			 disposal pilot program</header>
			<subsection id="id0CD347A77D3643D1A38CFF6E7A878C27"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 5 of subtitle
			 I of title 40, United States Code, is amended by adding at the end the
			 following:</text>

					<subchapter id="idEEA57F59144E4F3591CFE87EB635BF1B"><enum>VII</enum><header>Expedited
				Disposal of Real Property</header>
						<section id="idD1A8D779D1C2464C9795A799D0E7BD53"><enum>621.</enum><header>Pilot
				program</header>
							<subsection id="id4AAAFDDE5ACF48B6A234DBC357CEF637"><enum>(a)</enum><text>The Director of
				the Office of Management and Budget and Budget (in this subchapter referred to
				as the <quote>Director</quote>) shall conduct a pilot program, to be known as
				the <quote>Federal Real Property Disposal Pilot Program</quote>, under which
				real property that is not meeting Federal Government needs may be disposed of
				in accordance with this subchapter.</text>
							</subsection><subsection id="id32267FBA0D9646739FEE7A6EE5FCE8C0"><enum>(b)</enum><text>For purposes of
				this subchapter, the Director shall identify criteria for determining whether
				real property is not meeting Federal Government needs.</text>
							</subsection><subsection id="id5FFE42A829CC4448872CC1D282B4B6A9"><enum>(c)</enum><text>The Federal Real
				Property Disposal Pilot Program shall terminate 5 years after the date of the
				enactment of this subchapter.</text>
							</subsection></section><section id="idCC21AC9CA6F24C9CA8A550DC38CEBF31"><enum>622.</enum><header>Selection of
				real properties</header><text display-inline="no-display-inline">Agencies will
				recommend candidate disposition properties to the Director for participation in
				the pilot program. The Director, with the concurrence of the head of the
				executive agency concerned and consistent with the criteria established in
				section 621, may then select such candidate properties for participation in the
				pilot program and notify the recommending agency accordingly.</text>
						</section><section id="id7D9D4D73AD66414D957F4939700FAD67"><enum>623.</enum><header>Expedited
				disposal requirements</header>
							<subsection id="id3C112AE0271449AE96228FDC2DC21A84"><enum>(a)</enum><text>For purposes of
				the pilot program, an <term>expedited disposal of a real property</term> is a
				sale of real property for cash that is conducted pursuant to the requirements
				of section 545 of this title.</text>
							</subsection><subsection id="id7BF5FBBB5D08440896D53DE2FE68484B"><enum>(b)</enum><text>Real property sold
				under the pilot program must be sold at not less than the fair market value as
				determined by the Director in consultation with the head of the executive
				agency. Costs associated with disposal may not exceed the fair market value of
				the property unless the Director approves incurring such costs.</text>
							</subsection><subsection id="idE40151797F264ADE85D113B750A43763"><enum>(c)</enum><text>A real property
				may be sold under the pilot program only if the property will generate monetary
				proceeds to the Federal Government, as provided in subsection (b). A disposal
				of real property under the pilot program may not include any exchange, trade,
				transfer, acquisition of like-kind property, or other non-cash transaction as
				part of the disposal.</text>
							</subsection><subsection id="id01D6CD2342E448DAAD7E8392BD71B7D8"><enum>(d)</enum><text>Nothing in this
				subchapter shall be construed as terminating or in any way limiting authorities
				that are otherwise available to agencies under other provisions of law to
				dispose of Federal real property, except as provided in subsection (e).</text>
							</subsection><subsection id="idB21AC262188B45F4A106A6F61DF5F1D9"><enum>(e)</enum><text>Any expedited
				disposal of a real property conducted under this section shall not be subject
				to—</text>
								<paragraph id="id1FC5E1B65704426DB0009EEA6475240D"><enum>(1)</enum><text>subchapter IV of
				this chapter;</text>
								</paragraph><paragraph id="idABE821A1F53445B6A4D8722D8A50CF94"><enum>(2)</enum><text>sections 550 and
				553 of title 40, United States Code;</text>
								</paragraph><paragraph id="id960E144635A042D6B18E4230C0BB4730"><enum>(3)</enum><text>section 501 of the
				McKinney-Vento Homeless Assistance Act (42 U.S.C. 11411);</text>
								</paragraph><paragraph id="id87DBB29A180045D2906D1B6A350786CC"><enum>(4)</enum><text>any other
				provision of law authorizing the no-cost conveyance of real property owned by
				the Federal Government; or</text>
								</paragraph><paragraph id="idB926B9E58BC2442CBFE4882F2E92059E"><enum>(5)</enum><text>any congressional
				notification requirement other than that in section 545 of this title.</text>
