research on paralysis</header>
<subsection id="HA4F563D4803947F4B0D666F063454597"><enum>(a)</enum><header>In
general</header>
<paragraph id="HFAF71A6269B3423CAD84E0C805327F72"><enum>(1)</enum><header>Enhanced
coordination of activities</header><text>The Director of the National
Institutes of Health (in this section referred to as the
<quote>Director</quote>) may expand and coordinate the activities of such
Institutes with respect to research on paralysis. In order to further expand
upon the activities of this section, the Director may consider the methods
outlined in the report under section 2(b) of Public Law 108-427 with respect to
spinal cord injury and paralysis research (relating to the Roadmap for Medical
Research of the National Institutes of Health).</text>
</paragraph><paragraph id="H89D10FD4737749099FD1FE9C0CF3E05"><enum>(2)</enum><header>Administration
of program; collaboration among agencies</header><text>The Director shall carry
out this section acting through the Director of the National Institute of
Neurological Disorders and Stroke (in this section referred to as the
<quote>Institute</quote>) and in collaboration with any other agencies that the
Director determines appropriate.</text>
</paragraph></subsection><subsection id="HA3DC065215A64C8EA451507093A2E2B7"><enum>(b)</enum><header>Coordination</header>
<paragraph id="HD3B9999A0D254591A4E0E18E06B0D872"><enum>(1)</enum><header>In
general</header><text>The Director may develop mechanisms to coordinate the
paralysis research and rehabilitation activities of the agencies of the
National Institutes of Health in order to further advance such activities and
avoid duplication of activities.</text>
</paragraph><paragraph id="H106E8854CDE94117961EA2E6E3956EF8"><enum>(2)</enum><header>Report</header><text>Not
later than December 1, 2008, the Director shall prepare a report to Congress
that provides a description of the paralysis activities of the Institute and
strategies for future activities.</text>
</paragraph></subsection><subsection id="H5CE090F0DAFC4E3EA672B12590F6E1D5"><enum>(c)</enum><header>Christopher and
Dana Reeve paralysis research consortia</header>
<paragraph id="H0C62290615F1454D8BBE19AABE2F19D8"><enum>(1)</enum><header>In
general</header><text>The Director may under subsection (a)(1) make awards of
grants to public or nonprofit private entities to pay all or part of the cost
of planning, establishing, improving, and providing basic operating support for
consortia in paralysis research. The Director shall designate each consortium
funded under grants as a Christopher and Dana Reeve Paralysis Research
Consortium.</text>
</paragraph><paragraph id="H3343473DFDB440928D547ECA477B7BC3"><enum>(2)</enum><header>Research</header><text>Each
consortium under paragraph (1)—</text>
<subparagraph id="H8918C24550F74B42BBA9E05DBEA0EDB"><enum>(A)</enum><text>may conduct basic
and clinical paralysis research;</text>
</subparagraph><subparagraph id="H187E405A0E2B4778934672147B67EAB3"><enum>(B)</enum><text>may focus on
advancing treatments and developing therapies in paralysis research;</text>
</subparagraph><subparagraph id="H29BF0E70895F4CD09B20BCC1694FEA7C"><enum>(C)</enum><text>may focus on one
or more forms of paralysis that result from central nervous system trauma or
stroke;</text>
</subparagraph><subparagraph id="HC224B54EE3A9496D93BC71D0D2756648"><enum>(D)</enum><text>may facilitate and
enhance the dissemination of clinical and scientific findings; and</text>
</subparagraph><subparagraph id="H50AAAB8384264F0E893D00A64C69A71D"><enum>(E)</enum><text>may replicate the
findings of consortia members for scientific and translational purposes.</text>
</subparagraph></paragraph><paragraph id="H7308023B296A4DE4AB80C4169CB59737"><enum>(3)</enum><header>Coordination of
consortia; reports</header><text>The Director may, as appropriate, provide for
the coordination of information among consortia under paragraph (1) and ensure
regular communication between members of the consortia, and may require the
periodic preparation of reports on the activities of the consortia and the
submission of the reports to the Director.</text>
</paragraph><paragraph id="HBF7DF9FB179B43CA814BC9CCB6AA62F"><enum>(4)</enum><header>Organization of
consortia</header><text>Each consortium under paragraph (1) may use the
facilities of a single lead institution, or be formed from several cooperating
institutions, meeting such requirements as may be prescribed by the
Director.</text>
</paragraph></subsection><subsection id="HBD1F8DA646EB48060056162B00EBD90"><enum>(d)</enum><header>Public
