ECB3C"><enum>601.</enum><header>Farm and rural
applications for plug-in electric drive vehicles</header>
<subsection id="id3308B990C3124F1D8933EB224AEA816A"><enum>(a)</enum><header>Definitions</header><text>In
this section:</text>
<paragraph id="id609D358ED1E3419F87DA856E5C7EED5D"><enum>(1)</enum><header>Plug-in
electric drive vehicle</header><text>The term <term>plug-in electric drive
vehicle</term> means a precommercial vehicle that—</text>
<subparagraph id="id254118B860724D67A86A80B9CC7686A3"><enum>(A)</enum><text>draws motive
power from a battery of at least 4 kWh;</text>
</subparagraph><subparagraph id="idD051EAACB53C46BF807CF4589FDFE65C"><enum>(B)</enum><text>can be recharged
from an external source of electricity for motive power; and</text>
</subparagraph><subparagraph id="idE2AEF15765A24249881D2EF1E446DDC0"><enum>(C)</enum><text>is a light-duty,
medium-duty, or heavy-duty on-road or nonroad vehicle.</text>
</subparagraph></paragraph><paragraph id="id941C5BEBB37842EE825A70C72C3394EA"><enum>(2)</enum><header>Secretary</header><text>The
term <term>Secretary</term> means the Secretary of Agriculture.</text>
</paragraph></subsection><subsection id="id71725D66F086469A87C38873ED9ECD07"><enum>(b)</enum><header>Establishment</header><text>The
Secretary, after consultation with the Secretary of Energy, shall establish a
competitive demonstration program to provide grants on a cost-shared basis to
State governments, local governments, air pollution control districts, private
or nonprofit entities, and any combinations of those entities, to carry out a
projects to demonstrate farm and rural applications for plug-in electric drive
vehicles.</text>
</subsection><subsection id="idFE9D1BD690DB4FE3BE73E60EA1AC0B57"><enum>(c)</enum><header>Applications</header><text>The
Secretary shall establish requirements for applications for grants under this
section, including, at a minimum, a requirement that an applicant shall
describe the means by which the applicant will collect and summarize data for
dissemination to the Department, other grantees, and the public, on—</text>
<paragraph id="IDac1365a02c634a308452c165f3b37733"><enum>(1)</enum><text>vehicle and
component performance, including performance of the battery, energy management,
and charging systems, under various driving speeds, trip ranges, traffic, and
other driving conditions;</text>
</paragraph><paragraph id="ID83b550acbacb490a89f80fd4024c5cc6"><enum>(2)</enum><text>vehicle and
component costs, including acquisition, operating, and maintenance
costs;</text>
</paragraph><paragraph id="IDabf15b2b956c4c56993a06ca09e9546f"><enum>(3)</enum><text>vehicle
emissions, including emissions of greenhouse gases; and</text>
</paragraph><paragraph id="ID7534d40b53d745a29e04dbfe8285974f"><enum>(4)</enum><text>petroleum
displacement as a result of the project.</text>
</paragraph></subsection><subsection id="id4E8DF5EBF23C47F1962D824CAF545023"><enum>(d)</enum><header>Solicitation</header><text>Not
later than 180 days after the date of enactment of this Act, and annually
thereafter, the Secretary shall solicit proposals to demonstrate plug-in hybrid
electric vehicles.</text>
</subsection><subsection id="id7FDD236248774F96A772C0759099379C"><enum>(e)</enum><header>Selection
criteria</header>
<paragraph id="id4E8B3D83355F468280FEA6C9466AF702"><enum>(1)</enum><header>Priority</header><text>In
providing grants under this section, the Secretary shall—</text>
<subparagraph id="id4343E631C3744995B21388414E8A6EB3"><enum>(A)</enum><text>take into
consideration the experience of each applicant with respect to plug-in hybrid
electric vehicles; and</text>
</subparagraph><subparagraph id="idBCC512A5A5F04C14A87F6793B09DC858"><enum>(B)</enum><text>give priority to
applicants that—</text>
<clause id="IDded4a16b224a40eeb3cc71d65f1f350f"><enum>(i)</enum><text>demonstrate a
path to commercialization for the vehicles demonstrated; and</text>
</clause><clause id="ID4139b494c0e448739b1e7c773625bcc9"><enum>(ii)</enum><text>are likely to
make a significant contribution to the advancement of the technology and
production in the United States.</text>
</clause></subparagraph></paragraph><paragraph id="idE290D6EA732E4835AA637E394AB11662"><enum>(2)</enum><header>Scope</header><text>The
Secretary shall ensure that projects carried out using a grant provided under
this section—</text>
