			</subsection></section><section id="idAEB4DE92099C497CBE01DD8AEB722CA3"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID56db012e54294e779cdd6fd02165fb81"><enum>(1)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of the Environmental
			 Protection Agency.</text>
			</paragraph><paragraph id="IDef9a9b671aad4b909cbc9ff84bde5308"><enum>(2)</enum><header>Coal-to-liquid</header><text>The
			 term <term>coal-to-liquid</term> means—</text>
				<subparagraph id="ID15ad8894e7dc42ca81f8dec2b335d30b"><enum>(A)</enum><text>with respect to a
			 process or technology, the use of a feedstock, the majority of which is derived
			 from the coal resources of the United States, using the class of reactions
			 known as Fischer-Tropsch, to produce synthetic fuel suitable for
			 transportation; and</text>
				</subparagraph><subparagraph id="ID808fba1232774be8a07688248ade9bef"><enum>(B)</enum><text>with respect to a
			 facility, the portion of a facility related to producing the inputs for the
			 Fischer-Tropsch process, or the finished fuel from the Fischer-Tropsch process,
			 using a feedstock that is primarily domestic coal at the Fischer-Tropsch
			 facility.</text>
				</subparagraph></paragraph><paragraph id="IDea898a4b50c74ba79a90821e3cb5e88c"><enum>(3)</enum><header>Domestic fuels
			 facility</header>
				<subparagraph id="ID51c940acdd1e4e4bbf95a0bcb3cda76b"><enum>(A)</enum><header>In
			 general</header><text>The term <term>domestic fuels facility</term>
			 means—</text>
					<clause id="IDf74b875f8c2d472c902b77b7387ab3ba"><enum>(i)</enum><text>a
			 coal liquification or coal-to-liquid facility at which coal is processed into
			 synthetic crude oil or any other transportation fuel;</text>
					</clause><clause id="IDe2e5bd045218456993540fd1a2b02c27"><enum>(ii)</enum><text>a
			 facility that produces a renewable fuel (as defined in section 211(o)(1) of the
			 Clean Air Act (42 U.S.C. 7545(o)(1))); and</text>
					</clause><clause id="ID50aeed17cffe4f0cb70da441bd38a6b8"><enum>(iii)</enum><text>a
			 facility at which crude oil is refined into transportation fuel or other
			 petroleum products.</text>
					</clause></subparagraph><subparagraph id="ID7c789e9d309e4a33abc58f54d25d926b"><enum>(B)</enum><header>Inclusion</header><text>The
			 term <term>domestic fuels facility</term> includes a domestic fuels facility
			 expansion.</text>
				</subparagraph></paragraph><paragraph id="IDe0e766c41f9a429eabac11788786112e"><enum>(4)</enum><header>Domestic fuels
			 facility expansion</header><text>The term <term>domestic fuels facility
			 expansion</term> means a physical change in a domestic fuels facility that
			 results in an increase in the capacity of the domestic fuels facility.</text>
			</paragraph><paragraph id="ID88c08023fcb04c0b91d701adbdabb483"><enum>(5)</enum><header>Domestic fuels
			 facility permitting agreement</header><text>The term <term>domestic fuels
			 facility permitting agreement</term> means an agreement entered into between
			 the Administrator and a State or Indian tribe under subsection (b).</text>
			</paragraph><paragraph id="IDc0fdb6e1c8e54961949a969d313dd4ca"><enum>(6)</enum><header>Domestic fuels
			 producer</header><text>The term <term>domestic fuels producer</term> means an
			 individual or entity that—</text>
				<subparagraph id="ID8310f510f0bc4d6da966d2bdbe8987b7"><enum>(A)</enum><text>owns or operates
			 a domestic fuels facility; or</text>
				</subparagraph><subparagraph id="ID24769555c6b743bb99a3b10ebcacc2e4"><enum>(B)</enum><text>seeks to become
			 an owner or operator of a domestic fuels facility.</text>
				</subparagraph></paragraph><paragraph id="idF4E5339F99834CA38CC789E3E2FAA1A4"><enum>(7)</enum><header>Indian
			 land</header><text>The term <term>Indian land</term> has the meaning given the
			 term <term>Indian lands</term> in section 3 of the Native American Business
			 Development, Trade Promotion, and Tourism Act of 2000 (25 U.S.C. 4302).</text>