								</paragraph></subsection></section><section id="id21C03C4E56814F19813F8E6D6157ADEC"><enum>624.</enum><header>Special rules
				for deposit and use of proceeds from expedited disposals</header>
							<subsection id="id0437866DF92940D0A57BD2C69833DE29"><enum>(a)</enum><text>Agencies that
				conduct expedited disposals of real properties under this subchapter shall be
				reimbursed from the proceeds for the administrative expenses associated with
				the disposal of such properties. Such amounts will be credited as offsetting
				collections to the account that incurred such expenses, to remain available
				until expended without further appropriations.</text>
							</subsection><subsection id="id1E58821336204248BDF4AF813D8DB0E2"><enum>(b)</enum><text>After payment of
				such administrative costs, the balance of the proceeds shall be distributed as
				follows:</text>
								<paragraph id="id39CF03237B8443819F1A3E424C613570"><enum>(1)</enum><text>80 percent shall
				be deposited into the Treasury as miscellaneous receipts.</text>
								</paragraph><paragraph id="id0657647B10B849AF9FAFFF36BDA33048"><enum>(2)</enum><text>20 percent shall
				be deposited into the account of the agency that owned the real property and
				initiated the disposal action. Such funds shall be available without further
				appropriation, to remain available for the period of the pilot program, for
				activities related to Federal real property capital improvements and disposal
				activities. Upon termination of the pilot program, any unobligated amounts
				shall be transferred to the general fund of the
				Treasury.</text>
								</paragraph></subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id74D644A19E9E4135A2DFF5B6147A8E2A"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 5 of
			 subtitle I of title 40, United States Code, is amended by inserting after the
			 item relating to section 611 the following:</text>

			 disposal pilot program</header>
			<subsection commented="no" display-inline="no-display-inline" id="id195f7286-1e3c-4630-8213-6aa98d91176e"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 5 of subtitle
			 I of title 40, United States Code, is amended by adding at the end the
			 following:</text>

					<subchapter id="id4FE3B1AF47454A0CBE0F832791F93B82"><enum>VII</enum><header>Expedited Disposal of
				Real Property</header>
						<section id="id64E1F3338A55431D9A2DD3FEB49C1937"><enum>621.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subchapter:</text>
							<paragraph id="IDc2a6c5dc86df4321b05755757baa8714"><enum>(1)</enum><header>Director</header><text>The
				term <term>Director</term> means the Director of the Office of Management and
				Budget.</text>
							</paragraph><paragraph id="id1F025BE3DB794C6383C705C1D563F221"><enum>(2)</enum><header>Expedited disposal of a
				real property</header><text>The term <term>expedited disposal of a real
				property</term> means a demolition of real property or a sale of real property
				for cash that is conducted under the requirements of section 545.</text>
							</paragraph><paragraph id="idD696043C56E646229B92D76524A2A629"><enum>(3)</enum><header>Landholding
				agency</header><text>The term <term>landholding agency</term> means a
				landholding agency as defined under section 501(i)(3) of the McKinney-Vento
				Homeless Assistance Act (42 U.S.C. 11411(i)(3)).</text>
							</paragraph><paragraph id="IDa8ec6859360146f3be8181bcea841d44"><enum>(4)</enum><header>Real property</header>
								<subparagraph id="id967E29D379564295BF775D53D99D974C"><enum>(A)</enum><header>In
				general</header><text>The term <term>real property</term> means—</text>
									<clause id="ID3115f0cab451427792e0c0544f80f6fb"><enum>(i)</enum><text>a parcel of real property
				under the administrative jurisdiction of the Federal Government that is—</text>
										<subclause id="IDdbe0afc0bf4d4c4091d23474c8b4fa9b"><enum>(I)</enum><text>excess;</text>
										</subclause><subclause id="IDeb15a89e85d3405d97d0b58cbfd42bf1"><enum>(II)</enum><text>surplus;</text>
										</subclause><subclause id="ID64ecb8ea9f31437ca9c2311299f16332"><enum>(III)</enum><text>underperforming;
				or</text>
										</subclause><subclause id="ID2dbbcf64e3da455b90e83a38ee0c0ff2"><enum>(IV)</enum><text>otherwise not meeting
				the needs of the Federal Government, as determined by the Director; and</text>
										</subclause></clause><clause id="IDfd8bac8258144d318df49f90f604fa0e"><enum>(ii)</enum><text>a building or other
				structure located on real property described under clause (i).</text>
									</clause></subparagraph><subparagraph id="idC947AF650018454C80EF05290F04A60C"><enum>(B)</enum><header>Exclusion</header><text>The
				term <term>real property</term> excludes any parcel of real property or
