				<paragraph id="ID1AB46B1179664836A1F17DBBDA39EC13"><enum>(1)</enum><header>Position and
			 duties</header>
					<subparagraph id="ID3D574674787D4A2BBE911A5AECFCA364"><enum>(A)</enum><text>Chapter 4 of
			 title 10, United States Code, is amended—</text>
						<clause id="ID415554B60D7C4905A815967776834BF9"><enum>(i)</enum><text>in
			 section 131(b), by striking paragraph (1) and inserting the following new
			 paragraph:</text>
							<quoted-block id="ID2952F02D2831491DB526BB370AFD823A" style="OLC">
								<paragraph id="ID8EE1E21BC30446A5A9A9D055BFA5018B"><enum>(1)</enum><text>Two Deputy
				Secretaries of Defense, as follows:</text>

				Secretary of Defense.</text>
									</subparagraph><subparagraph id="ID87DE1FB38AE046448CDEDC6C13DF7C75"><enum>(B)</enum><text>The Deputy
				Secretary of Defense for Management.</text>
									</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause><clause id="ID63473E724A9A4A8BAA3E38287F00B8D9"><enum>(ii)</enum><text>by
			 inserting after section 132 the following new section 132a:</text>

								<section id="ID9AAE5BF6187C4C06931713ADB8283FFB" section-type="section-one"><enum>132a.</enum><header>Deputy Secretary of
				Defense for Management</header>
									<subsection id="IDAA9C3ECD1FFA4BEEB452CDACD013D031"><enum>(a)</enum><header>Establishment</header><paragraph commented="no" display-inline="yes-display-inline" id="IDC986D0840AC64FE89855FEBAA17AD22A"><enum>(1)</enum><text>There is a Deputy
				Secretary of Defense for Management, appointed from civilian life by the
				President, by and with the advice and consent of the Senate, from among persons
				who have—</text>
											<subparagraph id="ID591430C4D8434907A4F08AF3CCA61804" indent="up1"><enum>(A)</enum><text>extensive executive level leadership
				and management experience in the private or public sector;</text>
											</subparagraph><subparagraph id="IDD44BDBBA6BBB48AFB1F626F45FCBCECE" indent="up1"><enum>(B)</enum><text>strong leadership skills;</text>
											</subparagraph><subparagraph id="ID1B61D43E46604BD4B2672D768BA54D65" indent="up1"><enum>(C)</enum><text>a demonstrated ability to manage large
				and complex organizations; and</text>
											</subparagraph><subparagraph id="ID9ABC7A53167B40B0A27616CC10700DC1" indent="up1"><enum>(D)</enum><text>a record of achieving positive
				operational results.</text>
											</subparagraph></paragraph><paragraph id="ID00926E7631254819B39CE9A6089240C7" indent="up1"><enum>(2)</enum><text>A person may not be appointed as
				Deputy Secretary of Defense for Management within 10 years after relief from
				active duty as a commissioned officer of a regular component of an armed
				force.</text>
										</paragraph><paragraph id="ID196BFC0714B74D7BB13A7E86D3E20FD5" indent="up1"><enum>(3)</enum><text>The Deputy Secretary of Defense for
				Management shall serve for a term of seven years, except that the Deputy
				Secretary may be removed earlier if the Secretary of Defense determines under
				subsection (h)(2) that the Deputy Secretary’s performance has not been
				satisfactory.</text>
										</paragraph></subsection><subsection id="ID0F6FF72FCF2F4F96B9432E15B92C62D3"><enum>(b)</enum><header>General
				Authority</header><paragraph commented="no" display-inline="yes-display-inline" id="ID61ABF21D30114A7E90BA2F259D6DB7F9"><enum>(1)</enum><text>The Deputy Secretary of
				Defense for Management—</text>
											<subparagraph id="ID61E79600F2194D7C84A908AF6B3B46DE" indent="up1"><enum>(A)</enum><text>serves as the Chief Management Officer
				of the Department of Defense;</text>
											</subparagraph><subparagraph id="IDF935D8BF51A94E68A69E9831F05CAF41" indent="up1"><enum>(B)</enum><text>is the principal adviser to the
				Secretary of Defense on matters relating to the management of the Department of
				Defense, including defense business activities, to ensure departmentwide
				capability to carry out the strategic plan of the Department of Defense in
				support of national security objectives; and</text>
											</subparagraph><subparagraph id="ID1B5F86D6261C48B9BED977165E26EC16" indent="up1"><enum>(C)</enum><text>performs such additional duties and
				exercises such other powers as the Secretary may prescribe.</text>
											</subparagraph></paragraph><paragraph id="ID89B821FD53FE41859E454305922755E4" indent="up1"><enum>(2)</enum><text>The Deputy Secretary of Defense for
				Management takes precedence in the Department of Defense immediately after the
				Deputy Secretary of Defense.</text>
										</paragraph><paragraph id="ID6B1CECE0440D4C6EA228A38B6DE6330D" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="ID02038F82034441209511DF7793377E59"><enum>(A)</enum><text>The Deputy Secretary of
				Defense for Management shall act for, and exercise the powers of, the Secretary
