		<official-title>To amend Public Law 87–383 to reauthorize appropriations
		  to promote the conservation of migratory waterfowl and to offset or prevent the
		  serious loss of important wetland and other waterfowl habitat essential to the
		  preservation of migratory waterfowl, and for other purposes.</official-title>

		<section id="id218850A2E00343B6A9E5927D1CF39FD6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Wetlands Loan Act of
			 2007</short-title></quote>.</text>
		</section><section id="idCD77530D6FA24B9D983EA99374D0EADE" section-type="subsequent-section"><enum>2.</enum><header>Authorization of funds
			 for conservation of migratory waterfowl and habitat</header><text display-inline="no-display-inline">The first section of Public Law 87–383 (16
			 U.S.C. 715k–3) is amended—</text>
			<paragraph id="H854979470D844E87AB617D2BC0851948"><enum>(1)</enum><text>by striking
			 <quote>That in</quote> and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id5AF5F005A85645A2AD462E939FC3F35D" style="OLC">
					<section id="id063DF4B695DF416D8A094291604A1E04" section-type="section-one"><enum>1.</enum><header>Authorization of funds for
				conservation of migratory waterfowl habitat</header>
						<subsection id="id9B69554CFC754DAEAF036FFFB0D9B0B0"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">In</text>
						</subsection></section><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id47EE0A153049417DADC18B20B0390897"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>for the period</quote>
			 and all that follows through the end of the sentence and inserting
			 <quote>$40,000,000 for each of fiscal years 2009 through 2018.</quote>;
			 and</text>
			</paragraph><paragraph id="H446A49FF50C94096B4353200C032EDA5"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id0801DAD8CE2448DDA5078AFF27476798" style="OLC">
					<subsection id="id8CEEB04ECB804231AEC8CF1697FF1B9B"><enum>(b)</enum><header>Advance to
				Migratory Bird Conservation Fund</header><text>Funds appropriated pursuant to
				this Act shall be treated as an advance, without interest, to the Migratory
				Bird Conservation Fund.</text>
					</subsection><subsection id="id98BC2FE6D44046DEB70735FC31D4EC1C"><enum>(c)</enum><header>Repayment to
				Treasury</header>
						<paragraph id="idF5C1FAA3359F4289AE72215C977FFEB4"><enum>(1)</enum><header>In
				general</header><text>Effective beginning July 1, 2010, funds appropriated
				pursuant to this Act shall be repaid to the Treasury out of the Migratory Bird
				Conservation Fund.</text>
						</paragraph><paragraph id="idB2B18DA67C6548F392D01C99F38305C4"><enum>(2)</enum><header>Amounts</header><text>Repayment
				under this subsection shall be made in annual amounts that are equal to the
				funds accruing annually to the Migratory Bird Conservation Fund that are
				attributable to the portion of the price of migratory bird hunting stamps sold
				that year that is in excess of $15 per stamp.</text>
						</paragraph><paragraph id="idD53B16CEB89E400C85C5026FDDE25834"><enum>(3)</enum><header>Use of
				amounts</header><text>In any year for which funds are not appropriated pursuant
				to this Act, and no amount remains to be repaid to the Treasury out of the
				Migratory Bird Conservation Fund under paragraph (1), the total amount
				attributable to the portion of the price of migratory bird hunting stamps sold
				for that year that is in excess of $15 per stamp shall be deposited in the
				Migratory Bird Conservation
				Fund.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HDB554CD8F2AC434799B916475C8769D8"><enum>3.</enum><header>Price of
			 stamps</header><text display-inline="no-display-inline">Section 2 of the
			 Migratory Bird Hunting and Conservation Stamp Act (16 U.S.C. 718b) is amended
			 by striking subsection (b) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="idEAD2B2E82AED4BDFAF290EC0799176E5" style="OLC">
				<subsection id="id5DBFAC1EBD44481699EF19EE1C1D7CF3"><enum>(b)</enum><header>Price of
				stamps</header>
					<paragraph id="idD1401A6D5D7E4D2B96536B4EDF49ED60"><enum>(1)</enum><header>In
				general</header><text>For each stamp sold by an authorized entity under
				subsection (a)(1), the authorized entity shall collect—</text>
						<subparagraph id="idF76EFB3B616E40098CF97EF4A4C103F0"><enum>(A)</enum><text>$22 during each
				of hunting years 2009 through 2015;</text>