				building or other structure located on such real property that is to be closed
				or realigned under the Defense Base Closure and Realignment Act of 1990 (part A
				of title XXIX of Public Law 101–510; 10 U.S.C. 2687 note).</text>
								</subparagraph></paragraph><paragraph id="id5594FC8C7DF94CC6938F9ADB96DB674E"><enum>(5)</enum><header>Representative of the
				homeless</header><text>The term <term>representative of the homeless</term>
				means a representative of the homeless as defined under section 501(i)(4) of
				the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11411(i)(4)).</text>
							</paragraph></section><section id="id4840a97d-0612-435f-8726-6bee8afdb549"><enum>622.</enum><header>Pilot program</header>
							<subsection id="id7B140C2282874FC889471F0FD2BC855B"><enum>(a)</enum><text display-inline="yes-display-inline">The Director of the Office of Management
				and Budget shall conduct a pilot program, to be known as the <quote>Federal
				Real Property Disposal Pilot Program</quote>, under which real property that is
				not meeting Federal Government needs may be disposed of in accordance with this
				subchapter.</text>
							</subsection><subsection id="id57225CED460E476787D9C89B740B0A59"><enum>(b)</enum><text display-inline="yes-display-inline">The Federal Real Property Disposal Pilot
				Program shall terminate 5 years after the date of the enactment of this
				subchapter.</text>
							</subsection></section><section id="idfcd82865-cb2c-40b7-af75-1519eacc0603"><enum>623.</enum><header>Selection of real
				properties</header>
							<subsection id="id248DAF45CC9D4EF1AD0DC24B49A4892B"><enum>(a)</enum><text display-inline="yes-display-inline">Agencies shall recommend candidate
				disposition real properties to the Director for participation in the pilot
				program established under section 622.</text>
							</subsection><subsection id="id634534BBF8C84DA382D2B0238EF0B925"><enum>(b)</enum><text display-inline="yes-display-inline">The Director, with the concurrence of the
				head of the executive agency concerned and consistent with the criteria
				established in this subchapter, may then select such candidate real properties
				for participation in the pilot program and notify the recommending agency
				accordingly.</text>
							</subsection><subsection id="IDcde84199c8d44e6e9a960571f37eed9c"><enum>(c)</enum><text>The Director shall ensure
				that all real properties selected for disposition under this section are listed
				on a website that shall—</text>
								<paragraph id="id52659FB5B17348F39417212F0B85BBA4"><enum>(1)</enum><text>be updated routinely;
				and</text>
								</paragraph><paragraph id="id9CD4E77764B34218A1EB476DC5BC721F"><enum>(2)</enum><text>include the functionality
				to allow members of the public, at their option, to receive such updates
				through electronic mail.</text>
								</paragraph></subsection><subsection id="idDBA0CC98F2BB45C9B2819564C0CCFA90"><enum>(d)</enum><text>The Secretary of Housing
				and Urban Development shall ensure that efforts are taken to inform
				representatives of the homeless about—</text>
								<paragraph id="id9022B69202724EE28BFB7ED972058484"><enum>(1)</enum><text>the pilot program
				established under section 622; and</text>
								</paragraph><paragraph id="id76742166BEBA4F969A05D08190D01E46"><enum>(2)</enum><text>the website under
				subsection (c).</text>
								</paragraph></subsection><subsection id="id9FD6174CD8E249629E669464B1864E5F"><enum>(e)</enum><text>The Secretary of Housing
				and Urban Development shall—</text>
								<paragraph id="idA10244277B8C4E2A89FCAC84DE4DBDAB"><enum>(1)</enum><text>make available to the
				public upon request all information (other than valuation information),
				regardless of format, in the possession of the Department of Housing and Urban
				Development relating to the properties listed on the website under subsection
				(c), including environmental assessment data; and</text>
								</paragraph><paragraph id="id48EC8E7D7F2E4BE88298E49BBC1B7DB6"><enum>(2)</enum><text>maintain a current list
				of agency contacts for making referrals to inquiries for information relating
				to specific properties.</text>
								</paragraph></subsection></section><section id="idD0F88DC02B2B4A6DA91BF909795BB777"><enum>624.</enum><header>Suitability
				determination </header>
							<subsection id="id4B6023A8FEBE4CAA9D01188DDB2E1C1D"><enum>(a)</enum><text>After the Director
				selects the candidate real properties that may participate in the pilot program
				under section 623, the Secretary of Housing and Urban Development shall
				determine whether each such real property is suitable for use to assist the
				homeless.</text>