input</header><text>The Director may under subsection (a)(1) provide for a
mechanism to educate and disseminate information on the existing and planned
programs and research activities of the National Institutes of Health with
respect to paralysis and through which the Director can receive comments from
the public regarding such programs and activities.</text>
</subsection><subsection id="H89A638CE7C084D0EB1DEEEA2D76BAD5C"><enum>(e)</enum><header>Authorization of
appropriations</header><text>For the purpose of carrying out this section,
there are authorized to be appropriated such sums as may be necessary for the
fiscal years 2008 through 2011. Amounts appropriated under this subsection are
in addition to any other amounts appropriated for such purpose.</text>
</subsection></section><enum>II</enum><header>Paralysis
rehabilitation research and care</header>

coordination of activities of the National Institutes of Health with respect to
research with implications for enhancing daily function for persons with
paralysis</header>
<subsection id="HBC75B2410ACC46189CDC6E09833E2039"><enum>(a)</enum><header>In
general</header>
<paragraph id="HC962FC47C8774EAFBF9112B41C53525"><enum>(1)</enum><header>Expansion of
activities</header><text>The Director of the National Institutes of Health (in
this section referred to as the <quote>Director</quote>) may expand and
coordinate the activities of such Institutes with respect to research with
implications for enhancing daily function for people with paralysis.</text>
</paragraph><paragraph id="HA0510D7B4F3A473DA200C344DE454409"><enum>(2)</enum><header>Administration
of program; collaboration among agencies</header><text>The Director shall carry
out this section acting through the Director of the National Institute of Child
Health and Human Development and the National Center for Medical Rehabilitation
Research and in collaboration with the National Institute of Neurological
Disorders and Stroke, the Centers for Disease Control and Prevention, and any
other agencies that the Director determines appropriate.</text>
</paragraph></subsection><subsection id="H086BB10BF14245F297CE93C2B0DFEB1E"><enum>(b)</enum><header>Paralysis
clinical trials networks</header>
<paragraph id="H73457073E00D46E5B61063F3B064EB00"><enum>(1)</enum><header>In
general</header><text>The Director may make awards of grants to public or
nonprofit private entities to pay all or part of the costs of planning,
establishing, improving, and providing basic operating support to multicenter
networks of clinical sites that will collaborate to design clinical
rehabilitation intervention protocols and measures of outcomes on one or more
forms of paralysis that result from central nervous system trauma, disorders,
or stroke, or any combination of such conditions.</text>
</paragraph><paragraph id="HB32A80F699124C4C86153C6D2E32A4D7"><enum>(2)</enum><header>Research</header><text>Each
multicenter clinical trial network may—</text>
<subparagraph id="H1EE8922128F04680A35798AF19554F73"><enum>(A)</enum><text>focus on areas of
key scientific concern, including—</text>
<clause id="H54594E9CF0BE47B3BDE9FD14FB7443E8"><enum>(i)</enum><text>improving
functional mobility;</text>
</clause><clause id="H30E437BCD6204879B4DD77002731E3A7"><enum>(ii)</enum><text>promoting
behavioral adaptation to functional losses, especially to prevent secondary
complications;</text>
</clause><clause id="H888E781F8B6F447F996F03AF5630D3FE"><enum>(iii)</enum><text>assessing the
efficacy and outcomes of medical rehabilitation therapies and practices and
assisting technologies;</text>
</clause><clause id="H4C2FD4F2C56D49489703EF5EF4F7BA63"><enum>(iv)</enum><text>developing
improved assistive technology to improve function and independence; and</text>
</clause><clause id="H813098C678E04B6AA084308FF86DA492"><enum>(v)</enum><text>understanding
whole body system responses to physical impairments, disabilities, and societal
and functional limitations; and</text>
</clause></subparagraph><subparagraph id="HB34AC443C9BC42F085B70135A741944C"><enum>(B)</enum><text>replicate the
findings of network members for scientific and translation purposes.</text>
</subparagraph></paragraph><paragraph id="HC0FD091EDA524BB6A1746994ED0026A"><enum>(3)</enum><header>Coordination of
clinical trials networks; reports</header><text>The Director may, as
appropriate, provide for the coordination of information among networks and
ensure regular communication between members of the networks, and may require
