			<subsection commented="no" display-inline="no-display-inline" id="ID3D8F390D9F114620A9DC2EA0706481D9"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Title I of the Oil Pollution Act of 1990
			 (33 U.S.C. 2701 et seq.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="IDA6295DCA240842C2AE901EF09DE8BF49" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="ID722FBEC88E9B46A78C49944CAC17FF15" section-type="subsequent-section"><enum>1021.</enum><header display-inline="yes-display-inline">Audits and reports</header>
						<subsection commented="no" display-inline="no-display-inline" id="IDA4B6C7E752364AD0AC4D90FDEF31D630"><enum>(a)</enum><header display-inline="yes-display-inline">Audits</header><text display-inline="yes-display-inline">Not later than April 30 of the fiscal year
				in which this section is enacted, and every 2 years thereafter, the President
				shall provide to the Committee on Environment and Public Works of the Senate
				and the Committee on Transportation and Infrastructure of the House of
				Representatives an audit conducted by the Comptroller General of the United
				States that includes a detailed accounting of all funds from the Fund in excess
				of $100,000 that are—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="ID4E8B59AA7CD64A98A34C0AE71CB3DF2B"><enum>(1)</enum><text display-inline="yes-display-inline">disbursed by the National Pollution Funds
				Center; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID910B4EFFD077446E8A6D382FD7128452"><enum>(2)</enum><text display-inline="yes-display-inline">administered and managed by the receiving
				agencies, including final payments made through agencies, contractors, and
				subcontractors.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDAE27DF97789F4DE8A03FE74FF8052020"><enum>(b)</enum><header display-inline="yes-display-inline">Reports</header><text display-inline="yes-display-inline">Not later than February 28 of the fiscal
				year in which this section is enacted, and every February 28 thereafter, the
				Secretary, the Secretary of the Interior, the Secretary of Transportation, the
				Administrator of the Environmental Protection Agency, and the heads of any
				other Federal agencies that, during the preceding fiscal year, received funds
				from the Fund in excess of $100,000, shall—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="IDBD83241725DC4EC9BE5B0682E250CF48"><enum>(1)</enum><text display-inline="yes-display-inline">provide to the President a report
				accounting for the uses of the funds by the Federal agency, including a
				description of ways in which those uses relate to—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID0526EA778DBF462EA3752F929541B3D7"><enum>(A)</enum><text display-inline="yes-display-inline">oil pollution liability, compensation,
				prevention, preparedness, and removal;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID1116FF016FDB479194C1E6F4D32AD141"><enum>(B)</enum><text display-inline="yes-display-inline">natural resource damage assessment and
				restoration;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDED030271534E4E48B56FFE0CD1AA0ADE"><enum>(C)</enum><text display-inline="yes-display-inline">oil pollution research and development;
				and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0C6F79C786884867B0161D3FDDF6BE65"><enum>(D)</enum><text display-inline="yes-display-inline">other oil pollution-related activities;
				and</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5806F47B1B62409E9E2C89E9BC368AA9"><enum>(2)</enum><text display-inline="yes-display-inline">make each report available to the public
				and other interested parties via the Internet website of the National Pollution
				Funds Center.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID5FA993CD1EED4A63BF45A8EEB0371A78"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
				Appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated such sums as are necessary to carry out this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDCE7F98E33FF04C1F82A325AADABEE50A"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming Amendment</header><text display-inline="yes-display-inline">The table of sections in section 2 of the
			 Oil Pollution Act of 1990 (33 U.S.C. prec. 1001) is amended by inserting after
			 the item relating to section 1020 the following:</text>
