		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Treatment and Prevention of
			 Methamphetamine Abuse Act</short-title></quote>.</text>
		</section><section id="ID89e4021facf24176ab277e3ff8b39caa"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="ID842c99d2110d4dffa41de8edf4d1ccdd"><enum>(1)</enum><text>Methamphetamine
			 addiction is a public health crisis. Nearly 12,000,000 Americans have used
			 methamphetamine, and the number of users increased 72 percent over the past
			 decade. There is a high rate of use in rural areas, but the methamphetamine
			 epidemic is spreading into new populations across the country.</text>
			</paragraph><paragraph id="IDfaa1b53da3a54fda873507d41643f73f"><enum>(2)</enum><text>Violent crime
			 increased significantly in 2005 for the first time since 1991. Overall violent
			 crime was up 2.5 percent and murders jumped 4.8 percent. The increase in crime
			 was most evident in the methamphetamine-plagued Midwest with murders,
			 robberies, rapes and aggravated assaults increasing by 5.7 percent just between
			 2004 and 2005.</text>
			</paragraph><paragraph id="ID816d1e7fff424a1580a56c335b6fc82b"><enum>(3)</enum><text>Although
			 22,000,000 people are in need of treatment for substance addiction, only
			 3,000,000 are able to get help.</text>
			</paragraph><paragraph id="ID9468d404f0ea4dd28a7f35480d6a473c"><enum>(4)</enum><text>In 2003, women
			 entering substance abuse treatment with methamphetamine as their drug of choice
			 exceeded women who entered treatment focused on alcohol, heroin, cocaine, or
			 marijuana.</text>
			</paragraph><paragraph id="ID93b7c1b05ad649f38ec30402f64b87d1"><enum>(5)</enum><text>Parental
			 substance use is the culprit in at least 70 percent of all child welfare
			 spending.</text>
			</paragraph><paragraph id="ID2adfccd2afb04e048307807505331bb5"><enum>(6)</enum><text>Children living
			 in homes with parents addicted to methamphetamines have multiple intervention
			 needs which require coordinated planning by healthcare, mental health, and
			 social service professionals.</text>
			</paragraph><paragraph id="IDa0d4cb001cda4d7e8f7e3f8a727b4162"><enum>(7)</enum><text>Youth are
			 starting to use methamphetamine in greater numbers, and the age at which youth
			 users start using is decreasing. About 17 percent of all methamphetamine users
			 started between the ages of 17 and 18, 18 percent between 15–16, 11 percent
			 between 13–14, and 6 percent started when they were 12 or under.</text>
			</paragraph><paragraph id="ID5442d13fa46543c5b0fbbca0fc5a21d6"><enum>(8)</enum><text>About 80 percent
			 of those in prison have been identified as having a substance abuse problem and
			 one-third of State prison inmates reported being under the influence at the
			 time of their offense.</text>
			</paragraph><paragraph id="IDbbe75fab13494450ad9b0b79da4624f2"><enum>(9)</enum><text>Substance use
			 disorder treatment is effective. An Iowa study found that over 70 percent of
			 those receiving treatment for methamphetamine addiction were abstinent 6 months
			 after treatment.</text>
			</paragraph><paragraph id="ID396ff340e1174f6c82140e5a56bfa703"><enum>(10)</enum><text>Every dollar
			 spent on substance abuse treatment saves taxpayers 7 dollars, primarily through
			 savings related to crime and health care costs.</text>
			</paragraph></section><section id="id7BEDDC10B3EB44B898C0EDE3A7B003E8"><enum>3.</enum><header>Family-based
			 treatment</header>
			<subsection id="id75BA0ACEA7CC4C7DB42B474601233C9B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 508 of the
			 Public Health Service Act (42 U.S.C. 290bb–1) is amended—</text>
				<paragraph id="id7D929E9C660A4DEC955EBE32888C8A54"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignation subsection (r) as
			 subsection (s); and</text>
				</paragraph><paragraph id="id592871585ED04EEBAB6DC848A80517CF"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (q), the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="id1F7C1CEE74E340189EE898737AC71A3F" style="OLC">
						<subsection id="id07CD359F6E91468685AA22BB72EFA041"><enum>(r)</enum><header>Family-based
				methamphetamine treatment</header>
							<paragraph id="ID7f6f8ab726a94d9884613e14c7d8b5c0"><enum>(1)</enum><header>In
				general</header><text>The Secretary, acting through the Administrator and in
				consultation with the Director of the National Institute on Drug Abuse, shall
				award grants under this section to provide residential substance abuse
				treatment to pregnant and postpartum women, including—</text>
								<subparagraph id="id8110C23E109C4214979060345CC85F4F"><enum>(A)</enum><text>parenting women
				substance abuse treatment (including treatment for addiction to
				methamphetamine); and</text>
								</subparagraph><subparagraph id="id9B18F10BD1944AA480D6475892208F58"><enum>(B)</enum><text>outpatient
				treatment services, that are accessible to pregnant and parenting women in
				health disparity populations.</text>
								</subparagraph></paragraph><paragraph id="ID6754ffb1c91d4daab073676b5b944cc3"><enum>(2)</enum><header>Single state
				agencies</header><text>Grants under this subsection shall be coordinated
				through single State agencies for substance abuse.</text>
							</paragraph><paragraph id="IDd74c65e9748d4a959f0d05d16e275c6c"><enum>(3)</enum><header>Priority</header><text>In
				awarding grants under this subsection, the Secretary shall give priority to any
				applicants that agree to use grant funds for programs that serve—</text>
