		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Denali Commission Act Amendments
			 Act of 2007</short-title></quote>.</text>
		</section><section id="id288B85041B784F42900687E235FAF489"><enum>2.</enum><header>Authorities and
			 duties of the Denali Commission</header>
			<subsection id="idBC4706B1685843D0B338A501B505E6BA"><enum>(a)</enum><header>Establishment
			 of Commission</header><text>Section 303(b) of the Denali Commission Act of 1998
			 (42 U.S.C. 3121 note; Public Law 105–277) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idF40AC6183D354A69857CF768311CFEDA" style="OLC">
					<paragraph id="id0DCF7E6188B842DEB7A814A21C664C48"><enum>(5)</enum><header>Limitation</header><text>No
				member of the Commission appointed under paragraph (1), other than the Federal
				Cochairperson, shall be considered to be a Federal employee for any
				purpose.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id049259A8E81C4E91BAF7C5E923EED53A"><enum>(b)</enum><header>Powers of the
			 Commission</header><text>Section 305 of the Denali Commission Act of 1998 (42
			 U.S.C. 3121 note; Public Law 105–277) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idC900AAC8786B4C75B209C52122249EF0" style="OLC">
					<subsection id="id40E7D04CA631412BB3B60454621508AA"><enum>(e)</enum><header>Matching
				funds</header><text>The Commission may accept, use, and dispose of matching
				funds provided by public and private sources for projects approved by the
				Commission.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id3A71AA8644A948FBB48A4623370BAAAC"><enum>(c)</enum><header>Commission
			 personnel matters</header><text>Section 306 of the Denali Commission Act of
			 1998 (42 U.S.C. 3121 note; Public Law 105–277) is amended—</text>
				<paragraph id="id11C65709759D4D21BE1AF814E729523D"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="idF471921CF1D14AC6B3A3E986B88F44F8"><enum>(A)</enum><text>in the first
			 sentence, by striking <quote>Each member</quote> and inserting the
			 following:</text>

							<paragraph id="idFFC9B8F665914C05B6BC09EDE2D0FDB7"><enum>(4)</enum><header>Exception</header><text>Each
				member of the Commission who is not an officer or employee of the Federal
				Government may elect to waive compensation under paragraph
				(1).</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="idD0884885CA9C41DFB0504695F725D735"><enum>(2)</enum><text>in subsection
			 (c)(1)—</text>
					<subparagraph id="id707771CC7D92406E9477FA815A25E4E9"><enum>(A)</enum><text>by striking
			 <quote>regulations,</quote> and inserting <quote>regulations—</quote>;</text>
					</subparagraph><subparagraph id="id9C05246936E743AC88C2C39860788A67"><enum>(B)</enum><text>by striking
			 <quote>appoint</quote> and all that follows through the period at the end and
			 inserting the following:</text>

							<subparagraph id="id96C36C6DB7A74D02B37AF6C3D11ABD3C"><enum>(A)</enum><text>appoint such
				personnel as may be necessary to enable the Commission to perform the duties of
				the Commission; and</text>
							</subparagraph><subparagraph id="IDb1a8a4397c7c4e3d8dbbf6f435e49acf"><enum>(B)</enum><text>terminate the
				personnel appointed under subparagraph
				(A).</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="id1DF9A4453D40491DBA2E8F66926C8645"><enum>(d)</enum><header>Economic
			 development committee</header><text>The Denali Commission Act of 1998 (42
			 U.S.C. 3121 note; Public Law 105–277) is amended—</text>
				<paragraph id="idE76A1AFBB52645E1BC7DD4F981CE2AB6"><enum>(1)</enum><text>by redesignating
			 the second section 310 (relating to the Economic Development Committee) as
			 section 311; and</text>
				</paragraph><paragraph id="idBFC7148845F745BD906D5E12F03E517E"><enum>(2)</enum><text>in section 311
			 (as redesignated by paragraph (1)), by striking <quote>shall</quote> each place
			 it appears and inserting <quote>may</quote>.</text>
				</paragraph></subsection></section><section id="id7FE8D779AB184343912D680E2C8AEBE2"><enum>3.</enum><header>Special