			</paragraph><paragraph id="ID715aab8dbcbe461096b89fa489efa6f2"><enum>(8)</enum><header>Indian
			 tribe</header><text>The term <term>Indian tribe</term> has the meaning given
			 the term in section 4 of the Indian Self-Determination and Education Assistance
			 Act (25 U.S.C. 450b).</text>
			</paragraph><paragraph id="ID744a0bcae17c4a4d939d00b313b2bf1d"><enum>(9)</enum><header>Permit</header><text>The
			 term <term>permit</term> means any permit, license, approval, variance, or
			 other form of authorization that a refiner is required to obtain—</text>
				<subparagraph id="IDd6ab25f197854dbaaf892f1f522cfa60"><enum>(A)</enum><text>under any Federal
			 law; or</text>
				</subparagraph><subparagraph id="ID5250422ebe4c4bfdb263496c483cc115"><enum>(B)</enum><text>from a State or
			 Indian tribal government agency delegated with authority by the Federal
			 Government, or authorized under Federal law to issue permits.</text>
				</subparagraph></paragraph><paragraph id="IDa100f07cab6046949ca2d94235e81cf2"><enum>(10)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
			</paragraph><paragraph id="ID16499af52d1f4dc5ac786788e151027d"><enum>(11)</enum><header>State</header><text>The
			 term <term>State</term> means—</text>
				<subparagraph id="IDe1dd8e46a67d4ed0b1dbc788398cea16"><enum>(A)</enum><text>a State;</text>
				</subparagraph><subparagraph id="ID58671f44a5c645d8aadfd8c607f723d1"><enum>(B)</enum><text>the District of
			 Columbia;</text>
				</subparagraph><subparagraph id="IDfcb655572fea43d1b805deba1244f4fe"><enum>(C)</enum><text>the Commonwealth
			 of Puerto Rico; and</text>
				</subparagraph><subparagraph id="IDd94e1300839e4194a0c772ff792cc3c6"><enum>(D)</enum><text>any other
			 territory or possession of the United States.</text>
				</subparagraph></paragraph></section><title id="idE5C1039B3AFE42B68EA9F74A28C1496F"><enum>I</enum><header>Collaborative
			 permitting process for domestic fuels facilities</header>
			<section id="ID76f761fce5864651ad631ccb72bdd097"><enum>101.</enum><header>Collaborative
			 permitting process for domestic fuels facilities</header>
				<subsection id="ID6f472d0a0fda44c5b7a23e8eafa4fd42"><enum>(a)</enum><header>In
			 general</header><text>At the request of the Governor of a State or the
			 governing body of an Indian tribe, the Administrator shall enter into a
			 domestic fuels facility permitting agreement with the State or Indian tribe
			 under which the process for obtaining all permits necessary for the
			 construction and operation of a domestic fuels facility shall be improved using
			 a systematic interdisciplinary multimedia approach as provided in this
			 section.</text>
				</subsection><subsection id="ID6bedee6210364883ad166335fdc5dcfd"><enum>(b)</enum><header>Authority of
			 Administrator</header><text>Under a domestic fuels facility permitting
			 agreement—</text>
					<paragraph id="IDc85a2917a4a549b5b30b9999dfd953db"><enum>(1)</enum><text>the Administrator
			 shall have authority, as applicable and necessary, to—</text>
						<subparagraph id="ID7b9bcc452c7e4928ab8f3e1f719b1254"><enum>(A)</enum><text>accept from a
			 refiner a consolidated application for all permits that the domestic fuels
			 producer is required to obtain to construct and operate a domestic fuels
			 facility;</text>
						</subparagraph><subparagraph id="IDea7367548d4746c8a73ee64d60c148ba"><enum>(B)</enum><text>establish a
			 schedule under which each Federal, State, or Indian tribal government agency
			 that is required to make any determination to authorize the issuance of a
			 permit shall—</text>
							<clause id="IDacdcba64c0ac4470b6b914d01dbe599b"><enum>(i)</enum><text>concurrently
			 consider, to the maximum extent practicable, each determination to be made;
			 and</text>
							</clause><clause id="ID0c6fdfef51c243b6a610076db20a4975"><enum>(ii)</enum><text>complete each
			 step in the permitting process; and</text>
							</clause></subparagraph><subparagraph id="ID48145aa679b04e699d4a94cd2bcf9881"><enum>(C)</enum><text>issue a