								<subparagraph id="id79301326F7B244549A44F21496EFC820"><enum>(A)</enum><text>an area that is a
				rural area, an area with a shortage of mental health and addiction treatment
				professionals, or an area with a shortage of family-based substance abuse
				treatment options; or</text>
								</subparagraph><subparagraph id="idA2D176167F3745508A91754102A980EB"><enum>(B)</enum><text>an area that has
				high rates of addiction to methamphetamine or other
				drugs.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="IDf4cb52243eef4c14b424c7faadc9ab49"><enum>(b)</enum><header>Reauthorization
			 of program</header><text>Section 508(s) of the Public Health Service Act, as
			 redesignated under subsection (a), is amended by striking <quote>such
			 sums</quote> and all that follows through <quote>2003</quote> and inserting
			 <quote>$40,000,000 for each of fiscal years 2008 through 2010, $38,000,000 for
			 fiscal year 2011, and $35,000,00 for fiscal year 2012</quote>.</text>
			</subsection><subsection id="ID98fb44b526224483b296fe5ba8ba8ba4"><enum>(c)</enum><header>Alternatives to
			 jail or detention</header><text display-inline="yes-display-inline">Part B of
			 title V of the Public Health Service Act (42 U.S.C. 290bb-1 et seq.) is
			 amended—</text>
				<paragraph id="id35BFB18A13004550BB6F8617DD2EF3DC"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating the second section 514
			 (relating to methamphetamine) as section 514B and transferring such section so
			 as to appear after section 514A; and</text>
				</paragraph><paragraph id="id6592541BDB66483197A4A9E8C2862BA5"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id04D5DF63616D4FA7A821CE4E70654FE4" style="OLC">
						<section id="idDACC24A58B8F4F47AC49F9DC7A2A8CDE"><enum>514C.</enum><header>Alternatives
				to jail or detention for offenses relating to methamphetamine and other
				substance abuse</header>
							<subsection id="ID84e1023d971d4e86b72cb1d2abe67aa8"><enum>(a)</enum><header>Family-focused
				alternatives</header><text></text>
								<paragraph id="ID5d5c06109ed3485cbd374c0304e9fca6"><enum>(1)</enum><header>In
				general</header><text>The Secretary, acting through the Administrator and in
				consultation with the Attorney General and the Director of the National
				Institute on Drug Abuse, shall award grants, cooperative agreements, or
				contracts to eligible entities to assist local jails and detention facilities
				in providing comprehensive, family-based substance abuse treatment services as
				alternatives to incarceration to pregnant women and parenting adults who have
				committed nonviolent offenses.</text>
								</paragraph><paragraph id="id654AEF65203E4EE0BA6682B692D82240"><enum>(2)</enum><header>Application</header><text>To
				be eligible to receive an award under this subsection, an entity shall submit
				to the Secretary an application at such time, in such manner, and containing
				such information as the Secretary may require.</text>
								</paragraph><paragraph id="IDa85de333a1e64c03a18e29c34f7d4e5b"><enum>(3)</enum><header>Single State
				agency</header><text>Awards under this section shall be coordinated through
				single State agencies for substance abuse.</text>
								</paragraph><paragraph id="ID016f33ccdd324473a15efe18b4c19bdc"><enum>(4)</enum><header>Family-based
				treatment</header><text>To be eligible for an award under this subsection an
				entity shall demonstrate that the family-based substance abuse treatment
				program to be carried out under the award—</text>
									<subparagraph id="ID9779d6e6394b4cffa6b5bc6c0d68b0d5"><enum>(A)</enum><text>is a
				comprehensive, long-term family treatment program that is focused on the
				treatment of the parent and child;</text>
									</subparagraph><subparagraph id="IDebd07f7b45e74b27a6c17d7bd3c90f2c"><enum>(B)</enum><text>requires that
				each parent offender who participates in the program be sentenced by a court
				to, or placed by a court with, a long-term family treatment program (which
				includes a residential component);</text>
									</subparagraph><subparagraph id="IDe16161a105974d1fa5f3d1a6ad96b077"><enum>(C)</enum><text>includes
				mandatory periodic drug testing; and</text>
									</subparagraph><subparagraph id="IDf0cd4db2f1fa4db99eac69bbe5fe7a04"><enum>(D)</enum><text>allows for judges
				to have the discretion to sentence parents who do not successfully complete
				their prescribed treatment plan to serve a prison or detention sentence that is
				commensurate with the crime involved.</text>
									</subparagraph></paragraph><paragraph id="ID4e7bda87ac4640959fb16101ff147b33"><enum>(5)</enum><header>Priority</header><text>In
				making awards under this subsection, the Secretary shall give priority to any
				entity that, as part of the application under paragraph (2), agrees to use the
				award for programs serving—</text>
									<subparagraph id="id9A0269BAB7F34BB3ACD55020FC696F95"><enum>(A)</enum><text>an area that is a
				rural area, an area with a shortage of mental health professionals, or an area
				with a shortage of family-based substance abuse and addiction treatment
				options; or</text>
									</subparagraph><subparagraph id="idC2C353C1A1D74A5BB0CC153BC1405405"><enum>(B)</enum><text>an area that has
				high rates of addiction to methamphetamine or other drugs.</text>
									</subparagraph></paragraph><paragraph id="ID857880786704490d89bc4683b3c6e74b"><enum>(6)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this subsection, $20,000,000 for each of fiscal years 2008 through
