		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Containing and Managing Climate
			 Change Costs Efficiently Act</short-title></quote>.</text>
		</section><section id="id198112B677C4418AB4118617621BCFF9"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph id="id2E9B148D6A6244578D0669C7E665EFAA"><enum>(1)</enum><text display-inline="yes-display-inline">to ensure that the imposition of limits on
			 greenhouse gas emissions will not significantly harm the economy of the United
			 States; and</text>
			</paragraph><paragraph id="id395281332D6C4C1995706AEB9D39B0B9"><enum>(2)</enum><text display-inline="yes-display-inline">to establish a Carbon Market Efficiency
			 Board to ensure the implementation and maintenance of a stable, functioning,
			 and efficient market in tradeable permits to emit greenhouse gases.</text>
			</paragraph></section><section id="id143C485E9AA644AAAA3831C4666B6ADF"><enum>3.</enum><header>Establishment of
			 Carbon Market Efficiency Board</header>
			<subsection id="id812C76ED1A754E0AB9472AE6614F5899"><enum>(a)</enum><header>Establishment</header><text>There
			 is established a board, to be known as the <quote>Carbon Market Efficiency
			 Board</quote> (referred to in this Act as the <term>Board</term>).</text>
			</subsection><subsection id="IDa5bb7b1d80374ac3b0ebc49dd0c6ad9c"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of the Board are—</text>
				<paragraph id="IDa360640f6cc6488aaf39d1c6e7a7fecf"><enum>(1)</enum><text>to promote the
			 achievement of the environmental objectives (including any national mandatory
			 greenhouse gas emissions cap and reduction targets) of the United
			 States;</text>
				</paragraph><paragraph id="ID77506df8d92848dc99bca6173f6d0cd8"><enum>(2)</enum><text>to observe the
			 national greenhouse gas emission market and evaluate periods during which the
			 cost of permits provided under Federal law might pose significant harm to the
			 economy;</text>
				</paragraph><paragraph id="ID6ce94dbab5304d3eaecf0ecc341f6ab6"><enum>(3)</enum><text>to conduct
			 observation during the 2-year period following the establishment of a market
			 program for permits under Federal law, and to provide temporary, short-term
			 relief at any time at which the program is determined to pose a significant
			 harm to the economy using the cost relief measures prescribed under section 5;
			 and</text>
				</paragraph><paragraph id="ID7936cc4639874b8cbf01b9cbd2775c3f"><enum>(4)</enum><text>to submit to the
			 President and Congress quarterly reports—</text>
					<subparagraph id="idDB3F03BD6D7C40348E99E9CB384A1777"><enum>(A)</enum><text>describing the
			 status of each greenhouse gas emission market established under Federal law,
			 the economic effects of the markets, regional, industrial, and consumer
			 responses to the markets, any corrective measures that should be carried out to
			 relieve excessive costs of the markets, and plans to compensate for those
			 measures;</text>
					</subparagraph><subparagraph id="IDfcba662badde4fcda3e49ccd6454cfc8"><enum>(B)</enum><text>that are timely
			 and succinct to ensure regular monitoring of market trends; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb2e65a578a234e92a0cf650186bdf184"><enum>(C)</enum><text>that are prepared
			 independently by the Board.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id039FB907A57E43579FB3D3D809368453"><enum>(c)</enum><header>Membership</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id4060B5AC1F1B4759BA8CC57F3F0140D1"><enum>(1)</enum><header>Composition</header><text>The
			 Board shall be composed of 7 members, to be appointed by the President, by and
			 with the advice and consent of the Senate.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id796087E5F0B84AC0B94122EA323ABA3A"><enum>(2)</enum><header>Requirements</header><text>In
			 appointing members of the Board under paragraph (1), the President
			 shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id06458E22908B49348EB41AD73678F736"><enum>(A)</enum><text>ensure fair
			 representation of the financial, agricultural, industrial, and commercial
