		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>American Automobile Industry
			 Promotion Act of 2007</short-title></quote>.</text>
		</section><section id="idAD97A6FAB6964E22B641A95F50DCBA77"><enum>2.</enum><header>Advanced energy
			 initiative for vehicles</header>
			<subsection id="idDE85C5638F254D5E9CC414228AE89F21"><enum>(a)</enum><header>Purposes</header><text>The
			 purposes of this section are—</text>
				<paragraph id="ID447ce9faa2564b4da74529767fe58ada"><enum>(1)</enum><text>to enable and
			 promote, in partnership with industry, comprehensive development,
			 demonstration, and commercialization of a wide range of electric drive
			 components, systems, and vehicles using diverse electric drive transportation
			 technologies;</text>
				</paragraph><paragraph id="IDf09667c93dc14aa99d06d741deb6e57b"><enum>(2)</enum><text>to make critical
			 public investments to help private industry, institutions of higher education,
			 National Laboratories, and research institutions to expand innovation,
			 industrial growth, and jobs in the United States;</text>
				</paragraph><paragraph id="IDe12e83694fdd4b37aca3aba72b558aad"><enum>(3)</enum><text>to expand the
			 availability of the existing electric infrastructure for fueling light duty
			 transportation and other on-road and nonroad vehicles that are using petroleum
			 and are mobile sources of emissions—</text>
					<subparagraph id="ID1f1b5bcbb4c948c9930473b1bf15d2a2"><enum>(A)</enum><text>including the
			 more than 3,000,000 reported units (such as electric forklifts, golf carts, and
			 similar nonroad vehicles) in use on the date of enactment of this Act;
			 and</text>
					</subparagraph><subparagraph id="ID2a63cf25ca7f43e492cb3788db67c142"><enum>(B)</enum><text>with the goal of
			 enhancing the energy security of the United States, reduce dependence on
			 imported oil, and reduce emissions through the expansion of grid-supported
			 mobility;</text>
					</subparagraph></paragraph><paragraph id="ID54e2815041184762b25349940cca5edf"><enum>(4)</enum><text>to accelerate the
			 widespread commercialization of all types of electric drive vehicle technology
			 into all sizes and applications of vehicles, including commercialization of
			 plug-in hybrid electric vehicles and plug-in hybrid fuel cell vehicles;
			 and</text>
				</paragraph><paragraph id="IDae24a804f1a34cfe81be8905485a647b"><enum>(5)</enum><text>to improve the
			 energy efficiency of and reduce the petroleum use in transportation.</text>
				</paragraph></subsection><subsection id="IDbf16c18ed38b42888fa56fe3fc7297bc"><enum>(b)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="ID59934017d51646809bce9a146141f255"><enum>(1)</enum><header>Battery</header><text>The
			 term <term>battery</term> means an energy storage device used in an on-road or
			 nonroad vehicle powered in whole or in part using an off-board or on-board
			 source of electricity.</text>
				</paragraph><paragraph id="ID5d9c980e2f804ec58f3427494ce22870"><enum>(2)</enum><header>Electric drive
			 transportation technology</header><text>The term <term>electric drive
			 transportation technology</term> means—</text>
					<subparagraph id="ID30c0fd68ad834063b52a16cde5800c48"><enum>(A)</enum><text>a vehicle
			 that—</text>
						<clause id="id92D52423CCE54B1A973412E420BC36A7"><enum>(i)</enum><text>uses an electric
			 motor for all or part of the motive power of the vehicle; and</text>
						</clause><clause id="id194A744CD744463BB5EBACAB58519E14"><enum>(ii)</enum><text>may use
			 off-board electricity, including battery electric vehicles, fuel cell vehicles,
			 engine dominant hybrid electric vehicles, plug-in hybrid electric vehicles,
			 plug-in hybrid fuel cell vehicles, and electric rail; or</text>
						</clause></subparagraph><subparagraph id="ID2973c09845804d46be9e37c1815dd89d"><enum>(B)</enum><text>equipment
			 relating to transportation or mobile sources of air pollution that uses an
			 electric motor to replace an internal combustion engine for all or part of the
