		<official-title>To establish a geothermal heat pump technology
		  acceleration program relating to General Services Administration
		  facilities.</official-title>

		<section id="id5B7E53DED9D04389AB2C85B1B4EE9332" section-type="section-one"><enum>1.</enum><header>Geothermal heat pump
			 technology acceleration program</header>
			<subsection id="id38908B0EBE814178A60CAFBC22B144B0"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="id4407D10B427C4BF0A2EF75846C0CAEF0"><enum>(1)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of General
			 Services.</text>
				</paragraph><paragraph id="ID8e497995b13e42618a18bd60c81cb7f3"><enum>(2)</enum><header>General
			 Services Administration facility</header>
					<subparagraph id="ID6d01c270951e40e68224b175f210f6ee"><enum>(A)</enum><header>In
			 general</header><text>The term <term>General Services Administration
			 facility</term> means any building, structure, or facility, in whole or in part
			 (including the associated support systems of the building, structure, or
			 facility), that—</text>
						<clause id="ID4c8ac5c2638a4c59bc9be4f798cecbc9"><enum>(i)</enum><text>is
			 constructed (including facilities constructed for lease), renovated, or
			 purchased, in whole or in part, by the Administrator for use by the Federal
			 Government; or</text>
						</clause><clause id="IDd8fb673163d44a849a50ebf65ad7be21"><enum>(ii)</enum><text>is
			 leased, in whole or in part, by the Administrator for use by the Federal
			 Government—</text>
							<subclause id="ID92d4b9aa06fc4ddb9e0343714eb605c0"><enum>(I)</enum><text>except as
			 provided in subclause (II), for a term of not less than 5 years; or</text>
							</subclause><subclause id="ID4ade3ed67ea84dfc8b9dc2e3cd0fa03e"><enum>(II)</enum><text>for a term of
			 less than 5 years, if the Administrator determines that use of cost-effective
			 technologies and practices would result in the payback of expenses.</text>
							</subclause></clause></subparagraph><subparagraph id="IDc5a3ada2303443959e5046ba027afb0a"><enum>(B)</enum><header>Inclusion</header><text>The
			 term <term>General Services Administration facility</term> includes any group
			 of buildings, structures, or facilities described in subparagraph (A)
			 (including the associated energy-consuming support systems of the buildings,
			 structures, and facilities).</text>
					</subparagraph><subparagraph id="ID1e80074dab0843b4aa4dc9be7daf0a76"><enum>(C)</enum><header>Exemption</header><text>The
			 Administrator may exempt from the definition of <term>General Services
			 Administration facility</term> under this paragraph a building, structure, or
			 facility that meets the requirements of section 543(c) of Public Law 95–619 (42
			 U.S.C. 8253(c)).</text>
					</subparagraph></paragraph></subsection><subsection id="ID2a64c795aa904e50abd812ef2a263efa"><enum>(b)</enum><header>Establishment</header>
				<paragraph id="IDdea3cb990f4647d191e14be6934bd4ba"><enum>(1)</enum><header>In
			 general</header><text>The Administrator shall establish a program to accelerate
			 the use of geothermal heat pumps at General Services Administration
			 facilities.</text>
				</paragraph><paragraph id="ID4d5ef73a044345aa95009b1294d12301"><enum>(2)</enum><header>Requirements</header><text>The
			 program established under this subsection shall—</text>
					<subparagraph id="IDb8c4eed517054914b240c643be1642f9"><enum>(A)</enum><text>ensure
			 centralized responsibility for the coordination of geothermal heat pump
			 recommendations, practices, and activities of all relevant Federal
			 agencies;</text>
					</subparagraph><subparagraph id="ID044c11cea8a64e428c8dcec5c0fdf3a8"><enum>(B)</enum><text>provide technical
			 assistance and operational guidance to applicable tenants to achieve the goal
			 identified in subsection (c)(2)(B)(ii); and</text>
					</subparagraph><subparagraph id="IDb59b39e02f74402ea30e32ddc40feaa6"><enum>(C)</enum><text>establish methods
			 to track the success of Federal departments and agencies with respect to that
			 goal.</text>
					</subparagraph></paragraph></subsection><subsection id="ID879a6b18b09845dabd563be43c4248f5"><enum>(c)</enum><header>Accelerated use
			 of geothermal heat Pump technologies</header>
				<paragraph id="IDffd17ed96ffa458393c5e76a0b944704"><enum>(1)</enum><header>Review</header>
					<subparagraph id="ID4f8f47380e0a4b9fbd1cb32a5ca54db6"><enum>(A)</enum><header>In
			 general</header><text>As part of the program under this section, not later than
			 90 days after the date of enactment of this Act, the Administrator shall
			 conduct a review of—</text>
						<clause id="IDa5bb1dba1fea45a78131a9416bd475dd"><enum>(i)</enum><text>current use of
			 geothermal heat pump technologies in General Services Administration
			 facilities; and</text>
						</clause><clause id="ID75d3f6d4c35f4bf4862cfe39ceeb74c2"><enum>(ii)</enum><text>the availability
			 to managers of General Services Administration facilities of geothermal heat
			 pumps.</text>
						</clause></subparagraph><subparagraph id="ID8113cd26faeb46cdb5e76899db5b4e61"><enum>(B)</enum><header>Requirements</header><text>The
			 review under subparagraph (A) shall—</text>
						<clause id="IDec63f3acc7bd4c6f9cdd3a3d3af6dfba"><enum>(i)</enum><text>examine the use
			 of geothermal heat pumps by Federal agencies in General Services Administration
			 facilities; and</text>
						</clause><clause id="ID247569ae62034a15bcf128c5f6fbc21f"><enum>(ii)</enum><text>as
			 prepared in consultation with the Administrator of the Environmental Protection
			 Agency, identify geothermal heat pump technology standards that could be used
			 for all types of General Services Administration facilities.</text>
