		<official-title display="yes">To amend the Omnibus Parks and Public Lands
		  Management Act of 1996 to authorize the Secretary of the Interior to enter into
		  cooperative agreements with any of the management partners of the Boston Harbor
		  Islands National Recreation Area, and for other purposes.</official-title>

			 Public Lands Management Act of 1996 (16 U.S.C. 460kkk(d)) is amended by
			 striking paragraph (3) and inserting the following:</text>

				Agreements</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="idC5D93BB9A6D246D8BE023056B7D67C9A"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to
				subparagraph (C), the Secretary may consult and enter into 1 or more
				cooperative agreements with an eligible entity described in subparagraph (B) to
				acquire from and provide to the eligible entity goods and services for—</text>
						<clause commented="no" display-inline="no-display-inline" id="id80905615422443238E6C809B9AB2C3E7"><enum>(i)</enum><text display-inline="yes-display-inline">the cooperative management of land within
				the recreation area;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id353B740AF7994F7D8C432F5E3A62EFC6"><enum>(ii)</enum><text display-inline="yes-display-inline">the construction of recreation area
				facilities; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idFA73855491A040EAA1C7D0C63BF790B6"><enum>(iii)</enum><text display-inline="yes-display-inline">any other purpose that is consistent with
				the purposes described in subsection (a).</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCD6D957C4AE5452D92D4AB64B5DFC71E"><enum>(B)</enum><header>Eligible
				entities</header><text display-inline="yes-display-inline">For purposes of this
				subparagraph, an eligible entity is—</text>
						<clause commented="no" display-inline="no-display-inline" id="id746A19C174C842C0AE9FB6DFF6DD5927"><enum>(i)</enum><text display-inline="yes-display-inline">the Commonwealth of Massachusetts;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id62DD86D2040946C8AC919AC2B120C8FC"><enum>(ii)</enum><text display-inline="yes-display-inline">a political subdivision of the Commonwealth
				of Massachusetts; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id7AA9CE2DD7C24C24831097F2AB26E6BC"><enum>(iii)</enum><text display-inline="yes-display-inline">any partnership entity specified in
				subsection (e)(2).</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0B770DD478A5486C92FA9E32E3B57641"><enum>(C)</enum><header>Conditions</header><text display-inline="yes-display-inline">A cooperative agreement shall only be
				entered into under subparagraph (A) if the Secretary determines that—</text>
						<clause commented="no" display-inline="no-display-inline" id="id01155B0E6E01464C915AF17859BEBAA7"><enum>(i)</enum><text display-inline="yes-display-inline">appropriations for carrying out the
				purposes of the cooperative agreement are available; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id184F23015CB94FF08CF067E4EBFE2C8F"><enum>(ii)</enum><text display-inline="yes-display-inline">the cooperative agreement is in the best
				interests of the United
				States.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			 Boston Harbor Islands National Recreation Area</header><text display-inline="no-display-inline">Section 1029(d) of the Omnibus Parks and
			 Public Lands Management Act of 1996 (16 U.S.C. 460kkk(d)) is amended by
			 striking paragraph (3) and inserting the following:</text>

				<paragraph id="ID9ce4c570d2ea4d479d6493c59aaf9354"><enum>(3)</enum><header>Agreements</header>
					<subparagraph id="IDed125128d78949bc8c064f471a9615af"><enum>(A)</enum><header>Definition of eligible
				entity</header><text>In this paragraph, the term <term>eligible entity</term>
				means—</text>
						<clause id="IDb6559650fcd643f6a9d08c97ed4c1fbc"><enum>(i)</enum><text>the Commonwealth of
				Massachusetts;</text>
						</clause><clause id="ID50ab2d15d0574e78a3f115127a8424fa"><enum>(ii)</enum><text>a political subdivision
				of the Commonwealth of Massachusetts; or</text>
						</clause><clause id="ID6fd715cab4bf4c75b411e0f8c3665237"><enum>(iii)</enum><text>any other entity that
				is a member of the Boston Harbor Islands Partnership described in subsection
				(e)(2).</text>
						</clause></subparagraph><subparagraph id="id1B288ECC974A4E99ACC618CE5A09A6DE"><enum>(B)</enum><header>Authority of
				Secretary</header><text>Subject to subparagraph (C), the Secretary may consult
				with an eligible entity on, and enter into with the eligible entity—</text>
						<clause id="ID81c6d6bd00e74e359b517d2b2c69427a"><enum>(i)</enum><text>a cooperative management
				agreement to acquire from, and provide to, the eligible entity goods and
				services for the cooperative management of land within the recreation area;
				and</text>
						</clause><clause id="ID1cf57e372dc746ae85d10bc703435e29"><enum>(ii)</enum><text>notwithstanding section
				6305 of title 31, United States Code, a cooperative agreement for the
				construction of recreation area facilities on land owned by an eligible entity
				for purposes consistent with the management plan under subsection (f).</text>
						</clause></subparagraph><subparagraph id="ID7801c563b32d473aa25c086f1493183f"><enum>(C)</enum><header>Conditions</header><text>The
				Secretary may enter into an agreement with an eligible entity under
				subparagraph (B) only if the Secretary determines that—</text>
						<clause id="IDb9861352739e4962a6d827a96bd7b21f"><enum>(i)</enum><text>appropriations for
				carrying out the purposes of the agreement are available; and</text>
						</clause><clause id="ID964ab2cd9bea4f279aa7c4e80843a2c3"><enum>(ii)</enum><text>the agreement is in the
				best interests of the United
				States.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

			 amendments</header>
			<subsection id="idF111A825584B428E97F1085B95565A7E"><enum>(a)</enum><header>Membership</header><text display-inline="yes-display-inline">Section 1029(e)(2)(B) of the Omnibus Parks
			 and Public Lands Management Act of 1996 (16 U.S.C. 460kkk(e)(2)(B)) is amended
			 by striking <quote>Coast Guard</quote> and inserting <quote>Coast
			 Guard.</quote>.</text>
			</subsection><subsection id="idE667238A012C46D89C04BA76C7569BF7"><enum>(b)</enum><header>Donations</header><text display-inline="yes-display-inline">Section 1029(e)(11) of the Omnibus Parks
			 and Public Lands Management Act of 1996 (16 U.S.C. 460kkk(e)(11)) is amended by
			 striking <quote>Noth­with­standing</quote> and inserting
			 <quote>Notwithstanding</quote>.</text>