			 work of the equipment, including corded electric equipment linked to
			 transportation or mobile sources of air pollution.</text>
					</subparagraph></paragraph><paragraph id="IDb33548286dd5454f9c2c99dbf216926d"><enum>(3)</enum><header>Engine dominant
			 hybrid electric vehicle</header><text>The term <term>engine dominant hybrid
			 electric vehicle</term> means an on-road or nonroad vehicle that—</text>
					<subparagraph id="ID90ae5bdd661b46a58df3a1bcdc2bc62d"><enum>(A)</enum><text>is propelled by
			 an internal combustion engine or heat engine using—</text>
						<clause id="IDa66cb6222e4d4f148fe798ac3f479440"><enum>(i)</enum><text>any
			 combustible fuel; and</text>
						</clause><clause id="ID595354a0fe4c481e9a2df6d762af87eb"><enum>(ii)</enum><text>an
			 on-board, rechargeable storage device; and</text>
						</clause></subparagraph><subparagraph id="ID329c404333ba454ea882b76f5edb6229"><enum>(B)</enum><text>has no means of
			 using an off-board source of electricity.</text>
					</subparagraph></paragraph><paragraph id="IDc316793f0bda498aaa4592ea30efaf10"><enum>(4)</enum><header>Fuel cell
			 vehicle</header><text>The term <term>fuel cell vehicle</term> means an on-road
			 or nonroad vehicle that uses a fuel cell (as defined in section 803 of the
			 Energy Policy Act of 2005 (42 U.S.C. 16152)).</text>
				</paragraph><paragraph id="idF6905F5AF69C4770BF8C6E7EE3C71054"><enum>(5)</enum><header>Initiative</header><text>The
			 term <term>Initiative</term> means the Advanced Battery Initiative established
			 by the Secretary under subsection (f)(1).</text>
				</paragraph><paragraph id="ID757027cb1660437e9321e6a310e353d6"><enum>(6)</enum><header>Nonroad
			 vehicle</header><text>The term <term>nonroad vehicle</term> has the meaning
			 given the term in section 216 of the Clean Air Act (42 U.S.C. 7550).</text>
				</paragraph><paragraph id="ID28ad125405a9473a9689a4861be5ebc1"><enum>(7)</enum><header>Plug-in hybrid
			 electric vehicle</header><text>The term <term>plug-in hybrid electric
			 vehicle</term> means an on-road or nonroad vehicle that is propelled by an
			 internal combustion engine or heat engine using—</text>
					<subparagraph id="ID4ae11123db844f39b9d76deadfea458a"><enum>(A)</enum><text>any combustible
			 fuel;</text>
					</subparagraph><subparagraph id="IDab43d21ccef84a60aea0ef568fb5af50"><enum>(B)</enum><text>an on-board,
			 rechargeable storage device; and</text>
					</subparagraph><subparagraph id="IDd561f62f33c04fa7886722690b18d4b0"><enum>(C)</enum><text>a means of using
			 an off-board source of electricity.</text>
					</subparagraph></paragraph><paragraph id="IDbd3ef3430b1e4055bfaf09f3fe8a8787"><enum>(8)</enum><header>Plug-in hybrid
			 fuel cell vehicle</header><text>The term <term>plug-in hybrid fuel cell
			 vehicle</term> means an onroad or nonroad vehicle that is propelled by a fuel
			 cell using—</text>
					<subparagraph id="id5BC462569881420CBD3108EB3E0BC8D3"><enum>(A)</enum><text>any compatible
			 fuel;</text>
					</subparagraph><subparagraph id="id1DB9390E1CAF44D5BC5575DBB91CD883"><enum>(B)</enum><text>an on-board,
			 rechargeable storage device; and</text>
					</subparagraph><subparagraph id="id6C6416EEE5D843848CF9EDF9E5E3C202"><enum>(C)</enum><text>a means of using
			 an off-board source of electricity.</text>
					</subparagraph></paragraph><paragraph id="ID10e85b176ec54c08a7cc2221a5e8e059"><enum>(9)</enum><header>Industry
			 alliance</header><text>The term <term>Industry Alliance</term> means the entity
			 selected by the Secretary under subsection (f)(2).</text>
				</paragraph><paragraph id="IDb84761bf49e3458fac7d278fa1d0e244"><enum>(10)</enum><header>Institution of
			 higher education</header><text>The term <term>institution of higher
			 education</term> has the meaning given the term in section 2 of the Energy
			 Policy Act of 2005 (42 U.S.C. 15801).</text>
				</paragraph><paragraph id="id93E181040A08494B8CE78D60B65E324A"><enum>(11)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
