			 <quote><short-title>Mentoring America’s Children Act of
			 2007</short-title></quote>.</text>
		</section><section id="H991EB824C04C4816A4A463EEF8F1AA81"><enum>2.</enum><header>Amendments to
			 mentoring programs</header>
			<subsection id="HB27313925321414794B90039CF176B92"><enum>(a)</enum><header>Purpose;
			 definitions</header><text display-inline="yes-display-inline">Section 4130(a)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7140(a)) is
			 amended—</text>
				<paragraph id="H2BD61B5406C044E3B6458264450000D"><enum>(1)</enum><text>in
			 paragraph (1)—</text>
					<subparagraph id="H107CC29547814071808836BDC070A193"><enum>(A)</enum><text>in subparagraph
			 (B), by striking <quote>achievement of such children</quote> and inserting
			 <quote>outcomes of such children by improving their school connectedness,
			 decreasing absenteeism, and increasing academic performance</quote>;</text>
					</subparagraph><subparagraph id="H6499564D127E41A800D9DBB553B3F1B2"><enum>(B)</enum><text>in subparagraph
			 (D), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H1F9BD992F9B24C7CB4203C392766D097"><enum>(C)</enum><text>in subparagraph
			 (E), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H24D8C90159E34B1B8E85C400C45ED04C"><enum>(D)</enum><text>by adding at the
			 end the following:</text>

							<subparagraph id="H5086899CBA7749EA8EFC97513BA23F2E"><enum>(F)</enum><text display-inline="yes-display-inline">to foster character
				education.</text>
							</subparagraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="IDd0e9312499d44e22868ca0f7054fe912"><enum>(2)</enum><text>in paragraph
			 (2)(A), by striking <quote>or who lacks strong positive role models</quote> and
			 inserting <quote>who lacks strong positive role models, is a foster youth, or
			 has 1 or both parents incarcerated</quote>;</text>
				</paragraph><paragraph id="H25EA31DC505845A5B377259F9D3702AC"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (2)(B)(iii), by striking
			 <quote>a partnership between a local educational agency and a nonprofit,
			 community-based organization</quote> and inserting <quote>a consortium between
			 1 or more local educational agencies, nonprofit community-based organizations,
			 and other partners, such as corporations, universities, or foster care group
			 homes</quote>; and</text>
				</paragraph><paragraph id="HE370DD40266A4DE9952B7D556892BBFC"><enum>(4)</enum><text>in paragraph
			 (2)(C)(iii), by inserting <quote>and successful</quote> after
			 <quote>responsible</quote>.</text>
				</paragraph></subsection><subsection id="HEC7A9191D6E64DC19D734BBA6FFC6694"><enum>(b)</enum><header>Grant
			 program</header><text>Section 4130(b) of the Elementary and Secondary Education
			 Act of 1965 (20 U.S.C. 7140(b)) is amended—</text>
				<paragraph id="H87E5C2F215224AF49E211DFFFB66CEEA"><enum>(1)</enum><text>in paragraph (1),
			 in the matter preceding subparagraph (A), by striking <quote>this subpart under
			 section 4003(2)</quote> and inserting <quote>this section under subsection
			 (d)</quote>;</text>
				</paragraph><paragraph id="H60830517CE6B4190B6DBD9B3035CE847"><enum>(2)</enum><text>in paragraph
			 (1)(A), by striking <quote>(particularly</quote> and all that follows through
			 <quote>failure)</quote> and inserting <quote>, particularly children living in
			 rural, suburban, or urban areas facing high rates of crime, gang involvement,
			 drug use, dropouts, or youth suicides,</quote>;</text>
				</paragraph><paragraph id="ID29e15c2cd2e44d2b9442efa6fb77464f"><enum>(3)</enum><text>in paragraph
			 (1)(B), by striking clauses (vi) and (viii) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id46FA35B0E9EC480CB5499E845230E0EB" style="OLC">
						<clause id="ID2a458e617832456a8fa30ad8b6c46ad1"><enum>(vi)</enum><text>Encourage
				setting goals and planning for the future, including encouragement of
				graduation from secondary school, planning for postsecondary education or
				training, and participating in internships.</text>
						</clause><clause id="idF413762489324F6CB4C7ADE3D52D582D"><enum>(vii)</enum><text>Discourage
				involvement in
				gangs.</text>
						</clause><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H9E9FDF9F73E541E78709FB0870748D75"><enum>(4)</enum><text>in paragraph
			 (4)—</text>
					<subparagraph id="H9655C94A37764E42ACA4D6008E90159B"><enum>(A)</enum><text>in subparagraph
			 (I), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H09BED0E6450945FB8800C02B0BDE963"><enum>(B)</enum><text>in subparagraph
