		  schools, and institutions of higher education.</official-title>

		<section display-inline="no-display-inline" id="H643003BF295546239EF5A988CE5CC98F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Safety Enhancements Act of
			 2007</short-title></quote>.</text>
		</section><title id="idA3F8DE50A7CA41898D0A4FC7AA2CA1C5"><enum>I</enum><header>Elementary and
			 secondary education safety enhancements</header>
			<section id="H6B7F691491524BCD836F612D227C3586"><enum>101.</enum><header>Grant program
			 for school security</header><text display-inline="no-display-inline">Section
			 2701 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797a) is amended—</text>
				<paragraph id="H44A475BDE5914867846400CB247EAF1E"><enum>(1)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="H7E4CD77577E7452EA67147D93048DA5F"><enum>(A)</enum><text>in paragraph (1),
			 by inserting <quote>surveillance equipment,</quote> after
			 <quote>detectors,</quote>;</text>
					</subparagraph><subparagraph id="HEAF7699244494E858DC25B4469F7E2B"><enum>(B)</enum><text>by striking
			 paragraph (2) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H2B82D73F06CA4500A66EE4EE5FE82196" style="OLC">
							<paragraph id="HB39F8B49753A4B16B87F60B79C215327"><enum>(2)</enum><text>Establishment of
				hotlines or tiplines for the reporting of potentially dangerous students and
				situations.</text>
							</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H696DE7C881DE4CB597E7135449B0CFCB"><enum>(C)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
					</subparagraph><subparagraph id="H28592A61E17F4E38008D29F6D39C4681"><enum>(D)</enum><text>by inserting after
			 paragraph (4) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HD691D0EB385C4107A7262D4DF4B789AB" style="OLC">
							<paragraph id="H436DF288F9B94065852187F8F173F1E8"><enum>(5)</enum><text>Capital
				improvements to make school facilities more
				secure.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H9342ED0FBB744B5F9F97FC19002C2845"><enum>(2)</enum><text>by striking
			 subsection (d)(1) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HE0F0C523D63F44AAB0FBE4AEDD41FC2B" style="OLC">
						<paragraph id="HE6C5C8B4D57545DD987E022152B2FC3F"><enum>(1)</enum><text>The Federal share
				of the costs of a program provided by a grant under subsection (a) shall be 80
				percent of the total of such costs. The non-Federal share of such costs shall
				be 20 percent of such costs.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H27B6B75386944F7CA2D97643C19F7251"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H04DC31FCE07746F99F665F9D92A4EB0" style="OLC">
						<subsection id="HD7D78000A4494C6E94439589C296D349"><enum>(g)</enum><header>Interagency task
				force</header><text>Not later than 60 days after the date of enactment of the
				<short-title>School Safety Enhancements Act of
				2007</short-title>, the Director and the Secretary of Education, or the
				designee of the Secretary, shall establish an interagency task force to develop
				and promulgate a set of advisory school safety guidelines. The advisory school
				safety guidelines shall be published in the Federal Register by not later than
				June 1,
				2008.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H5C0CE177833F452683F80629005BB21C"><enum>102.</enum><header>Applications</header><text display-inline="no-display-inline">Section 2702(a)(2) of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (42 U.S.C. 3797b(a)(2)) is amended to read
			 as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HCA0D8F5E054944C1B4DF7ED6B75E531C" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="HA42579B0BE524A36BA6CB51844E95BB0"><enum>(2)</enum><text>be accompanied by
				a report, signed by the chief education officer and the attorney general or
				other chief legal officer of the State, unit of local government, or Indian
				tribe, demonstrating that each proposed use of the grant funds will be—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="HDF3E2035C95D43B9B6D87F015FA4C86C"><enum>(A)</enum><text>an effective means
				for improving the safety of one or more schools;</text>
						</subparagraph><subparagraph id="H753B59C875B2466FB2DCEA31DF65569D"><enum>(B)</enum><text>consistent with a
				comprehensive approach to preventing school violence; and</text>
						</subparagraph><subparagraph id="H47D6EB4702D84F989DCC77E8D418E8A1"><enum>(C)</enum><text>individualized to
				the needs of each school at which those improvements are to be
				made.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H092D71FB762740DAAFC6B33E30F5637F"><enum>103.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Section 2705
			 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797e) is
			 amended by striking <quote>$30,000,000 for each of fiscal years 2001 through
			 2009</quote> and inserting <quote>$50,000,000 for each of the fiscal years 2008
			 and 2009</quote>.</text>
			</section></title><title id="id3E3DF040B1F54A6B9B9EC97AB7E148BA"><enum>II</enum><header>Higher education
			 security enhancement</header>
			<section id="id1700502C25924EF28E6B78BB73BD0E95"><enum>201.</enum><header>Requirement
			 for campus safety assessments</header><text display-inline="no-display-inline">Section 485 of the Higher Education Act of
			 1965 (20 U.S.C. 1092) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB220BDF00BD64AF89468EACC95D7488D" style="OLC">
					<subsection id="id3F39DD48689F45D6B3E68B1CA1222E91"><enum>(h)</enum><header>Campus safety
				assessment</header><text>Each eligible institution participating in any program
				under this title shall conduct an annual campus safety assessment that shall be
				prepared through consultation between the institution’s staff, including safety
				and security personnel, and local law enforcement
				officials.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="id48249511640D4009B8574D0250B10EFA"><enum>202.</enum><header>Requirement
			 for campus emergency response plans</header><text display-inline="no-display-inline">Section 485 of the Higher Education Act of
			 1965, as amended in section 201 (20 U.S.C. 1092), is further amended by adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id2A48FBC66D61475CACE6C2452F71105C" style="OLC">
					<subsection id="idAD7262EED8B245389C3C12F459042B18"><enum>(i)</enum><header>Campus
				emergency response plan</header><text>Each eligible institution participating
				in any program under this title shall develop and implement a campus emergency
				response plan to address a comprehensive set of emergency situations, including
				the following:</text>
						<paragraph id="ID31d6bb18519c44fc8c3dfea898ca41c7"><enum>(1)</enum><text>Natural
				disasters.</text>
						</paragraph><paragraph id="ID81cc5be0c2cc46caafb50e0118467a63"><enum>(2)</enum><text>Law enforcement
				emergencies, such as bomb threats or active shooter situations.</text>
						</paragraph><paragraph id="IDa3c24023b044415993fad41328d490e1"><enum>(3)</enum><text>Terrorist threats
				or
				attacks.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
