			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Strengthening Kids' Interest in
			 Learning and Libraries Act</short-title></quote> or the <quote>SKILLs
			 Act</quote>.</text>
		</section><title id="id9DA09F0A13124873A79429F23F45C456"><enum>I</enum><header>School library
			 media specialist requirements </header>
			<section id="id863FDC0F02774BE0B6EC6D8779D5394D"><enum>101.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Section
			 1002(b)(4) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6302) is amended by striking <quote>2002</quote> and inserting
			 <quote>2008</quote>.</text>
			</section><section id="id4173EBEBEB4149F4A6EB04A6227DC739"><enum>102.</enum><header>State
			 plans</header><text display-inline="no-display-inline">Section 1111(b)(8) of
			 the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6311(b)(8)) is
			 amended—</text>
				<paragraph id="id08294AC0126A475DBAA13C51DA551AC4"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="idC4D94C3513F643179BF0EE7D9B04175A"><enum>(2)</enum><text>by redesignating
			 subparagraph (E) as subparagraph (F); and</text>
				</paragraph><paragraph id="id168949BF290B4A3280F86EFBD7953C38"><enum>(3)</enum><text>by inserting
			 after subparagraph (D) the following:</text>

				under this part, as described in section 1119(h)(2);

				</paragraph></section><section id="id357F42F9DC074CBEB982659CF04DFA91"><enum>103.</enum><header>Local
			 educational agency plans</header><text display-inline="no-display-inline">Section 1112(b)(1)(N) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6312(b)(1)(N)) is amended by
			 inserting <quote>, including ensuring that there is not less than 1 highly
			 qualified school library media specialist in each school</quote> before the
			 semicolon.</text>
			</section><section id="id5E8180B4CCC74775BEE36E48BA20B1E4"><enum>104.</enum><header>Schoolwide
			 programs</header><text display-inline="no-display-inline">Section 1114(b)(1)(D)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6314(b)(1)(D))
			 is amended by inserting <quote>school library media specialists,</quote> after
			 <quote>teachers,</quote>.</text>
			</section><section id="idF10143FB195043358511E724F0E017D8"><enum>105.</enum><header>Targeted
			 assistance schools</header><text display-inline="no-display-inline">Section
			 1115(c)(1)(F) of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 6315(c)(1)(F)) is amended by inserting <quote>school library media
			 specialists,</quote> after <quote>teachers,</quote>.</text>
			</section><section id="id2BDE07F2DE0147C9A687A7CE41889705"><enum>106.</enum><header>Qualifications
			 for teachers, paraprofessionals, and school library media specialists</header>
				<subsection id="id8F9ADA921C8E48AC9E3A28894CD27512"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1119 of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6319) is
			 amended—</text>
					<paragraph id="id7E20C94E7DC0421B8931F7380091941D"><enum>(1)</enum><text>in the section
			 heading, by striking <quote><header-in-text level="section" style="OLC">teachers and paraprofessionals</header-in-text></quote> and
			 inserting <quote><header-in-text level="section" style="OLC">teachers,
			 paraprofessionals, and school library media
			 specialists</header-in-text></quote>;</text>
					</paragraph><paragraph id="id22067A3F74084FCB810834357F9CA747"><enum>(2)</enum><text>by redesignating
			 subsections (h) through (l) as subsections (i) through (m),
			 respectively;</text>
					</paragraph><paragraph id="idD939EE0D9FC8401CA20704A9E2CEF053"><enum>(3)</enum><text>by inserting
			 after subsection (g) the following:</text>