				</paragraph></subsection><subsection id="ID79a68bbff775453db0c3a3c00c41b7e2"><enum>(c)</enum><header>Goals</header><text>The
			 goals of the electric drive transportation technology program established under
			 subsection (e) shall be to develop, in partnership with industry and
			 institutions of higher education, projects that focus on—</text>
				<paragraph id="IDf0cee3f386ff4ac99d5ff0121f8d1795"><enum>(1)</enum><text>innovative
			 electric drive technology developed in the United States;</text>
				</paragraph><paragraph id="IDbc00159a4d284fdcac3fadd0c17fffbd"><enum>(2)</enum><text>growth of
			 employment in the United States in electric drive design and
			 manufacturing;</text>
				</paragraph><paragraph id="IDdcb960292b564f0e9dba24b477490bcd"><enum>(3)</enum><text>validation of the
			 plug-in hybrid potential through fleet demonstrations; and</text>
				</paragraph><paragraph id="IDef40a3da5f0f47cfa12119937284281a"><enum>(4)</enum><text>acceleration of
			 fuel cell commercialization through comprehensive development and
			 commercialization of battery technology systems independent of fundamental fuel
			 cell vehicle technology development.</text>
				</paragraph></subsection><subsection id="ID7fc24645ec57431bbfa19589822983b2"><enum>(d)</enum><header>Assessment</header><text>Not
			 later than 120 days after the date of enactment of this Act, the Secretary
			 shall offer to enter into an arrangement with the National Academy of
			 Sciences—</text>
				<paragraph id="IDad0ec7c65a324936a3ccd775f5e2db93"><enum>(1)</enum><text>to conduct an
			 assessment (in cooperation with industry, standards development organizations,
			 and other entities, as appropriate), of state-of-the-art battery technologies
			 with potential application for electric drive transportation;</text>
				</paragraph><paragraph id="ID7f4911b9bc7e45cfaac69a49642a3b32"><enum>(2)</enum><text>to identify
			 knowledge gaps in the scientific and technological bases of battery manufacture
			 and use;</text>
				</paragraph><paragraph id="ID27785b21babd4af0be8e40a927697e19"><enum>(3)</enum><text>to identify
			 fundamental research areas that would likely have a significant impact on the
			 development of superior battery technologies for electric drive vehicle
			 applications; and</text>
				</paragraph><paragraph id="ID8e4f62b748bf4598970a9c1fffea6923"><enum>(4)</enum><text>to recommend
			 steps to the Secretary to accelerate the development of battery technologies
			 for electric drive transportation.</text>
				</paragraph></subsection><subsection id="ID7acc0f88b7c3404eb618c6a989e3fc7c"><enum>(e)</enum><header>Program</header><text>The
			 Secretary shall conduct a program of research, development, demonstration, and
			 commercial application for electric drive transportation technology,
			 including—</text>
				<paragraph id="IDa0b2c0c7e81249a484681ce0d365b141"><enum>(1)</enum><text>high-capacity,
			 high-efficiency batteries;</text>
				</paragraph><paragraph id="ID5a01f8eeafce46f3907e8ae8fb3b8dbd"><enum>(2)</enum><text>high-efficiency
			 on-board and off-board charging components;</text>
				</paragraph><paragraph id="ID8ad6f09e2f394907845b40901a3310de"><enum>(3)</enum><text>high-powered
			 drive train systems for passenger and commercial vehicles and for nonroad
			 equipment;</text>
				</paragraph><paragraph id="IDc892f00db3e6487a99d2f0ff39e19eda"><enum>(4)</enum><text>control system
			 development and power train development and integration for plug-in hybrid
			 electric vehicles, plug-in hybrid fuel cell vehicles, and engine dominant
			 hybrid electric vehicles, including—</text>
					<subparagraph id="IDa407ddfd607a4e84a40ea8cfdbe569d0"><enum>(A)</enum><text>development of
			 efficient cooling systems;</text>
					</subparagraph><subparagraph id="IDb817b09fcc764cfba3992eee64ab1739"><enum>(B)</enum><text>analysis and
			 development of control systems that minimize the emissions profile when clean
			 diesel engines are part of a plug-in hybrid drive system; and</text>