<subparagraph id="IDe4775a1dfce9423793bfaa35da081147"><enum>(A)</enum><text>demonstrate the
operation of plug-in hybrid vehicles under various driving speeds, trip ranges,
driving conditions, climate conditions, and topography conditions;</text>
</subparagraph><subparagraph id="ID1e46bc74622641f39d25b48673a92603"><enum>(B)</enum><text>demonstrate
light-, medium-, and heavy-duty vehicles with a variety of battery and
engine-turn-on control systems;</text>
</subparagraph><subparagraph id="ID408000df6fbb4ab48d5c20e457ce6b32"><enum>(C)</enum><text>demonstrate
plug-in hybrid vehicles in a variety of applications, including—</text>
<clause id="id4895CA02775C48F8ABDC8A4ECB2599C0"><enum>(i)</enum><text>farm equipment
applications;</text>
</clause><clause id="id670A403C1BEF484398766CB5C8F6CA7F"><enum>(ii)</enum><text>rural school bus
applications;</text>
</clause><clause id="id5F0B006A941347C1B5467F496B65AA86"><enum>(iii)</enum><text>mass market
passenger and light-duty truck applications in rural areas; and</text>
</clause><clause id="idFFF0A5F5B9AA4ADCA508A7195D84CDDF"><enum>(iv)</enum><text>fleet
applications in rural areas;</text>
</clause></subparagraph><subparagraph id="ID3f8abde4e3db4482a728b0a948228b40"><enum>(D)</enum><text>demonstrate
vehicles from original equipment manufacturers, Tier I suppliers, or other
entities capable of achieving commercialization of the technology; and</text>
</subparagraph><subparagraph id="IDb0a49891efd74e2d8bf7f996cd0d4231"><enum>(E)</enum><text>provide an
opportunity for innovation and creativity from small and breakthrough
technology companies.</text>
</subparagraph></paragraph></subsection><subsection id="id1876C915D5D34240B012E392D24CD776"><enum>(f)</enum><header>Other
requirements</header>
<paragraph id="id41FCB80894EB4C9E9470094AF1FF9949"><enum>(1)</enum><header>Continuing
eligibility</header><text>An applicant that has received a grant under this
section for a fiscal year—</text>
<subparagraph id="id38F8E6B3F0E84400BA3ECFD18E30DFB8"><enum>(A)</enum><text>may submit to the
Secretary an application under this section for a subsequent fiscal year;
but</text>
</subparagraph><subparagraph id="id7BEF999212A14D91883E5417FC2BC5CF"><enum>(B)</enum><text>shall receive
grants for an aggregate amount of not more than $20,000,000 for the period of
fiscal years 2008 through 2013.</text>
</subparagraph></paragraph><paragraph id="id40A636661A494FFB84ACBE593F6CA4E8"><enum>(2)</enum><header>Information</header><text>The
Secretary shall ensure that nonproprietary information, test data,
specifications, and other information obtained by participants in the program
under this section are—</text>
<subparagraph id="id3F2E7954F6B64DCDB15B8F0649A98C74"><enum>(A)</enum><text>shared among
participants in the program; and</text>
</subparagraph><subparagraph id="id3F11BD4C34654541B396D4BB8FE77043"><enum>(B)</enum><text>made available to
other interested parties, including applicants of the program.</text>
</subparagraph></paragraph><paragraph id="id12AB88D4055A4171A69AF8BD443A4BDE"><enum>(3)</enum><header>Certain
applicants</header><text>A battery manufacturer that proposes to supply to an
applicant for a grant under this section for use in a plug-in hybrid vehicle a
battery with a capacity of greater than 1 kilowatt-hour shall—</text>
<subparagraph id="id941DA2F41FC84F04B2F38BB041AFE266"><enum>(A)</enum><text>ensure that the
applicant includes in the application a description of the price of the battery
per kilowatt hour;</text>
</subparagraph><subparagraph id="id42DE240F414143C382C1B4E5794F9692"><enum>(B)</enum><text>on approval by
the Secretary of the application, publish, or permit the Secretary to publish,
the price described in subparagraph (A); and</text>
</subparagraph><subparagraph id="idA853A7ED86524454AC13660F6A3C2AE8"><enum>(C)</enum><text>for any order
received by the battery manufacturer for at least 1,000 batteries, offer the
batteries at that price.</text>
</subparagraph></paragraph></subsection><subsection id="id25FA610F2C2C433481B01E52D2AC926D"><enum>(g)</enum><header>Authorization
of appropriations</header><text>There is authorized to be appropriated to carry
out this section $60,000,000 for each of fiscal years 2008 through 2012, of
which $20,000,000 shall be available only for use in providing grants to local
and municipal units of government.</text>