the periodic preparation of reports on the activities of the networks and
submission of reports to the Director.</text>
</paragraph></subsection><subsection id="H46733CCAC179454CBF1CF353210000BD"><enum>(c)</enum><header>Report</header><text>Not
later than December 1, 2008, the Director shall submit to the Congress a report
that provides a description of research activities with implications for
enhancing daily function for persons with paralysis.</text>
</subsection><subsection id="H8027360F1561454A956723E33C916FAA"><enum>(d)</enum><header>Authorization of
appropriations</header><text display-inline="yes-display-inline">For the
purpose of carrying out this section, there are authorized to be appropriated
such sums as may be necessary for the fiscal years 2008 through 2011. Amounts
appropriated under this subsection are in addition to any other amounts
appropriated for such purpose.</text>
</subsection></section><enum>III</enum><header>Improving
quality of life for persons with paralysis and other physical
disabilities</header>
<section id="H9BDF449405A446C5BC2E4815AF56B202"><enum>301.</enum><header>Programs to
improve quality of life for persons with paralysis and other physical
disabilities</header>
<subsection id="H4C7413CC8EF94AB0B6BF5EDEFE043B"><enum>(a)</enum><header>In
general</header><text>The Secretary of Health and Human Services (in this title
referred to as the <quote>Secretary</quote>), acting through the Director of
the Centers for Disease Control and Prevention, may study the unique health
challenges associated with paralysis and other physical disabilities and carry
out projects and interventions to improve the quality of life and long-term
health status of persons with paralysis and other physical disabilities. The
Secretary may carry out such projects directly and through awards of grants or
contracts.</text>
</subsection><subsection id="HCA12B490565244BF824180E9F98165F"><enum>(b)</enum><header>Certain
activities</header><text>Activities under subsection (a) may include—</text>
<paragraph id="H89AAEDE2B4D74208ACE4A85D14516201"><enum>(1)</enum><text>the development of
a national paralysis and physical disability quality of life action plan, to
promote health and wellness in order to enhance full participation, independent
living, self-sufficiency and equality of opportunity in partnership with
voluntary health agencies focused on paralysis and other physical disabilities,
to be carried out in coordination with the State-based Comprehensive Paralysis
and Other Physical Disability Quality of Life Program of the Centers for
Disease Control and Prevention;</text>
</paragraph><paragraph id="H6C146B55F9E047BB8FDABEF308C5009C"><enum>(2)</enum><text>support for
programs to disseminate information involving care and rehabilitation options
and quality of life grant programs supportive of community based programs and
support systems for persons with paralysis and other physical
disabilities;</text>
</paragraph><paragraph id="HB1CD78BCD41F47EAB8227051D472C1D3"><enum>(3)</enum><text>in collaboration
with other centers and national voluntary health agencies, establish a
hospital-based paralysis registry and conduct relevant population-based
research; and</text>
</paragraph><paragraph id="H1A69BD4B89F34F998356B784616866F8"><enum>(4)</enum><text>the development of
comprehensive, unique and innovative programs, services, and demonstrations
within existing State-based disability and health programs of the Centers for
Disease Control and Prevention which are designed to support and advance
quality of life programs for persons living with paralysis and other physical
disabilities focusing on—</text>
<subparagraph id="HFB28CBC302894F7C9C80C3D9C88C37D5"><enum>(A)</enum><text>caregiver
education;</text>
</subparagraph><subparagraph id="H1B9B54C51B22486F978C6600837088D8"><enum>(B)</enum><text>physical
activity;</text>
</subparagraph><subparagraph id="HFF4752BF1DD8410A9FD153E6C1B5C5B9"><enum>(C)</enum><text>education and
awareness programs for health care providers;</text>
</subparagraph><subparagraph id="HB7B1DAE9DE394BB1AF1C9332C421284C"><enum>(D)</enum><text>prevention of
secondary complications;</text>
</subparagraph><subparagraph id="H50F45C0EA187491CA0AAB9D7CA5463C9"><enum>(E)</enum><text>home and
community-based interventions;</text>
</subparagraph><subparagraph id="HA489BC5BDB74470D82DA41001BA9EDCB"><enum>(F)</enum><text>coordinating
services and removing barriers that prevent full participation and integration
into the community; and</text>