			 (J), by striking the period at the end and inserting a semicolon; and</text>
					</subparagraph><subparagraph id="HF6CCEA9A01944E89BA2D3458461C69C1"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H681006FAFF0F46A982D1ADD86D27AEBC" style="OLC">
							<subparagraph id="H138AE7BED3774BF1A46621EEE631C56C"><enum>(K)</enum><text display-inline="yes-display-inline">information regarding the staffing plan and
				levels the eligible entity will use to monitor the mentor/mentee match over the
				duration of the match; and</text>
							</subparagraph><subparagraph id="H911EB939F7FE46D883BFDD1BF27674E"><enum>(L)</enum><text>information
				regarding the eligible entity’s sustainability plan, specifically how the
				eligible entity will meet the required match, which is—</text>
								<clause id="H99931E39877E4133A991A2E9105DE042"><enum>(i)</enum><text>in
				year 1 of the grant, not less than 10 percent of the amount awarded for that
				year;</text>
								</clause><clause id="H6DF3433E00F445749673325663E3B947"><enum>(ii)</enum><text>in year 2 of the
				grant, not less than 25 percent of the amount awarded for that year;</text>
								</clause><clause id="HF105174065BE444381B969EB3188F352"><enum>(iii)</enum><text>in year 3 of the
				grant, not less than 50 percent of the amount awarded for that year; and</text>
								</clause><clause id="H2343AF7232D74EA2BFDC93CCB428552"><enum>(iv)</enum><text>for an entity
				receiving subsequent funding under paragraph (5)(E), in all 3 years of the
				grant the match shall be not less than 50 percent of the amount awarded for
				that
				year.</text>
								</clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="IDe839ec3915e24f30ad17d3959d75dff8"><enum>(5)</enum><text>in paragraph
			 (5)—</text>
					<subparagraph id="ID0d8321b7efca4cd7a622e126ba5f0073"><enum>(A)</enum><text>by striking
			 subparagraph (B)(i) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id58777942551B41068C1B1A09BA331779" style="OLC">
							<clause id="ID260fc30aee0a4ff1be73fe76991de8c0"><enum>(i)</enum><text>serves children
				with greatest need living in rural areas, high-crime areas, troubled home
				environments, or communities with a high rate of youth suicide, who attended
				school with violence problems, or who are foster
				children;</text>
							</clause><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" id="H2FE7D77576344EEF888C94487CAAB024"><enum>(B)</enum><text>in subparagraph
			 (C)—</text>
						<clause commented="no" id="HFE84D157DABF410696F416AEDEC483B5"><enum>(i)</enum><text>in clause (i), by
			 striking <quote>urban and rural</quote> and inserting <quote>urban, suburban,
			 and rural</quote>;</text>
						</clause><clause commented="no" id="H05D1438A4BCD460C96228E69005B0670"><enum>(ii)</enum><text>in clause
			 (ii)(II), by inserting after <quote>organizations,</quote> the following:
			 <quote>children,</quote>; and</text>
						</clause><clause commented="no" id="H4EE51F63D29D42969BB2C711798F24BB"><enum>(iii)</enum><text>in clause (iii),
			 by inserting after <quote>mentoring program</quote> the following: <quote>and
			 sustain it for the duration of the grant and beyond</quote>; and</text>
						</clause></subparagraph><subparagraph id="H460EE949371A409EACF364705F2BF15D"><enum>(C)</enum><text>by adding at the
			 end following:</text>
						<quoted-block display-inline="no-display-inline" id="H983A4373D6604AD9ACA600092F001924" style="OLC">
							<subparagraph id="H3954EC870A4449BDBB808DD62EF9BA4F"><enum>(E)</enum><header>Subsequent
				grants</header><text display-inline="yes-display-inline">In awarding grants
				under subparagraph (A), the Secretary shall consider entities who have received
				funding in a prior grant cycle for a new grant only if each of the following
				criteria is met:</text>
								<clause id="H380D15FD1AF244C7B4A881A207002200"><enum>(i)</enum><text>Performance during
				the initial grant was satisfactory in terms of program design and numbers of
				children served.</text>
								</clause><clause id="HF94BE077820A433E8F5246FEB1AB35D0"><enum>(ii)</enum><text>The subsequent
				grant will exclusively support expanded service to a new geographic area or
				target population.</text>
								</clause><clause id="HE5BCDF3BC71343B5933CAD5C03E281A1"><enum>(iii)</enum><text>The eligible
				entity demonstrates that it is able to provide a 50 percent match to Federal
