		<official-title>To amend the Internal Revenue Code of 1986 to exempt from
		  the harbor maintenance tax certain commercial cargo loaded or unloaded at
		  United States ports in the Great Lakes Saint Lawrence Seaway
		  System.</official-title>

		<section display-inline="no-display-inline" id="HF92F985F1A0C47A500EFD03793E33E49" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Great Lakes Short Sea Shipping
			 Enhancement Act of 2007</short-title></quote>.</text>
		</section><section id="H7780F8B23962471EB6782410325F1837"><enum>2.</enum><header>Exemption of
			 certain commercial cargo from the harbor maintenance tax</header>
			<subsection id="HE48A1B9E2B43483E8FB4876E3BF7D3E2"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/4462">Section 4462</external-xref> of the Internal
			 Revenue Code of 1986 is amended—</text>
				<paragraph id="idFD6B0DE8A51647ECB0B7557570E2E27A"><enum>(1)</enum><text>by redesignating
			 subsection (i) as subsection (j), and</text>
				</paragraph><paragraph id="idF2752D7D3E914F26BE50E452C6E8114F"><enum>(2)</enum><text>by inserting
			 after subsection (h) the following new subsection:</text>
					<quoted-block id="H21A00C9A952A463F8B5CFC7DE4B9A065" style="OLC">
						<subsection id="H36D5AFB49332495C8500CEA979C61810"><enum>(i)</enum><header>Exemption for
				certain cargo transported on the Great Lakes Saint Lawrence Seaway
				System</header>
							<paragraph id="HB28CAA0D34E24638BA00F994916C5D6"><enum>(1)</enum><header>In
				general</header><text>No tax shall be imposed under section 4461(a) with
				respect to—</text>
								<subparagraph id="H4B57E2443A844DC3993100F04DBD7675"><enum>(A)</enum><text display-inline="yes-display-inline">commercial cargo (other than bulk cargo)
				loaded at a port in the United States located in the Great Lakes Saint Lawrence
				Seaway System and unloaded at another port in the United States located in such
				system, and</text>
								</subparagraph><subparagraph id="H9267ED70FFFC4168B5B4A300F3FBC984"><enum>(B)</enum><text display-inline="yes-display-inline">commercial cargo (other than bulk cargo)
				unloaded at a port in the United States located in the Great Lakes Saint
				Lawrence Seaway System which was loaded at a port in Canada located in such
				system.</text>
								</subparagraph></paragraph><paragraph id="H28E5138E2F184F92BBB5AEC44FC5192"><enum>(2)</enum><header>Bulk
				cargo</header><text>For purposes of this subsection, the term <term>bulk
				cargo</term> shall have the meaning given such term by section 53101(1) of
				title 46, United States Code (as in effect on the date of the enactment of this
				section).</text>
							</paragraph><paragraph id="HEC0A422C9C594596A16EB471D81897F2"><enum>(3)</enum><header>Great Lakes
				Saint Lawrence Seaway System</header><text display-inline="yes-display-inline">For purposes of this subsection, the term
				<term>Great Lakes Saint Lawrence Seaway System</term> means the waterway
				between Duluth, Minnesota and Sept. Iles, Quebec, encompassing the five Great
				Lakes, their connecting channels, and the Saint Lawrence
				River.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB67D8CE34B6945B1B3AB71461092BF1"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on the
			 date of enactment of this Act.</text>
