		<section id="id3C819D2D360F4B28BFB8772104D0ECC4" section-type="section-one"><enum>1.</enum><header>Capitol power plant carbon
			 dioxide emissions demonstration program</header><text display-inline="no-display-inline">Section 118 of the Clean Air Act (42 U.S.C.
			 7418) is amended by adding at the end the following:</text>

				<subsection id="id1B923FE8AD854C2186A17597D5ACB12C"><enum>(e)</enum><header>Capitol power
				plant carbon dioxide emissions demonstration program</header>
					<paragraph id="id49070B134840470BB1386F01790F3F32"><enum>(1)</enum><header>Definitions</header><text>In
				this subsection:</text>
						<subparagraph id="id91A7A5EF2A5840F283EF328DB38BDD7F"><enum>(A)</enum><header>Capitol power
				plant</header><text>The term <term>Capitol power plant</term> means the power
				plant constructed in the vicinity of the Capitol Complex, Washington, DC,
				pursuant to the first section of the Act of April 28, 1904 (33 Stat. 479,
				chapter 1762), and designated under the first section of the Act of March 4,
				1911 (2 U.S.C. 2162).</text>
						</subparagraph><subparagraph id="id53F823D2926040A6BBB313A82B97CDAD"><enum>(B)</enum><header>Carbon dioxide
				energy efficiency</header><text>The term <term>carbon dioxide energy
				efficiency</term>, with respect to a project, means the quantity of electricity
				used to power equipment for carbon dioxide capture and storage or use.</text>
						</subparagraph><subparagraph id="id4217E67728D946A783074A9DC1BD7A57"><enum>(C)</enum><header>Program</header><text>The
				term <term>program</term> means the competitive grant demonstration program
				established under paragraph (2).</text>
						</subparagraph></paragraph><paragraph id="id0BC3F16E66434775B59DA1C1963CD0D6"><enum>(2)</enum><header>Establishment
				of program</header><text>The Administrator shall establish a competitive grant
				demonstration program under which the Administrator shall provide to eligible
				entities, as determined by the Administrator, grants to carry out projects to
				demonstrate, during the 2-year period beginning on the date of enactment of
				this subsection, the capture and storage or use of carbon dioxide emitted from
				the Capitol power plant as a result of burning coal.</text>
					</paragraph><paragraph id="id4F2FBC35D2364F31AB05DF7757D23196"><enum>(3)</enum><header>Requirements</header>
						<subparagraph id="id69970D7C4A5440759F3D677C138FA138"><enum>(A)</enum><header>Provision of
				grants</header>
							<clause id="idC9E6CFC86D2F4C4B8201A60CBB45E624"><enum>(i)</enum><header>In
				general</header><text>The Administrator shall provide the grants under the
				program on a competitive basis.</text>
							</clause><clause id="idF96C74B355B54F6ABD8BCC757B7695B4"><enum>(ii)</enum><header>Factors for
				consideration</header><text>In providing grants under the program, the
				Administrator shall take into consideration—</text>
								<subclause id="idBB71333C2D624562BC02D444ADDF4206"><enum>(I)</enum><text>the
				practicability of conversion by the proposed project of carbon dioxide into
				useful products, such as transportation fuel;</text>
								</subclause><subclause id="idD2CA530C14364F619A3C796F6AE438DF"><enum>(II)</enum><text>the carbon
				dioxide energy efficiency of the proposed project; and</text>
								</subclause><subclause id="ID9783abe1b74c4f5ca277774608925ffd"><enum>(III)</enum><text>whether the
				proposed project is able to reduce more than 1 air pollutant regulated under
				this Act.</text>
								</subclause></clause></subparagraph><subparagraph id="id89D4BFFA32D94C30ADAF39403515CC3D"><enum>(B)</enum><header>Requirements
				for entities</header><text>An entity that receives a grant under the program
				shall—</text>
							<clause id="id5CA24BC1756B47E38A2FF3C1FB22C8CC"><enum>(i)</enum><text>use to carry out
				the project of the entity a technology designed to reduce or eliminate emission
				of carbon dioxide that is in existence on the date of enactment of this
				subsection that has been used—</text>
								<subclause id="idEC09C6A808D5468B9A7404F8F5D90CC0"><enum>(I)</enum><text>by not less than
				3 other facilities (including a coal-fired power plant); and</text>
								</subclause><subclause id="id2ADB47510B0D4A298D821EB44AE54054"><enum>(II)</enum><text>on a scale of
				not less than 5 times the size of the proposed project of the entity at the
				Capitol power plant; and</text>
								</subclause></clause><clause id="idA8F3947C0617463B90A8CDF30BB8E004"><enum>(ii)</enum><text>carry out the
				project of the entity in consultation and concurrence with the Architect of the
				Capitol.</text>
							</clause></subparagraph></paragraph><paragraph id="id64F7ADE6970942359724F04288ED3DA2"><enum>(4)</enum><header>Incentive</header><text>In
				addition to the grant under this subsection, the Administrator may provide to
				an entity that receives such a grant an incentive award in an amount equal to
				not more than $50,000, of which—</text>
						<subparagraph id="id2CEF40D3F3774E769188F8A69F3A6A49"><enum>(A)</enum><text>$15,000 shall be
				provided after the project of the entity has sustained operation for a period
				of 100 days, as determined by the Administrator;</text>
						</subparagraph><subparagraph id="idAFCDF47F45534A4F8EDBA7B4D630C578"><enum>(B)</enum><text>$15,000 shall be
				provided after the project of the entity has sustained operation for a period
				of 200 days, as determined by the Administrator; and</text>
						</subparagraph><subparagraph id="id6BC476BEC7AB43F0B8DC3BC2E2A5A257"><enum>(C)</enum><text>$20,000 shall be
				provided after the project of the entity has sustained operation for a period
				of 300 days, as determined by the Administrator.</text>
						</subparagraph></paragraph><paragraph id="id3FC95B10D1F54E62B81BA4628177ED6A"><enum>(5)</enum><header>Termination</header><text>The
				program shall terminate on the date that is 2 years after the date of enactment
				of this subsection.</text>
					</paragraph><paragraph id="id5D8CAC0FE5DB432DB5ADCD8BACC314F4"><enum>(6)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out the program
				$3,000,000.</text>
