		<section id="id51EBCE07264F4CB7887593F1411B35C5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nanotechnology Infrastructure
			 Enhancement Act</short-title></quote>.</text>
		</section><section id="id1181E4E92D3341C191918AEDF93D789D"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="ID735854df21674d71bff5e745738881e3"><enum>(1)</enum><text>The 21st Century
			 Nanotechnology Research and Development Act (15 U.S.C. 7501 et seq.) required
			 that interdisciplinary nanotechnology research centers be established in
			 geographically diverse locations including institutions located in States
			 participating in the EPSCoR.</text>
			</paragraph><paragraph id="IDbfa60f0a130b4ab68bf39efa3e227677"><enum>(2)</enum><text>The National
			 Science Foundation funds 16 Nanoscale Science and Engineering Centers and 1
			 National Nanotechnology Infrastructure Network with 13 nodes that combined
			 involve more than 50 universities and colleges in the United States. The awards
			 for the centers and network were made on the basis of a peer reviewed
			 competition.</text>
			</paragraph><paragraph id="ID546d30944d8d4384a7b010bc6ba7a70e"><enum>(3)</enum><text>Only 3 EPSCoR
			 States have institutions of higher education with major participation in the
			 programs of the National Science Foundation centers and network described in
			 paragraph (2). Other National Science Foundation programs support 4 additional
			 EPSCoR State grants in the field of nanotechnology.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID57fa74fb8cce4ee4bd0afe7a2edc0206"><enum>(4)</enum><text>The National
			 Science Foundation’s EPSCoR is the primary program by which the National
			 Science Foundation seeks to provide an opportunity for States that
			 traditionally have received limited amounts of federal research and development
			 funding to improve the research infrastructure of their academic institutions.
			 EPSCoR is an important component of national efforts to improve science,
			 technology, and engineering education, increase innovation, and enhance
			 competitiveness.</text>
			</paragraph></section><section id="id93E9048AF0EC4A3E837205F47CFE386B" section-type="subsequent-section"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this section:</text>
			<paragraph id="ID8ae6ed13457644e9958eaf6fd44b50eb"><enum>(1)</enum><header>Director</header><text>The
			 term <term>Director</term> means the Director of the National Science
			 Foundation.</text>
			</paragraph><paragraph id="IDb3ed959959bf45d6b663be1f504c7cca"><enum>(2)</enum><header>EPSCoR</header><text>The
			 term <term>EPSCoR</term> means the Experimental Program to Stimulate
			 Competitive Research authorized in section 113 of the National Science
			 Foundation Authorization Act of 1988 (42 U.S.C. 1862g).</text>
			</paragraph></section><section id="id9D504CC05B6F479D93424DDF455B1061" section-type="subsequent-section"><enum>4.</enum><header>Center for
			 nanotechnology research and engineering</header>
			<subsection id="IDc7347dde0a064f108629199758361184"><enum>(a)</enum><header>Center
			 established</header><text>From amounts appropriated under subsection (e), the
			 Director shall establish a geographically diverse, interdisciplinary Center for
			 Nanotechnology Research and Engineering (hereafter in this section referred to
			 as the <quote>Center</quote>) to focus on—</text>
				<paragraph id="ID73ccace14e274446b841ca372b32f40d"><enum>(1)</enum><text>the science and
			 engineering of manufacturing at the nanoscale in multiple dimensions; or</text>
				</paragraph><paragraph id="ID6f7ecb1db6ed44d2a6a95e9a51d912b2"><enum>(2)</enum><text>nanotechnology
			 for sustainable energy, water, agriculture, and the environment.</text>
				</paragraph></subsection><subsection id="ID4f0cb7bd395347a2b9af001dfb657295"><enum>(b)</enum><header>Center or
			 node</header><text>The Center may be a Nanoscale Science and Engineering Center
			 or a National Nanotechnology Infrastructure Network node.</text>
			</subsection><subsection id="ID2f8c7789fc594bec87f4be23a85bba3b"><enum>(c)</enum><header>Composition</header><text>The
			 Center—</text>
				<paragraph id="id331DFE1999AB478A80691EA497C4859C"><enum>(1)</enum><text>shall consist of
			 a lead academic institution located in an EPSCoR State;</text>
				</paragraph><paragraph id="id94C845B18B0746F48B0D5001DF0C7BF6"><enum>(2)</enum><text>shall consist of
			 at least 1 additional academic institution located in a second EPSCoR State;
			 and</text>
				</paragraph><paragraph id="idE849F0B4E7E64E1FBD635FFCF3B01912"><enum>(3)</enum><text>may include other
			 institutions located within or outside the United States.</text>
				</paragraph></subsection><subsection id="ID5fe0a59401764ad1bee420b7413cc82a"><enum>(d)</enum><header>Duties</header><text>The
			 Center shall—</text>
				<paragraph id="ID2f237d0689014a5eb3c81cb46a8349da"><enum>(1)</enum><text>conduct
			 state-of-the-art research on nanomanufacturing;</text>
				</paragraph><paragraph id="id4A4B1BB285AB4794B42B5B46289ED87E"><enum>(2)</enum><text>collaborate with
			 other National Science Foundation grantees, and with grantees from other
			 Federal agencies, working on nanomanufacturing;</text>
				</paragraph><paragraph id="IDe9623f644ddd4fabb7ee83fd8dc1e715"><enum>(3)</enum><text>share resources
			 with the programs of the grantees described in paragraph (2) for the purpose of
			 mutual advantage; and</text>
				</paragraph><paragraph id="ID1c003477ceb040a58011fc3bad9c1674"><enum>(4)</enum><text>work toward a
			 nanomanufacturing network that encourages extensive industrial
			 collaboration.</text>
				</paragraph></subsection><subsection id="ID6bedddc8054f415d8bc57846f3d849d7"><enum>(e)</enum><header>Authorization
			 of appropriations</header><text>There are authorized to be appropriated to the
			 National Science Foundation to carry out this section $2,500,000 for each of
			 the fiscal years 2008 through 2012.</text>