							</subsection><subsection id="idEDDE086709644B23864AA437226B0ED2"><enum>(b)</enum><text display-inline="yes-display-inline">The Secretary of Housing and Urban
				Development shall base the suitability determination required under subsection
				(a)—</text>
								<paragraph id="id66A647DEB24A429EBA3EC6FC191B7A51"><enum>(1)</enum><text display-inline="yes-display-inline">on the suitability criteria identified by
				the Secretary of Housing and Urban Development under section 501(a) of the
				McKinney-Vento Homeless Assistance Act (42 U.S.C. 11411(a));</text>
								</paragraph><paragraph id="id998D974A4426461E91437F423F223F20"><enum>(2)</enum><text>for real properties
				located within a Federal installation, campus, or compound, on whether such
				property can easily be transported to an off-site location; and</text>
								</paragraph><paragraph id="idCF2F3BF5812F4492838B41D144C5D34C"><enum>(3)</enum><text>for real properties where
				the predominant use is other than housing, on whether the size of the real
				property is equal to or greater than 100,000 square feet.</text>
								</paragraph></subsection><subsection id="IDfa794d2423164602b96216b9a024605e"><enum>(c)</enum><text>Immediately after a
				determination of suitability is made under this section, the Director shall
				publish, on the website described in section 623(c) the following
				information:</text>
								<paragraph id="IDf746b23d9f3b4425be9b224814fadb19"><enum>(1)</enum><text>The address of each such
				real property.</text>
								</paragraph><paragraph id="ID3461d2e9ddd34b01bccb8ec5ca549fb0"><enum>(2)</enum><text>The result of the
				suitability determination required under subsection (a) for each such real
				property.</text>
								</paragraph><paragraph id="IDb21aaca5a7c54d1ba55323e04ee1b8f5"><enum>(3)</enum><text>The date on which the
				suitability determination was made.</text>
								</paragraph></subsection></section><section id="id4506005E8D784BABB4BE7BC5609207A2"><enum>625.</enum><header>Unsuitable real
				property</header>
							<subsection id="idE5C3F0F9878E4118BE8B0434DA205FAB"><enum>(a)</enum><text>If a real property is
				determined unsuitable under section 624, such real property may not be disposed
				of or otherwise used for any other purpose for at least 20 days after such
				determination was made.</text>
							</subsection><subsection id="id7E642B30756B4123A7A92D939A2955C6"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id95C0F6A88F954E39B2B5AC16779708AE"><enum>(1)</enum><text>Not later than 20 days
				after a real property has been determined unsuitable under section 624 and
				before disposal of the real property in accordance with subsection (d), any
				representative of the homeless may appeal to the Secretary of Housing and Urban
				Development for a secondary review of such determination.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id9EE0BEF119E147C7A28279C87E68BE4B" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Not later than 20 days
				after a real property has been determined unsuitable under subsection (b)(3) of
				section 624, the Secretary of Housing and Urban Development shall deem such
				real property suitable notwithstanding the requirements of that subsection if a
				representative of the homeless has produced clear and convincing evidence that
				such property can be utilized for the benefit of the homeless. Any
				determination under this paragraph shall be committed to the unreviewable
				discretion of the Secretary of Housing and Urban Development.</text>
								</paragraph></subsection><subsection id="id8755B96CFBEB45829B8E02E23664803F"><enum>(c)</enum><text>Not later than 20 days
				after the receipt of any appeal under subsection (b), the Secretary of Housing
				and Urban Development shall respond to such appeal and shall make a final
				suitability determination regarding the real property.</text>
							</subsection><subsection id="id2DC9F9226729472ABABD7033F681C52B"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idAFD488C242AE4D4E98793EF44525EEE8"><enum>(1)</enum><text>If at the end of the
				20-day period required under subsection (a), no appeal for review of a
				determination of unsuitability is received by the Secretary of Housing and
				Urban Development, such real property shall be disposed of in accordance with
				section 627.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id90A2313936C243BAA55AA6E286742804" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>If after conducting a
				secondary review of a determination of unsuitability under subsection (b), the
				Secretary of Housing and Urban Development determines that the real property
				remains unsuitable under subsection (c), such real property shall be disposed
