		<official-title display="yes">To amend title VII of the Public Health
		  Service Act to establish a psychology post-doctoral fellowship program, and for
		  other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="IDF0587095A5D3411995C4B815FEAE8822" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Psychologists in the Service of the
			 Public Act of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID5E75804DFAB442BE9EDA86311854BEDC" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Grants for fellowships in
			 psychology</header><text display-inline="no-display-inline">Part C of title VII
			 of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (42 U.S.C.
			 293k et seq.) is amended by adding at the end the
			 following:</text>
			<quoted-block act-name="Public Health Service Act" display-inline="no-display-inline" id="IDE92302C6DB3A4574A8CBD54F323184D0" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="IDFDAAD76B76D8417781605735DE6F191E" section-type="subsequent-section"><enum>749.</enum><header display-inline="yes-display-inline">Grants for fellowships in
				psychology</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDC71EE1F2BAAE4E36BF04FDC38F0761A9"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall establish a psychology
				post-doctoral fellowship program to make grants to and enter into contracts
				with eligible entities to encourage the provision of psychological training and
				services in underserved treatment areas.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID5E72837B25F9480E001E38B06F11D6E7"><enum>(b)</enum><header display-inline="yes-display-inline">Eligible entities</header>
						<paragraph commented="no" display-inline="no-display-inline" id="IDA7A3BC1D916749EA9D5CB5DD8D56EE68"><enum>(1)</enum><header display-inline="yes-display-inline">Individuals</header><text display-inline="yes-display-inline">In order to receive a grant under this
				section an individual shall submit an application to the Secretary at such
				time, in such form, and containing such information as the Secretary shall
				require, including a certification that such individual—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="IDBD3DD18921B5452CB29BE236A5B76448"><enum>(A)</enum><text display-inline="yes-display-inline">has received a doctoral degree through a
				graduate program in psychology provided by an accredited institution at the
				time such grant is awarded;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID34D7E604BE624924AD00B688325F62CA"><enum>(B)</enum><text display-inline="yes-display-inline">will provide services to a medically
				underserved population during the period of such grant;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID309B9D3353704E8FA991D9AADB53B463"><enum>(C)</enum><text display-inline="yes-display-inline">will comply with the provisions of
				subsection (c); and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDCBCFA14F01514DC3AA49B2691DEF4B88"><enum>(D)</enum><text display-inline="yes-display-inline">will provide any other information or
				assurances as the Secretary determines appropriate.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDD91B1977566E44C399E3CC6B21FA5E55"><enum>(2)</enum><header display-inline="yes-display-inline">Institutions</header><text display-inline="yes-display-inline">In order to receive a grant or contract
				under this section, an institution shall submit an application to the Secretary
				at such time, in such form, and containing such information as the Secretary
				shall require, including a certification that such institution—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="ID3511A45EAB2A4FE78DBE009C00BBA42E"><enum>(A)</enum><text display-inline="yes-display-inline">is an entity, approved by the State, that
				provides psychological services in medically underserved areas or to medically
				underserved populations (including entities that care for the mentally
				retarded, mental health institutions, and prisons);</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDCF9C4B72424F49909B6C9056587FC8FE"><enum>(B)</enum><text display-inline="yes-display-inline">will use amounts provided to such
				institution under this section to provide financial assistance in the form of
				fellowships to qualified individuals who meet the requirements of subparagraphs
				(A) through (C) of paragraph (1);</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE8FEF9FD9CA84E2CA60881AC16CF287E"><enum>(C)</enum><text display-inline="yes-display-inline">will not use more than 10 percent of
				amounts provided under this section to pay for the administrative costs of any
				fellowship programs established with such funds; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID341B15D0372E4B908009E03C71B08B67"><enum>(D)</enum><text display-inline="yes-display-inline">will provide any other information or
				assurances as the Secretary determines appropriate.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDC77CDFBEBCCE4EE88386AFCE42156026"><enum>(c)</enum><header display-inline="yes-display-inline">Continued provision of
				services</header><text display-inline="yes-display-inline">Any individual who
				receives a grant or fellowship under this section shall certify to the
				Secretary that such individual will continue to provide the type of services
				for which such grant or fellowship is awarded for not less than 1 year after
				the term of the grant or fellowship has expired.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID1BCD63859AEE4462A5B8A0161321C232"><enum>(d)</enum><header display-inline="yes-display-inline">Regulations</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
				enactment of this section, the Secretary shall promulgate regulations necessary
				to carry out this section, including regulations that define the terms
				<term>medically underserved areas</term> and <term>medically underserved
				populations</term>.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID53127CAF5784426E87BE06A92EFE17F2"><enum>(e)</enum><header display-inline="yes-display-inline">Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section $5,000,000 for each of
				the fiscal years 2008 through
				2010.</text>
