		<legis-type>A BILL</legis-type>
		<official-title>To amend title 38, United States Code, to provide certain
		  housing benefits to disabled members of the Armed Forces, to expand certain
		  benefits for disabled veterans with severe burns, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Veterans' Housing Benefits
			 Enhancement Act of 2007</short-title></quote>.</text>
		</section><section id="id793B62CFE6E045168A8644D1E37E84B8"><enum>2.</enum><header>Home
			 improvements and structural alterations for totally disabled members of the
			 Armed Forces before discharge or release from the Armed Forces</header><text display-inline="no-display-inline">Section 1717 of title 38, United States
			 Code, is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="idC17987B6198C473E9DB2459EE0F0E579" style="OLC">
				<subsection id="id1B64528C7A2E44828C05280D90207E54"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idD50AD331F9D049BEB11D8A7BCDC5D9D1"><enum>(1)</enum><text>In the case of a member
				of the Armed Forces who, as determined by the Secretary, has a total disability
				permanent in nature incurred or aggravated in the line of duty in the active
				military, naval, or air service, the Secretary may furnish improvements and
				structural alterations for such member for such disability or as otherwise
				described in subsection (a)(2) while such member is hospitalized or receiving
				outpatient medical care, services, or treatment for such disability if the
				Secretary determines that such member is likely to be discharged or released
				from the Armed Forces for such disability.</text>
					</paragraph><paragraph id="id5E9D289AC1F9495BB28C7CE9FE4AD011" indent="up1"><enum>(2)</enum><text>The furnishing of improvements and
				alterations under paragraph (1) in connection with the furnishing of medical
				services described in subparagraph (A) or (B) of subsection (a)(2) shall be
				subject to the limitation specified in the applicable
				subparagraph.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="idB65C60C4A85D4F18B0C179CE972D53BC"><enum>3.</enum><header>Specially
			 adapted housing assistance for disabled veterans with severe
			 burns</header><text display-inline="no-display-inline">Section 2101 of title
			 38, United States Code, is amended—</text>
			<paragraph id="idF463CD909C1D485FBDD4857EE3B55FC3"><enum>(1)</enum><text>in subsection
			 (a)(2), by adding at the end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="id20970C91A08148DD99562DD84DFE22CD" style="OLC">
					<subparagraph id="id33A36696DE9949A190489C02846F8328" indent="up1"><enum>(E)</enum><text>The disability is due to a severe burn
				injury (as determined pursuant to regulations prescribed by the
				Secretary).</text>
					</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idE537F0FAEBAE42A6ABECE2627FBE98D4"><enum>(2)</enum><text>in subsection
			 (b)(2)—</text>
				<subparagraph id="id849C859F63784771B04499E16AE77E19"><enum>(A)</enum><text>by striking
			 <quote>either</quote> and inserting <quote>any</quote>; and</text>
				</subparagraph><subparagraph id="idF47D499CAF9245D4A3D6BBC2EE58D353"><enum>(B)</enum><text>by adding at the
			 end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="idF3C65DD91FFD4931A04DB49BCCA0DD90" style="OLC">
						<subparagraph id="id07FAE0EC58CC4E43BAB82B6B1D612B25" indent="up1"><enum>(C)</enum><text>The disability is due to a severe burn
				injury (as so
				determined).</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="id83DA8A78500240EE95F1D7CBC2B80D54"><enum>4.</enum><header>Report on
			 specially adapted housing for disabled veterans</header>
			<subsection id="id028E3B39F5714433B5EF096245A14647"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 December 31, 2007, the Secretary of Veterans Affairs shall submit to the
			 Committee on Veterans' Affairs of the Senate and the Committee on Veterans'
			 Affairs of the House of Representatives a report that contains an assessment of
			 the adequacy of the authorities available to the Secretary under law to assist
			 disabled veterans in acquiring—</text>
				<paragraph id="id23FFEFB41E7343CEAA2D4595C2BF856A"><enum>(1)</enum><text display-inline="yes-display-inline">suitable housing units with special
			 fixtures or movable facilities required for their disabilities, and necessary
			 land therefor;</text>
				</paragraph><paragraph id="id4FC8B8E02A5F4CD5980693DF9FE120F1"><enum>(2)</enum><text>such adaptations
			 to their residences as are reasonably necessary because of their disabilities;
			 or</text>
				</paragraph><paragraph id="id738EF92516474574A665BDB3584FF098"><enum>(3)</enum><text>residences
			 already adapted with special features determined by the Secretary to be
			 reasonably necessary as a result of their disabilities.</text>
				</paragraph></subsection><subsection id="idA349D9AE9B70490AB305479F41E486E1"><enum>(b)</enum><header>Focus on
			 particular disabilities</header><text>The report required by subsection (a)
			 shall pay particular attention to the needs of veterans who have disabilities
			 that are not described in subsections (a)(2) and (b)(2) of section 2101 of
			 title 38, United States Code.</text>
			</subsection></section><section id="id3BD0E7225AC4448E872668E25EC5EF7B"><enum>5.</enum><header>Eligibility of
			 disabled veterans and members of the Armed Forces with severe burn injuries for