				of Defense when—</text>
												<clause id="ID484F381B93F2460595DC1E718D70DAB6" indent="up1"><enum>(i)</enum><text>the Secretary is disabled or there is
				no Secretary of Defense; and</text>
												</clause><clause id="ID58DA99F7C4B049F19A7A53EB9099B764" indent="up1"><enum>(ii)</enum><text>the Deputy Secretary of Defense is
				disabled or there is no Deputy Secretary of Defense.</text>
												</clause></subparagraph><subparagraph id="ID40888960B04C4F08AD66FE6E4D2AE1ED" indent="up1"><enum>(B)</enum><text>The Deputy Secretary of Defense for
				Management shall act for, and exercise the powers of, the Deputy Secretary of
				Defense when the Deputy Secretary is disabled or there is no Deputy Secretary
				of Defense.</text>
											</subparagraph></paragraph></subsection><subsection id="IDC2220A85281A43DEA62F816555F3ACA2"><enum>(c)</enum><header>Management
				Duties</header><text>To support the economical, efficient, and effective
				execution of the national defense objectives, policies, and plans of the
				Department of Defense, the Deputy Secretary of Defense for Management shall be
				responsible to the Secretary of Defense for the development, approval,
				implementation, integration, and oversight of policies, procedures, processes,
				and systems for the management of the Department of Defense that relate to
				performance of the following functions:</text>
										<paragraph id="ID456BA06689AC448B91935ABA0A56376C"><enum>(1)</enum><text>Planning and
				budgeting, including performance measurement.</text>
										</paragraph><paragraph id="ID3343DFB52D934B00B7A870BBC0251F8B"><enum>(2)</enum><text>Acquisition.</text>
										</paragraph><paragraph id="IDB66E43F313834F39ACAE35AEBCF16369"><enum>(3)</enum><text>Logistics.</text>
										</paragraph><paragraph id="ID65D26FBAA42D4A3AA573A329E2FFF1DB"><enum>(4)</enum><text>Facilities,
				installations, and environment.</text>
										</paragraph><paragraph id="IDDBCB896E66AD4D4A84C5BF6C808E3A47"><enum>(5)</enum><text>Financial
				management.</text>
										</paragraph><paragraph id="ID451B97E4881D49D58EF801C7071C35FC"><enum>(6)</enum><text>Human resources
				and personnel.</text>
										</paragraph><paragraph id="IDE4EFA925328249849C965194D40636CB"><enum>(7)</enum><text>Management of
				information resources, including information technology, networks, and
				telecommunications functions.</text>
										</paragraph></subsection><subsection id="ID7AF7395B51EE4FF4AF9C5CC8B875DA8B"><enum>(d)</enum><header>Defense
				Business Reform</header><text>For the functions specified in subsection (c),
				the Deputy Secretary of Defense for Management shall—</text>
										<paragraph id="ID551173627D4648819B21A223933CCFB4"><enum>(1)</enum><text>develop and
				maintain a departmentwide management strategic plan for business reform, and
				identify key initiatives to be undertaken by the Department of Defense and its
				components, together with related resource needs;</text>
										</paragraph><paragraph id="ID6C661ED706EC462F971EBEA17A0D9C04"><enum>(2)</enum><text>establish
				performance goals and measures for improving and evaluating overall economy,
				efficiency, and effectiveness;</text>
										</paragraph><paragraph id="ID380DB74A94B24A53AC454DA110721F54"><enum>(3)</enum><text>monitor and
				measure the progress of the Department and its components in meeting
				established performance goals for improving economy, efficiency, and
				effectiveness; and</text>
										</paragraph><paragraph id="IDB294BE13B1B2400D8B5C70F63C656F1D"><enum>(4)</enum><text>review and
				approve plans and budgets for business reform, including any proposed changes
				to policies, procedures, processes, and systems, to ensure the compatibility of
				those plans and budgets with—</text>
											<subparagraph id="ID80AE72904A18446AB4B2E737C13EFFF4"><enum>(A)</enum><text>the overall
				strategic plan and budget of the Department;</text>
											</subparagraph><subparagraph id="IDA9DCF6BDDB4B4BBB825150A54F47BCC4"><enum>(B)</enum><text>the strategic
				plan for business reform of the Department; and</text>
											</subparagraph><subparagraph id="ID42D3E16EF2904620A33A298C7CD525CA"><enum>(C)</enum><text>achievement of
				the integration of business activities throughout the Department.</text>
											</subparagraph></paragraph></subsection><subsection id="IDB2E5CEC42516421E9B3F45A124F1DB4F"><enum>(e)</enum><header>Defense
				Business Systems</header><paragraph commented="no" display-inline="yes-display-inline" id="ID48AAC249EA01459F8BDCAA3E5B62C433"><enum>(1)</enum><text>In carrying out the
				duties of the position under this section, the Deputy Secretary of Defense for
				Management shall oversee the implementation of a defense business systems
