<official-title>To amend the Clean Air Act to require the Secretary of Energy to provide grants to eligible entities to carry out research, development, and demonstration projects of cellulosic ethanol and construct infrastructure that enables retail gas stations to dispense cellulosic ethanol for vehicle fuel to reduce the consumption of petroleum-based fuel.</official-title>

<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cellulosic Ethanol Development and Implementation Act of 2007</short-title></quote>.</text> </section>
<section id="ID1138da7aea3d4557b889434e41a303b7"><enum>2.</enum><header>Cellulosic ethanol fuel development and implementation program</header><text display-inline="no-display-inline">Section 212 of the Clean Air Act (42 U.S.C. 7546) is amended by adding at the end the following:</text>

<subsection id="ID837d025ff1684e25b0c00def68d27c5d"><enum>(f)</enum><header>Cellulosic ethanol fuel grant program</header> 
<paragraph id="ID6b57ed11d91f4f17a3b94695e886666f"><enum>(1)</enum><header>Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term> means—</text> 
<subparagraph id="ID7b8289c5929e44e68ae01736d1295968"><enum>(A)</enum><text>an institution of higher education;</text> </subparagraph>
<subparagraph id="ID22462e23d43e40e2aef9aa4da751955f"><enum>(B)</enum><text>a National Laboratory;</text> </subparagraph>
<subparagraph id="ID6877f2b40fba4857bbff526090250c95"><enum>(C)</enum><text>a Federal research agency;</text> </subparagraph>
<subparagraph id="IDe60525e4f18944f5ac27184a056f4567"><enum>(D)</enum><text>a State research agency;</text> </subparagraph>
<subparagraph id="ID5222e08f34a44c98a8f80058085c8c52"><enum>(E)</enum><text>a private sector entity;</text> </subparagraph>
<subparagraph id="ID76173e8777aa4ed4b2af5d6992e795d2"><enum>(F)</enum><text>a nonprofit organization; or</text> </subparagraph>
<subparagraph id="ID16c75d3586764e85b6ff6150f9a0dbed"><enum>(G)</enum><text>a consortium of 2 or more entities described in subparagraphs (A) through (F).</text> </subparagraph></paragraph>
<paragraph id="ID44270a99f348432db3bc74b65397f40b"><enum>(2)</enum><header>Establishment</header><text>The Secretary shall establish a program to provide grants to eligible entities for use in carrying out research, development, and demonstration projects relating to the use of cellulosic ethanol fuel for motor vehicles.</text> </paragraph>
<paragraph id="ID7b03ee0d722a4618b833a9ae6eaca08d"><enum>(3)</enum><header>Application</header><text>An eligible entity that seeks to receive a grant under this subsection shall submit to the grant review committee described in paragraph (4) an application for the grant at such time, in such form, and containing such information as the grant review committee may require.</text> </paragraph>
<paragraph id="IDe1173c61ebaa48e5a8e94b033a6e99a3"><enum>(4)</enum><header>Grant review committee</header><text>Applications for grants under this subsection shall be reviewed, and approved or disapproved, by a grant review committee composed of an equal number of representatives of—</text> 
<subparagraph id="ID92ff87465e3b4f4caffbd368a31cb9ff"><enum>(A)</enum><text>the Department of Energy, to be appointed by the Secretary;</text> </subparagraph>
<subparagraph id="IDfc93de3fe2b34ba5bf1678b3a62d8652"><enum>(B)</enum><text>the Department of Agriculture, to be appointed by the Secretary of Agriculture;</text> </subparagraph>
<subparagraph id="ID68db163b94e34d48a37c5962516b857a"><enum>(C)</enum><text>the Environmental Protection Agency, to be appointed by the Administrator; and</text> </subparagraph>
<subparagraph id="ID31de2e3e9daf43338fd882995e245347"><enum>(D)</enum><text>experts that are not full-time employees of the Federal Government, to be appointed by the President.</text> </subparagraph></paragraph>
<paragraph id="ID858719d7c1bc4fc0b09a0a94cb5ab5a5"><enum>(5)</enum><header>Priority</header><text>In awarding grants under this subsection, the grant review committee shall give priority to eligible entities that propose to carry out—</text> 
<subparagraph id="ID5248f4c0c33f4932a793171aae98c923"><enum>(A)</enum><text>projects that use alternative or renewable energy sources in the production of cellulosic ethanol fuel; and</text> </subparagraph>
<subparagraph id="IDa9c86bc7cb414c6d8c1b672bfea1854f"><enum>(B)</enum><text>demonstration projects.</text> </subparagraph></paragraph>
<paragraph id="ID785300b086c94f6b801309a789f50b59"><enum>(6)</enum><header>Matching funds</header><text>As a condition of receiving a grant under this subsection, an eligible entity shall provide matching funds in the amount of 20 percent of the total amount of the grant.</text> </paragraph>
<paragraph id="ID2174ee80ffd140b497dde1bc09fd9f0d"><enum>(7)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this subsection $1,000,000,000 for the period of fiscal years 2007 through 2013.</text> </paragraph></subsection>
<subsection id="IDb0b109dc430a4143add51ae0d4ef117e"><enum>(g)</enum><header>Infrastructure pilot program for cellulosic ethanol fuel</header> 
<paragraph id="ID493e7cf087a1490b8fe7763095a460d8"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a pilot program to provide grants to eligible entities (as described in subsection (d)(2) or defined in subsection (f)) for use in installing infrastructure (such as pumps) that would enable retail gas stations to sell and dispense ethanol fuel.</text> </paragraph>
<paragraph id="ID0b5ff5fb48794b2eab58eb92a0ede43d"><enum>(2)</enum><header>Application</header><text>An eligible entity that seeks to receive a grant under this subsection shall submit to the Secretary an application for the grant at such time, in such form, and containing such information as the Secretary may require.</text> </paragraph>
<paragraph id="IDc494fc11419e4aa0ad49b36d0ee714fd"><enum>(3)</enum><header>Matching funds</header><text>As a condition of receiving a grant under this subsection, an eligible entity shall provide matching funds in the amount of 20 percent of the total amount of the grant.</text> </paragraph>

<section id="idF0B4C7E454C1498185E49C43466202FA"><enum>3.</enum><header>Cellulosic biomass ethanol conversion assistance</header><text display-inline="no-display-inline">Section 212(e) of the Clean Air Act (42 U.S.C. 7546(e)) is amended by striking paragraph (3) and inserting the following:</text>
