		<official-title display="yes">To study and promote the use of
		  energy-efficient computer servers in the United States.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="ID0BA9D0BE925F44C0A372E8ECE263D678" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Study</header>
			<subsection commented="no" display-inline="no-display-inline" id="idC1F96D44F2B141C0B7D3100631A77594"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 enactment of this Act, the Administrator of the Environmental Protection
			 Agency, acting through the Energy Star program, shall submit to Congress a
			 report describing the results of a study analyzing the rapid growth and energy
			 consumption of computer data centers by the Federal Government and the private
			 sector.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id6EAF84DF51644238AC32BC3B0B76A5B0"><enum>(b)</enum><header display-inline="yes-display-inline">Inclusions</header><text display-inline="yes-display-inline">The study shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDA0A22E4B5F3B43E8B1AC2CC020BC6016"><enum>(1)</enum><text display-inline="yes-display-inline">an overview of the growth trends associated
			 with data centers and the use of servers in the Federal Government and private
			 sector;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCE8D3C161CD94BC49C05BBC023F5DA53"><enum>(2)</enum><text display-inline="yes-display-inline">analysis of the industry migration to the
			 use of energy-efficient microchips and servers designed to provide
			 energy-efficient computing and reduce the costs associated with constructing,
			 operating, and maintaining large- and medium-scale data centers;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2FFBAEB85ABC42CE81D0246E184BEB48"><enum>(3)</enum><text display-inline="yes-display-inline">analysis of the potential cost savings to
			 the Federal Government, large institutional data center operators, the private
			 sector, and consumers available through the adoption of energy-efficient data
			 centers and servers;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCDD2C5FB4E3946729834D5669018B17C"><enum>(4)</enum><text display-inline="yes-display-inline">analysis of the potential cost savings and
			 benefits to the energy supply chain through the adoption of energy-efficient
			 data centers and servers, including—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idD854537CF6194652A0F4D2EAFECAEFDE"><enum>(A)</enum><text display-inline="yes-display-inline">reduced demand, enhanced capacity, and
			 reduced strain on existing grid infrastructure; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3A708701FE6B4A7BAE36AA5D022DBED6"><enum>(B)</enum><text display-inline="yes-display-inline">consideration of secondary benefits,
			 including the potential impact of related advantages associated with
			 substantial domestic energy savings;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDFE650C4D8CB4FDAB1679F19D9EDD0FB"><enum>(5)</enum><text display-inline="yes-display-inline">analysis of the potential impacts of energy
			 efficiency on product performance, including computing functionality,
			 reliability, speed, and features, and overall cost;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2B60485D94A846A199F86650089C5286"><enum>(6)</enum><text display-inline="yes-display-inline">analysis of the potential cost savings and
			 benefits to the energy supply chain through the use of stationary fuel cells
			 for backup power and distributed generation;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2293B8AB9E69429C87E911AE015D9E72"><enum>(7)</enum><text display-inline="yes-display-inline">an overview of current government
			 incentives offered for energy-efficient products and services and consideration
			 of similar incentives to encourage the adoption of energy-efficient data
			 centers and servers;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID54C037CFEAC041F5AEFB188F701B05E4"><enum>(8)</enum><text display-inline="yes-display-inline">recommendations regarding potential
			 incentives and voluntary programs that could be used to advance the adoption of
			 energy-efficient data centers and computing; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID86379930A3364D3DB343480091672AF9"><enum>(9)</enum><text display-inline="yes-display-inline">a meaningful opportunity for interested
			 stakeholders, including affected industry stakeholders and energy efficiency
			 advocates, to provide comments, data, and other information on the scope,
			 contents, and conclusions of the study.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDB4F069AF780442A8B595DAA2E702E69A" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that it is in
			 the best interest of the United States for purchasers of computer servers to
			 give high priority to energy efficiency as a factor in determining best value
			 and performance for purchases of computer servers.</text>
