		<official-title>To promote the energy independence of the United States,
		  and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Energy Independence Act of
			 2007</short-title></quote>.</text>
		</section><section id="H368B3D05009B4FDA8BC1F59DB5DCBCA4"><enum>2.</enum><header>Purpose and
			 goals</header><text display-inline="no-display-inline">The purpose of this Act
			 is to provide support for projects and activities to facilitate the energy
			 independence of the United States so as to ensure that—</text>
			<paragraph id="id46C3763D801542BD8E54DF7D32E17475"><enum>(1)</enum><text>all but 10
			 percent of the energy needs of the United States are supplied by domestic
			 energy sources by calendar year 2017; and</text>
			</paragraph><paragraph id="id18BFC6DAC4874BB7AB7F83B6D31A1CB9"><enum>(2)</enum><text>all but 20
			 percent of the energy needs of the United States are supplied by non-fossil
			 fuel sources by calendar year 2037.</text>
			</paragraph></section><section id="H57A95797A67C4F77B0E86461FDFA133"><enum>3.</enum><header>Energy Policy
			 Commission</header>
			<subsection id="HFEBD07F97F964F74878E2DF1A05F3472"><enum>(a)</enum><header>Establishment</header>
				<paragraph id="id49C6B167276549ACB463A4A3F011C6BA"><enum>(1)</enum><header>In
			 general</header><text>There is established a commission, to be known as the
			 <quote>National Commission on Energy Independence</quote> (referred to in this
			 section as the <quote>Commission</quote>).</text>
				</paragraph><paragraph commented="no" id="H9271B44E42F94DFE9904FC620048EE4C"><enum>(2)</enum><header>Membership</header><text>The
			 Commission shall be composed of 15 members, of whom—</text>
					<subparagraph commented="no" id="H2B2CBD44F02C47CB00BCA2A973AE931E"><enum>(A)</enum><text>3 shall be
			 appointed by the President;</text>
					</subparagraph><subparagraph commented="no" id="H0D86D6235444419FBFC49EB5562838C2"><enum>(B)</enum><text>3 shall be
			 appointed by the majority leader of the Senate;</text>
					</subparagraph><subparagraph commented="no" id="HA883487CC875430F87BE6DC4638D36FA"><enum>(C)</enum><text>3 shall be
			 appointed by the minority leader of the Senate;</text>
					</subparagraph><subparagraph commented="no" id="H84D966CFB12C44A1BDD0A38954FF010"><enum>(D)</enum><text>3 shall be
			 appointed by the Speaker of the House of Representatives; and</text>
					</subparagraph><subparagraph commented="no" id="H63331EDF1D2E4566AF8F9763FF7BF25E"><enum>(E)</enum><text>3 shall be
			 appointed by the minority leader of the House of Representatives.</text>
					</subparagraph></paragraph><paragraph id="H632C93C9A09149AB855F22D14C711F00"><enum>(3)</enum><header>Co-chairpersons</header>
					<subparagraph id="idEAF265F5C9E74066AE46E375FC27C85D"><enum>(A)</enum><header>In
			 general</header><text>The President shall designate 2 co-chairpersons from
			 among the members of the Commission appointed.</text>
					</subparagraph><subparagraph id="idE2C75C42CCFA49D5801FB0963388A8FE"><enum>(B)</enum><header>Political
			 affiliation</header><text>The co-chairpersons designated under subparagraph (A)
			 shall not both be affiliated with the same political party.</text>
					</subparagraph></paragraph><paragraph id="H24255C72D9544CF99F75CB5C52ED8FEC"><enum>(4)</enum><header>Deadline for
			 appointment</header><text>Members of the Commission shall be appointed not
			 later than 90 days after the date of enactment of this Act.</text>
				</paragraph><paragraph id="H674E63AC4A31489EA57E84503CF198F"><enum>(5)</enum><header>Term;
			 vacancies</header>
					<subparagraph id="id78EE6D9D7D5E44D78BEF90B51A78ABDA"><enum>(A)</enum><header>Term</header><text>A
			 member of the Commission shall be appointed for the life of the
			 Commission.</text>
					</subparagraph><subparagraph id="id4F2E2E12A1504BE3B3F9081B09D00722"><enum>(B)</enum><header>Vacancies</header><text>Any
			 vacancy in the Commission—</text>
						<clause id="id7C954AAB88C3483FA7E9361D73469EAB"><enum>(i)</enum><text>shall not affect
			 the powers of the Commission; and</text>
						</clause><clause id="id304E2E334F92404CA9E8811B76A759B7"><enum>(ii)</enum><text>shall be filled
			 in the same manner as the original appointment.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H7ABE05A076D84B4BB5F86396E0019EB"><enum>(b)</enum><header>Purpose</header><text>The
			 Commission shall conduct a comprehensive review of the energy policy of the
			 United States by—</text>
				<paragraph id="H8C7FAC66C5114BC382E8CE116710B4E3"><enum>(1)</enum><text>reviewing relevant
			 analyses of the current and long-term energy policy of, and conditions in, the