						</clause></subparagraph></paragraph><paragraph id="ID5e7f956c72834251a55bd31b1c99ec71"><enum>(2)</enum><header>Replacement</header>
					<subparagraph id="IDdcc4515ffd96489491c8eb3f5f71ba3e"><enum>(A)</enum><header>In
			 general</header><text>As part of the program under this section, not later than
			 180 days after the date of enactment of this Act, the Administrator shall
			 establish, using available appropriations, a geothermal heat pump technology
			 acceleration program to achieve maximum feasible replacement of existing
			 heating and cooling technologies with geothermal heat pump technologies in each
			 General Services Administration facility.</text>
					</subparagraph><subparagraph id="ID36769bdb01054f9c9196e2ada8aedf51"><enum>(B)</enum><header>Acceleration
			 plan timetable</header>
						<clause id="ID8cd2209efac4449fbbee77a2ff12df57"><enum>(i)</enum><header>In
			 general</header><text>To implement the program established under subparagraph
			 (A), not later than 1 year after the date of enactment of this Act, the
			 Administrator shall establish a timetable, including milestones for specific
			 activities needed to replace existing heating and cooling technologies with
			 geothermal heat pump technologies, to the maximum extent feasible (including at
			 the maximum rate feasible), at each General Services Administration
			 facility.</text>
						</clause><clause id="IDee9b696e5909437f9e250f2af809dd29"><enum>(ii)</enum><header>Goal</header><text>The
			 goal of the timetable under clause (i) shall be to complete, using available
			 appropriations, maximum feasible replacement of existing heating and cooling
			 technologies with geothermal heat pump technologies by not later than the date
			 that is 5 years after the date of enactment of this Act.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="ID2481885d61704f00b2ac52ab0e01b773"><enum>(d)</enum><header>General
			 Services Administration facility geothermal heat Pump technologies and
			 practices</header><text>Not later than 180 days after the date of enactment of
			 this Act, and annually thereafter, the Administrator shall—</text>
				<paragraph id="ID46b04f3195d343669243391713a73fc1"><enum>(1)</enum><text>ensure that a
			 manager responsible for accelerating the use of geothermal heat pump
			 technologies is designated for each General Services Administration facility
			 geothermal heat pump technologies and practices facility; and</text>
				</paragraph><paragraph id="IDb3015916616b4f8382ac6bb520331e1f"><enum>(2)</enum><text>submit to
			 Congress a plan, to be implemented to the maximum extent feasible (including at
			 the maximum rate feasible) using available appropriations, by not later than
			 the date that is 5 years after the date of enactment of this Act, that—</text>
					<subparagraph id="ID50ea33b5d8a0436b99abce77bba96129"><enum>(A)</enum><text>includes an
			 estimate of the funds necessary to carry out this section;</text>
					</subparagraph><subparagraph id="IDf3fbc60191a54543a55e3d041fcc0e3c"><enum>(B)</enum><text>describes the
			 status of the implementation of geothermal heat pump technologies and practices
			 at General Services Administration facilities, including—</text>
						<clause id="ID4b14b2cd539e41a2a8675b084f5ebd4b"><enum>(i)</enum><text>the
			 extent to which programs, including the program established under subsection
			 (b), are being carried out in accordance with this Act; and</text>
						</clause><clause id="IDddf78b8fc96e467ca2aed94cdab85a03"><enum>(ii)</enum><text>the status of
			 funding requests and appropriations for those programs;</text>
						</clause></subparagraph><subparagraph id="IDf9bdee448f2443b8a16b129a87d38740"><enum>(C)</enum><text>identifies within
			 the planning, budgeting, and construction processes, all types of General
			 Services Administration facility-related procedures that inhibit new and
			 existing General Services Administration facilities from implementing
			 geothermal heat pump technologies;</text>
					</subparagraph><subparagraph id="ID6cf6a6ff9db8421197c91214baf895df"><enum>(D)</enum><text>recommends
			 language for uniform standards for use by Federal agencies in implementing
			 geothermal heat pump technologies and practices;</text>
					</subparagraph><subparagraph id="ID6dc8539823454e819e71b6460bcdb202"><enum>(E)</enum><text>in coordination
			 with the Office of Management and Budget, reviews the budget process for
			 capital programs with respect to alternatives for—</text>
						<clause id="IDd3a037ea76354dc4a4f417fdd2ff1fe9"><enum>(i)</enum><text>permitting
			 Federal agencies to retain all identified savings accrued as a result of the
			 use of geothermal heat pump technologies; and</text>
						</clause><clause id="ID3974d3bd37e34390a557ce7529de284a"><enum>(ii)</enum><text>identifying
			 short- and long-term cost savings that accrue from the use of geothermal heat
			 pump technologies and practices;</text>
						</clause></subparagraph><subparagraph id="IDb926fe3ca7c04edaaa0d3996ecfc2260"><enum>(F)</enum><text>achieves
			 substantial operational cost savings through the application of geothermal heat
			 pump technologies; and</text>
					</subparagraph><subparagraph id="ID646bb0a0d6f14688913c2edb503a5639"><enum>(G)</enum><text>includes
			 recommendations to address each of the matters, and a plan for implementation
			 of each recommendation, described in subparagraphs (A) through (F).</text>
					</subparagraph></paragraph></subsection><subsection id="ID82dcf0f0472045e89df70eca83af5015"><enum>(e)</enum><header>Authorization
			 of appropriations</header><text>There are authorized to be appropriated such
			 sums as are necessary to carry out this section, to remain available until
			 expended.</text>
			</subsection></section></legis-body>