			 consolidated permit that combines all permits that the domestic fuels producer
			 is required to obtain; and</text>
						</subparagraph></paragraph><paragraph id="IDc439309459dc4d6f94159c7bd2592359"><enum>(2)</enum><text>the Administrator
			 shall provide to State and Indian tribal government agencies—</text>
						<subparagraph id="ID8bc86d000c3a471881bfbedf2dfe0111"><enum>(A)</enum><text>financial
			 assistance in such amounts as the agencies reasonably require to hire such
			 additional personnel as are necessary to enable the government agencies to
			 comply with the applicable schedule established under paragraph (1)(B);
			 and</text>
						</subparagraph><subparagraph id="ID1955503715344ec2b8385977489d1ca9"><enum>(B)</enum><text>technical, legal,
			 and other assistance in complying with the domestic fuels facility permitting
			 agreement.</text>
						</subparagraph></paragraph></subsection><subsection id="ID2c8500b4dde84cadbf35113b77c4ef53"><enum>(c)</enum><header>Agreement by
			 the State</header><text>Under a domestic fuels facility permitting agreement, a
			 State or governing body of an Indian tribe shall agree that—</text>
					<paragraph id="ID505d70b7cabb43139ebeac1b7a138aa6"><enum>(1)</enum><text>the Administrator
			 shall have each of the authorities described in subsection (b); and</text>
					</paragraph><paragraph id="ID3f4930a7f1d641dd8e90ccb91a327dba"><enum>(2)</enum><text>each State or
			 Indian tribal government agency shall—</text>
						<subparagraph id="IDf437ed2123fc469e83cfaed2998f62e8"><enum>(A)</enum><text>make such
			 structural and operational changes in the agencies as are necessary to enable
			 the agencies to carry out consolidated project-wide permit reviews concurrently
			 and in coordination with the Environmental Protection Agency and other Federal
			 agencies; and</text>
						</subparagraph><subparagraph id="ID85e5dcd4c85741528aadc667dc6cb175"><enum>(B)</enum><text>comply, to the
			 maximum extent practicable, with the applicable schedule established under
			 subsection (b)(1)(B).</text>
						</subparagraph></paragraph></subsection><subsection id="ID1b37053ade3f4c73b30bcb2567059db0"><enum>(d)</enum><header>Interdisciplinary
			 approach</header>
					<paragraph id="ID43595df8e74549d69042b644b992f2d1"><enum>(1)</enum><header>In
			 general</header><text>The Administrator and a State or governing body of an
			 Indian tribe shall incorporate an interdisciplinary approach, to the maximum
			 extent practicable, in the development, review, and approval of domestic fuels
			 facility permits subject to this section.</text>
					</paragraph><paragraph id="IDd0ff171ec81a42f19ca1eaedfd321fad"><enum>(2)</enum><header>Options</header><text>Among
			 other options, the interdisciplinary approach may include use of—</text>
						<subparagraph id="IDe73a02b43e1643dba28e3ad35f9fceae"><enum>(A)</enum><text>environmental
			 management practices; and</text>
						</subparagraph><subparagraph id="ID9dfeb7d88b9d4d6c9b1825c648816fbe"><enum>(B)</enum><text>third party
			 contractors.</text>
						</subparagraph></paragraph></subsection><subsection id="ID77fcc30b58594d549ae965a2ecc7d0c5"><enum>(e)</enum><header>Deadlines</header>
					<paragraph id="ID11680e9ef9a4478f8a9451ecab3c431c"><enum>(1)</enum><header>New domestic
			 fuels facilities</header><text>In the case of a consolidated permit for the
			 construction of a new domestic fuels facility, the Administrator and the State
			 or governing body of an Indian tribe shall approve or disapprove the
			 consolidated permit not later than—</text>
						<subparagraph id="ID7449829575cb4da48d01c8458d605bf0"><enum>(A)</enum><text>360 days after
			 the date of the receipt of the administratively complete application for the
			 consolidated permit; or</text>
						</subparagraph><subparagraph id="ID17009fb382cf44008016c51a0aa47973"><enum>(B)</enum><text>on agreement of
			 the applicant, the Administrator, and the State or governing body of the Indian