				funds for all 3 years of the new grant.</text>
								</clause></subparagraph><subparagraph id="H9C7D0F2CAFF247958300BD7C534C81A0"><enum>(F)</enum><header>Policy on one
				entity having two grants at same time</header><text>In awarding grants under
				subparagraph (A), the Secretary may have in effect a policy under which an
				entity is prohibited from having 2 grants at the same time. However, such a
				policy shall not prohibit an entity from having 2 grants at the same time when
				the periods of the 2 grants overlap by 3 months or
				less.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H1FD1169158064218BA004311FCA58170"><enum>(c)</enum><header>Additional
			 provisions</header><text display-inline="yes-display-inline">Section 4130 of
			 the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7140) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7E0C44828F9C4DA7879C627FB2007585" style="OLC">
					<subsection id="HD5C28C8791144C108792D7400FA9753"><enum>(c)</enum><header>Ensuring quality
				grants</header>
						<paragraph id="H4975BB38D5D046308B9146BBA5B04868"><enum>(1)</enum><header>Support for
				grantees</header><text>In order to ensure the strongest possible outcomes for
				children mentored through this section, the Secretary shall—</text>
							<subparagraph id="HC4B989BCC445489097C22065C58E757"><enum>(A)</enum><text>provide training
				and technical assistance to grant recipients, beginning in year 1 and
				continuing throughout the span of the grant;</text>
							</subparagraph><subparagraph id="H0323513D48CA426C8CC3046EB881D4E0"><enum>(B)</enum><text>track the
				mentoring practices and outcomes of all grant recipients throughout the 3-year
				span of the grant utilizing a robust online tracking and evaluation system;
				and</text>
							</subparagraph><subparagraph id="H6D885DD50D6E4B2FB7B82CEAF002EC81"><enum>(C)</enum><text>submit an annual
				report to Congress detailing the number of children served by grant recipients
				and the outcomes achieved for those children.</text>
							</subparagraph></paragraph><paragraph id="H3359D9ADD4CE4B31B1C5FD2FDAC20648"><enum>(2)</enum><header>Research on
				school-based mentoring</header><text>In order to ensure that grant recipients
				have access to the most current research-based knowledge about building and
				carrying out strong and effective mentoring programs, the Secretary shall do
				the following:</text>
							<subparagraph id="H12A85CC948A94E67B9CCC700B3B05933"><enum>(A)</enum><text>Consult with
				leading mentoring organizations and researchers, including the Federal
				Mentoring Council and the National Mentoring Working Group, to determine
				priorities for research on school-based mentoring and appropriate research
				design, with consideration for—</text>
								<clause id="HC5CD986B11664B63AA71E8732945C22"><enum>(i)</enum><text>determining the
				ideal school environments in which school-based mentoring succeeds;</text>
								</clause><clause id="HEDD175A9CF47448EBF7EB230DC1FBBD0"><enum>(ii)</enum><text>identifying
				techniques for matching children with specific characteristics (such as age,
				academic situation, risk factors) with the most appropriate mentoring
				models;</text>
								</clause><clause id="H9F374E093DAA47E8B339B6F12579BB29"><enum>(iii)</enum><text>determining the
				ideal infrastructure needed to foster the expansion of school-based mentoring
				in a sustainable way; and</text>
								</clause><clause id="H0E2080375B1C4BCAB5301E29F37DBB58"><enum>(iv)</enum><text>refining best
				practices, match activities, and a range of mentoring models to lead to the
				best possible outcomes for children.</text>
								</clause></subparagraph><subparagraph id="H77AFF177C60044B28B6F2413E001E085"><enum>(B)</enum><text>Issue grants or
				contracts to high-quality research entities to perform research on the
				priorities identified in subparagraph (A), with the following criteria:</text>
								<clause id="HC7E3F599E3FF41E49736A18B995113F1"><enum>(i)</enum><text>The proposed
				research design shall meet accepted standards within the academic
				community.</text>
								</clause><clause id="H3E14AC704286484399654FC331402197"><enum>(ii)</enum><text>All research
				results and findings shall be widely disseminated to existing grantees and to
				the larger mentoring community.</text>
								</clause></subparagraph><subparagraph id="HACD75BF5B02D457891746FD6AFA15DEF"><enum>(C)</enum><text>Issue grants or
