		<official-title>To authorize grants for contributions toward the
		  establishment of the Woodrow Wilson Presidential Library.</official-title>

		<section display-inline="no-display-inline" id="H7AB5658C18274A09A4D9BB7D17F0D44C" section-type="section-one"><enum>1.</enum><header>Grants for establishment of
			 the Woodrow Wilson Presidential Library</header>
			<subsection id="H7EA781E658A1442E83677847B0AEFD11"><enum>(a)</enum><header>Grants
			 authorized</header><text>Subject to subsections (b), (c), and (d), the
			 Archivist of the National Archives and Records Administration may make grants
			 to contribute funds for the establishment in Staunton, Virginia, of a library
			 to preserve and make available materials related to the life of President
			 Woodrow Wilson and to provide interpretive and educational services that
			 communicate the meaning of the life of Woodrow Wilson.</text>
			</subsection><subsection id="H1A0A2BCEA851438F99586895603DA650"><enum>(b)</enum><header>Limitation</header><text>A
			 grant may be made under subsection (a) only from funds appropriated to the
			 Archivist specifically for that purpose.</text>
			</subsection><subsection id="H3424DF1C7888488494A4264F9FF81481"><enum>(c)</enum><header>Conditions on
			 grants</header>
				<paragraph id="H0B3078AF93B4480E8B4C10E2F500B265"><enum>(1)</enum><header>Matching
			 requirement</header><text>A grant under subsection (a) may not be made until
			 such time as the entity selected to receive the grant certifies to the
			 Archivist that funds have been raised from non-Federal sources for use to
			 establish the library in an amount equal to at least double the amount of the
			 grant.</text>
				</paragraph><paragraph id="HC1B502CFA3214AF997AFF0E967A1F3C1"><enum>(2)</enum><header>Relation to
			 other woodrow wilson sites and museums</header><text>The Archivist shall
			 further condition a grant under subsection (a) on the agreement of the grant
			 recipient to operate the resulting library in cooperation with other Federal
			 and non-Federal historic sites, parks, and museums that represent significant
			 locations or events in the life of Woodrow Wilson. Cooperative efforts to
			 promote and interpret the life of Woodrow Wilson may include the use of
			 cooperative agreements, cross references, cross promotion, and shared
			 exhibits.</text>
				</paragraph></subsection><subsection id="H126FA0BEF4A14BAF87A579D007DC374"><enum>(d)</enum><header>Prohibition of
			 contribution of operating funds</header><text>Grant amounts may not be used for
			 the maintenance or operation of the library.</text>
			</subsection><subsection id="H26E9297370E64521B455570870554D62"><enum>(e)</enum><header>Non-Federal
			 operation</header><text>The Archivist shall have no involvement in the actual
			 operation of the library, except at the request of the non-Federal entity
			 responsible for the operation of the library.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HC5E45B42FB874869B7E8424807495BAD"><enum>(f)</enum><header>Authority
			 through fiscal year 2011</header><text>The Archivist may not use the authority
			 provided under subsection (a) after September 30, 2011.</text>