</subparagraph><subparagraph id="HB7F4B338649B43F59209577C1EF3EC63"><enum>(G)</enum><text>recognizing the
unique needs of underserved populations.</text>
</subparagraph></paragraph></subsection><subsection id="H1D9AFB35A9484A93B5088ED52E6E4B37"><enum>(c)</enum><header>Grants</header><text>The
Secretary may award grants in accordance with the following:</text>
<paragraph id="H4381E48614804ECC96C468902DB16210"><enum>(1)</enum><text>To State and local
health and disability agencies for the purpose of—</text>
<subparagraph id="HBABD538F7F5A455CA64615A40628406B"><enum>(A)</enum><text>establishing
paralysis registries for the support of relevant population-based
research;</text>
</subparagraph><subparagraph id="H06408854A61D48DD91ADFC0097B80073"><enum>(B)</enum><text>developing
comprehensive paralysis and other physical disability action plans and
activities focused on the items listed in subsection (b)(4);</text>
</subparagraph><subparagraph id="HDAA9199A13C841CA9D24CCFA7C2DD3A6"><enum>(C)</enum><text>assisting
State-based programs in establishing and implementing partnerships and
collaborations that maximize the input and support of people with paralysis and
other physical disabilities and their constituent organizations;</text>
</subparagraph><subparagraph id="HC7E05293317246CA966C518323A74BC6"><enum>(D)</enum><text>coordinating
paralysis and physical disability activities with existing State-based
disability and health programs;</text>
</subparagraph><subparagraph id="H319965EFAE984B5BB620A5DB33BC16D4"><enum>(E)</enum><text>providing
education and training opportunities and programs for health professionals and
allied caregivers; and</text>
</subparagraph><subparagraph id="HE9179D35A1294836BFB7A07131A91C4C"><enum>(F)</enum><text>developing,
testing, evaluating, and replicating effective intervention programs to
maintain or improve health and quality of life.</text>
</subparagraph></paragraph><paragraph id="H503F6729EB7F43EC89D6A8F984D39E74"><enum>(2)</enum><text>To nonprofit
private health and disability organizations for the purpose of—</text>
<subparagraph id="HE6EEEFAB99AD4A289EE7E37006CFE3EB"><enum>(A)</enum><text>disseminating
information to the public;</text>
</subparagraph><subparagraph id="H07124F1739BA4BC7B000D85B40B1C96E"><enum>(B)</enum><text>improving access
to services for persons living with paralysis and other physical disabilities
and their caregivers;</text>
</subparagraph><subparagraph id="HC4C6AB20E49244978CDAAF6EC8E4DFF"><enum>(C)</enum><text>testing model
intervention programs to improve health and quality of life; and</text>
</subparagraph><subparagraph id="H5794E20BE170401CA4F28DF72B701929"><enum>(D)</enum><text>coordinating
existing services with State-based disability and health programs.</text>
</subparagraph></paragraph></subsection><subsection id="H1C97AD9703F54FE5ABD900D33862C42C"><enum>(d)</enum><header>Coordination of
activities</header><text>The Secretary shall ensure that activities under this
section are coordinated as appropriate with other agencies of the Public Health
Service.</text>
</subsection><subsection id="H7D2E5B284630451193D60022E122DF17"><enum>(e)</enum><header>Report to
Congress</header><text>Not later than December 1, 2008, the Secretary shall
submit to the Congress a report describing the results of the evaluation under
subsection (a), and as applicable, the strategies developed under such
subsection.</text>

appropriations</header><text display-inline="yes-display-inline">For the

Director of the National Institutes of Health (referred to in this Act as the
<quote>Director</quote>), pursuant to the general authority of the Director,
may develop mechanisms to coordinate the paralysis research and rehabilitation
activities of the Institutes and Centers of the National Institutes of Health
in order to further advance such activities and avoid duplication of
activities.</text>
</subsection><subsection id="idbdff6f87-6c5a-4f8c-9d3b-51c58255fddd"><enum>(b)</enum><header>Christopher and Dana
Reeve paralysis research consortia</header>

general</header><text>The Director may under subsection (a) make awards of
grants to public or private entities to pay all or part of the cost of
planning, establishing, improving, and providing basic operating support for
consortia in paralysis research. The Director shall designate each consortium
funded under grants as a Christopher and Dana Reeve Paralysis Research
Consortium.</text>
</paragraph><paragraph id="id24a72459-bbc6-4e4e-9965-ebab2e6eff7f"><enum>(2)</enum><header>Research</header><text>Each
