		<official-title>To amend the Public Health Service Act and title XIX of
		  the Social Security Act to provide for a screening and treatment program for
		  prostate cancer in the same manner as is provided for breast and cervical
		  cancer.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Thomas J. Manton Prostate Cancer
			 Early Detection and Treatment Act of 2007</short-title></quote>.</text>
		</section><section id="HBB95956C86A84EC29B88005434B7B334"><enum>2.</enum><header>Prostate cancer
			 screening program</header>
			<subsection id="HD1DBE0EF923C441D94E42B43D352CFF5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title XV of the
			 Public Health Service Act (42 U.S.C. 300k et seq.) is amended by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H420864C66A6C4625859F001277F75CFE" style="OLC">
					<subtitle id="HFFEAF102BC404D298D2F7E2542A4DA06"><enum>2</enum><header>Prostate
				cancer</header>
						<section id="H67089B57520E47EF85ECA9025BC868D"><enum>1521.</enum><header>Prostate
				cancer</header>
							<subsection id="H6CEA7DF4A7394A7AB8E5C20B26F19C3"><enum>(a)</enum><header>Grants to States
				for programs To screen for prostate cancer</header><text>The Secretary, acting
				through the Director of the Centers for Disease Control and Prevention, may
				make grants to States to carry out programs with respect to prostate cancer.
				The provisions of sections 1501 through 1508 (regarding breast and cervical
				cancer) shall apply to grants under this subsection to the same extent and in
				the same manner as such provisions apply to grants under section 1501.</text>
							</subsection><subsection id="H56B63C82533A47C88C03F71BFBF1BCD5"><enum>(b)</enum><header>Supplemental
				grants for additional preventive health services</header><text>In the case of
				States receiving grants under subsection (a), the Secretary, acting through the
				Director of the Centers for Disease Control and Prevention, may make grants to
				not more than 3 such States to carry out demonstration projects with respect to
				prostate cancer. The provisions of section 1509 (regarding breast and cervical
				cancer), other than section 1509(d), shall apply to grants under this
				subsection to the same extent and in the same manner as such provisions apply
				to grants under section 1509.</text>
							</subsection><subsection id="idEA54411DDDBE4F5398BA23A983D7FA8E"><enum>(c)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated, such
				sums as may be necessary in each fiscal year to carry out this
				section.</text>
							</subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE706EFE1D8E443E98C37F59E1B4E0029"><enum>(b)</enum><header>Technical
			 amendments</header><text display-inline="yes-display-inline">Title XV of the
			 Public Health Service Act (42 U.S.C. 300k et seq.) is amended—</text>
				<paragraph id="H1B651C0A07A54E91A388249063CC0711"><enum>(1)</enum><text>in the heading of
			 the title, by striking <quote><header-in-text level="title" style="OLC">breast
			 and cervical cancers</header-in-text></quote> and inserting
			 <quote><header-in-text level="title" style="OLC">breast, cervical, and prostate
			 cancers</header-in-text></quote>;</text>
				</paragraph><paragraph id="HDB690E2D65034E2680B2F4DC9034D608"><enum>(2)</enum><text>by inserting
			 before section 1501 the following:</text>

				</paragraph><paragraph id="H9422F1D5EF8542369059ECCDDA016FF2"><enum>(3)</enum><text>in sections
			 1504(c)(3)(A) and 1509(c), by striking the term <term>This title</term> each
			 place such term appears and inserting <quote>This subtitle</quote>;</text>
				</paragraph><paragraph id="HE31D2B45589B4A628D7DD8DDF58B7C33"><enum>(4)</enum><text>in sections
			 1504(c)(3)(A) and 1509(c), by striking the term <term>such title</term> each
			 place such term appears and inserting <quote>such subtitle</quote>; and</text>
				</paragraph><paragraph id="H69755E8025B4495E80C0BAF05099E044"><enum>(5)</enum><text>in sections 1506,
			 1508(b), and 1510(a), by striking the term <term>this title</term> each place
			 such term appears and inserting <quote>this subtitle</quote>.</text>