				2012.</text>
								</paragraph></subsection><subsection id="ID983e8a75462c42d7bb42350cacf0c9fd"><enum>(b)</enum><header>Transitional
				services</header><text></text>
								<paragraph id="ID75607a60243849ac9d59dbad98d2bb5e"><enum>(1)</enum><header>In
				general</header><text>The Secretary, in consultation with the Director of the
				National Institute on Drug Abuse, shall award grants to States to provide
				transitional, research-based, community-based recovery-support services to
				address social, educational, vocational, mental health, and substance abuse
				needs of parents and families transitioning out of treatment.</text>
								</paragraph><paragraph id="id68350BE4C75D453CA17058320CDCCE32"><enum>(2)</enum><header>Application</header><text>To
				be eligible to receive a grant under this subsection, a State shall submit to
				the Secretary an application at such time, in such manner, and containing such
				information as the Secretary may require.</text>
								</paragraph><paragraph id="ID37a753bdcae1491ebf8bba87a92fa93d"><enum>(3)</enum><header>Priority</header><text>In
				awarding grants under this subsection, the Secretary shall give priority to a
				States that agree to use grant funds for programs serving—</text>
									<subparagraph id="id16498EF74DBB43E88CEF965CD861FF0B"><enum>(A)</enum><text>an area that is a
				rural area, an area with a shortage of mental health professionals, or an area
				with a shortage of family-based substance abuse treatment options; or</text>
									</subparagraph><subparagraph id="id3463AB0FF54A45D287D3A6AF8A1AEB4B"><enum>(B)</enum><text>an area that has
				high rates of addiction to methamphetamine or other drugs.</text>
									</subparagraph></paragraph><paragraph id="id854D5E3DEA804CC4ADECECAAAFEC0C0E"><enum>(4)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this subsection, $24,000,000 for each of fiscal years 2008 through
				2010.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="ID548e63975c6549469ecd831580b56ef7"><enum>(d)</enum><header>Adult and
			 juvenile alternatives</header>
				<paragraph id="id99EDD7E829C0404D87D8C68A5EF44710"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Health and Human Services, jointly with
			 the Attorney General and in consultation with the Administrator and the
			 Director of the National Institute on Drug Abuse, shall award grants,
			 cooperative agreements, or contracts to eligible entities to assist local jails
			 and detention facilities in providing comprehensive substance abuse treatment
			 services as alternatives to incarceration to adults or juveniles who have
			 committed nonviolent offenses.</text>
				</paragraph><paragraph id="idF4C69E1946D24D6BA59520CF5BFE30B1"><enum>(2)</enum><header>Application</header><text>To
			 be eligible to receive an award under this subsection, an entity shall submit
			 to the Secretary, jointly with the Attorney General, an application at such
			 time, in such manner, and containing such information as the Secretary may
			 require.</text>
				</paragraph><paragraph id="ID2b730f7440b941eeb84b6f69923c0838"><enum>(3)</enum><header>Alternatives to
			 jail programs</header><text>To be eligible for an award under this subsection
			 an entity shall demonstrate that the alternatives to jail program to be carried
			 out under the award—</text>
					<subparagraph id="IDf5b19b11a28a464099ad585b139409ea"><enum>(A)</enum><text>is comprehensive
			 and evidenced-based;</text>
					</subparagraph><subparagraph id="IDfb7c94bfb6d245c594e779ae30b4285a"><enum>(B)</enum><text>requires that
			 each participant be sentenced by a court to, or placed by a court with, a
			 long-term treatment program (which includes a residential component);</text>
					</subparagraph><subparagraph id="ID75e1c0c33d5847089f1b515a415e7897"><enum>(C)</enum><text>includes
			 mandatory periodic drug testing;</text>
					</subparagraph><subparagraph id="ID55db6b8d7e914bab86eb7c9b84a8dd97"><enum>(D)</enum><text>allows for judges
			 to have the discretion to sentence parents who do not successfully complete
			 their prescribed treatment plan to serve a prison or detention sentence that is
			 commensurate with the crime involved; and</text>
					</subparagraph><subparagraph id="ID3fb106f5d344444db2c17b167de988b9"><enum>(E)</enum><text>include a
			 rigorous evaluation component.</text>
					</subparagraph></paragraph><paragraph id="id6986DF94ADAB42E587B04822312AA92C"><enum>(4)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated from
			 funds made available to carry out part S of title I of the Omnibus Crime
			 Control and Safe Streets Act of 1968, $40,000,000 for each of fiscal years 2008
			 through 2010, 38,000,000 for fiscal year 2011, and $35,000,000 for fiscal year
			 2012, to carry out this subsection.</text>
				</paragraph></subsection><subsection id="IDc40e087f6727480e9bb6541715796faf"><enum>(e)</enum><header>Housing
			 opportunities</header>
				<paragraph id="id91C0B894A9654F42B9CBC5211B044380"><enum>(1)</enum><header>In
			 general</header><text>Subtitle F of title IV of the
			 <short-title>McKinney-Vento Homeless Assistance
			 Act</short-title> (42 U.S.C. 11403 et seq.) is amended by adding at the end the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="id52296B269AF44848A2F422FAF26C9C79" style="OLC">
						<part id="id0AD4D22792D3487F881884B681EAAD09"><enum>VI</enum><header>Recovery-based
