		<official-title display="yes">To provide for the monitoring of the
		  long-term medical health of firefighters who responded to emergencies in
		  certain disaster areas and for the treatment of such
		  firefighters.</official-title>

		<section commented="no" display-inline="no-display-inline" id="ID414BB21FC3D84B3F80FA5C0B9C64CC8F" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be referred to as the
			 <quote>Healthy Firefighters Act</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idE073CE28BE234D6CBB3C103D0E0C55CE" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id6D0332CD19C14C11B99B53EACEF5410F"><enum>(1)</enum><text display-inline="yes-display-inline">Firefighters from the San Jacinto Ranger
			 District responded to the Esperanza Incident wildfire in southern California in
			 October of 2006.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4EBFBC5F5057405CB5671320353FAC7A"><enum>(2)</enum><text display-inline="yes-display-inline">Five firefighters from the San Jacinto
			 Ranger District lost their lives as a consequence of fighting that fire.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDF9C48D7E4CB04C3DAA64D0E04B646C40" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Monitoring and treatment of firefighters in
			 disaster areas</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID8C9C16E7EE2249FCBB0E4563DC1EB5BE"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">The United States Fire Administration,
			 after consultation with the National Institute for Occupational Safety and
			 Health, shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idD3ACA154D329412FB2E78BA514DA774A"><enum>(1)</enum><text display-inline="yes-display-inline">contract with an appropriate, locally based
			 medical research university to conduct long-term medical health monitoring of
			 those firefighters who responded to emergencies in any areas referred to in
			 subsection (b); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC844AF556DE04D0BA13AC3C318651472"><enum>(2)</enum><text display-inline="yes-display-inline">in consultation with the Secretary of
			 Health and Human Services, provide for the treatment of firefighters described
			 in paragraph (1) who suffer health-related conditions as a result of responding
			 to such emergencies.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDC16A6E089A0D4054A530C34BF99B34FA"><enum>(b)</enum><header display-inline="yes-display-inline">Affected Firefighters</header><text display-inline="yes-display-inline">An area referred to in this subsection is
			 any area which is declared a disaster area by the Federal Government.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDEF5F44EF946C47EC8F42C3A2DBDBA0BE"><enum>(c)</enum><header display-inline="yes-display-inline">Health Monitoring</header><text display-inline="yes-display-inline">The long-term health monitoring referred to
			 in subsection (a) shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDC212F229ED8F431BA3A562C789921366"><enum>(1)</enum><text display-inline="yes-display-inline">pulmonary illness, neurological damage, and
			 cardiovascular damage; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID91697B5E785D4505B6B95B49769A208C"><enum>(2)</enum><text display-inline="yes-display-inline">exposure documentation.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID41ED82926A514F299205A42F2356A742"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of
			 Appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to the United States Fire Administration to carry
			 out this section, such sums as may be necessary for each of fiscal years 2007
			 through 2011.</text>