			 sectors, and the geographical regions, of the United States; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6D05DAB57B47488DB3915D01FE4F052A"><enum>(B)</enum><text>appoint not more
			 than 1 member from each such geographical region.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDCDE6956562846248000D17EB2CEA3B3"><enum>(3)</enum><header>Compensation</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idB261D29FF88448B2AA53523BA3F58933"><enum>(A)</enum><header>In
			 general</header><text>A member of the Board shall be compensated at a rate
			 equal to the daily equivalent of the annual rate of basic pay prescribed for
			 level II of the Executive Schedule under section 5313 of title 5, United States
			 Code, for each day (including travel time) during which the member is engaged
			 in the performance of the duties of the Board.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB33669C3E4DF49278D2D40EEDC5D9708"><enum>(B)</enum><header>Chairperson</header><text>The
			 Chairperson of the Board shall be compensated at a rate equal to the daily
			 equivalent of the annual rate of basic pay prescribed for level I of the
			 Executive Schedule under section 5312 of title 5, United States Code, for each
			 day (including travel time) during which the member is engaged in the
			 performance of the duties of the Board.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8B3EFA97BCBF4E7B86DF820132358D56"><enum>(4)</enum><header>Prohibitions</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id9ECC5E0C2ACC42E2B977D00886E8913B"><enum>(A)</enum><header>Conflicts of
			 interest</header><text>An individual employed by, or holding any official
			 relationship (including any shareholder) with, any entity engaged in the
			 generation, transmission, distribution, or sale of energy, or an individual who
			 has any pecuniary interest in the generation, transmission, distribution, or
			 sale of energy, shall not be appointed to the Board under this
			 subsection.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC8366D15587C49B39FE1E6E6CFCB6E19"><enum>(B)</enum><header>No other
			 employment</header><text>A member of the Board shall not hold any other
			 employment during the term of service of the member.</text>
					</subparagraph></paragraph></subsection><subsection id="ID3273B8FC42DA4116888CF5C5B78C3EE2"><enum>(d)</enum><header>Term;
			 vacancies</header>
				<paragraph id="id83A51AF0553140ED9072F336A923A9C2"><enum>(1)</enum><header>Term</header>
					<subparagraph id="id00DC7148A66A46C194DE474BD475E158"><enum>(A)</enum><header>In
			 general</header><text>The term of a member of the Board shall be 14 years,
			 except that the members first appointed to the Board shall be appointed for
			 terms in a manner that ensures that—</text>
						<clause id="id73C6C149B9D246A7A33F8C2B03A32ABF"><enum>(i)</enum><text>the
			 term of not more than 1 member shall expire during any 2-year period;
			 and</text>
						</clause><clause id="idD74FC127EDA44C5B990F713E5D3FDD35"><enum>(ii)</enum><text>no
			 member serves a term of more than 14 years.</text>
						</clause></subparagraph><subparagraph id="idE0E591214B974DBE8C9F741468029F11"><enum>(B)</enum><header>Oath of
			 office</header><text>A member shall take the oath of office of the Board by not
			 later than 15 days after the date on which the member is appointed under
			 subsection (c)(1).</text>
					</subparagraph><subparagraph id="idA3AA8E92445F44CE801F545F0BA70829"><enum>(C)</enum><header>Removal</header>
						<clause id="id681182548B35406FA69D00AA805AC9EA"><enum>(i)</enum><header>In
			 general</header><text>A member may be removed from the Board on determination
			 of the President for cause.</text>
						</clause><clause id="id340518A3666F45648FEABFFEF8B01D06"><enum>(ii)</enum><header>Notification</header><text>The
			 President shall submit to Congress a notification of any determination by the
			 President to remove a member of the Board for cause under clause (i).</text>
						</clause></subparagraph></paragraph><paragraph id="IDF9EBBD586A6D43A2814C9D7D8FAF76A8"><enum>(2)</enum><header>Vacancies</header>
					<subparagraph id="idDA81700A5CC84C4492E56558F6699DDE"><enum>(A)</enum><header>In