consortium under paragraph (1)—</text>
<subparagraph id="id06f09875-d979-4e4d-97ec-41e9659ab1c8"><enum>(A)</enum><text>may conduct basic,
translational and clinical paralysis research;</text>
</subparagraph><subparagraph id="idec67c454-24ec-457b-8092-c57c3316075f"><enum>(B)</enum><text>may focus on advancing
treatments and developing therapies in paralysis research;</text>
</subparagraph><subparagraph id="idf76675d0-2239-46eb-9101-fbed59612979"><enum>(C)</enum><text>may focus on one or more
forms of paralysis that result from central nervous system trauma or
stroke;</text>
</subparagraph><subparagraph id="id867bd871-44e2-495a-b6e8-e39a6896d566"><enum>(D)</enum><text>may facilitate and
enhance the dissemination of clinical and scientific findings; and</text>
</subparagraph><subparagraph id="idce9f57c9-bbfe-404c-a268-e967d248476a"><enum>(E)</enum><text>may replicate the
findings of consortia members or other researchers for scientific and
translational purposes.</text>
</subparagraph></paragraph><paragraph id="idde6f34a4-8f89-4939-9d42-f2a8fe97b077"><enum>(3)</enum><header>Coordination of
consortia; reports</header><text>The Director may, as appropriate, provide for
the coordination of information among consortia under paragraph (1) and ensure
regular communication between members of the consortia, and may require the
periodic preparation of reports on the activities of the consortia and the
submission of the reports to the Director.</text>

consortia</header><text>Each consortium under paragraph (1) may use the

research with implications for enhancing daily function for persons with
paralysis</header>
<subsection id="idd798fb61-1d2e-42e5-bf32-e8dac4cf0b8a"><enum>(a)</enum><header>In
general</header><text>The Director, pursuant to the general authority of the
Director, may make awards of grants to public or private entities to pay all or
part of the costs of planning, establishing, improving, and providing basic
operating support to multicenter networks of clinical sites that will
collaborate to design clinical rehabilitation intervention protocols and
measures of outcomes on one or more forms of paralysis that result from central

general</header><text>The Secretary of Health and Human Services (in this title
referred to as the <quote>Secretary</quote>) may study the unique health
challenges associated with paralysis and other physical disabilities and carry
out projects and interventions to improve the quality of life and long-term
health status of persons with paralysis and other physical disabilities. The
Secretary may carry out such projects directly and through awards of grants or
contracts.</text>
</subsection><subsection id="id70c4b075-d825-4dde-87ae-cf50d770efc3"><enum>(b)</enum><header>Certain
activities</header><text>Activities under subsection (a) may include—</text>
<paragraph id="id8429490f-3d97-4c37-914b-05bf33c831ce"><enum>(1)</enum><text>the development of a
national paralysis and physical disability quality of life action plan, to
promote health and wellness in order to enhance full participation, independent
living, self-sufficiency and equality of opportunity in partnership with
voluntary health agencies focused on paralysis and other physical disabilities,
to be carried out in coordination with the State-based Disability and Health
Program of the Centers for Disease Control and Prevention;</text>
</paragraph><paragraph id="id27dadb81-c52a-4422-8d6b-77a7431da4e5"><enum>(2)</enum><text>support for programs to
disseminate information involving care and rehabilitation options and quality
of life grant programs supportive of community based programs and support
systems for persons with paralysis and other physical disabilities;</text>
</paragraph><paragraph id="id1f4f0f08-9c99-41f1-864e-722097c119ac"><enum>(3)</enum><text>in collaboration with
other centers and national voluntary health agencies, establish a
population-based database that may be used for longitudinal and other research
on paralysis and other disabling conditions; and</text>
</paragraph><paragraph id="idb0558ebe-683e-4514-bfbf-9657f742077d"><enum>(4)</enum><text>the replication and
translation of best practices and the sharing of information across States, as
well as the development of comprehensive, unique and innovative programs,
services, and demonstrations within existing State-based disability and health
programs of the Centers for Disease Control and Prevention which are designed
to support and advance quality of life programs for persons living with