					</subparagraph><subparagraph id="ID6a9f228cf3c449948c26e71562d515e4"><enum>(C)</enum><text>development of
			 different control systems that optimize for different goals, including—</text>
						<clause id="ID1876a75826544d3ba5185c0304f03e9e"><enum>(i)</enum><text>battery
			 life;</text>
						</clause><clause id="IDc1d52b5a118b4218b18e7d3ab85800e3"><enum>(ii)</enum><text>reduction of
			 petroleum consumption; and</text>
						</clause><clause id="ID585d5d2678b54844a07ccc154be88fb4"><enum>(iii)</enum><text>green house gas
			 reduction;</text>
						</clause></subparagraph></paragraph><paragraph id="ID006abb5c2e114092aa1b261b763d035b"><enum>(5)</enum><text>nanomaterial
			 technology applied to both battery and fuel cell systems;</text>
				</paragraph><paragraph id="ID402294696fb74d63b6fb032f95d92af2"><enum>(6)</enum><text>large-scale
			 demonstrations, testing, and evaluation of plug-in hybrid electric vehicles in
			 different applications with different batteries and control systems,
			 including—</text>
					<subparagraph id="IDe1e7ef7afc614c809b17efb1d29e82db"><enum>(A)</enum><text>military
			 applications;</text>
					</subparagraph><subparagraph id="IDa8bfcf4408e0471a8bba1e5c01dd336b"><enum>(B)</enum><text>mass market
			 passenger and light-duty truck applications;</text>
					</subparagraph><subparagraph id="ID64af339552364d5ba09392d5d7be8d2d"><enum>(C)</enum><text>private fleet
			 applications; and</text>
					</subparagraph><subparagraph id="IDf64318c5a343420088f8731e31c875da"><enum>(D)</enum><text>medium- and
			 heavy-duty applications;</text>
					</subparagraph></paragraph><paragraph id="IDcb3588e35b8d477eb71d37c01959301f"><enum>(7)</enum><text>a nationwide
			 education strategy for electric drive transportation technologies providing
			 secondary and high school teaching materials and support for education offered
			 by institutions of higher education that is focused on electric drive system
			 and component engineering;</text>
				</paragraph><paragraph id="ID33b2e38d2f1c435aa86d2a381f72a8c4"><enum>(8)</enum><text>development, in
			 consultation with the Administrator of the Environmental Protection Agency, of
			 procedures for testing and certification of criteria pollutants, fuel economy,
			 and petroleum use for light-, medium-, and heavy-duty vehicle applications,
			 including consideration of—</text>
					<subparagraph id="ID33c303e629a844f5a26fe8f473f51a62"><enum>(A)</enum><text>the vehicle and
			 fuel as a system, not just an engine; and</text>
					</subparagraph><subparagraph id="IDd64fe5f5534641beb30f3072f9dd9f8a"><enum>(B)</enum><text>nightly off-board
			 charging; and</text>
					</subparagraph></paragraph><paragraph id="IDfadb18d4a69348f7bc59f926cae7b12b"><enum>(9)</enum><text>advancement of
			 battery and corded electric transportation technologies in mobile source
			 applications by—</text>
					<subparagraph id="ID58ddd03e9eda49f391c6feae656b1807"><enum>(A)</enum><text>improvement in
			 battery, drive train, and control system technologies; and</text>
					</subparagraph><subparagraph id="ID020769252bea4ab5a7f561c6d81088c2"><enum>(B)</enum><text>working with
			 industry and the Administrator of the Environmental Protection Agency—</text>
						<clause id="ID682b904345994d16a5768c75f7918e1d"><enum>(i)</enum><text>to
			 understand and inventory markets; and</text>
						</clause><clause id="ID5a65309717b844859837cc17983d71b2"><enum>(ii)</enum><text>to
			 identify and implement methods of removing barriers for existing and emerging
			 applications.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="IDebb72e1bd88945a7b0c4d4689059047d"><enum>(f)</enum><header>Advanced
			 battery initiative</header>
				<paragraph id="id1F4194FCDC164A989683CBF1CE1A240A"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 establish and carry out an Advanced Battery Initiative in accordance with this
			 subsection to support research, development, demonstration, and commercial
			 application of battery technologies.</text>