							<subsection id="id9F96CFDBE0634A099203717D85282EB3"><enum>(h)</enum><header>School library
				media specialists</header>
								<paragraph id="id5620F45747F941A98150736F1992869D"><enum>(1)</enum><header>Local
				educational agency requirement</header><text>Each local educational agency
				receiving assistance under this part shall ensure, to the extent feasible, that
				each school that is served by the local educational agency and receives funds
				under this part employs not less than 1 highly qualified school library media
				specialist.</text>
								</paragraph><paragraph id="id321B607317E64D6FABDF6E5B760CACC1"><enum>(2)</enum><header>State
				goal</header><text>Each State educational agency receiving assistance under
				this part shall—</text>
									<subparagraph id="id8F54AB607BEF48D2A7A0F4421347E3C5"><enum>(A)</enum><text>establish a goal
				of having not less than 1 highly qualified school library media specialist in
				each public school that is served by the State educational agency and receives
				funds under this part; and</text>
									</subparagraph><subparagraph id="id38CB4E9C58114B3FB56653DABE2F5805"><enum>(B)</enum><text>specify a date by
				which the State will reach this goal, which date shall be not later than the
				beginning of the 2010–2011 school year.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="id737743B7BAF342E5B06DEBBADF65AE39"><enum>(4)</enum><text>in subsection (i)
			 (as redesignated by subsection (a)(2)), by striking <quote>and
			 paraprofessionals</quote> and inserting <quote>, paraprofessionals, and school
			 library and media specialists</quote>.</text>
					</paragraph></subsection><subsection id="id64E37E54C3DC4A29B6CC071891BFEC0D"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 1119(l) of the Elementary and Secondary
			 Education Act of 1965 (as redesignated by subsection (a)(2)) (20 U.S.C.
			 6319(l)) is amended by striking <quote>subsection (1)</quote> and inserting
			 <quote>subsection (m)</quote>.</text>
				</subsection></section><section id="idC1C02ABDDBD2462ABF8C00584317A7A9"><enum>107.</enum><header>Improving
			 literacy through school libraries</header><text display-inline="no-display-inline">Section 1251 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 6383) is amended—</text>
				<paragraph id="id6FF367742CA44229B0BBEF498DE1BEA5"><enum>(1)</enum><text>in subsection
			 (a), by striking <quote>well-trained, professionally certified</quote> and
			 inserting <quote>highly qualified</quote>;</text>
				</paragraph><paragraph id="id7DC7662BEB05427884D8E8B22A53D928"><enum>(2)</enum><text>in subsection
			 (e)(3)—</text>
					<subparagraph id="idD19FA0465CF545699F30593170DCD28C"><enum>(A)</enum><text>by striking
			 <quote><header-in-text level="paragraph" style="OLC">Distribution</header-in-text>.—The</quote> and inserting the
			 following:</text>

				types of schools</header><text>In awarding grants under this subsection, the
				Secretary shall take into consideration whether funding is proportionally
				distributed among projects serving students in elementary, middle, and high
				schools.</text>
							</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="idF20E7DF7A23F4F0B9E0A9E804DEF192A"><enum>(3)</enum><text>in subsection
			 (f)(2)—</text>
					<subparagraph id="id5F4FCA9B679846F6A9B830CD45AA9B83"><enum>(A)</enum><text>in subparagraph
			 (A)—</text>
						<clause id="idD5551D04792248B0AEF545924026B3E0"><enum>(i)</enum><text>by
			 inserting <quote>the need for student literacy improvement at all grade
			 levels,</quote> before <quote>the need for</quote>; and</text>

				assessment of which grade spans are served, ensuring funding is proportionally
				distributed to serve students in elementary, middle, and high

				</paragraph><paragraph id="idF87A1853E80248CB8ADC1EC8D4AEF8A2"><enum>(5)</enum><text>in subsection
			 (g)—</text>

			 by striking the semicolon at the end and
			 inserting</text>

				learning needs, including students who are limited English proficient;

				interest of readers at all reading
				levels;</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="id21DB3F2FB8B84DD087E331712B9306B8"><enum>(B)</enum><text>in paragraph (4),
			 by striking <quote>professional development described in section
			 1222(d)(2)</quote> and inserting <quote>professional development in information
			 literacy instruction that is appropriate for all grades, including the
			 assessment of student literacy needs, the coordination of reading and writing
			 instruction across content areas, and training in literacy strategies in all
			 content areas</quote>.</text>
					</subparagraph></paragraph></section></title><title id="id0A95B873AC504D5CA3E72FD69A00A6F8"><enum>II</enum><header>Preparing,
			 teaching, and recruiting high quality teachers, school library media
			 specialists, and principals</header>
			<section id="id5FA9395332154E2596950F33946AFEF4"><enum>201.</enum><header>Teacher,
			 school library media specialist, and principal training and recruiting
			 fund</header><text display-inline="no-display-inline">Title II of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6601 et seq.) is
			 amended—</text>
				<paragraph commented="no" id="id3D3ACFD316224F9D95F6D21A65DC2FF6"><enum>(1)</enum><text>in the title
			 heading, by striking <quote><header-in-text level="title" style="OLC">High
			 quality teachers and principals</header-in-text></quote> and inserting
			 <quote><header-in-text level="title" style="OLC">High quality teachers, school
			 library media specialists, and principals </header-in-text></quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id24BAD454B53A4CD795C2C4AEE5E9B7E9"><enum>(2)</enum><text>in the part
			 heading, by striking <quote><header-in-text level="part" style="OLC">Teacher

