			 Pipeline Act (15 U.S.C. 720d) is amended by adding at the end the
			 following:</text>

					<paragraph id="ID5C1E27795DBB43C6B11926B469FCB608"><enum>(1)</enum><header>Personnel
				appointments</header>
						<subparagraph id="id3BF509D7DBB648B887268D40BD052056"><enum>(A)</enum><header>In
				general</header><text>The Federal Coordinator may appoint and terminate such
				personnel as the Federal Coordinator determines to be appropriate.</text>
						</subparagraph><subparagraph id="id05EEA2B94C54460898CF4BE3ECDEBD19"><enum>(B)</enum><header>Authority of
				Federal Coordinator</header><text>Personnel appointed by the Federal
				Coordinator under subparagraph (A) shall be appointed without regard to the
				provisions of title 5, United States Code, governing appointments in the
				competitive service.</text>
						</subparagraph></paragraph><paragraph id="IDC5D654C759864A98A70F5CCB591EB21E"><enum>(2)</enum><header>Compensation</header>
						<subparagraph id="id3BF76C5555684093BABAD48007FEB6BF"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B), personnel appointed by the
				Federal Coordinator under paragraph (1)(A) shall be paid without regard to the
				provisions of subchapter III of chapter 53 of title 5, United States Code
				(relating to classification and General Schedule pay rates).</text>
						</subparagraph><subparagraph id="idB6BE1496320F4D00BA3306BBC04F91A8"><enum>(B)</enum><header>Maximum level of
				compensation</header><text>The rate of pay for personnel appointed by the
				Federal Coordinator under paragraph (1)(A) shall not exceed the maximum level
				of rate payable for level III of the Executive Schedule under chapter 11 of
				title 2, United States Code, as adjusted by section 5318 of title 5, United
				States Code.</text>
						</subparagraph></paragraph><paragraph id="IDF22A7863E84049B18A692B3283F47EE4"><enum>(3)</enum><header>Temporary
				services</header>
						<subparagraph id="idF13D6C29CC0C4FB4A38CEA6FA2E2A6D0"><enum>(A)</enum><header>In
				general</header><text>The Federal Coordinator may procure temporary and
				intermittent services in accordance with section 3109(b) of title 5, United
				States Code.</text>
						</subparagraph><subparagraph id="id7E926EAE13B44E239FCB9F6A400A86DB"><enum>(B)</enum><header>Maximum level of
				compensation</header><text>The level of compensation of an individual employed
				on a temporary or intermittent basis under subparagraph (A) shall not exceed
				the maximum rate of basic pay authorized for senior-level positions under
				section 5376 of title 5, United States Code.</text>
						</subparagraph></paragraph><paragraph id="idD61CE7E362B14B12B7433F7328362D77"><enum>(4)</enum><header>Fees, charges,
				and commissions</header>
						<subparagraph id="idC86AD74FB1BB45ABB8B22C92129642E3"><enum>(A)</enum><header>In
				general</header><text>The Federal Coordinator may establish and modify
				reasonable filing and service fees, charges, and commissions, require deposits
				of payments, and provide refunds in accordance with section 304 of the Federal
				Land Policy and Management Act of 1976 (43 U.S.C. 1734), except that, in
				carrying out this subparagraph, each reference to the Secretary of the Interior
				in that section shall be considered to be a reference to the Federal
				Coordinator.</text>
						</subparagraph><subparagraph id="id920ABE08377E4F4B80C149133B26FC4A"><enum>(B)</enum><header>Use of
				funds</header><text>The Federal Coordinator shall use amounts collected under
				subparagraph (A) to carry out this
				section.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="deleted" committee-id="SSEG00" id="ID1dc56720ee0c48329a88cf2ab32e6510" reported-display-style="strikethrough"><enum>2.</enum><header>Clarification of
			 authority</header><text display-inline="no-display-inline">Section 107(a) of
			 the Alaska Natural Gas Pipeline Act (15 U.S.C. 720e(a)) is amended by striking
			 paragraph (3) and inserting the following:</text>