			 United States;</text>
				</paragraph><paragraph id="H8C64D7BDAA05410C807C4746CA1C5F5C"><enum>(2)</enum><text>identifying
			 problems that may threaten the achievement by the United States of long-term
			 energy policy goals, including energy independence;</text>
				</paragraph><paragraph id="HECE0F14D97AA45E18CCACBC57563F021"><enum>(3)</enum><text>analyzing
			 potential solutions to problems that threaten the long-term ability of the
			 United States to achieve those energy policy goals; and</text>
				</paragraph><paragraph id="H927FCE5FE85941A597F560A0A6D49529"><enum>(4)</enum><text>providing
			 recommendations that will ensure, to the maximum extent practicable, that the
			 energy policy goals of the United States are achieved.</text>
				</paragraph></subsection><subsection id="HC6AC94E767E7444FA3005C8D0695BD8"><enum>(c)</enum><header>Report and
			 recommendations</header>
				<paragraph id="HE69F03AF428941AA891643C92453473D"><enum>(1)</enum><header>In
			 general</header><text>Not later than December 31 of each of calendar years
			 2009, 2011, 2013, and 2015, the Commission shall submit to Congress and the
			 President a report on the progress of United States in meeting the long-term
			 energy policy goal of energy independence, including a detailed statement of
			 the findings, conclusions, and recommendations of the Commission.</text>
				</paragraph><paragraph id="H06020907582F435181F81CF778406E07"><enum>(2)</enum><header>Legislative
			 language</header><text>If a recommendation submitted under paragraph (1)
			 involves legislative action, the report shall include proposed legislative
			 language to carry out the action.</text>
				</paragraph></subsection><subsection id="HA49A850FBE1D46FAA10367963F340552"><enum>(d)</enum><header>Commission
			 personnel matters</header>
				<paragraph id="H8C4F5F17BE0F45DA882320D6CD2D6045"><enum>(1)</enum><header>Staff and
			 director</header><text>The Commission shall have a staff headed by an Executive
			 Director.</text>
				</paragraph><paragraph id="H21A76AE13E40468BA9DDC3E0177773D1"><enum>(2)</enum><header>Staff
			 appointment</header><text>The Executive Director may appoint such personnel as
			 the Executive Director and the Commission determine to be appropriate.</text>
				</paragraph><paragraph id="H2C8D9DC5B0534DA7A2E801574F6B432D"><enum>(3)</enum><header>Experts and
			 consultants</header><text>With the approval of the Commission, the Executive
			 Director may procure temporary and intermittent services under section 3109(b)
			 of title 5, United States Code.</text>
				</paragraph><paragraph id="H86166E85A2BA411698580600A253A327"><enum>(4)</enum><header>Federal
			 agencies</header>
					<subparagraph id="H1C0611FBA1BF405687B2C9FA1EB65331"><enum>(A)</enum><header>Detail of
			 government employees</header>
						<clause id="id7F7200D2CF3A4222897E35AF3C5C050D"><enum>(i)</enum><header>In
			 general</header><text>Upon the request of the Commission, the head of any
			 Federal agency may detail, without reimbursement, any of the personnel of the
			 Federal agency to the Commission to assist in carrying out the duties of the
			 Commission.</text>
						</clause><clause id="id3940B84B095B4E7FA62EBF814B3D57D2"><enum>(ii)</enum><header>Nature of
			 detail</header><text>Any detail of a Federal employee under clause (i) shall
			 not interrupt or otherwise affect the civil service status or privileges of the
			 Federal employee.</text>
						</clause></subparagraph><subparagraph id="H0F5C9E610E6F4465B5F49248D7ADC43B"><enum>(B)</enum><header>Technical
			 assistance</header><text>Upon the request of the Commission, the head of a
			 Federal agency shall provide such technical assistance to the Commission as the
			 Commission determines to be necessary to carry out the duties of the
			 Commission.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD734CE1821E848AD8E77CE04599DD34D"><enum>(e)</enum><header>Resources</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idE3F527060882458EA4C4003E694AE13F"><enum>(1)</enum><header>In
			 general</header><text>The Commission shall have reasonable access to materials,
			 resources, statistical data, and such other information from Executive agencies
			 as the Commission determines to be necessary to carry out the duties of the
			 Commission.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8ED00479ECA24AA3974F632FD8B423FE"><enum>(2)</enum><header>Form of
			 requests</header><text>The co-chairpersons of the Commission shall make
			 requests for access described in paragraph (1) in writing, as necessary.</text>
				</paragraph></subsection></section></legis-body>