			 general</header><text>A vacancy on the Board—</text>
						<clause id="IDA9631872155B4CE58B499962B1D0217B"><enum>(i)</enum><text>shall not affect
			 the powers of the Board; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID22AE9E5E9568490B908023D1C2BCBD2E"><enum>(ii)</enum><text>shall be filled
			 in the same manner as the original appointment was made.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA024C400EE5242B790E0D9653F511526"><enum>(B)</enum><header>Service until
			 new appointment</header><text>A member of the Board the term of whom has
			 expired or otherwise been terminated shall continue to serve until the date on
			 which a replacement is appointed under subparagraph (A)(ii), as the President
			 determines to be appropriate.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id704BA76FCDA2463CB348D2E1B8C3FA9E"><enum>(e)</enum><header>Chairperson and
			 vice-chairperson</header><text>Of members of the Board, the President shall
			 appoint—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idD7F0CFCB9A4641C18977F7072703410E"><enum>(1)</enum><text>1 member to serve
			 as Chairperson of the Board for a term of 4 years; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3BD144E90EB6418F8040CD5D7D51FD4D"><enum>(2)</enum><text>1 member to serve
			 as Vice-Chairperson of the Board for a term of 4 years.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF645DE4F7CB544CE8E371376A0E1CF7E"><enum>(f)</enum><header>Meetings</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idF67BC51E51FC45C8857FABAF611A580B"><enum>(1)</enum><header>Initial
			 meeting</header><text>The Board shall hold the initial meeting of the Board as
			 soon as practicable after the date on which all members have been appointed to
			 the Board under subsection (c)(1).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCA02074105024004B94B0935C5CBDD14"><enum>(2)</enum><header>Presiding
			 officer</header><text>A meeting of the Board shall be presided over by—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id3AD0DC3A03E34D34BCA281F3C46BBC7C"><enum>(A)</enum><text>the
			 Chairperson;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC7BE30B0253B4E40BC34F73376F357A7"><enum>(B)</enum><text>in any case in
			 which the Chairperson is absent, the Vice-Chairperson; or</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4586884D4FD3482DA5CE7C9B9CCF5221"><enum>(C)</enum><text>in any case in
			 which the Chairperson and Vice-Chairperson are absent, a chairperson pro
			 tempore, to be elected by the members of the Board.</text>
					</subparagraph></paragraph></subsection></section><section id="id1A25F68417574E2B9EC35ACD7077B9D8"><enum>4.</enum><header>Duties</header>
			<subsection id="id90B49CEDB829421F89033C50B624038A"><enum>(a)</enum><header>Information
			 gathering</header>
				<paragraph id="id36464CAAEF3B47A0ADAEBFF04D4ACE03"><enum>(1)</enum><header>Authority</header><text>The
			 Board shall collect and analyze relevant market information to promote a full
			 understanding of the dynamics of each greenhouse gas emission market
			 established under Federal law.</text>
				</paragraph><paragraph id="idF34276B4719D4E019060684FEDFC038B"><enum>(2)</enum><header>Information</header><text>The
			 Board shall gather such information as the Board determines to be appropriate
			 regarding the status of the markets, including information relating to—</text>
					<subparagraph id="IDf97d1d87640940c79a6ee8a0cf70ef7b"><enum>(A)</enum><text>permit allocation
			 and availability;</text>
					</subparagraph><subparagraph id="ID0acd787b942640ec93579a5d2f8260c6"><enum>(B)</enum><text>the price of
			 permits;</text>
					</subparagraph><subparagraph id="ID19940f8b0e3049398004ae56d867884a"><enum>(C)</enum><text>macro- and micro-
			 economic effects of the markets; and</text>
					</subparagraph><subparagraph id="ID54f19682221e4d7c8f770ebf3d57702f"><enum>(D)</enum><text>the success of
			 the markets in achieving the environmental objectives of the markets.</text>
					</subparagraph></paragraph></subsection><subsection id="idFE1BC628475A4F87BAB126B99D5CB384"><enum>(b)</enum><header>Treatment as