			 tribe, 90 days after the expiration of the deadline established under
			 subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="IDf737b82eeeb24b9281795c9b4d4c7d1c"><enum>(2)</enum><header>Expansion of
			 existing domestic fuels facilities</header><text>In the case of a consolidated
			 permit for the expansion of an existing domestic fuels facility, the
			 Administrator and the State or governing body of an Indian tribe shall approve
			 or disapprove the consolidated permit not later than—</text>
						<subparagraph id="ID54c4da060a6544d1b14779124f478907"><enum>(A)</enum><text>120 days after
			 the date of the receipt of the administratively complete application for the
			 consolidated permit; or</text>
						</subparagraph><subparagraph id="ID911e8982e819470b9f3dd74880e20454"><enum>(B)</enum><text>on agreement of
			 the applicant, the Administrator, and the State or governing body of the Indian
			 tribe, 30 days after the expiration of the deadline established under
			 subparagraph (A).</text>
						</subparagraph></paragraph></subsection><subsection id="ID2bc8ab36c7af4a139f85b5636450d6a4"><enum>(f)</enum><header>Federal
			 agencies</header><text>Each Federal agency that is required to make any
			 determination to authorize the issuance of a permit shall comply with the
			 applicable schedule established under subsection (b)(1)(B).</text>
				</subsection><subsection id="ID3196d63f46454de7bfbf5353b777bac4"><enum>(g)</enum><header>Judicial
			 review</header><text>Any civil action for review of any determination of any
			 Federal, State, or Indian tribal government agency in a permitting process
			 conducted under a domestic fuels facility permitting agreement brought by any
			 individual or entity shall be brought exclusively in the United States district
			 court for the district in which the domestic fuels facility is located or
			 proposed to be located.</text>
				</subsection><subsection id="IDb83aad34e8844f46a49377e76d2f216a"><enum>(h)</enum><header>Efficient
			 permit review</header><text>In order to reduce the duplication of procedures,
			 the Administrator shall use State permitting and monitoring procedures to
			 satisfy substantially equivalent Federal requirements under this
			 section.</text>
				</subsection><subsection id="ID6722d9aa4b1c4251a1af42e0d7c418ac"><enum>(i)</enum><header>Severability</header><text>If
			 1 or more permits that are required for the construction or operation of a
			 domestic fuels facility are not approved on or before any deadline established
			 under subsection (e), the Administrator may issue a consolidated permit that
			 combines all other permits that the domestic fuels producer is required to
			 obtain other than any permits that are not approved.</text>
				</subsection><subsection id="ID43d68ef72f614c07a199c6694a40f72a"><enum>(j)</enum><header>Savings</header><text>Nothing
			 in this section affects the operation or implementation of otherwise applicable
			 law regarding permits necessary for the construction and operation of a
			 domestic fuels facility.</text>
				</subsection><subsection id="ID3585da4d1e9847af979e7e8238354738"><enum>(k)</enum><header>Consultation
			 with local governments</header><text>Congress encourages the Administrator,
			 States, and tribal governments to consult, to the maximum extent practicable,
			 with local governments in carrying out this section.</text>
				</subsection><subsection id="ID946af1e90c5e4ccf985853d51cc0ebec"><enum>(l)</enum><header>Effect on local
			 authority</header><text>Nothing in this section affects—</text>
					<paragraph id="IDb56d7d84016248afafe61bc59888a4c4"><enum>(1)</enum><text>the authority of
			 a local government with respect to the issuance of permits; or</text>
					</paragraph><paragraph id="ID9f391ba5053d47ea9afa7ae7adcc10d6"><enum>(2)</enum><text>any requirement
			 or ordinance of a local government (such as zoning regulations).</text>
					</paragraph></subsection></section></title><title id="id3E4C8B217CB1489DB47CE6564F41694B"><enum>II</enum><header>Environmental