				</paragraph></subsection></section><section id="H07A383DFD06F4C01A9D2DB62AFD5BD43"><enum>3.</enum><header>Optional medicaid
			 coverage of certain prostate cancer patients</header>
			<subsection id="H13C4344179DA4975B78E4F48A8415165"><enum>(a)</enum><header>Coverage as
			 optional categorically needy group and limitation on benefits</header><text display-inline="yes-display-inline">Section 1902 of the Social Security Act (42
			 U.S.C. 1396a) is amended—</text>
				<paragraph id="H07506575CC054D2CA78532E6D56225C1"><enum>(1)</enum><text>in subsection
			 (a)(10)(A)(ii)(XVIII), by striking <quote>or cervical</quote> and inserting
			 <quote>, cervical, or prostate</quote>;</text>
				</paragraph><paragraph id="H2651F2D7063848FD81DE226FE2B6C149"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a)(10), in the clause (XIV)
			 following subparagraph (G), by striking <quote>or cervical</quote> and
			 inserting <quote>, cervical, or prostate</quote>; and</text>
				</paragraph><paragraph id="HC14D37F0BCEE42E6962802CF29148DD4"><enum>(3)</enum><text>in subsection
			 (aa)(3)—</text>
					<subparagraph id="HEB0D3C91CB4C4E12AB887662058442FA"><enum>(A)</enum><text>by inserting
			 <quote>(A)</quote> after <quote>(3)</quote>;</text>
					</subparagraph><subparagraph id="H5331285C3EFC44218B2179B3D16DE200"><enum>(B)</enum><text>by striking
			 <quote>and</quote> at the end and inserting <quote>or</quote>; and</text>
					</subparagraph><subparagraph id="HCC0C4218DBB24731A6DD69D77B049C00"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H92C17982D751485C94005429C18D66DC" style="OLC">
							<subparagraph id="H98CA49DE3E30449493E1B00D8311B45" indent="up1"><enum>(B)</enum><text>at the option of the State, have been
				screened for prostate cancer under the Centers for Disease Control and
				Prevention prostate cancer early detection program established under section
				1521(a) of the Public Health Service Act and need treatment for prostate
				cancer;
				and</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H0506E3FA65A04748007D96D52C3F067D"><enum>(b)</enum><header>Application of
			 presumptive eligibility</header><text>Section 1920B of such Act (42 U.S.C.
			 1396r–1b) is amended—</text>
				<paragraph id="H8ED635B3E5224948AB8763F6B9E356FE"><enum>(1)</enum><text display-inline="yes-display-inline">in the heading by striking
			 <quote><header-in-text level="section" style="traditional">or
			 cervical</header-in-text></quote> and inserting <quote><header-in-text level="section" style="traditional">, cervical, or
			 prostate</header-in-text></quote>; and</text>
				</paragraph><paragraph id="H28965DBBC4A24397BFE0EFE8FA369491"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>or
			 cervical</quote> and inserting <quote>, cervical, or prostate</quote>.</text>
				</paragraph></subsection><subsection id="H5E9291A645374D4ABA66DCDAF646AAD6"><enum>(c)</enum><header>Application of
			 enhanced match</header><text>For application of enhanced Federal matching rate,
			 see section 1905(b)(4) of the Social Security Act (42 U.S.C.
			 1396d(b)(4)).</text>
			</subsection><subsection id="H1BA7120A069848B097288C8B81D0060"><enum>(d)</enum><header>Application of
			 special rules on cost-sharing</header><text>Section 1937(a)(2)(B)(x) of such
			 Act (42 U.S.C. 1396u–7(a)(2)(B)(x)), as added by section 6044(a) of the Deficit
			 Reduction Act of 2005 (Public Law 109–171), is amended—</text>
				<paragraph id="H960FE61491C5410D9C28AEE8A78539BB"><enum>(1)</enum><text>in the heading by
			 inserting <quote><header-in-text level="clause" style="OLC">and men in the
			 prostate cancer program</header-in-text></quote> after <quote><header-in-text level="clause" style="OLC">breast or cervical cancer
			 program</header-in-text></quote>; and</text>
				</paragraph><paragraph id="H39E5B838FF6846298EBFBD9EE6493494"><enum>(2)</enum><text>by striking
			 <quote>is a woman who</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HE7C5348D2F21440ABBA44E71BCD4736"><enum>(e)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to items and
			 services furnished on or after October 1, 2006.</text>
