			 in Making Grants</header><text>Section 330H(b) of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (42 U.S.C.
			 254c–8(b)) is amended—</text>
				<paragraph id="H60BF7C05B3594DF995F66ADE0EFC22F"><enum>(1)</enum><text>by striking
			 <quote>(b) <header-in-text level="subsection" style="OLC">Requirements</header-in-text></quote> and all that follows through
			 <quote>In making grants under subsection (a)</quote> and inserting the
			 following:</text>

				making grants under subsection (a)</text>
							</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H5995403A432C4E37B0BA33E69852A8E4"><enum>(2)</enum><text>by adding at the
			 end the following paragraph:</text>

				considerations</header><text>In making grants under subsection (a), the
				Secretary shall take into consideration the following:</text>
							<subparagraph id="HE111421C4F6142EEAFDBEDE4F27FF000"><enum>(A)</enum><text>Factors that
				contribute to infant mortality, such as low birthweight.</text>
							</subparagraph><subparagraph id="HA2EEEE868E054CF3B000E5687350A5EB"><enum>(B)</enum><text>The extent to
				which applicants for such grants facilitate—</text>
								<clause id="H66F104117CFB4ABFACA2AD249C965C00"><enum>(i)</enum><text>a community-based
				approach to the delivery of services; and</text>
								</clause><clause id="H83B08CB5D69E4F77B792626FD9A41CA2"><enum>(ii)</enum><text>a comprehensive
				approach to women’s health care to improve perinatal outcomes.</text>
								</clause></subparagraph></paragraph><paragraph id="idDA4C42104B2B492DAF7262BCA63617E6"><enum>(3)</enum><header>Special
				projects</header><text>Nothing in paragraph (2) shall be construed to prohibit
				the Secretary from awarding grants under subsection (a) for special projects
				that are intended to address significant disparities in perinatal health
				indicators in communities along the United States-Mexico border or in Alaska
				and
				Hawaii.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HD4AB35F342D24B9B94D1780BB4FE91B"><enum>(b)</enum><header>Other
			 grants</header><text>Section 330H of the <act-name parsable-cite="PHSA">Public
			 Health Service Act</act-name> (42 U.S.C. 254c–8) is amended—</text>
				<paragraph id="H165E2BA90D0F454581A064428CD9C5BC"><enum>(1)</enum><text>in subsection (a),
			 by striking paragraph (3); and</text>
				</paragraph><paragraph id="H6FB54EBDAECB44ED88A2A2F734DBB5A4"><enum>(2)</enum><text>by striking
			 subsections (e) and (f).</text>
				</paragraph></subsection><subsection id="H91450DCE89C84B37BA5D8EEB9D4FC0C3"><enum>(c)</enum><header>Funding</header><text>Section
			 330H of the <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name>, as amended by subsection (b) of this section, is amended by
			 adding at the end the following subsection:</text>

					<subsection id="HC7E5F410834E4C039269EFFFEB953DEA"><enum>(e)</enum><header>Funding</header>
						<paragraph id="H43401FA1EB1049C9BC38E0F089346163"><enum>(1)</enum><header>Authorization of
				appropriations</header><text>For the purpose of carrying out this section,
				there are authorized to be appropriated—</text>
							<subparagraph id="id1E874727AB4D440D9979F2586217E793"><enum>(A)</enum><text>$120,000,000 for
				fiscal year 2008; and</text>
							</subparagraph><subparagraph id="idEE6DC691F2994C1DAE01F6403891CB63"><enum>(B)</enum><text>for each of fiscal
				years 2009 through 2013, the amount authorized for the preceding fiscal year
				increased by the percentage increase in the Consumer Price Index for all urban
				consumers for such year.</text>
							</subparagraph></paragraph><paragraph id="HC180E6C48E944772954C8E31D093EBC8"><enum>(2)</enum><header>Allocation</header>
							<subparagraph id="HFDD9322ECE6C48D1ACADCB778CC6E051"><enum>(A)</enum><header>Program
				administration</header><text>Of the amounts appropriated under paragraph (1)
				for a fiscal year, the Secretary may reserve up to 5 percent for coordination,
				dissemination, technical assistance, and data activities that are determined by
				the Secretary to be appropriate for carrying out the program under this
				section.</text>
							</subparagraph><subparagraph id="HC2CBEA0FFEE14EBC9B5656E3002BC7FE"><enum>(B)</enum><header>Evaluation</header><text>Of
				the amounts appropriated under paragraph (1) for a fiscal year, the Secretary
				may reserve up to 1 percent for evaluations of projects carried out under
				subsection (a). Each such evaluation shall include a determination of whether
				such projects have been effective in reducing the disparity in health status
				between the general population and individuals who are members of racial or
				ethnic minority
				groups.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

			 Act</act-name>, as amended by subsection (b) of this section, is amended by

				2009 through 2013, the amount authorized for the preceding fiscal year
