		<section commented="no" display-inline="no-display-inline" id="id689152F20079489FA83104CCADAA490D" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>District of Columbia House Voting
			 Rights Act of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H9FA4ADAACA734867B14C9F4344F70044" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Treatment of District of Columbia as
			 Congressional district</header>
			<subsection changed="deleted" commented="no" display-inline="no-display-inline" id="HC363F7EA42814A2F8019499B2785007E" reported-display-style="strikethrough"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 the District of Columbia shall be considered a Congressional district for
			 purposes of representation in the House of Representatives.</text>
			</subsection><subsection changed="added" id="idDCB63536FF8C42EB8208A3EEBB3CCDF5" reported-display-style="italic"><enum>(a)</enum><header>Congressional district
			 and no Senate representation</header>
				<paragraph id="IDe110507643694e93bb447a12d472de99"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law, the District
			 of Columbia shall be considered a Congressional district for purposes of
			 representation in the House of Representatives.</text>
				</paragraph><paragraph id="IDda9f5a1ea2d744fbb457ec0e00fdad41"><enum>(2)</enum><header>No representation
			 provided in Senate</header><text>The District of Columbia shall not be
			 considered a State for purposes of representation in the United States
			 Senate.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HEFBC90944F484BA79B9769976FAAC8F"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming Amendments Relating to
			 Apportionment of Members of House of Representatives</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H4EDEC34562454104004D52FD2BA35EBD"><enum>(1)</enum><header display-inline="yes-display-inline">Inclusion of single District of Columbia
			 member in reapportionment of members among States</header><text display-inline="yes-display-inline">Section 22 of the Act entitled <quote>An
			 Act to provide for the fifteenth and subsequent decennial censuses and to
			 provide for apportionment of Representatives in Congress</quote>, approved June
			 28, 1929 (2 U.S.C. 2a), is amended by adding at the end the following new
			 subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H128859A580CA4DCC99EE193CFCDBB1AA" style="traditional">
						<subsection commented="no" display-inline="no-display-inline" id="HD3F051E59C8A4895BAC942488800F35"><enum>(d)</enum><text display-inline="yes-display-inline">This section shall apply with respect to
				the District of Columbia in the same manner as this section applies to a State,
				except that the District of Columbia may not receive more than one Member under
				any reapportionment of
				Members.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H14207151412549219216E8911E557E04"><enum>(2)</enum><header display-inline="yes-display-inline">Clarification of determination of number of
			 Presidential electors on basis of 23rd Amendment</header><text display-inline="yes-display-inline">Section 3 of title 3, United States Code,
			 is amended by striking <quote>come into office;</quote> and inserting the
			 following: <quote>come into office (subject to the twenty-third article of
			 amendment to the Constitution of the United States in the case of the District
			 of Columbia);</quote>.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HFEF10B76E50247019BAE801E766E187C" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Increase in Membership of House of
			 Representatives</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDc557762d12394032b66972f760bf9f6d"><enum>(a)</enum><header display-inline="yes-display-inline">Permanent increase in number of
			 members</header><text display-inline="yes-display-inline">Effective with
			 respect to the 111th Congress and each succeeding Congress, the House of
			 Representatives shall be composed of 437 Members, including the Member
			 representing the District of Columbia pursuant to section 2(a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID23607e2cef454de8a711bd17d14a624d"><enum>(b)</enum><header display-inline="yes-display-inline">Reapportionment of members resulting from
			 increase</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID598556f1e27f43109ebba332178cc5e7"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 22(a) of the Act entitled <quote>An
			 Act to provide for the fifteenth and subsequent decennial censuses and to
			 provide for apportionment of Representatives in Congress</quote>, approved June
			 28, 1929 (2 U.S.C. 2a(a)), is amended by striking <quote>the then existing
			 number of Representatives</quote> and inserting <quote>the number of