				housing supports</header>
							<section id="id832850A9ED10470ABADFF0F54581F0F2"><enum>489.</enum><header>Recovery-based
				housing supports</header>
								<subsection id="id50F17603902A44B49CF01CC5FED44E37"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary of
				Housing and Urban Development (referred to in this section as the
				<quote>Secretary</quote>), in collaboration with the Secretary of Health and
				Human Services, shall award grants, contracts, or cooperative agreements to
				eligible entities for the conduct of recovery-based housing support
				activities.</text>
								</subsection><subsection id="IDfd037ca4da2e4dc39c7f07a4d7f1f602"><enum>(b)</enum><header>Eligibility</header><text>To
				be eligible to receive a grant, contract, or cooperative agreement under this
				section, an entity shall—</text>
									<paragraph id="IDa081324c75be4a919e84afa8d702c3fb"><enum>(1)</enum><text>be a coalition or
				partnership that—</text>
										<subparagraph id="id61950C0B4EEB402CB50C766573081F1B"><enum>(A)</enum><text>shall include a
				substance abuse provider;</text>
										</subparagraph><subparagraph id="ID83cdac8b0cb84ec59e6fa7280a05dbdb"><enum>(B)</enum><text>shall
				include—</text>
											<clause id="IDe267dc92ec314ff9a48702fdca45c1f4"><enum>(i)</enum><text>a
				homeless service provider;</text>
											</clause><clause id="ID2891e85796de4d13827ab95cb5e70ca4"><enum>(ii)</enum><text>a nonprofit,
				nongovernmental community housing development or a Department of Agriculture
				rural housing service program; or</text>
											</clause><clause id="id532BA89D8501485BBDE6646B2A7E96CA"><enum>(iii)</enum><text>with respect to
				tribal lands, in the case of tribal lands that are not served by a homeless
				service provider or a nonprofit, nongovernmental community housing development
				organization, a tribally designated housing entity or tribal housing
				consortium; and</text>
											</clause></subparagraph><subparagraph id="ID4f64c1b606b94125b9ce55d84e4619b6"><enum>(C)</enum><text>may
				include—</text>
											<clause id="id2C8E85BBF83C441DA686C59C0DF14168"><enum>(i)</enum><text>housing
				developers, housing corporations, State housing finance agencies, other housing
				agencies, and representing landlords;</text>
											</clause><clause id="IDdaccd31c57354101a6663a7ae52325c1"><enum>(ii)</enum><text>a public housing
				agency or tribally designated housing entity;</text>
											</clause><clause id="IDc7a928cddbcc4173b0b3c8486b56be2c"><enum>(iii)</enum><text>tenant
				organizations in public or tribally designated housing, as well as nonprofit,
				nongovernmental tenant organizations;</text>
											</clause><clause id="ID1c37d73d86944364ae5eae056eacda3c"><enum>(iv)</enum><text>other nonprofit,
				nongovernmental organizations participating in the Department of Housing and
				Urban Development's Continuum of Care process;</text>
											</clause><clause id="IDb71f7605d69446b5b00b2818078457b1"><enum>(v)</enum><text>a
				State, tribal, territorial, or local government or government agency;
				and</text>
											</clause></subparagraph></paragraph><paragraph id="id8A7B4546423E43EC8C82BBE9BAF868EB"><enum>(2)</enum><text>submit to the
				Secretary an application, at such time, in such manner, and containing such
				information as the Secretary may require.</text>
									</paragraph></subsection><subsection id="IDb05691587b3a4d008a7bb995df9c3306"><enum>(c)</enum><header>Eligible
				activities</header><text>Entities may use amounts received under a grant,
				contract, or cooperative agreement under this section to carry out the
				following activities:</text>
									<paragraph id="ID1ee3284fb3b84d8087341d3adeac30ae"><enum>(1)</enum><text>The construction
				of new housing units to provide transitional or permanent housing for
				individuals recovering from substance abuse.</text>
									</paragraph><paragraph id="ID3cfbb1b238ed4887b60325be8b82c875"><enum>(2)</enum><text>The acquisition
				or rehabilitation of a structure to provide supportive services or to provide
				transitional or permanent housing, other than emergency shelter.</text>
									</paragraph><paragraph id="ID1fcc82bd6bc54372ba7ae64953acd10b"><enum>(3)</enum><text>The leasing of
				property, or portions of property, not owned by the recipient or project
				sponsor involved, for use in providing transitional or permanent housing, or
				providing supportive services.</text>
									</paragraph><paragraph id="ID0667252212a44c0a85c7b6d7e6620d74"><enum>(4)</enum><text>The provision of
				rental assistance to provide transitional or permanent housing to eligible
				individuals. The rental assistance may include tenant-based or project-based
				rental assistance.</text>
									</paragraph><paragraph id="ID092a3b16ba694e7183aaa78d0bc23784"><enum>(5)</enum><text>The payment of
				operating costs for housing units assisted under this
				section.</text>
									</paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id72E6DAFBC08649848E2EB7AD8EAA64E5"><enum>(2)</enum><header>Authorization
			 of appropriations</header><text>Section 463 of the
			 <short-title>McKinney-Vento Homeless Assistance
			 Act</short-title> (42 U.S.C. 11403h) is amended by adding at the end the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="id7BBB97E50B0C463D82D10611A3183EAE" style="OLC">
						<subsection id="id9A44CC86E47F4CBBB7ED7AE3E448BB3F"><enum>(c)</enum><header>Recovery-based