			 analysis of Fischer-Tropsch fuels</header>
			<section commented="no" id="IDa092e281123845c2a4574f3cfb214b6f"><enum>201.</enum><header>Evaluation of
			 Fischer-Tropsch diesel and jet fuel as an emission control strategy</header>
				<subsection id="ID054ffaf10b1a42f9be64c83be7f438d0"><enum>(a)</enum><header>In
			 general</header><text>In cooperation with the Secretary of Energy, the
			 Secretary of Defense, the Administrator of the Federal Aviation Administration,
			 Secretary of Health and Human Services, and Fischer-Tropsch industry
			 representatives, the Administrator shall—</text>
					<paragraph id="IDf93940bb585346008e158b94b6afe9c5"><enum>(1)</enum><text>conduct a
			 research and demonstration program to evaluate the air quality benefits of
			 ultra-clean Fischer-Tropsch transportation fuel, including diesel and jet
			 fuel;</text>
					</paragraph><paragraph id="IDbc81565b71ea4aebb6a3a9f57e9e6ee0"><enum>(2)</enum><text>evaluate the use
			 of ultra-clean Fischer-Tropsch transportation fuel as a mechanism for reducing
			 engine exhaust emissions; and</text>
					</paragraph><paragraph id="ID0c8ac8e10caf410baf01921ee15530f7"><enum>(3)</enum><text>submit
			 recommendations to Congress on the most effective use and associated benefits
			 of these ultra-clean fuels for reducing public exposure to exhaust
			 emissions.</text>
					</paragraph></subsection><subsection id="IDf19ebac8ac6c4f53b5891ea4da8e9362"><enum>(b)</enum><header>Guidance and
			 technical support</header><text>The Administrator shall, to the extent
			 necessary, issue any guidance or technical support documents that would
			 facilitate the effective use and associated benefit of Fischer-Tropsch fuel and
			 blends.</text>
				</subsection><subsection id="ID0f765955e16e4ff6b75bc2360124b233"><enum>(c)</enum><header>Requirements</header><text>The
			 program described in subsection (a) shall consider—</text>
					<paragraph id="IDbc61bca3e34342e881696de5810c914b"><enum>(1)</enum><text>the use of neat
			 (100 percent) Fischer-Tropsch fuel and blends with conventional crude
			 oil-derived fuel for heavy-duty and light-duty diesel engines and the aviation
			 sector; and</text>
					</paragraph><paragraph id="ID260bcc364ad04d739295eb9b52af380d"><enum>(2)</enum><text>the production
			 costs associated with domestic production of those ultra clean fuel and prices
			 for consumers.</text>
					</paragraph></subsection><subsection id="IDc8127896e7614f4ca0a38ff057214a27"><enum>(d)</enum><header>Reports</header><text>The
			 Administrator shall submit to the Committee on Environment and Public Works of
			 the Senate and the Committee on Energy and Commerce of the House of
			 Representatives—</text>
					<paragraph id="ID8b658d0e5b174aa29f86e51ef6d67740"><enum>(1)</enum><text>not later than
			 180 days after the date of enactment of this Act, an interim report on actions
			 taken to carry out this section; and</text>
					</paragraph><paragraph id="IDff656b47d1b64f4680122a7ca7cfaa09"><enum>(2)</enum><text>not later than 1
			 year after the date of enactment of this Act, a final report on actions taken
			 to carry out this section.</text>
					</paragraph></subsection></section></title><title id="id031AF396D2AC41779F3D5FF92B6F7CC9"><enum>III</enum><header>Domestic
			 coal-to-liquid fuel and cellulosic biomass ethanol</header>
			<section id="IDfb962e6bd97642b6ad358253eafaedf8"><enum>301.</enum><header>Economic
			 development assistance to support commercial-scale cellulosic biomass ethanol
			 projects and coal-to-liquids facilities on BRAC property and Indian
			 land</header>
				<subsection id="IDd61cac02ebdc49b0baeed9a40202a6ee"><enum>(a)</enum><header>Priority</header><text>Notwithstanding
			 section 206 of the Public Works and Economic Development Act of 1965 (42 U.S.C.
			 3146), in awarding funds made available to carry out section 209(c)(1) of that
			 Act (42 U.S.C. 3149(c)(1)) pursuant to section 702 of that Act (42 U.S.C.