			 Representatives established with respect to the 111th Congress</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEA80EAA04B0B4AC48DED43502F489650"><enum>(2)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 paragraph (1) shall apply with respect to the regular decennial census
			 conducted for 2010 and each subsequent regular decennial census.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H5EE50829C3E9420EB04197003D07DAC8"><enum>(c)</enum><header display-inline="yes-display-inline">Transmittal of Revised Apportionment
			 Information by President</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HAC7AC64CC344469BAC5F90795206CBD"><enum>(1)</enum><header display-inline="yes-display-inline">Statement of apportionment by
			 President</header><text display-inline="yes-display-inline">Not later than 30
			 days after the date of the enactment of this Act, the President shall transmit
			 to Congress a revised version of the most recent statement of apportionment
			 submitted under section 22(a) of the Act entitled <quote>An Act to provide for
			 the fifteenth and subsequent decennial censuses and to provide for
			 apportionment of Representatives in Congress</quote>, approved June 28, 1929 (2
			 U.S.C. 2a(a)), to take into account this Act and the amendments made by this
			 Act and identifying the State of Utah as the State entitled to one additional
			 Representative pursuant to this section.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFCF19E2BD4F844059C2400C064068FD3"><enum>(2)</enum><header display-inline="yes-display-inline">Report by clerk</header><text display-inline="yes-display-inline">Not later than 15 calendar days after
			 receiving the revised version of the statement of apportionment under paragraph
			 (1), the Clerk of the House of Representatives shall submit a report to the
			 Speaker of the House of Representatives identifying the State of Utah as the
			 State entitled to one additional Representative pursuant to this
			 section.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HDB62BE45896B4794B2A2EE2653FA41C8" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Effective Date; Timing of
			 Elections</header><text display-inline="no-display-inline">The general election
			 for the additional Representative to which the State of Utah is entitled for
			 the 111th Congress and 112th Congress and the general election for the
			 Representative from the District of Columbia for the 111th Congress and the
			 112th Congress shall be subject to the following requirements:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HDA71D64738A747D39C8B00D6632CBAA9"><enum>(1)</enum><text display-inline="yes-display-inline">The additional Representative from the
			 State of Utah will be elected pursuant to a redistricting plan enacted by the
			 State, such as the plan the State of Utah signed into law on December 5, 2006,
			 which—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="HADC012F6BFAB44F585652FEC76F15EF6"><enum>(A)</enum><text display-inline="yes-display-inline">revises the boundaries of Congressional
			 districts in the State to take into account the additional Representative to
			 which the State is entitled under section 3; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB34EADE8B4E64142AD8C94CEA07D1DC5"><enum>(B)</enum><text display-inline="yes-display-inline">remains in effect until the taking effect
			 of the first reapportionment occurring after the regular decennial census
			 conducted for 2010.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD03768C3369A4F5A9FBBA5088C3417A9"><enum>(2)</enum><text display-inline="yes-display-inline">The additional Representative from the
			 State of Utah and the Representative from the District of Columbia shall be
			 sworn in and seated as Members of the House of Representatives on the same date
			 as other Members of the 111th Congress.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id72EC74AB71BA45C6A018E6CE058786AC" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Conforming amendments</header>
			<subsection commented="no" display-inline="no-display-inline" id="id58F58AD7C758474AAA182678E8A0DFAA"><enum>(a)</enum><header display-inline="yes-display-inline">Repeal of office of District of Columbia
			 delegate</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID8b027fff1942491b889d004891387b8e"><enum>(1)</enum><header display-inline="yes-display-inline">Repeal of office</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID99cbca8ee409437398f14713780330f4"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Sections 202 and 204 of the District of
			 Columbia Delegate Act (Public Law 91–405; sections 1–401 and 1–402, D.C.