				rental assistance</header><text>There is authorized to be appropriated to carry
				out part VI, $15,000,000 for each of fiscal years 2008 through
				2012.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="ID4761859a424b4225804a7fe903084ee4"><enum>4.</enum><header>Services for
			 children and adolescents</header>
			<subsection id="H5C5C3AD3EAF9491791E25D00379934FE"><enum>(a)</enum><header>Court
			 Teams</header><text display-inline="yes-display-inline">Title II of the
			 Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5611 et
			 seq.) is amended—</text>
				<paragraph id="H4A0026D636AA4A7EA771942602CC855D"><enum>(1)</enum><text>by redesignating
			 part F as part G; and</text>

				Teams</header>
							<section id="H4335A18917594612A35F20FFDED31589"><enum>271.</enum><header>Court Teams
				program authorized</header>
								<subsection id="H29FCCFAFDECC41FD921B6D855500E742"><enum>(a)</enum><header>Grant
				authorized</header><text>The Administrator shall award a grant to a national
				early childhood development organization to—</text>
									<paragraph id="H8081746D9EFB4E2D9DD56C025230E25B"><enum>(1)</enum><text>establish a
				National Court Teams Resource Center to—</text>
										<subparagraph id="H6ADF4B88DD7048F8AB5167007F764360"><enum>(A)</enum><text>promote the
				well-being of maltreated infants and toddlers and their families (including the
				special problems created by substance abuse, particularly methamphetamine
				abuse);</text>
										</subparagraph><subparagraph id="H7D38E9DE74BB4855BBDC83D086494400"><enum>(B)</enum><text>help prevent the
				recurrence of abuse and neglect of children; and</text>
										</subparagraph><subparagraph id="HFF874DC40DE246379D1DC0A757753925"><enum>(C)</enum><text>promote timely
				reunification of families or other successful permanency outcomes for
				maltreated infants and toddlers in foster care; and</text>
										</subparagraph></paragraph><paragraph id="H362A8392A174488C860994544C7DE887"><enum>(2)</enum><text>select, and
				provide assistance to, local Court Teams created to achieve the goals described
				in
				<internal-xref idref="H8081746D9EFB4E2D9DD56C025230E25B" legis-path="271.(a)(1)">paragraph (1)</internal-xref>.</text>
									</paragraph></subsection><subsection id="H2E9DB48D018E49C286C8EAE72E11A0FF"><enum>(b)</enum><header>Grant
				duration</header><text display-inline="yes-display-inline">The grant awarded
				under this part shall be for a period of 5 years, and shall be renewable at the
				discretion of the Administrator.</text>
								</subsection></section><section id="H76068FC41AF348E48C111EC2FFDB1E28"><enum>272.</enum><header>National Court
				Teams Resource Center</header>
								<subsection id="H3D26637265144DF69782BFCE3F2F9549"><enum>(a)</enum><header>Assistance to
				local Court Teams</header><text>Assistance provided to local Court Teams by the
				National Court Teams Resource Center shall include—</text>
									<paragraph id="H9EFA8A674AB243C882EBA618194B2D95"><enum>(1)</enum><text display-inline="yes-display-inline">providing direction, coordination, and
				oversight of the implementation of local Court Teams;</text>
									</paragraph><paragraph id="HD689A8B8EB3A4A81AD69E7DEEC6D47A"><enum>(2)</enum><text>providing a Local
				Community Coordinator for each local Court Team;</text>
									</paragraph><paragraph display-inline="no-display-inline" id="H097B6137FE004B1684C6C05892479500"><enum>(3)</enum><text>providing training
				and technical assistance to local Court Teams; and</text>
									</paragraph><paragraph id="HD85EE13E03744051B3BE8E003F9DD682"><enum>(4)</enum><text display-inline="yes-display-inline">organizing local training for community
				members of jurisdictions in which local Court Teams are located, which shall
				relate to the particular needs of infants and toddlers exposed to maltreatment
				and trauma.</text>
									</paragraph></subsection><subsection id="HE853D8C46DFB4290BAC5F1868E00A6E4"><enum>(b)</enum><header>General
				activities</header><text display-inline="yes-display-inline">The national early
				childhood development organization receiving the grant authorized under
				<internal-xref idref="H4335A18917594612A35F20FFDED31589" legis-path="271.">section 271</internal-xref> shall establish and maintain a
				National Court Teams Resource Center, which shall also carry out the following
				activities:</text>
									<paragraph id="H4CA36AD7DCD6430C97D183DDF0005275"><enum>(1)</enum><text>Develop a process
				for selecting, and select, local Court Teams to receive assistance under this
				part.</text>
									</paragraph><paragraph id="H0839B3491F324F1CB4CF1FAF9F5EC9AF"><enum>(2)</enum><text>Develop materials
				to guide qualified judges in the decision-making process regarding maltreated
				infants and toddlers, and to train members of local Court Teams and others in
				the community regarding the appropriate care of maltreated infants and
				toddlers.</text>
									</paragraph><paragraph display-inline="no-display-inline" id="H2EE17023C080487383732C9CF08C5445"><enum>(3)</enum><text>Conduct national
				meetings and training sessions for local Court Teams.</text>
									</paragraph><paragraph id="HBAB17FEF2FB5479A005FDE4935708CA2"><enum>(4)</enum><text>Develop a database
				that shall be—</text>
										<subparagraph id="H422017D060424956A2A7AEA28F95A863"><enum>(A)</enum><text>available to each
				local Court Team to track such Court Team’s progress; and</text>