				</paragraph><paragraph id="ID8196e67a3ce34012941b74f0584f2057"><enum>(2)</enum><header>Industry
			 alliance</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Secretary shall competitively select an Industry Alliance to
			 represent participants who are private, for-profit firms headquartered in the
			 United States, the primary business of which is the manufacturing of
			 batteries.</text>
				</paragraph><paragraph id="IDf864a1c31dba450dbc99345854e25e3e"><enum>(3)</enum><header>Research</header>
					<subparagraph id="id712CB714CEF6408E95A3CA2F7C383411"><enum>(A)</enum><header>Grants</header><text>The
			 Secretary shall carry out research activities of the Initiative through
			 competitively-awarded grants to—</text>
						<clause id="IDc53529cf5ccc4236b64235a3c385335c"><enum>(i)</enum><text>researchers,
			 including Industry Alliance participants;</text>
						</clause><clause id="IDefe04493fe224b6c8bb5cdca083e10fb"><enum>(ii)</enum><text>small
			 businesses;</text>
						</clause><clause id="IDe177451721884d83b0b89c73c07b98cb"><enum>(iii)</enum><text>National
			 Laboratories; and</text>
						</clause><clause id="IDdfc73805e7b7405ca43013e7f6cd23ac"><enum>(iv)</enum><text>institutions of
			 higher education.</text>
						</clause></subparagraph><subparagraph id="ID8b0b993fd0c84d959ca33077687861f2"><enum>(B)</enum><header>Industry
			 alliance</header><text>The Secretary shall annually solicit from the Industry
			 Alliance—</text>
						<clause id="ID51b0f07e15314cd0a7ede08580ba174c"><enum>(i)</enum><text>comments to
			 identify advanced battery technology needs relevant to electric drive
			 technology;</text>
						</clause><clause id="ID6657e8a627bf42a8b418b1b78125c06c"><enum>(ii)</enum><text>an
			 assessment of the progress of research activities of the Initiative; and</text>
						</clause><clause id="ID2f6a26c424f3410ba8ea3ef3e161b61a"><enum>(iii)</enum><text>assistance in
			 annually updating advanced battery technology roadmaps.</text>
						</clause></subparagraph></paragraph><paragraph id="IDbb1f640d39d64b34b084f1049c05d03e"><enum>(4)</enum><header>Availability to
			 the public</header><text>The information and roadmaps developed under this
			 subsection shall be available to the public.</text>
				</paragraph><paragraph id="ID36abe3a142914863a8db4e876e206e76"><enum>(5)</enum><header>Preference</header><text>In
			 making awards under this subsection, the Secretary shall give preference to
			 participants in the Industry Alliance.</text>
				</paragraph></subsection><subsection id="ID9cfa0f6bdb2a499e8f04b8047b3c3f2e"><enum>(g)</enum><header>Cost
			 Sharing</header><text>In carrying out this section, the Secretary shall require
			 cost sharing in accordance with section 988 of the Energy Policy Act of 2005
			 (42 U.S.C. 16352).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID8d013984a25c4cec84a696f8a1ee90a0"><enum>(h)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $100,000,000 for each of fiscal years 2008 through
			 2012.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="idF88CD7A350B944D683E01D93D8473B46"><enum>3.</enum><header>Availability of
			 new advanced lean burn technology motor vehicle credit for high-efficiency
			 diesel motor vehicles</header>
			<subsection commented="no" display-inline="no-display-inline" id="idC800DB25A2344E5E9E298D9477ABEC65"><enum>(a)</enum><header>In
			 general</header><text>Section 30B(c)(3)(A) of the Internal Revenue Code of 1986
			 (defining new advanced lean burn technology motor vehicle credit) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id5FE81CD6FBE5498498FC1C5E236CDF7B"><enum>(1)</enum><text>by adding
			 <quote>and</quote> at the end of clause (ii), and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5AF18E68C86B480D92B9D97E29F86BCD"><enum>(2)</enum><text>by striking
			 clause (iv).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id94FFD89415874D44967E729AAA909108"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to property