				of in accordance with section 627.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id75DB20143275438E9CB978CFDE0A08B3" indent="up1" reported-display-style="italic"><enum>(3)</enum><text>If after conducting a
				secondary review of a determination of unsuitability under subsection (b), the
				Secretary of Housing and Urban Development determines that the real property is
				suitable under subsection (c), such real property shall be treated as suitable
				property for purposes of section 626.</text>
								</paragraph></subsection></section><section id="idAE19B4CC6EC2466BA573092D53E045E5"><enum>626.</enum><header>Suitable real
				property</header>
							<subsection id="idC708FB88A57E42D4864EBC7EE5001129"><enum>(a)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idDBA9919BBCD84E1893D936243EBF60BF"><enum>(1)</enum><text>If a real property is
				determined suitable under section 624 or upon a secondary review under section
				625(d), any representative of the homeless shall have not more than 90 days
				after such determination to submit an application to the Secretary of Health
				and Human Services for the transfer of the real property to that
				representative. If an application cannot be completed within the 90-day period
				due to non-material factors, the Secretary of Health and Human Services, with
				the concurrence of the appropriate landholding agency, may grant reasonable
				extensions.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id4375843D856544A685C230769F0BB670" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>If at the end of the time
				period described under paragraph (1), no representative of the homeless has
				submitted an application, such real property shall be disposed of in accordance
				with section 627.</text>
								</paragraph></subsection><subsection id="id828E07528F554B6FBCD3192DD4670BCB"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idBBF890E5704842E9B9BAEB54B22541E0"><enum>(1)</enum><text>Not later than 20 days
				after the receipt of any application under subsection (a)(1), the Secretary of
				Health and Human Services shall assess such application and determine whether
				to approve or deny the request for the transfer of the real property to such
				applicant.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id7E4A78013FFF4E62AFFDB1099E5C9606" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>If the application of a
				representative of the homeless is denied by the Secretary of Health and Human
				Services under paragraph (1), such real property shall be disposed of in
				accordance with section 627.</text>
								</paragraph><paragraph changed="added" committee-id="SSGA00" id="id03EC0EF291984678974698BD924C81B0" indent="up1" reported-display-style="italic"><enum>(3)</enum><text>If the application of a
				representative of the homeless is approved by the Secretary of Health and Human
				Services under paragraph (1), such real property shall be made promptly
				available to that representative by permit or lease, or by deed, as a public
				health use under subsections (a) through (d) of section 550.</text>
								</paragraph></subsection></section><section id="id1d90bfbc-1ea9-4ee3-835f-4979bb255c67"><enum>627.</enum><header>Expedited disposal
				requirements</header>
							<subsection id="id66765ce4-afbb-444f-8240-25e4c2b153a0"><enum>(a)</enum><text>Real property sold under
				the pilot program established under this subchapter shall be sold at not less
				than the fair market value, as determined by the Director in consultation with
				the head of the executive agency. Costs associated with such disposal may not
				exceed the fair market value of the property unless the Director approves
				incurring such costs.</text>
							</subsection><subsection id="id7c996205-b01d-4b68-b0a6-b8088f887db1"><enum>(b)</enum><text>A real property may be
				sold under the pilot program established under this subchapter only if the
				property will generate monetary proceeds to the Federal Government, as provided
				in subsection (a). A disposal of real property under the pilot program may not
				include any exchange, trade, transfer, acquisition of like-kind property, or
				other non-cash transaction as part of the disposal.</text>
							</subsection><subsection id="ida14aae63-6048-49cc-bedd-5476d22b749a"><enum>(c)</enum><text>Nothing in this
				subchapter shall be construed as terminating or in any way limiting authorities
				that are otherwise available to agencies under other provisions of law to
				dispose of Federal real property, except as provided in subsection (d).</text>
							</subsection><subsection id="id78fe6b46-5c7a-4456-8136-68d8bc330a95"><enum>(d)</enum><text>Any expedited disposal of
				a real property conducted under this subchapter shall not be subject to—</text>