										</subparagraph><subparagraph id="H59F9CC4A26894B60B27B6774D2AEE57C"><enum>(B)</enum><text>used by the
				National Court Teams Resource Center to facilitate evaluation of the local
				Court Teams receiving assistance under this part.</text>
										</subparagraph></paragraph><paragraph id="H2B2065107E1E441081A7FD867E45CA76"><enum>(5)</enum><text>Provide
				information to communities and courts around the country seeking to adopt the
				Court Teams approach.</text>
									</paragraph></subsection></section><section id="HD3A3CCEC2F1A41B489833BE8BC26A5E4"><enum>273.</enum><header>Evaluations and
				Reports</header>
								<subsection id="HEE62D616EC0E4798B639007541526CAE"><enum>(a)</enum><header>Evaluation
				form</header><text display-inline="yes-display-inline">Not later than 6 months
				after the date of the enactment of this Act, the National Court Teams Resource
				Center shall create, and distribute to each local Court Team, an evaluation
				form that shall be used to periodically collect any data from local Court Teams
				that the National Court Teams Resource Center determines may be relevant to the
				reports required by
				<internal-xref idref="HF81893BE5CBC438085826DC86D00AE00" legis-path="275.(b)">subsection (b)</internal-xref>.</text>
								</subsection><subsection id="HF81893BE5CBC438085826DC86D00AE00"><enum>(b)</enum><header>Reports to
				Congress by the Administrator</header><text>At the end of the three-year period
				beginning on the date of the enactment of this Act, and again at the end of the
				five-year period beginning on such date of enactment, the Administrator
				shall—</text>
									<paragraph id="HC888FB81969943419214004DBECFD28D"><enum>(1)</enum><text>compile the data
				collected in the periodic evaluation forms completed by each local Court
				Team;</text>
									</paragraph><paragraph id="HB5FEC33C6079420C9900E4E4AAA64D49"><enum>(2)</enum><text>conduct a national
				evaluation of Court Teams, based on such compilation of data; and</text>
									</paragraph><paragraph id="HEC6D7C741BD94C9894E43648B26B6CF7"><enum>(3)</enum><text display-inline="yes-display-inline">report to Congress on the effectiveness of
				Court Teams, including the extent to which local Court Teams are—</text>
										<subparagraph id="H5B91EADBD1C640938BB245910088D440"><enum>(A)</enum><text>improving access
				to services for maltreated infants and toddlers;</text>
										</subparagraph><subparagraph id="H110D8AECEF2841CB9CE255E1A1F7C224"><enum>(B)</enum><text>reducing the
				recurrence of abuse and neglect;</text>
										</subparagraph><subparagraph id="H29972572C9CC4EDCA0A6BEE73E99377D"><enum>(C)</enum><text>promoting
				permanent placements of maltreated infants and toddlers; and</text>
										</subparagraph><subparagraph id="H55209BB560C84C49B6536924E4619739"><enum>(D)</enum><text>improving the
				developmental outcomes for maltreated infants and toddlers who have been in
				foster
				care.</text>
										</subparagraph></paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HEC3441B793A9481A91DCFBD03967B94D"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section 299 of
			 the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5671) is
			 amended—</text>
				<paragraph id="HA16CDBB0534844F7B8A5AF084E09B82C"><enum>(1)</enum><text>in subsection
			 (a)—</text>

				</paragraph></subsection><subsection id="ID21db886b388c476e8beab559c3f8d5a8"><enum>(c)</enum><header>Substance abuse
			 treatment services for youth</header><text>Part B of title V of the Public
			 Health Service Act (42 U.S.C. 290bb–1 et seq.), as amended by section 3(c), is
			 further amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idC90F5F2238ED4012A310831A63CF6F2B" style="OLC">
					<section id="id78A1FED06311490FA8DD6B5B6C424E1C"><enum>514D.</enum><header>Expansion of
				substance abuse treatment services for youth</header>
						<subsection id="ID69c3465ae22a473b962137a5a6b0bb82"><enum>(a)</enum><header>In
				general</header><text>The Secretary shall expand efforts under the Assertive
				Adolescent and Family Treatment grant program under section 514 to address gaps
				in the provision of substance abuse services or to increase the ability of
				States, units of local government, federally recognized Indian tribes, tribal
				organizations, and community- and faith-based organizations to assist specific
				populations or geographic areas with serious, emerging substance abuse
				problems.</text>
						</subsection><subsection id="ID8b503250a45e46ee945b5d77c306609a"><enum>(b)</enum><header>Priority</header><text>In
				awarding grants, contracts, or cooperative agreements under subsection (a), the
				Secretary shall give priority to applicants that propose to—</text>
							<paragraph id="ID26c0b7dd70d04f5ebeab02d6047f9023"><enum>(1)</enum><text>utilize emerging
				best practices for the treatment of substance abuse among children and
				adolescents;</text>
							</paragraph><paragraph id="IDe204d5fc7ac74c51bd551d43932f52d8"><enum>(2)</enum><text>coordinate the
				provision of treatment services with other social service agencies in the
				community, including educational, juvenile justice, child welfare, and mental
				health agencies;</text>
							</paragraph><paragraph id="ID2bc2d99a496547ff9dabb4002f2a12d8"><enum>(3)</enum><text>provide screening
				by a qualified professional for substance use related disorder and a continuum
				of integrated treatment services, including case management, for children and