			 3232), the Secretary and the Economic Development Administration shall give
			 priority to projects to support commercial-scale cellulosic biomass ethanol
			 projects and coal-to-liquids facilities.</text>
				</subsection><subsection id="IDc5923593b4d84090a631021c4794b09a"><enum>(b)</enum><header>Federal
			 share</header><text>Except as provided in subsection (c)(3)(B) and
			 notwithstanding the Public Works and Economic Development Act of 1965 (42
			 U.S.C. 3121 et seq.), the Federal share of a project to support a
			 commercial-scale biomass ethanol facility or coal-to-liquid facility shall
			 be—</text>
					<paragraph id="idB654892741A44E338BF73CF9BC1A9A79"><enum>(1)</enum><text>80 percent of the
			 project cost; or</text>
					</paragraph><paragraph id="id5D1BD7D52A174083B4DF433B60931478"><enum>(2)</enum><text>for a project
			 carried out on Indian land, 100 percent of the project cost.</text>
					</paragraph></subsection><subsection id="ID99acbc24a2fc43c78c9b0a370714be4b"><enum>(c)</enum><header>Additional
			 award</header>
					<paragraph id="IDd57fa7fdd7874fbfa37cccc86e908e1a"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall make an additional award in
			 connection with a grant made to a recipient (including any Indian tribe for use
			 on Indian land) for a project to support a commercial-scale biomass ethanol
			 facility or coal-to-liquid facility.</text>
					</paragraph><paragraph id="ID9733f423f8e9487093df08a5142b0a3d"><enum>(2)</enum><header>Amount</header><text>The
			 amount of an additional award shall be 10 percent of the amount of the grant
			 for the project.</text>
					</paragraph><paragraph id="IDe382d15414854adf98ead630aa2181f8"><enum>(3)</enum><header>Use</header><text>An
			 additional award under this subsection shall be used—</text>
						<subparagraph id="IDbf19d63b7e124b4c9d9036188c005184"><enum>(A)</enum><text>to carry out any
			 eligible purpose under the Public Works and Economic Development Act of 1965
			 (42 U.S.C. 3121 et seq.);</text>
						</subparagraph><subparagraph id="ID953e12c40b8a4b9a8c2d5ab42b3dbdf0"><enum>(B)</enum><text>notwithstanding
			 section 204 of that Act (42 U.S.C. 3144), to pay up to 100 percent of the cost
			 of an eligible project or activity under that Act; or</text>
						</subparagraph><subparagraph id="ID6bcf14fd3f934d909dcf0a5f517d8af7"><enum>(C)</enum><text>to meet the
			 non-Federal share requirements of that Act or any other Act.</text>
						</subparagraph></paragraph><paragraph id="ID16dd6841e04e411b963c76e047b41de9"><enum>(4)</enum><header>Non-Federal
			 source</header><text>For the purpose of paragraph (3)(C), an additional award
			 shall be treated as funds from a non-Federal source.</text>
					</paragraph><paragraph id="ID09d997c0d5744814a597d9eed3612d87"><enum>(5)</enum><header>Funding</header><text>The
			 Secretary shall use to carry out this subsection any amounts made
			 available—</text>
						<subparagraph id="id2DD3DA847C2249358904EEC92F9214C1"><enum>(A)</enum><text>for economic
			 development assistance programs; or</text>
						</subparagraph><subparagraph id="id6D2A490DBD0849B5900ADB1682698C18"><enum>(B)</enum><text>under section 702
			 of the Public Works and Economic Development Act of 1965 (42 U.S.C.
			 3232).</text>
						</subparagraph></paragraph></subsection></section></title><title id="id6AC117FF9B3A46B1B27913F309FA50DF"><enum>IV</enum><header>Alternative
			 hydrocarbon and renewable reserves disclosures classification system</header>
			<section id="id650D80D73BE744D3A426C6EAD4FFA7F4"><enum>401.</enum><header>Alternative
			 hydrocarbon and renewable reserves disclosures classification system</header>
				<subsection id="idAE2C29D15091498497C0548D82C17DD2"><enum>(a)</enum><header>In
			 general</header><text>The Securities and Exchange Commission shall appoint a
			 task force composed of government and private sector representatives, including
			 experts in the field of dedicated energy crop feedstocks for cellulosic
			 biofuels production, to analyze, and submit to Congress a report (including
			 recommendations) on—</text>
					<paragraph id="idBC5557AFFFF2418F93D4EA4269F024CC"><enum>(1)</enum><text>modernization of
			 the hydrocarbon reserves disclosures classification system of the Commission to
			 reflect advances in reserves recovery from nontraditional sources (such as deep
			 water, oil shale, tar sands, and renewable reserves for cellulosic biofuels
			 feedstocks); and</text>
					</paragraph><paragraph id="idB1DA39BD4F954590A1E224AF3827488A"><enum>(2)</enum><text>the creation of a
			 renewable reserves classification system for cellulosic biofuels
			 feedstocks.</text>
					</paragraph></subsection><subsection id="ID02b24b7dd3c24401b6deaab07eda9100"><enum>(b)</enum><header>Deadline for
			 report</header><text>The Commission shall submit the report required under
			 subsection (a) not later than 180 days after the date of enactment of this
			 Act.</text>
				</subsection></section></title><title id="id9A4D6685828A48249DF5B4707112E0F3"><enum>V</enum><header>Authorization of
			 appropriations</header>
			<section commented="no" display-inline="no-display-inline" id="ID34ff5b6bedb04769bda9a4a9033095df"><enum>501.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this Act
			 and the amendments made by this Act.</text>