			 primary activity</header>
				<paragraph id="id463324C12AB043AAB53318CF02E8A6E4"><enum>(1)</enum><header>In
			 general</header><text>During the initial 2-year period of operation of the
			 Board, information gathering under subsection (a) shall be the primary activity
			 of the Board.</text>
				</paragraph><paragraph id="idCB521D1B1D9342DF9071DB62A6E40C4F"><enum>(2)</enum><header>Subsequent
			 authority</header><text>After the 2-year period described in paragraph (1), the
			 Board shall assume authority to implement the cost-relief measures described in
			 section 5(a).</text>
				</paragraph></subsection><subsection id="ID6562804c99394d1ea4af1b1d9d19fd62"><enum>(c)</enum><header>Study</header><text>During
			 the 2-year period beginning on the date on which the initial greenhouse gas
			 emission market established under Federal law begins operation, the Board
			 shall—</text>
				<paragraph id="ID835b4b99d1fd41498711575c9e38f6ad"><enum>(1)</enum><text>conduct a study
			 of other markets for tradeable permits to emit covered greenhouse gases in the
			 United States; and</text>
				</paragraph><paragraph id="idCD908FB99C684218B4335E2A0378278D"><enum>(2)</enum><text>not later than
			 180 days after that date, submit to Congress a report describing the status of
			 the initial market, specifically with respect to volatility within the market
			 and the average price of greenhouse gas permits during that 180-day
			 period.</text>
				</paragraph></subsection><subsection id="ID29158799b3e44add9af479992305f959"><enum>(d)</enum><header>Employment of
			 cost relief measures</header>
				<paragraph id="id872FBECDCB65418AAB65C55083FB08FD"><enum>(1)</enum><header>In
			 general</header><text>If the Board determines that a greenhouse gas emission
			 market established under Federal law poses a significant harm to the economy of
			 the United States, the Board shall carry out such cost relief measures relating
			 to that market as the Board determines to be appropriate under section
			 5(a).</text>
				</paragraph><paragraph id="id04DEC31019784A81A2954D9E713B9AA8"><enum>(2)</enum><header>Initial
			 period</header><text>During the 2-year period beginning on the date on which
			 the initial greenhouse gas emission market established under Federal law begins
			 operation, if the Board determines that the average daily closing price of
			 greenhouse gas permits during a 180-day period exceeds the upper range of the
			 estimate provided under section 6, the Board shall—</text>
					<subparagraph id="id0138C2829FD8499FA40D88746B88478E"><enum>(A)</enum><text>increase the
			 quantity of permits that covered entities may borrow from the prescribed
			 allocations of the covered entities for future years; and</text>
					</subparagraph><subparagraph id="idDB5C0508A72B4451929E72C92F886657"><enum>(B)</enum><text>take subsequent
			 action as described in section 5(a)(2).</text>
					</subparagraph></paragraph><paragraph id="id563316C390414DBEAF44001DC6DBEFF7"><enum>(3)</enum><header>Requirements</header><text>Any
			 action carried out pursuant to this subsection shall be subject to the
			 requirements of section 5(a)(3)(B).</text>
				</paragraph></subsection><subsection id="idE422919AEBE64A869BEB44DE8E5DA7E2"><enum>(e)</enum><header>Reports</header><text>The
			 Board shall submit to the President and Congress quarterly reports—</text>
				<paragraph id="id1D7670D1CFE14F449E339F5D89BADC04"><enum>(1)</enum><text>describing the
			 status of each greenhouse gas emission market established under Federal law,
			 the economic effects of the markets, regional, industrial, and consumer
			 responses to the markets, any corrective measures that should be carried out to
			 relieve excessive costs of the markets, and plans to compensate for those
			 measures; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9CF409F1BAC74610B7BB647C60399845"><enum>(2)</enum><text>that are prepared
			 independently by the Board, and not in partnership with Federal
			 agencies.</text>
				</paragraph></subsection></section><section id="idD38F201FA9BD477DBB5B16D9AF8C344D"><enum>5.</enum><header>Powers</header>