				contracts only if amount appropriated for each fiscal year under subsection
				(d)(1) exceeds $50,000,000.</text>
							</subparagraph></paragraph></subsection><subsection id="H61255C0679A942C08406E6E9DBC396B0"><enum>(d)</enum><header>Authorization of
				appropriations; reservation of certain amounts</header>
						<paragraph id="HB7090402BED546759C6933D68C37AF59"><enum>(1)</enum><header>Authorization</header><text>There
				are authorized to be appropriated to carry out this section $100,000,000 for
				fiscal year 2008 and such sums as may be necessary for each succeeding fiscal
				year.</text>
						</paragraph><paragraph id="H8ADE666EE69B4C789851002000276963"><enum>(2)</enum><header>Reservations</header><text>Each
				fiscal year, the Secretary shall reserve—</text>
							<subparagraph id="HE7A2E3B5F67A431F93F996001191AD16"><enum>(A)</enum><text>not more than 5
				percent of the amount appropriated for that fiscal year under paragraph (1) for
				expenditure on support for grantees as authorized by subsection (c)(1);
				and</text>
							</subparagraph><subparagraph id="HEDE10F507B0F4232BC1F1E12DAF0F843"><enum>(B)</enum><text>not more than 10
				percent of the amount appropriated for that fiscal year under paragraph (1) for
				expenditure on research as authorized by subsection
				(c)(2).</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE0A8117F0B0B4F6BA2FFAFF49B6FECD8"><enum>(d)</enum><header>Revisions to
			 other education programs</header>
				<paragraph id="HEAD0CB47E237466EAE564D3C292984EF"><enum>(1)</enum><header>Inclusion of
			 mentoring for minority programs</header>
					<subparagraph id="H815F4DB2049B4C58ADE3FC4141B41381"><enum>(A)</enum><text>Section 7121(c)(1)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7441(c)(1)) is
			 amended—</text>
						<clause id="H8A0544E323DA4344A3E3901DA11818E2"><enum>(i)</enum><text>in
			 subparagraph (E), by inserting <quote>, including mentoring,</quote> after
			 <quote>programs and projects</quote>; and</text>
						</clause><clause id="H06D98D030C18451A8BC89EF498B28E2"><enum>(ii)</enum><text>in
			 subparagraph (J), by inserting <quote>, including mentoring,</quote> after
			 <quote>programs</quote>.</text>
						</clause></subparagraph><subparagraph id="H6F8BBA53F5DA4B8389ED6E09B0675FDF"><enum>(B)</enum><text>Section 7205(a)(3)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7515(a)(3)) is
			 amended—</text>
						<clause id="H76FE4E3AE06A48FF9D1829D390593824"><enum>(i)</enum><text>in
			 subparagraph (H)(ii), by inserting <quote>, including mentoring</quote> after
			 <quote>programs</quote>; and</text>
						</clause><clause id="H8946EECE7196490CAFBEE9ADF5DB5847"><enum>(ii)</enum><text>in
			 subparagraph (I)(iii), by inserting <quote>, mentoring,</quote> after
			 <quote>counseling</quote>.</text>
						</clause></subparagraph><subparagraph id="HEEF3463E2E594138B1E71BB7577FC7C"><enum>(C)</enum><text>Section
			 7304(a)(2)(P) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 7544(a)(2)(P)) is amended by inserting <quote>or mentoring programs</quote>
			 after <quote>program</quote>.</text>
					</subparagraph></paragraph><paragraph id="HF3116D96DEFD47C18BB2F0BD0053B36F"><enum>(2)</enum><header>Transition
			 services</header><text>Section 1418(a)(2)(C) of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 6438(a)(2)(C)) is amended—</text>
					<subparagraph id="HDC628F419104402BA16152AA72CF2A6"><enum>(A)</enum><text>in clause (iv), by
			 striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H5A771B0926B240B1B673C9DE00BB5428"><enum>(B)</enum><text>in clause (v), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="H38C70AC8FA424831A0B0625E604CDBE5"><enum>(C)</enum><text>by adding at the
			 end the following:</text>

					</subparagraph></paragraph><paragraph id="H557D3ED5BBE24EB89BDC00DEA292BC51"><enum>(3)</enum><header>National safe
			 and drug-free schools programs</header><text>Section 4121(a)(2) of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 7131(a)(2)) is
			 amended—</text>
					<subparagraph id="H6302E5F98D0240A8A9A9B003CCFE3B2"><enum>(A)</enum><text>in subparagraph
			 (C), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H906C6D78A31B4E0EBD16A988DB76FC78"><enum>(B)</enum><text>in subparagraph
			 (D), by adding <quote>and</quote> at the end; and</text>
					</subparagraph><subparagraph id="H9BB6F3425A0C4C318817808E3F5FF7C9"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