						</subparagraph><subparagraph id="id74FDBE7B15C24BAB81590A81AE3DA073"><enum>(B)</enum><text>$29 during each
				of hunting years 2016 through 2022; and</text>
						</subparagraph><subparagraph id="id14EEB930D9D84460A9AF221174B3F407"><enum>(C)</enum><text>$35 during
				hunting year 2023 and each hunting year thereafter.</text>
						</subparagraph></paragraph><paragraph id="id2DF5C8541AEF4F9ABCDA991460D71F3D"><enum>(2)</enum><header>Reports</header>
						<subparagraph id="id6A0667E419E647F98123AC1CDC509BA0"><enum>(A)</enum><header>Initial
				report</header><text>Not later than 1 year after the date of enactment of the
				Wetlands Loan Act of 2007, the Secretary of the Interior, acting through the
				Director of the United States Fish and Wildlife Service, shall submit to
				Congress a report that includes a comparison by the Secretary of the Interior
				of—</text>
							<clause id="idE84748E7499445C8B3C10FE52BA110AC"><enum>(i)</enum><text>the price of each
				stamp sold under subsection (a)(1) during the hunting year following the
				hunting year in which the Wetlands Loan Act of 2007 was enacted; and</text>
							</clause><clause id="id0167881DD5AE434C8F8D39F35280EFEC"><enum>(ii)</enum><text>for each hunting
				year during the period beginning with hunting year 1991 and ending with the
				hunting year in which the Wetlands Loan Act of 2007 was enacted, the purchasing
				power of the amount of revenue generated by the total quantity of stamps sold
				during the hunting year under subsection (a)(1).</text>
							</clause></subparagraph><subparagraph id="id4C5B388AD3854AFFB98692F4C28BB5E6"><enum>(B)</enum><header>Final
				report</header><text>Not later than 1 year after the date on which the funds
				advanced under section 1 of Public Law 87–383 (16 U.S.C. 715k–3) are repaid,
				the Secretary of the Interior, acting through the Director of the United States
				Fish and Wildlife Service, shall submit to Congress a report that includes a
				comparison by the Secretary of the Interior of—</text>
							<clause id="id938E47714F504A5B85BAF02732184739"><enum>(i)</enum><text>the price of each
				stamp sold under subsection (a)(1) during the hunting year in which the funds
				advanced under section 1 of Public Law 87–383 (16 U.S.C. 715k–3) are repaid;
				and</text>
							</clause><clause id="idF238C924575041198527D5FB1C709D92"><enum>(ii)</enum><text>for each hunting
				year during the period beginning with hunting year 1991 and ending with the
				hunting year in which the funds advanced under section 1 of Public Law 87–383
				(16 U.S.C. 715k–3) are repaid, the purchasing power of the amount of revenue
				generated by the total quantity of stamps sold during the hunting year under
				subsection
				(a)(1).</text>
							</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id8393CB1A087F4617997794B9F673D166"><enum>4.</enum><header>Sense of
			 Congress regarding the use of certain funds</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
			<paragraph id="H5094C1FED71D4DD687711990B1D0BBCE"><enum>(1)</enum><text>the funds
			 generated pursuant to the amendments made by this Act—</text>
				<subparagraph id="idC8063EEF96C944F7AB551DC80F60DFF6"><enum>(A)</enum><text>should be used
			 for preserving and increasing waterfowl populations in accordance with the
			 goals and objectives of the North American Waterfowl Management Plan;
			 and</text>
				</subparagraph><subparagraph id="H137F658CB4C147F19878D3C1DF4FE881"><enum>(B)</enum><text>to that end,
			 should be used to supplement and not replace current conservation funding,
			 including funding for other Federal and State habitat conservation
			 programs;</text>
				</subparagraph></paragraph><paragraph id="id0667DD07A3A3441E81E359EA4506F7C8"><enum>(2)</enum><text>where
			 practicable, fee title acquisitions under this Act should be managed for public
			 access in accordance with the requirements of any waterfowl production area
			 designated as a component of the National Wildlife Refuge System under section
			 4 of the National Wildlife Refuge System Administration Act of 1966 (16 U.S.C.
			 668dd(a)(1)); and</text>
			</paragraph><paragraph id="HB3467B81D7EE425FABEC53E448D21528"><enum>(3)</enum><text>this Act and the
			 amendments made by this Act should be implemented in a manner that helps
			 private landowners achieve long-term land use objectives in a manner that
			 enhances the conservation of wetland and wildlife habitat.</text>