				</paragraph></section><section commented="no" id="idCECC9CC08962417197A1C2C524572A4F"><enum>202.</enum><header>Purpose</header><text display-inline="no-display-inline">Section 2101(1) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6601(1)) is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="id6E098FBA39E74D3A83D76F56B12DAC7E" style="OLC">
					<paragraph id="ID6f399de2bbca474a82139c7e87b8497e"><enum>(1)</enum><text>increase student
				academic achievement through strategies such as—</text>
						<subparagraph id="id40CFB8F6569149EB8719820372D4B871"><enum>(A)</enum><text>improving
				teacher, school library media specialist, and principal quality; and</text>
						</subparagraph><subparagraph id="id5D7459C2110A475BAB0F2E7EDC3E7C45"><enum>(B)</enum><text>increasing the
				number of highly qualified teachers in the classroom, highly qualified school
				library media specialists in the library, and highly qualified principals and
				assistant principals in schools;
				and</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section commented="no" id="idD831CBC1369D4AD5905FDA0A557750BF"><enum>203.</enum><header>State
			 applications</header><text display-inline="no-display-inline">Section 2112(b)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6612(b)) is
			 amended—</text>
				<paragraph commented="no" id="idF5B8B44443394D2AAEA15A3FB70457D7"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (4), by inserting <quote>,

			 funds</header><text display-inline="no-display-inline">Section 2113(c) of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6613(c)) is
			 amended—</text>

			 (4)—</text>

				</paragraph></section><section commented="no" id="idAFAB0389A6834F0C9C05369325B39257"><enum>205.</enum><header>Local uses of
			 funds</header><text display-inline="no-display-inline">Section 2123(a) of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6623(a)) is amended
			 by inserting after paragraph (8) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idC386519C860E4045A4F0D750160CC1BA" style="OLC">
					<paragraph id="ID034cb01bb097482193a578740bb889fc"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idE43F4AB0C7024A2EBB02EE59256D725A"><enum>(A)</enum><text>Developing and
				implementing strategies to assist in recruiting and retaining highly qualified
				school library media specialists; and</text>
						</subparagraph><subparagraph id="id36B4239D82C04C19852C5F09369AB630" indent="up1"><enum>(B)</enum><text>providing appropriate professional
				development for such specialists, particularly related to skills necessary to
				assist students to improve the students' academic achievement, including skills
				related to information
				literacy.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="id1DD6369C161D4257A941BE6DD6A05272"><enum>III</enum><header>General
			 Provisions</header>
			<section commented="no" id="id7C0B77B0A8054B02A6D76A2A447E61EE"><enum>301.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 9101(23) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 7801(23)) is amended—</text>
				<paragraph commented="no" id="id63D34719D6B840B7961545A1A0279404"><enum>(1)</enum><text>in subparagraph
			 (B)(ii)(II), by striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph commented="no" id="idB302FC81E6B147D6A3F635A687ECBFBC"><enum>(2)</enum><text>in subparagraph
			 (C)(ii)(VII), by striking the period at the end and inserting <quote>;
			 and</quote>; and</text>
				</paragraph><paragraph commented="no" id="id40C4E717072A4DF6B9263C0D48F6B4DF"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF2B40286BCAA4C1AAD0A813A30815131" style="OLC">
						<subparagraph id="IDa1d8d4f7b8684457862f9e1817ac0db1"><enum>(D)</enum><text>when used with
				respect to a school library media specialist employed in an elementary school
				or secondary school in a State, means that the school library media
				specialist—</text>
							<clause id="id84C4E71939EA447B9BF5104E33678A31"><enum>(i)</enum><text>holds at least a
				bachelor's degree;</text>
							</clause><clause id="IDe1a4853386b14fd199c4cee60c1741eb"><enum>(ii)</enum><text>has obtained
				full State certification as a school library media specialist or passed the
				State teacher licensing examination, with State certification in library media,
				in such State, except that when used with respect to any school library media
				specialist teaching in a public charter school, the term means that the school
				library media specialist meets the requirements set forth in the State's public
				charter school law; and</text>
							</clause><clause id="ID31ac45f5158648c1ae21ef17a2bee177"><enum>(iii)</enum><text>has not had
				certification or licensure requirements waived on an emergency, temporary, or
				provisional
				basis.</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section commented="no" id="id9241A27E267F47908FCB9F16D4B87047"><enum>302.</enum><header>Conforming
			 amendments</header>
				<subsection commented="no" id="idF4BDD9A32E5547E2AB575BB8108BFFFC"><enum>(a)</enum><header>Table of
			 contents</header><text>The table of contents in section 2 of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6301 note) is amended—</text>