			 Official Code) are repealed, and the provisions of law amended or repealed by
			 such sections are restored or revived as if such sections had not been
			 enacted.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID19febbf4df9f422db940fafbb1219e6f"><enum>(B)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this subsection shall take effect on the date on which a Representative from
			 the District of Columbia takes office for the 111th Congress.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf2e2c7d9c5154f809df0b855bc60793e"><enum>(2)</enum><header display-inline="yes-display-inline">Conforming amendments to District of
			 Columbia Elections Code of 1955</header><text display-inline="yes-display-inline">The District of Columbia Elections Code of
			 1955 is amended as follows:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID5de780be38dd471fa7f196d672013464"><enum>(A)</enum><text display-inline="yes-display-inline">In section 1 (sec. 1–1001.01, D.C. Official
			 Code), by striking <quote>the Delegate to the House of Representatives,</quote>
			 and inserting <quote>the Representative in Congress,</quote>.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb63b57e0e98044deaf76a192458656ca"><enum>(B)</enum><text display-inline="yes-display-inline">In section 2 (sec. 1–1001.02, D.C. Official
			 Code)—</text>
						<clause commented="no" display-inline="no-display-inline" id="IDc2fd8d741bdf4bed9156357f0d86e1ec"><enum>(i)</enum><text display-inline="yes-display-inline">by striking paragraph (6); and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID489de23ae7ce49c18032ca895a3eadee"><enum>(ii)</enum><text display-inline="yes-display-inline">in paragraph (13), by striking <quote>the
			 Delegate to Congress for the District of Columbia,</quote> and inserting
			 <quote>the Representative in Congress,</quote>.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6cbe52397d54422dab201761e7434d12"><enum>(C)</enum><text display-inline="yes-display-inline">In section 8 (sec. 1–1001.08, D.C. Official
			 Code)—</text>
						<clause commented="no" display-inline="no-display-inline" id="IDf7fe4b38f3e94682b8a79d7334f6257f"><enum>(i)</enum><text display-inline="yes-display-inline">in the heading, by striking
			 <quote>Delegate</quote> and inserting <quote>Representative</quote>; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID81a22d78d23c457fa869399f81eb3fe6"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>Delegate,</quote> each
			 place it appears in subsections (h)(1)(A), (i)(1), and (j)(1) and inserting

						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDed96f93fb2f447eaa119cb629a801f74"><enum>(D)</enum><text display-inline="yes-display-inline">In section 10 (sec. 1–1001.10, D.C.
			 Official Code)—</text>

			 Statehood Constitutional Convention Initiative of 1979 (sec. 1–123, D.C.
			 Official Code) is amended as follows:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID02731e5808ef4b76b6b41cc4f07d7ef8"><enum>(A)</enum><text display-inline="yes-display-inline">By striking <quote>offices of Senator and
			 Representative</quote> each place it appears in subsection (d) and inserting
			 <quote>office of Senator</quote>.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H5A6FBFEB59134150A2B849A78DAE3416" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Nonseverability of provisions</header><text display-inline="no-display-inline">If any provision of this Act or any
			 amendment made by this Act is declared or held invalid or unenforceable, the
			 remaining provisions of this Act or any amendment made by this Act shall be
			 treated and deemed invalid and shall have no force or effect of law.</text>
		</section><section changed="added" id="IDf83bca5012e54278a9ab0c4779294a1e" reported-display-style="italic"><enum>7.</enum><header>Judicial
			 review</header><text display-inline="no-display-inline">If any action is
			 brought to challenge the constitutionality of any provision of this Act or any
			 amendment made by this Act, the following rules shall apply:</text>
			<paragraph id="ID83140f0cf5144cbf9d5f952adccb11c6"><enum>(1)</enum><text>The action shall be filed
			 in the United States District Court for the District of Columbia and shall be
			 heard by a 3-judge court convened pursuant to section 2284 of title 28, United
			 States Code.</text>
			</paragraph><paragraph id="ID166d921f802541d8b8e896e1e23a3fad"><enum>(2)</enum><text>A copy of the complaint
			 shall be delivered promptly to the Clerk of the House of Representatives and
			 the Secretary of the Senate.</text>
			</paragraph><paragraph id="ID15ac145b0a7d48019c34e3f0783693a9"><enum>(3)</enum><text>A final decision in the
			 action shall be reviewable only by appeal directly to the Supreme Court of the
			 United States. Such appeal shall be taken by the filing of a notice of appeal
			 within 10 days, and the filing of a jurisdictional statement within 30 days, of
			 the entry of the final decision.</text>
			</paragraph><paragraph id="ID3ff0969b693f4005b6ed0a8b2d6f2dec"><enum>(4)</enum><text>It shall be the duty of
			 the United States District Court for the District of Columbia and the Supreme
			 Court of the United States to advance on the docket and to expedite to the
			 greatest possible extent the disposition of the action and appeal.</text>
