		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Informed Air Traveler Act of
			 2007</short-title></quote>.</text>
		</section><section id="idE608EBD2732848F79EA706D5543EEA83"><enum>2.</enum><header>Publication of
			 customer service data and flight delay history</header>
			<subsection id="idC83B32673EC84598926225327F1469FB"><enum>(a)</enum><header>In
			 general</header><text>Subchapter I of chapter 417 of title 49, United States
			 Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id72E08C3268BE42BEA141AA54DD915864" style="USC">
					<section id="id8A8B7BB125F0443D9B942F8CC0E3EC99"><enum>41724.</enum><header>Publication
				of customer service data and flight delay history</header>
						<subsection id="id0F8B4125E78E4D998C3838BA3E4F928D"><enum>(a)</enum><header>In
				general</header><text>Not later than 180 days after the date of the enactment
				of the <short-title>Informed Air Traveler Act of
				2007</short-title>, the Secretary shall promulgate rules that require all
				passenger air carriers—</text>
							<paragraph id="idD55BDC024D2E4A8DA22CDB824A7C663A"><enum>(1)</enum><text>to publish
				customer service data for all passenger flights on, or in conjunction with the
				issuance of, an airline ticket and on the Internet website of each such air
				carrier; and</text>
							</paragraph><paragraph id="idCC8239F194F74718A10DBFCAEF624B1E"><enum>(2)</enum><text>to disclose the
				on-time performance and cancellation rate for a chronically delayed or
				chronically canceled flight whenever an individual makes a reservation or
				purchases a ticket for such flight in person, by telephone, or through an
				Internet website.</text>
							</paragraph></subsection><subsection id="id7C41C599D4644A4A899EE2A87ADD6FAA"><enum>(b)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="id7060F1713DA74A67850B0595A8EEE343"><enum>(1)</enum><header>Customer
				service data</header><text>The term <term>customer service data</term> means
				with respect to an air carrier, information relating to customer service
				collected by the Secretary for the most recent 12-month period preceding the
				making of a reservation or the issuance of a ticket. The information shall
				include the following:</text>
								<subparagraph id="ID4fee6e2da5bd49f8b2387919de3c1060"><enum>(A)</enum><text>The percentage of
				on time departures.</text>
								</subparagraph><subparagraph id="ID0389f4bb3699469b926fc40df98f57b7"><enum>(B)</enum><text>The average delay
				on departure.</text>
								</subparagraph><subparagraph id="ID12ba3c7432e7421f920b6c2aa85c9c4e"><enum>(C)</enum><text>The percentage of
				flights canceled.</text>
								</subparagraph><subparagraph id="ID9b9ae8d52d5347179e086fc552b1a2d6"><enum>(D)</enum><text>The number of
				flights with taxi out times of over 2 hours before takeoff.</text>
								</subparagraph></paragraph><paragraph id="IDcedd4d4952904e699906cf4cb66ee4ef"><enum>(2)</enum><header>Chronically
				delayed flight</header><text>The term <term>chronically delayed flight</term>
				means a regularly scheduled flight that has failed to arrive on time (as such
				term is defined in section 234.2 of title 14, Code of Federal Regulations) at
				least 40 percent of the time during the most recent 3-month period for which
				data is available.</text>
							</paragraph><paragraph id="ID50d754e0f42a4298af53af1767fa74b2"><enum>(3)</enum><header>Chronically
				canceled flight</header><text>The term <term>chronically canceled flight</term>
				means a regularly scheduled flight at least 30 percent of the departures of
				which have been canceled during the most recent 3-month period for which data
				is
				available.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id4517F40A6C984276A229D7BBC85EE377"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The analysis for chapter 417 of title 49, United States
			 Code, is amended by adding after the item relating to section 41723 the
			 following:</text>