			<subsection id="id7E2170FF9D1240B2873DC85CF942B41B"><enum>(a)</enum><header>Cost relief
			 measures</header>
				<paragraph id="id41FBF5634A0F467DA77DA3810C370339"><enum>(1)</enum><header>In
			 general</header><text>Beginning on the day after the date of expiration of the
			 2-year period described in section 4(b), the Board may carry out 1 or more of
			 the following cost relief measures to ensure functioning, stable, and efficient
			 markets for tradeable permits to emit greenhouse gases:</text>
					<subparagraph id="ID0175979e42444b64811ada79ebae134c"><enum>(A)</enum><text>Increase the
			 quantity of permits that covered entities may borrow from the prescribed
			 allocations of the covered entities for future years.</text>
					</subparagraph><subparagraph id="ID8c68fa5d89964dc689486e8471a23f8a"><enum>(B)</enum><text>Expand the period
			 during which a covered entity may repay the allocating agency for a permit
			 borrowed as described in subparagraph (A).</text>
					</subparagraph><subparagraph id="IDb96a8bd284f14d69a1931c61d2ef3da9"><enum>(C)</enum><text>Lower the
			 interest rate at which a permit may be borrowed as described in subparagraph
			 (A).</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7e2d64802dee44d5a529ad3ead467515"><enum>(D)</enum><text>Expand the total
			 quantity of permits made available to all covered entities at any given time by
			 borrowing against the total allowable quantity of permits to be provided for
			 future years.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF4947909B3714EF7A4BE454182062346"><enum>(2)</enum><header>Subsequent
			 actions</header><text>On determination by the Board to carry out a cost relief
			 measure pursuant to paragraph (1), the Board shall—</text>
					<subparagraph id="IDd3c93b7e870a499b8a0ce33d3f20172b"><enum>(A)</enum><text>allow the cost
			 relief measure to be used only during the applicable allocation year;</text>
					</subparagraph><subparagraph id="ID2e2a0a7b00b340be9760b40f6d8b7eb2"><enum>(B)</enum><text>exercise the cost
			 relief measure incrementally, and only as needed to avoid significant economic
			 harm during the applicable allocation year;</text>
					</subparagraph><subparagraph id="ID53831cc75c1740c9887db4fdbdaf86ed"><enum>(C)</enum><text>specify the terms
			 of the relief to be achieved using the cost relief measure, including
			 requirements for entity-level or national market-level compensation to be
			 achieved by a specific date or within a specific time period;</text>
					</subparagraph><subparagraph id="IDf7059e821e974c1a894aee7c114cf20e"><enum>(D)</enum><text>in accordance
			 with section 4(e), submit to the President and Congress a report describing the
			 actions carried out by the Board and recommendations for the terms under which
			 the cost relief measure should be authorized by Congress and carried out by
			 Federal entities; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0dff9732e9fc405d9da070d238a8a714"><enum>(E)</enum><text>evaluate, at the
			 end of the applicable allocation year, actions that need to be carried out
			 during subsequent years to compensate for any cost relief measure carried out
			 during the applicable allocation year.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6BD2EA47082247288228E26720A96BDA"><enum>(3)</enum><header>Action on
			 expansion of borrowing</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idA6AD0AEF3D2046FC80E5655F3EBB2DC5"><enum>(A)</enum><header>In
			 general</header><text>If the Board carries out a cost relief measure pursuant
			 to paragraph (1) that results in the expansion of borrowing of permits under
			 Federal law, and if the average daily closing price of permits for the 180-day
			 period beginning on the date on which borrowing is so expanded exceeds the
			 upper range of the estimate provided under section 6, the Board shall increase
			 the quantity of permits available for the applicable allocation year in
			 accordance with this paragraph.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4DA4F1E25FE340269EB4C8C7BD3EDAD2"><enum>(B)</enum><header>Requirements</header><text>An