				adolescents with substance abuse disorders and their families;</text>
							</paragraph><paragraph id="ID7209d03e697247d7a571aec3cb5c7e07"><enum>(4)</enum><text>provide treatment
				that is gender-specific and culturally appropriate;</text>
							</paragraph><paragraph id="IDc43f606b546142a783a33e45539978e1"><enum>(5)</enum><text>involve and work
				with families of children and adolescents receiving treatment;</text>
							</paragraph><paragraph id="ID014b636dfc8f4d3a93f67b31f7912ee0"><enum>(6)</enum><text>provide aftercare
				services for children and adolescents and their families after completion of
				substance abuse treatment; and</text>
							</paragraph><paragraph id="id15271C7C8D294FCF8CDE45E0F18E7E78"><enum>(7)</enum><text>use amounts under
				the award to serve an area that—</text>
								<subparagraph id="id3E545E8D8B2149BCAE30EF2F520AE2B6"><enum>(A)</enum><text>is a rural area,
				an area with a shortage of mental health and addiction treatment professionals,
				or an area with a shortage of family-based substance abuse treatment options;
				or</text>
								</subparagraph><subparagraph id="id04DCE65C046B4DE7A2F0E3E25A6799E3"><enum>(B)</enum><text>has high rates of
				addiction to methamphetamine or other drugs.</text>
								</subparagraph></paragraph></subsection><subsection id="ID99f6e6bb7f0a469cafc917a69e71ead4"><enum>(c)</enum><header>Evaluation
				plan</header><text>To be eligible to receive an award under this section, an
				entity shall include in it's application an assurance that the entity will
				carry out activities to evaluate the program carried out under the award in
				accordance with an evaluation plan developed by the entity.</text>
						</subsection><subsection id="IDe5f373da00a24699a87a9fdb535a169e"><enum>(d)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this section, $8,000,000 for each of fiscal years 2008 through
				2012.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="IDdad8f2bcf9e046768cc751233cb2ca79"><enum>5.</enum><header>Improved access
			 to substance abuse treatment for rural and underserved areas through
			 recruitment and retention of substance abuse professionals</header>
			<subsection id="id3CB4333EE31541F2BBE6761DE898E0E3"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Health and Human Services shall award
			 scholarships to eligible individuals who agree to provide substance abuse
			 treatment services in rural or underserved areas.</text>
			</subsection><subsection id="id667F4B4B0CFF40B5B12003CA1F175441"><enum>(b)</enum><header>Eligibility</header><text>To
			 be eligible to receive a scholarship under subsection (a), an individual
			 shall—</text>
				<paragraph id="id826D4A843C334775AFA44D3F4B55780C"><enum>(1)</enum><text>submit to the
			 Secretary an application at such time, in such manner, and containing such
			 information as the Secretary may require;</text>
				</paragraph><paragraph id="id4FBBAE02D147443B8321562B6CCF61D6"><enum>(2)</enum><text>be enrolled in a
			 course of study at an institution of higher education leading to a degree
			 related to the provision of substance abuse treatment services (as determined
			 by the Secretary);</text>
				</paragraph><paragraph id="id1B445C452A3340EFA58A017F953822E4"><enum>(3)</enum><text>agree to provide
			 substance abuse treatment services at a facility with a critical shortage of
			 addiction treatment professionals in a rural or underserved area (as determined
			 by the Secretary) for at least two years following the date on which such
			 individual receives the degree referred to in subparagraph (B); and</text>
				</paragraph><paragraph id="id5D734B6F9C3046FDBDCF43DFFEFA9CC0"><enum>(4)</enum><text>upon obtaining
			 employment in an addiction treatment setting, be seeking licensure or
			 certification with the recognized State or jurisdictional addiction
			 professional credentialing entity.</text>
				</paragraph></subsection><subsection id="idEDA52695512F4AD3875414CFFF2016AF"><enum>(c)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated such
			 sums as may be necessary to carry out this section.</text>
			</subsection></section><section id="IDad202527b4074700a473aa131d58401b"><enum>6.</enum><header>Prevention</header><text display-inline="no-display-inline">Part B of title V of the Public Health
			 Service Act (42 U.S.C. 290bb–1 et seq.), as amended by section 5, is further
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id8C0D597224064A05BEB75A8C17431F21" style="OLC">
				<section id="IDbd1d4e89a9d9443f9ed8f6bda63aa1f1"><enum>514E.</enum><header> School- and
				community-based prevention efforts</header>
					<subsection id="IDc10e43b23ba24309b26542ebc7e1a640"><enum>(a)</enum><header>In
				general</header><text>The Secretary, acting through the Administrator and in
				consultation with the Director of the National Institute on Drug Abuse, shall
				award grants, contracts, or cooperative agreements to eligible entities to
				enable such entities to provide for the conduct of elementary and secondary
				school- and community-based methamphetamine prevention activities.</text>
					</subsection><subsection id="idA3C2695430834536AC396323DA21575F"><enum>(b)</enum><header>Eligibility</header><text>To
				be eligible to receive an award under subsection (a), an entity shall—</text>
						<paragraph id="idAD349249242B4A36A45D3752026A0538"><enum>(1)</enum><text>be—</text>
							<subparagraph id="id10FDE4F303FE405FA0368AE468E1DDF1"><enum>(A)</enum><text>an elementary or