			 functions of the Denali Commission</header><text display-inline="no-display-inline">Section 307 of the Denali Commission Act of
			 1998 (42 U.S.C. 3121 note; Public Law 105–277) is amended by adding at the end
			 the following:</text>
			<quoted-block display-inline="no-display-inline" id="id36CAC4A6B76E458980F6F4EA497FF119" style="OLC">
				<subsection id="id731E3B07E41745F4B793AF7B451C5B79"><enum>(f)</enum><header>Training
				program</header>
					<paragraph id="idE28F9C755CA04ADCB52E55ECCB139227"><enum>(1)</enum><header>In
				general</header><text>The Secretary of Labor is authorized to make direct lump
				sum payments to the Commission to be used to carry out a training program on
				careers associated with infrastructure development and long-term stability in
				rural Alaska.</text>
					</paragraph><paragraph id="id19384E2C19D94F54BDFA58DC9D0A0951"><enum>(2)</enum><header>Priorities</header><text>The
				training program authorized under paragraph (1) shall focus on the following
				priorities:</text>
						<subparagraph id="IDcccba278a1b14bca8573d1cf85927885"><enum>(A)</enum><text>Training for
				construction, operations, and maintenance of Commission projects.</text>
						</subparagraph><subparagraph id="IDb437e622a5064d44a29802163d67afe4"><enum>(B)</enum><text>Management
				training relating to the operation of Commission projects.</text>
						</subparagraph><subparagraph id="ID395313903e5a40efb723956c70cc366d"><enum>(C)</enum><text>Initiatives for
				Alaskan youths to encourage careers that support Commission projects.</text>
						</subparagraph><subparagraph id="IDbcfb7f77f09c4c22833a5af3a39f8895"><enum>(D)</enum><text>Training for
				construction, operations, and maintenance for public infrastructure
				projects.</text>
						</subparagraph></paragraph><paragraph id="id2BE60A52129B43E5845A5F034F7ED7D0"><enum>(3)</enum><header>Availability</header><text>Amounts
				made available to the Commission under this subsection shall remain available
				until expended.</text>
					</paragraph></subsection><subsection id="id8F8BE5C6B0954AFDA4CBD690783AC396"><enum>(g)</enum><header>Teacher
				housing</header>
					<paragraph id="idEA565A388A89441E8E17A9475D9641CB"><enum>(1)</enum><header>In
				general</header><text>In carrying out the functions of the Commission under
				this Act, the Commission shall, as appropriate, provide assistance to address
				the housing needs of teachers in rural Alaska.</text>
					</paragraph><paragraph id="idA3EC649896EE410F85B24FE606F7323E"><enum>(2)</enum><header>Authorized
				activities</header><text>In providing assistance under paragraph (1), the
				Commission may assist in housing development activities, including, but not
				limited to—</text>
						<subparagraph id="idA52D90FE315E4AA5A354CB36E6969DE6"><enum>(A)</enum><text>the acquisition,
				rehabilitation, and new construction of housing; and</text>
						</subparagraph><subparagraph id="idD2AE9DF3779548999F3294B47B0F0172"><enum>(B)</enum><text>multisite
				rehabilitation.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="idDB9AAFD41C544FB3862EA9D53D2C45DB"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 310(a)
			 of the Denali Commission Act of 1998 (42 U.S.C. 3121 note; Public Law 105–277)
			 is amended by striking <quote>for fiscal years 2000, 2001, 2002, and
			 2008</quote> and inserting <quote>for each of fiscal years 2009 through
			 2014.</quote>.</text>
		</section><section id="id7379D385B4F24F118273A476924901B3"><enum>5.</enum><header>Effective
			 date</header>
			<subsection id="id8BBB5A28A8B24798B7DB96826A34E607"><enum>(a)</enum><header>In
			 general</header><text>The amendments made by sections 2 and 3 take effect on
			 the date of enactment of this Act.</text>
			</subsection><subsection id="id73D58DC328C8465AB40281D4D4B86C7C"><enum>(b)</enum><header>Authorization
			 of appropriations</header><text>The amendment made by section 4 takes effect on
			 October 1, 2008.</text>