			 automobiles and adaptive equipment</header><text display-inline="no-display-inline">Section 3901(1) of title 38, United States
			 Code, is amended—</text>
			<paragraph id="idE747ABCC52CD46B0B571F4CF2F1DAD50"><enum>(1)</enum><text>in subparagraph
			 (A)—</text>
				<subparagraph id="id94425BE254F740C28F3CE3C20DF4CD16"><enum>(A)</enum><text>in the matter
			 preceding clause (i), by striking <quote>or (iii)</quote> and inserting
			 <quote>(iii), or (iv)</quote>; and</text>
				</subparagraph><subparagraph id="id79B01D47D7CE46669694CF69301D9694"><enum>(B)</enum><text>by adding at the
			 end the following new clause:</text>
					<quoted-block display-inline="no-display-inline" id="idE450EFF3AB4B4304A5C45B5ED6B852CD" style="OLC">
						<clause id="id4D9CF35A5C504DC1A4268C079528939D" indent="up1"><enum>(iv)</enum><text>A severe burn injury (as
				determined pursuant to regulations prescribed by the Secretary);
				or</text>
						</clause><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id27542F7EA9554CA284D796CCA3DC9686"><enum>(2)</enum><text>in subparagraph
			 (B), by striking <quote>or (iii)</quote> and inserting <quote>(iii), or
			 (iv)</quote>.</text>
			</paragraph></section><section id="idE4C0A7A3DF3F49B69025AA0818AE9AD9"><enum>6.</enum><header>Adapted housing
			 assistance for disabled members of the Armed Forces residing temporarily in
			 housing owned by a family member</header>
			<subsection id="id3D467F66A5244B7FA771A7BE12B7847A"><enum>(a)</enum><header>In
			 general</header><text>Subsection (a) of section 2102A of title 38, United
			 States Code, is amended—</text>
				<paragraph id="id1022CB1E2D084398AD0624ADDF881E14"><enum>(1)</enum><text>by inserting
			 <quote>(1)</quote> before <quote>In the case</quote>;</text>
				</paragraph><paragraph id="id2516C456587648008432327F6F0ECE35"><enum>(2)</enum><text>by striking
			 <quote>disabled veteran who is described in subsection (a)(2) or (b)(2) of
			 section 2101 of this title and</quote> and inserting <quote>person described in
			 paragraph (2)</quote>;</text>
				</paragraph><paragraph id="id856461AD30A4458E9AA374807FDF2725"><enum>(3)</enum><text>by striking
			 <quote>such veteran's</quote> and inserting <quote>the person's</quote>;</text>
				</paragraph><paragraph id="id1D7C827B78B148BF9E33FBC4E5EE3AA2"><enum>(4)</enum><text>by striking
			 <quote>the veteran</quote> and inserting <quote>the person</quote>;</text>
				</paragraph><paragraph id="id9E9268D9E56243E2AAE5E45B36FB1511"><enum>(5)</enum><text>by striking
			 <quote>the veteran's</quote> and inserting <quote>the person's</quote>;
			 and</text>
				</paragraph><paragraph id="idD5A2411D1E3A40D9B92F1C701E9F25B7"><enum>(6)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="id502D98CA332C47B48C386C3215661105" style="OLC">
						<paragraph id="idAFBD4E5291474060BBA4B26DFB36DF9E" indent="up1"><enum>(2)</enum><text>A person described in this paragraph
				is—</text>
							<subparagraph id="idD85378EFDFD54BCCB1D3B9430D405D4A"><enum>(A)</enum><text>a veteran who is described in
				subsection (a)(2) or (b)(2) of section 2101 of this title; or</text>
							</subparagraph><subparagraph id="idBF596E047C3C402D80FD5A314F186ED8"><enum>(B)</enum><text>a member of the Armed Forces
				who—</text>
								<clause id="id78BDB161DB084AB593EFBB36562035CB"><enum>(i)</enum><text>has, as determined by the
				Secretary, a disability permanent in nature described in subsection (a)(2) or
				(b)(2) of section 2101 of this title that has incurred in the line of duty in
				the active military, naval, or air service;</text>
								</clause><clause id="id6FBB146995E24C62AF2FF5B81F3EA016"><enum>(ii)</enum><text>is hospitalized or receiving
				outpatient medical care, services, or treatment for such disability; and</text>
								</clause><clause id="idCE6DE710384E4D91BBD7392C53EC6966"><enum>(iii)</enum><text>is likely to be discharged or
				released from the Armed Forces for such
				disability.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id73651A9E2F234C3091AF5EA870CC983A"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Such section is further amended—</text>
				<paragraph id="id23E2D7AE5CCA4C21AE80EF789767D3D0"><enum>(1)</enum><text>in subsection
			 (b), by striking <quote>veteran</quote> both places it appears and inserting
			 <quote>person with a disability</quote>; and</text>
				</paragraph><paragraph id="id24C35E47889D451EB513641E5F6822F9"><enum>(2)</enum><text>in subsection
			 (c), by striking <quote>veteran</quote> and inserting
			 <quote>person</quote>.</text>
				</paragraph></subsection><subsection id="id461EB445504542C4B6217816C9DBB9A8"><enum>(c)</enum><header>Report on
			 assistance for disabled veterans and members of the Armed Forces who reside in
			 housing owned by family member on permanent basis</header><text>Not later than
			 December 31, 2007, the Secretary of Veterans Affairs shall submit to the
			 Committee on Veterans' Affairs of the Senate and the Committee on Veterans'
			 Affairs of the House of Representatives a report on the advisability of
			 providing assistance under section 2102A of title 38, United States Code, to
			 veterans and members of the Armed Forces described in subsection (a) of such
			 section, as amended by subsection (a) of this section, who reside with family
			 members on a permanent basis.</text>