				<paragraph id="ID0bb622b3a9c943dab1f78d1047e68894"><enum>(3)</enum><text>the validity of
				any determination, permit, approval, authorization, review, or other related
				action taken under any provision of law relating to a gas transportation
				project constructed and operated in accordance with section 103,
				including—</text>
					<subparagraph id="idBE080E36B6DF41F59C129686C32199D9"><enum>(A)</enum><text>subchapter II of
				chapter 5, and chapter 7, of title 5, United States Code (commonly known as the
				<quote>Administrative Procedure Act</quote>);</text>
					</subparagraph><subparagraph id="idD948F92C591D401292D2616B0955EE3D"><enum>(B)</enum><text>the
				<act-name parsable-cite="ESA">Endangered Species Act of 1973</act-name> (16
				U.S.C. 1531 et seq.);</text>
					</subparagraph><subparagraph id="id14871E119B7C4B859A539005B7B0D0E4"><enum>(C)</enum><text>the
				<act-name parsable-cite="NEPA69">National Environmental Policy Act of
				1969</act-name> (42 U.S.C. 4321 et seq.); and</text>
					</subparagraph><subparagraph id="id19599A9710304E7B9E7FD3511CC3D79A"><enum>(D)</enum><text>the National
				Historic Preservation Act (16 U.S.C. 470 et
				seq.).</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="deleted" committee-id="SSEG00" id="id87DA56AFCBC44F9E8E3D0EF28FC968C6" reported-display-style="strikethrough"><enum>3.</enum><header>Conforming
			 amendments</header><text display-inline="no-display-inline">Section 304 of the
			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of
			 1976</act-name> (43 U.S.C. 1734) is amended—</text>
			<paragraph id="idCC180C9DD95740D2A2B79CED069271FA"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>applications and other documents relating to the public
			 lands</quote> and inserting <quote>the duties of the Federal
			 Coordinator,</quote>;</text>
			</paragraph><paragraph id="id6126C211AEBD4AB087F5381B99774B22"><enum>(2)</enum><text>in subsection (b),
			 in the first sentence, by striking <quote>applications and other documents
			 relating to such lands</quote> and inserting <quote>the duties of the Federal
			 Coordinator</quote>; and</text>
			</paragraph><paragraph id="id9CCC92A0BD15477E9362005BDD4C7B06"><enum>(3)</enum><text>in subsection (c),
			 by striking <quote>sale, lease, use, or other disposition of public
			 lands</quote> and inserting <quote>duties of the Federal
			 Coordinator</quote>.</text>

				general</header><text>The Federal Coordinator may appoint and terminate such
				personnel as the Federal Coordinator determines to be appropriate.</text>
						</subparagraph><subparagraph id="ID2f4e683a70ef421db6386d1d7870999f"><enum>(B)</enum><header>Authority of Federal
				Coordinator</header><text>Personnel appointed by the Federal Coordinator under
				subparagraph (A) shall be appointed without regard to the provisions of title
				5, United States Code, governing appointments in the competitive
				service.</text>
						</subparagraph></paragraph><paragraph id="ID7008efbe633e46eba0fae14e063a76ed"><enum>(2)</enum><header>Compensation</header>
						<subparagraph id="IDb94151b44bcf492f8a9026f195db9c30"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B), personnel appointed by the
				Federal Coordinator under paragraph (1)(A) shall be paid without regard to the
				provisions of chapter 51 and subchapter III of chapter 53 of title 5, United
				States Code (relating to classification and General Schedule pay rates).</text>
						</subparagraph><subparagraph id="IDa473d88a9d584f5dbbbbae38569bb63d"><enum>(B)</enum><header>Maximum level of
				compensation</header><text>The rate of pay for personnel appointed by the
				Federal Coordinator under paragraph (1)(A) shall not exceed the maximum level
				of rate payable for level III of the Executive Schedule.</text>
						</subparagraph><subparagraph id="IDdec168891e1546d19c1b296e9715f5fc"><enum>(C)</enum><header>Applicability of
				Section 5941</header><text>Section 5941 of title 5, United States Code, shall
				apply to personnel appointed by the Federal Coordinator under paragraph
				(1)(A).</text>
						</subparagraph></paragraph><paragraph id="ID12c972f4361e407e928b8eb9db55e9a1"><enum>(3)</enum><header>Temporary
				services</header>
						<subparagraph id="IDd907d05f4b184deb87c2f2d53a03365d"><enum>(A)</enum><header>In
				general</header><text>The Federal Coordinator may procure temporary and

				commissions</header>
						<subparagraph id="ID8b26c7c55a954cf19902c063892007b8"><enum>(A)</enum><header>In
				general</header><text>The Federal Coordinator shall have the authority to
				establish, change, and abolish reasonable filing and service fees, charges, and
				commissions, require deposits of payments, and provide refunds as provided to
				the Secretary of the Interior in section 304 of the Federal Land Policy and
				Management Act of 1976 (43 U.S.C. 1734), except that the authority shall be
				with respect to the duties of the Federal Coordinator, as described in this
				Act.</text>
						</subparagraph><subparagraph id="IDfab7a0510e9e41a1a24f4352c91e8726"><enum>(B)</enum><header>Authority of secretary
				of the interior</header><text>Subparagraph (A) shall not affect the authority
				of the Secretary of the Interior to establish, change, and abolish reasonable
				filing and service fees, charges, and commissions, require deposits of
				payments, and provide refunds under section 304 of the Federal Land Policy and
				Management Act of 1976 (43 U.S.C. 1734).</text>
						</subparagraph><subparagraph id="IDba1a629fd725413dbb8583c8703cc25b"><enum>(C)</enum><header>Use of
				funds</header><text>The Federal Coordinator is authorized to use, without
				further appropriation, amounts collected under subparagraph (A) to carry out
				this
				section.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SSEG00" id="id81B417CA2FC04B3B8CA4493C7F22ECDA" reported-display-style="italic"><enum>2.</enum><header>Clarification of
			 authority</header><text display-inline="no-display-inline">Section 107(a) of