				modernization program including the expenditure of any funds appropriated for
				maintaining legacy systems and for modernizing defense business systems.</text>
										</paragraph><paragraph id="ID7CBC2172172149109B2354A0FF1D804A" indent="up1"><enum>(2)</enum><text>The Deputy Secretary of Defense for
				Management shall—</text>
											<subparagraph id="ID8BF54295492348828A412CB25CC3A22E"><enum>(A)</enum><text>oversee the development of, and shall
				review and approve, all budget requests for defense business systems, including
				the information to be submitted to Congress under section 2222(h) of this
				title; and</text>
											</subparagraph><subparagraph id="ID55CC0727B91A496AAED4BB150FF251B5"><enum>(B)</enum><text>subject to the authority, direction,
				and control of the Secretary of Defense, perform the responsibilities of the
				Secretary under section 2222 of this title.</text>
											</subparagraph></paragraph><paragraph id="ID463A763ECB2040198D809910DE0ED5EE" indent="up1"><enum>(3)</enum><text>In this subsection, the terms
				<term>defense business system</term> and <term>defense business system
				modernization</term> have the meanings given to those terms in section 2222(j)
				of this title.</text>
										</paragraph></subsection><subsection id="ID8CCEE5AE022B42AF93B0FA952E12C8CA"><enum>(f)</enum><header>Relationship to
				Other Defense Officials</header><text>The Deputy Secretary of Defense for
				Management exercises the authority of the Secretary of Defense in the
				performance of the duties of the Deputy Secretary under this section, subject
				to the authority, direction, and control of the Secretary. The Secretaries of
				the military departments and the heads of the other elements of the Department
				of Defense are subject to the authority, direction, and control of the Deputy
				Secretary in the performance of their duties with respect to matters within the
				authority of the Deputy Secretary, and the exercise of that authority by the
				Deputy Secretary is binding on the military departments and such other
				elements.</text>
									</subsection><subsection id="ID5A23FE2FB2BC421483638826A2662B5F"><enum>(g)</enum><header>Consultation
				With Other Officials</header><text>In carrying out the duties of the position
				under this section, the Deputy Secretary of Defense for Management shall
				consult on a continuing basis with the Deputy Secretary of Defense, the
				Secretaries of the military departments, and the Chairman of the Joint Chiefs
				of Staff—</text>
										<paragraph id="ID3F449E6D204E42EF9D32B79F03244D4E"><enum>(1)</enum><text>to support
				economical, efficient, and effective performance of the missions of the
				Department of Defense; and</text>
										</paragraph><paragraph id="ID4C4095826FA248B9A2FA41A49D542A7A"><enum>(2)</enum><text>to support each
				of those officials—</text>
											<subparagraph id="ID2DBF3C02D8CC4AF880768D3EB0D8E6CA"><enum>(A)</enum><text>in the
				implementation of the national defense strategy and the strategic plan of the
				Department of Defense; and</text>
											</subparagraph><subparagraph id="IDCD7B27196DE94DB5959C72BE5F189FFC"><enum>(B)</enum><text>in the
				administration of related programs, plans, operations, and activities.</text>
											</subparagraph></paragraph></subsection><subsection id="ID81DC886F094646F8BA99DDE6812513ED"><enum>(h)</enum><header>Performance and
				Evaluation</header><paragraph commented="no" display-inline="yes-display-inline" id="IDDA3AAF058169497CA94499AD9704C0A5"><enum>(1)</enum><text>The Secretary of
				Defense and the Deputy Secretary of Defense for Management shall jointly
				identify in writing each year the individual and organizational goals to be
				achieved by the Deputy Secretary during the succeeding year. Such goals shall
				be expressed in terms of measurable milestones, and shall be consistent with
				the goals and measures established under subsection (d). Each set of goals so
				identified shall be available for public disclosure.</text>
										</paragraph><paragraph id="ID4B25BDC713304615B4ECFEDA903453A5" indent="up1"><enum>(2)</enum><text>The Secretary of Defense shall
				evaluate the performance of the Deputy Secretary of Defense for Management each
				year and shall determine as part of each such evaluation whether the Deputy
				Secretary has made satisfactory progress toward achieving the goals set out in
				the performance agreement for that year under paragraph
				(1).</text>
										</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="IDC76CBAA7D5BF4468BA4503751FF74075"><enum>(B)</enum><text>The table of
			 sections at the beginning of such chapter is amended by inserting after the
			 item relating to section 132 the following new item:</text>