			 purchased after the date of the enactment of this Act.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id71A145C095B64680AD19F1800773763F"><enum>4.</enum><header>Biodiesel
			 standards</header><text display-inline="no-display-inline">Section 211 of the
			 Clean Air Act (42 U.S.C. 7545) is amended—</text>
			<paragraph id="IDc3a1fb34923d4fbca76f42670a6866a9"><enum>(1)</enum><text>by redesignating
			 the first subsection (r) (relating to the definition of the term
			 <quote>manufacturer</quote>) as subsection (t) and moving the subsection so as
			 to appear after subsection (s); and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4841C2A02C4546409926409443FB6BB1"><enum>(2)</enum><text>by inserting
			 after subsection (o) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id85C8D44268B34CA7B20C7B5A910A3BA7" style="OLC">
					<subsection id="ID5f55978b02fd43bea5c776063a26ca1b"><enum>(p)</enum><header>Biodiesel
				standards</header>
						<paragraph id="ID83cc6d96e0cd4e4e8f3e12b7b4020723"><enum>(1)</enum><header>Definitions</header><text>In
				this subsection:</text>
							<subparagraph id="idFE9DB4C852C940A1BABE5DC087739429"><enum>(A)</enum><header>Biodiesel</header>
								<clause id="idE9E1417FF3C44D049240111E2C44AC18"><enum>(i)</enum><header>In
				general</header><text>The term <term>biodiesel</term> means the monoalkyl
				esters of long chain fatty acids derived from plant or animal matter that
				meet—</text>
									<subclause id="id3A3FAD1C81744F85BB4A1BDD9685CE39"><enum>(I)</enum><text>the registration
				requirements for fuels and fuel additives established by the Environmental
				Protection Agency under section 211 of the Clean Air Act (42 U.S.C. 7545);
				and</text>
									</subclause><subclause id="id544022217BEA4BDF8C3F25C255D04197"><enum>(II)</enum><text>the requirements
				of the American Society of Testing and Materials D6751.</text>
									</subclause></clause><clause id="id9AA64F737E5042618F2902060A79E1A0"><enum>(ii)</enum><header>Inclusions</header><text>The
				term <term>biodiesel</term> includes esters described in subparagraph (A)
				derived from—</text>
									<subclause id="id5D26848AB786463788EFA963A396D000"><enum>(I)</enum><text>animal waste,
				including poultry fat, poultry waste, and other waste material; and</text>
									</subclause><subclause commented="no" display-inline="no-display-inline" id="idF2CF08BBEDA64F978647973B3CE7AE8E"><enum>(II)</enum><text>municipal solid
				waste, sludge, and oil derived from wastewater or the treatment of
				wastewater.</text>
									</subclause></clause></subparagraph><subparagraph id="idF102048BF53146AEA223192884FCB802"><enum>(B)</enum><header>Biodiesel
				blend</header>
								<clause id="idD84F347A14C5487CB8323F3E375B7B97"><enum>(i)</enum><header>In
				general</header><text>The term <term>biodiesel blend</term> means a mixture of
				biodiesel and diesel fuel (as defined in section 4083(a) of the Internal
				Revenue Code of 1986).</text>
								</clause><clause id="id6873F9A9E7C44292A705E9824F4AA5F5"><enum>(ii)</enum><header>Inclusions</header><text>The
				term <term>biodiesel blend</term> includes—</text>
									<subclause id="id300C1E3F5A484B7493B8DFD9C2F00FA1"><enum>(I)</enum><text>a blend of
				biodiesel and diesel fuel approximately 5 percent of the content of which is
				biodiesel (commonly known as <quote>B5</quote>); and</text>
									</subclause><subclause id="id392F6CC1865D4A3189DD52ABFB3EE00C"><enum>(II)</enum><text>a blend of
				biodiesel and diesel fuel approximately 20 percent of the content of which is
				biodiesel (commonly known as <quote>B20</quote>).</text>
									</subclause></clause></subparagraph></paragraph><paragraph id="IDd6a5c95c941a4bdaa28d7a094d55c44d"><enum>(2)</enum><header>Standards</header><text>Not
				later than 180 days after the date of enactment of the
				<short-title>American Automobile Industry Promotion Act of
				2007</short-title>, the Administrator shall promulgate regulations to establish
				standards for each biodiesel blend that is sold or introduced into commerce in
				the United
				States.</text>