								<paragraph id="idcb997272-d856-4004-a6a9-61a192651b91"><enum>(1)</enum><text>subchapter IV of this
				chapter;</text>
								</paragraph><paragraph id="id24f12905-4d34-45a1-aa43-f7c72b080e54"><enum>(2)</enum><text>sections 550 and 553 of
				this title;</text>
								</paragraph><paragraph id="id254c3737-cec5-4e72-a064-dbdfcf59ceee"><enum>(3)</enum><text>section 501 of the
				McKinney-Vento Homeless Assistance Act (42 U.S.C. 11411);</text>
								</paragraph><paragraph id="idfb12efe3-637d-4d5e-8835-0b88597ea519"><enum>(4)</enum><text>any other provision of
				law authorizing the no-cost conveyance of real property owned by the Federal
				Government; or</text>
								</paragraph><paragraph id="id8537a308-5d50-4beb-903e-069196a45d21"><enum>(5)</enum><text>any congressional
				notification requirement other than that in section 545.</text>
								</paragraph></subsection></section><section id="id9e4957c7-128c-4a89-a1f3-e70a10391343"><enum>628.</enum><header>Special rules for
				deposit and use of proceeds from disposal of real property</header>
							<subsection id="id3ebc2c52-4e52-4822-a97f-dfbdc2da0308"><enum>(a)</enum><text>Agencies that conduct the
				disposal of real properties under this subchapter shall be reimbursed from the
				proceeds, if any, from such disposal for the administrative expenses associated
				with such disposal. Such amounts shall be credited as offsetting collections to
				the account that incurred such expenses, to remain available until
				expended.</text>
							</subsection><subsection id="id4dd0cb27-ac2f-42a9-8224-4f2f23de8f11"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id84B829BF6F104BC78A1B90B672C77D25"><enum>(1)</enum><text>After payment of such
				administrative costs, the balance of the proceeds shall be distributed as
				follows:</text>
									<subparagraph changed="added" committee-id="SSGA00" id="id80407854-87ed-4e64-ad67-fc1704846bfa" indent="up1" reported-display-style="italic"><enum>(A)</enum><text>80 percent shall be
				deposited into the Treasury as miscellaneous receipts.</text>
									</subparagraph><subparagraph changed="added" committee-id="SSGA00" id="idf7438748-12e5-40fe-b856-8257ee63cb3f" indent="up1" reported-display-style="italic"><enum>(B)</enum><text>20 percent shall be
				deposited into the account of the agency that owned the real property and
				initiated the disposal action.</text>
									</subparagraph></paragraph><paragraph changed="added" committee-id="SSGA00" id="id828EEF5779504F00A0F379C27718348E" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>Funds deposited under
				paragraph (1)(B) shall remain available until expended for the period of the
				pilot program, for activities related to Federal real property capital
				improvements and disposal activities. Upon termination of the pilot program,
				any unobligated amounts shall be transferred to the general fund of the
				Treasury.</text>
								</paragraph></subsection></section><section id="id061814CB0E1A4AABA53DE213D4441F6E"><enum>629.</enum><header>Limitation on number
				of permissible cash sales</header><text display-inline="no-display-inline">The
				total number of cash sales of real properties to be disposed of under this
				subchapter over the 5-year term of the Federal Real Property Disposal Pilot
				Program shall not exceed 750.</text>
						</section><section id="idEBBC7E08B6B14EE096C788BDD92F21EC"><enum>630.</enum><header>Government
				Accountability Office study</header>
							<subsection id="id574F2D9F09594A1FA9CEC4356480C3BC"><enum>(a)</enum><text>Not later than 36 months
				after the date of enactment of this subchapter, the Comptroller General of the
				United States shall submit to Congress and make publicly available a study of
				the effectiveness of the pilot program.</text>
							</subsection><subsection id="id45C71DB6726749269B4DB555AED10020"><enum>(b)</enum><text>The study described under
				subsection (a) shall include at a minimum—</text>
								<paragraph id="idE3757D040E1344FC9DBCA6BCCC80100C"><enum>(1)</enum><text>recommendations for
				permanent reforms to statutes governing real property disposals and no cost
				conveyances; and</text>
								</paragraph><paragraph id="id041A7A844FE847B4BB365EBDEEC5DB4A"><enum>(2)</enum><text>recommendations for
				improving the permanent process by which Federal properties are made available
				for use by the
				homeless.</text>
								</paragraph></subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idb3bd8352-c7cd-4859-8461-fb066fcae494"><enum>(b)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 5 of
			 subtitle I of title 40, United States Code, is amended by inserting after the
			 item relating to section 611 the following:</text>