			 increase in the quantity of permits under subparagraph (A) shall—</text>
						<clause commented="no" display-inline="no-display-inline" id="id215FFA0017E14DF6B3AEAF74AAF59CC0"><enum>(i)</enum><text>apply to all
			 covered entities;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id4185E1B0A5B4492CAC85F3EA66B664A4"><enum>(ii)</enum><text>be allocated in
			 accordance with the applicable formulas and procedures established under this
			 Act;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idF21941FF8B504C538F33D465A1787604"><enum>(iii)</enum><text>be equal to not
			 more than 5 percent of the total quantity of permits otherwise available for
			 the applicable allocation year under this Act;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id50D741DBA32B473CA319A5AE3410F3FE"><enum>(iv)</enum><text>remain in effect
			 only for the applicable allocation year;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idEF806D6A4EC14050B59E7788198D84B9"><enum>(v)</enum><text>specify the date
			 by which the increase shall be repaid by covered entities through a
			 proportionate reduction of permits available for subsequent allocation years;
			 and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id3B27B99F48DD48769F76BCFC595F4F5F"><enum>(vi)</enum><text>require the
			 repayment under clause (v) to be made by not later than the later of—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id364907F6AB8B4AD28BB39DB54C66C4FE"><enum>(I)</enum><text>the date that is
			 15 years after the date on which the increase is provided; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idAAE8D5786BE147BF956E23A6EEA4A10F"><enum>(II)</enum><text>the date on
			 which the subsequent applicable phase of greenhouse gas reductions takes effect
			 under this Act.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="ID2949d1b29db346ce8aa81ace5d14d9a2"><enum>(b)</enum><header>Assessments</header><text>Not
			 more frequently than semiannually, the Board may levy on participants in any
			 permit trading system established under Federal law, in proportion to the
			 capital stock and surplus of the participants, an assessment sufficient to pay
			 the estimated expenses of the Board and the salaries of members of and
			 employees of the Board during the 180-day period beginning on the date on which
			 the assessment is levied, taking into account any deficit carried forward from
			 the preceding 180-day period.</text>
			</subsection><subsection id="ID56060fe572334c8d8b6cb211452b749b"><enum>(c)</enum><header>Limitations</header><text>Nothing
			 in this section gives the Board the authority—</text>
				<paragraph id="ID0a39855b3e9147948cdab61923db54cc"><enum>(1)</enum><text>to consider or
			 prescribe entity-level petitions for relief from the costs of a permit
			 allocation or trading program established under Federal law;</text>
				</paragraph><paragraph id="IDc3aaf2362de1481a8b88af9c4027843d"><enum>(2)</enum><text>to carry out any
			 investigative or punitive process under the jurisdiction of any Federal or
			 State court;</text>
				</paragraph><paragraph id="ID1326e021707b4876aaef8fe862694a76"><enum>(3)</enum><text>to interfere
			 with, modify, or adjust any permit allocation scheme established under Federal
			 law; or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID76df1180851b46c08e97357c3200c9eb"><enum>(4)</enum><text>to modify the
			 goals of any limit on greenhouse gas emissions.</text>
				</paragraph></subsection></section><section id="id62B3817F1F0941CB8DC11AAB603CF592"><enum>6.</enum><header>Estimate of
			 costs to economy of limiting greenhouse gas emissions</header><text display-inline="no-display-inline">The Director of the Congressional Budget
			 Office, using economic and scientific analyses, shall submit to Congress a
			 report that describes the projected price range at which greenhouse gas permits
			 are expected to trade during the initial 2-year period of the initial
			 greenhouse gas emission market established under Federal law.</text>
		</section><section id="idBD173CEC54DC4B98A63A8C70CD733E5F"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