			 ii</header><text>Section 5313 of title 5, United States Code, is amended by
			 inserting after <quote>Deputy Secretary of Defense.</quote> the
			 following:</text>

			 Certain Department of Defense Management Committees</header>
				<paragraph id="ID5500CFD28B0D4EA0A8041DB742BF905B"><enum>(1)</enum><header>Financial
			 management modernization executive committee</header><text>Section 185(a) of
			 title 10, United States Code, is amended—</text>
					<subparagraph id="ID2C7FE24761DD471DADD41F49894EE132"><enum>(A)</enum><text>in paragraph
			 (2)—</text>
						<clause id="IDFB4FF0EFE64D48179FEA7E84E4DC3A01"><enum>(i)</enum><text>by
			 redesignating subparagraphs (A), (B), (C), (D), and (E) as subparagraphs (B),
			 (C), (D), (E), and (F), respectively;</text>

			 inserting after <quote>composed of the following:</quote> the following new

			 Duties and Precedence of Other Officials</header>

			 of defense for policy</header><text>Section 134 of title 10, United States
			 Code, is amended—</text>

			 (b)(2), by striking <quote>Secretary of Defense—</quote> and inserting
			 <quote>Secretary of Defense and the Deputy Secretary of Defense—</quote>;
			 and</text>
					</subparagraph><subparagraph id="ID1EFDA7FA6436409C97C47D94020FE16E"><enum>(B)</enum><text>in subsection
			 (c), by inserting <quote>the Deputy Secretary of Defense for