paralysis and other physical disabilities focusing on—</text>
<subparagraph id="idfee433d0-30bb-4363-ae84-01e9ab913a12"><enum>(A)</enum><text>caregiver
education;</text>
</subparagraph><subparagraph id="id1bb7e0cd-7b3a-4c37-94f8-ddfa700b094e"><enum>(B)</enum><text>promoting proper
nutrition, increasing physical activity, and reducing tobacco use;</text>
</subparagraph><subparagraph id="id3e15c70f-8566-40f3-9f09-6ae27c5b35f6"><enum>(C)</enum><text>education and awareness
programs for health care providers;</text>
</subparagraph><subparagraph id="id61b1a79b-53d4-423f-9c65-20defce71525"><enum>(D)</enum><text>prevention of secondary
complications;</text>
</subparagraph><subparagraph id="idb60f62b0-7557-4a88-aa6f-dc2c19c033ee"><enum>(E)</enum><text>home and community-based
interventions;</text>
</subparagraph><subparagraph id="id81fa5cdc-ad34-4534-9955-3d19a0cc0082"><enum>(F)</enum><text>coordinating services and
removing barriers that prevent full participation and integration into the
community; and</text>
</subparagraph><subparagraph id="id26e2f187-b01f-4623-8e63-9263e0af3f3a"><enum>(G)</enum><text>recognizing the unique
needs of underserved populations.</text>
</subparagraph></paragraph></subsection><subsection id="id259cda1c-5fde-47f3-aac8-3140830040ac"><enum>(c)</enum><header>Grants</header><text>The
Secretary may award grants in accordance with the following:</text>
<paragraph id="ida8964118-98ba-4a5c-9e74-ffdb6d3cfa2c"><enum>(1)</enum><text>To State and local health
and disability agencies for the purpose of—</text>
<subparagraph id="idba913f60-6333-475d-bdc1-2a478834c18b"><enum>(A)</enum><text>establishing a
population-based database that may be used for longitudinal and other research
on paralysis and other disabling conditions;</text>
</subparagraph><subparagraph id="idd40912d8-a621-4277-b37c-a8dbb0be072d"><enum>(B)</enum><text>developing comprehensive
paralysis and other physical disability action plans and activities focused on
the items listed in subsection (b)(4);</text>
</subparagraph><subparagraph id="idbea18bb0-d717-42e8-bb5f-c1b298e90cfd"><enum>(C)</enum><text>assisting State-based
programs in establishing and implementing partnerships and collaborations that
maximize the input and support of people with paralysis and other physical
disabilities and their constituent organizations;</text>
</subparagraph><subparagraph id="iddf13bfb4-c97a-413e-afea-415c785699ee"><enum>(D)</enum><text>coordinating paralysis
and physical disability activities with existing State-based disability and
health programs;</text>
</subparagraph><subparagraph id="id01913653-2653-4e9e-acc6-29fe327aa1bc"><enum>(E)</enum><text>providing education and
training opportunities and programs for health professionals and allied
caregivers; and</text>
</subparagraph><subparagraph id="id0ea9dcc9-fa36-4bb3-abbd-3acc89530546"><enum>(F)</enum><text>developing, testing,
evaluating, and replicating effective intervention programs to maintain or
improve health and quality of life.</text>
</subparagraph></paragraph><paragraph id="id3ba48342-f6b1-485d-83c1-b2a9482bf820"><enum>(2)</enum><text>To private health and
disability organizations for the purpose of—</text>
<subparagraph id="id01b43976-f330-4cba-b5ca-34388fc9a7e5"><enum>(A)</enum><text>disseminating information
to the public;</text>
</subparagraph><subparagraph id="ide42393cb-d760-44d1-9c63-3852d4a1862c"><enum>(B)</enum><text>improving access to
services for persons living with paralysis and other physical disabilities and
their caregivers;</text>
</subparagraph><subparagraph id="id83720764-c019-4189-9965-07ca8674b949"><enum>(C)</enum><text>testing model
intervention programs to improve health and quality of life; and</text>
</subparagraph><subparagraph id="id724649eb-4406-41b8-a7bd-5479b143c21c"><enum>(D)</enum><text>coordinating existing
services with State-based disability and health programs.</text>
</subparagraph></paragraph></subsection><subsection id="id8e404370-146c-4de6-bf5c-4574ae373cb0"><enum>(d)</enum><header>Coordination of
activities</header><text>The Secretary shall ensure that activities under this
section are coordinated as appropriate with other agencies of the Department of
Health and Human Services.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id585cad60-3a7c-4d9c-961e-8e7abe0d0a06"><enum>(e)</enum><header>Authorization of
appropriations</header><text display-inline="yes-display-inline">For the
purpose of carrying out this section, there are authorized to be appropriated
$25,000,000 for each of fiscal years 2008 through 2011.</text>