				secondary school, or a public or nonprofit private entity that intends to carry
				out activities under the award at an elementary or secondary school; or</text>
							</subparagraph><subparagraph id="idC3A3CC4EA9B441268561C663D3A9ECFA"><enum>(B)</enum><text>a private or
				public entity that intends to carry out community-based prevention programs;
				and</text>
							</subparagraph></paragraph><paragraph id="id2F49164DDBFE47359B122F7B9D6FF40F"><enum>(2)</enum><text>submit to the
				Secretary an application at such time, in such manner, and containing such
				information as the Secretary may require.</text>
						</paragraph></subsection><subsection id="idC65D61022F7B45C4AA84A8A63C32AF49"><enum>(c)</enum><header>Priority</header><text>In
				awarding grants under this section, the Secretary shall give priority
				to—</text>
						<paragraph id="idA90CFD56E1834C15B22C15AD7D5C8B1D"><enum>(1)</enum><text>entities serving
				rural areas or areas that have high rates of addiction to methamphetamine or
				other drugs; and</text>
						</paragraph><paragraph id="idF75B75D5658D4868A587F5740CE4F1AC"><enum>(2)</enum><text>entities that
				propose to carry out activities using emerging best practices for the
				prevention of substance abuse among children and adolescents.</text>
						</paragraph></subsection><subsection id="id8DDA2E8B2621472DA14AEB907FDD1417"><enum>(d)</enum><header>Use of
				funds</header><text>An eligible entity that receives a grant under this section
				shall use the funds made available under the grant to carry out school- or
				community-based activities that—</text>
						<paragraph id="IDabecd7e8811d45ab95efc53885e03911"><enum>(1)</enum><text>are comprehensive
				and utilize emerging best practices for the prevention of methamphetamine and
				other substance abuse among children and adolescents;</text>
						</paragraph><paragraph id="IDfbac9711cf15441281247eecda9a2f4f"><enum>(2)</enum><text>emphasize social
				and emotional competencies by enhancing the knowledge, social, emotional, and
				life skills of children and adolescents;</text>
						</paragraph><paragraph id="IDb17bd1aaf9dd4bdabe6015e9185dc8bb"><enum>(3)</enum><text>include an
				evaluation component, including outcomes measures related to prevention efforts
				as well as the overall goals of the grant; and</text>
						</paragraph><paragraph id="ID77ebff97bf654816ace43e9664098645"><enum>(4)</enum><text>involve
				partnerships between communities or schools and universities, where possible,
				to support the effectiveness and evaluation of prevention programs.</text>
						</paragraph></subsection><subsection id="IDa5497e14f5874e07a4f0b18a4f453343"><enum>(e)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this section, $5,000,000 for each of fiscal years 2008 through 2012.</text>
					</subsection></section><section id="id8F3EB36731C847F78C8FE3D79AF36AFA"><enum>514F.</enum><header>Establishment
				of a parent resource center</header>
					<subsection id="idBBEF059985C44E8AB6FFE745D87D7D9D"><enum>(a)</enum><header>In
				general</header><text>The Secretary, in consultation with the Administrator,
				and the Director of National Institute on Drug Abuse, shall award grants,
				cooperative agreements, or contracts to eligible entities to create a national
				telephone helpline and on-line resource center to assist parents and family
				members in receiving support, information about preventing drug abuse, and
				treatment referral information.</text>
					</subsection><subsection id="ID379dca46d191480ab86196a0d528647f"><enum>(b)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this section, $1,000,000 for each of fiscal years 2008 through 2012.</text>
					</subsection></section><section id="id06B48B24491E4CBD824FF08BBA85DC63"><enum>514G.</enum><header>Effectiveness</header>
					<subsection id="id91EDFAD40ADB49AF9BBB1522BD28AE16"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Administrator, in
				consultation with the Director of the National Institute on Drug Abuse, shall
				enter into contracts with entities to—</text>
						<paragraph id="IDed33b9b6d915430796567926ec4ec009"><enum>(1)</enum><text>conduct
				examinations of the long-term effects of methamphetamine use on drug endangered
				children; and</text>
						</paragraph><paragraph id="ID9fd25fed62b54676b6c9903a13965649"><enum>(2)</enum><text>conduct
				evaluations to determine the effectiveness of methamphetamine prevention
				programs.</text>
						</paragraph></subsection><subsection id="IDbd0affb0a07a4a7aa17eccbd6d0d2e1d"><enum>(b)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to carry
				out this section, $2,000,000 for each of fiscal years 2008 through
				2012.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id57074824F4194A2A98F85970174E0B03"><enum>7.</enum><header>Removal of
			 barrier to coverage for treatment and recovery under medicaid</header>
			<subsection id="idDE187E735AAC4F18A49D1D00F97E2352"><enum>(a)</enum><header>In
			 general</header><text>Section 1905(i) of the Social Security Act (42 U.S.C.
			 1396d(i)) is amended by inserting <quote>(more than 32 beds, in the case of an
			 individual receiving treatment for substance abuse, including methamphetamine
			 abuse)</quote> after <quote>16 beds</quote>.</text>
			</subsection><subsection id="id45BD50FA571A4B619CB162FD40BEBEB7"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) takes effect on the
			 date of enactment of this Act and applies to medical assistance provided on or
			 after that date.</text>
