		<official-title>To require a study on the relocation of the Sector
		  Buffalo facilities of the Coast Guard, and for other purposes.</official-title>

		<section id="id7D654C66A11D4AA6A9110E8E12ABC8FA" section-type="section-one"><enum>1.</enum><header>Study of relocation of Coast
			 Guard Sector Buffalo facilities</header>
			<subsection id="idAE7C64F9F650437EA92A50A6328D4752"><enum>(a)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of this section are—</text>
				<paragraph id="idF4F19C843B2B49839741A6666D7F54C0"><enum>(1)</enum><text>to authorize a
			 project study to evaluate the feasibility of consolidating and relocating Coast
			 Guard facilities at Coast Guard Sector Buffalo within the study area;</text>
				</paragraph><paragraph id="HA9F9437B1B0B4E5BBA7D006EB6977202"><enum>(2)</enum><text>to obtain a
			 preliminary plan for the design, engineering, and construction for the
			 consolidation of Coast Guard facilities at Sector Buffalo; and</text>
				</paragraph><paragraph id="H1CCA570C76DB4ABFB2A0C1BA93B91DBD"><enum>(3)</enum><text>to distinguish
			 what Federal lands, if any, shall be identified as excess after the
			 consolidation.</text>
				</paragraph></subsection><subsection id="H68483732B05043CBBF934F033229A170"><enum>(b)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HF93E9248BF874343B4D07F5204BAD22F"><enum>(1)</enum><header>Commandant</header><text>The
			 term <term>Commandant</term> means the Commandant of the Coast Guard.</text>
				</paragraph><paragraph id="H8D56F97B3CB043DC93103066004336ED"><enum>(2)</enum><header>Sector
			 buffalo</header><text>The term <term>Sector Buffalo</term> means Coast Guard
			 Sector Buffalo of the Ninth Coast Guard District.</text>
				</paragraph><paragraph id="H0DAD1B8266CF4298ADC60087479B18A0"><enum>(3)</enum><header>Study
			 area</header><text>The term <term>study area</term> means the area consisting
			 of approximately 31 acres of real property and any improvements thereon that
			 are commonly identified as Coast Guard Sector Buffalo, located at 1 Fuhrmann
			 Boulevard, Buffalo, New York, and under the administrative control of the Coast
			 Guard.</text>
				</paragraph></subsection><subsection id="H8D8386EB271241448B01EB7CAD1E5E48"><enum>(c)</enum><header>Study</header>
				<paragraph id="H97C1E99A68DB40018142C7BB91BD3C13"><enum>(1)</enum><header>In
			 general</header><text>Within 12 months after the date on which funds are first
			 made available to carry out this section, the Commandant shall conduct a
			 project proposal report of the study area and shall submit such report to the
			 Committee on Commerce, Science, and Transportation of the Senate and the
			 Committee on Transportation and Infrastructure of the House of
			 Representatives.</text>
				</paragraph><paragraph id="HB30AB68C574947C186406114B91DC432"><enum>(2)</enum><header>Requirements</header><text>The
			 project proposal report shall—</text>
					<subparagraph id="H5A1C0EE08D6A4F4B84EBC639FEB008A3"><enum>(A)</enum><text>evaluate the most
			 cost-effective method for providing shore facilities to meet the operational
			 requirements of Sector Buffalo;</text>
					</subparagraph><subparagraph id="HC62AC4BFD47B40D4AEFAAFDC2BAC52ED"><enum>(B)</enum><text>determine the
			 feasibility of consolidating and relocating shore facilities on a portion of
			 the existing site, while—</text>
						<clause id="H6DE498CC717042E4868705CCEE7BD0CD"><enum>(i)</enum><text>meeting the
			 operational requirements of Sector Buffalo; and</text>
						</clause><clause id="H4D15E71EDC98457BB916AA63F6E0D4C6"><enum>(ii)</enum><text>allowing the
			 expansion of operational requirements of Sector Buffalo; and</text>
						</clause></subparagraph><subparagraph id="HF097F55336D84416805BB87E8D613452"><enum>(C)</enum><text>contain a
			 preliminary plan for the design, engineering, and construction of the proposed
			 project, including—</text>
						<clause id="H57932AC1DD7B446B986D46F1C0DDBFCA"><enum>(i)</enum><text>the
			 estimated cost of the design, engineering, and construction of the proposed
			 project;</text>
						</clause><clause id="HD124C8353AD64D29B98D92CABBE9A7AA"><enum>(ii)</enum><text>an
			 anticipated timeline of the proposed project; and</text>
						</clause><clause id="HB2648530E7334ACBB9D5C3456340C3B2"><enum>(iii)</enum><text>a
			 description of what Federal lands, if any, shall be considered excess to Coast
			 Guard needs.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HF5C3566DE6CE4DD19FB83D38833739DD"><enum>(d)</enum><header>Limitation</header><text>Nothing
			 in this section shall affect the current administration and management of the
			 study area.</text>
