		<official-title display="yes">To amend the Reclamation Wastewater and
		  Groundwater Study and Facilities Act to authorize the Secretary of the Interior
		  to participate in the Inland Empire regional recycling project and in the
		  Cucamonga Valley Water District recycling project.</official-title>

		<section id="HEDDC963D70094F9BB500F2012B3C1D61" section-type="section-one"><enum>1.</enum><header>Inland Empire and Cucamonga
			 Valley recycling projects</header>
			<subsection id="H267A140336E843CA93A4CC4933F3D4F1"><enum>(a)</enum><header>Short
			 title</header><text>This section may be cited as the <quote>Inland Empire
			 Regional Water Recycling Initiative</quote>.</text>
			</subsection><subsection id="H248F467CBECB4947B845144CDB00C785"><enum>(b)</enum><header>In
			 general</header><text>The Reclamation Wastewater and Groundwater Study and
			 Facilities Act (<external-xref legal-doc="public-law" parsable-cite="pl/102/575">Public Law 102–575</external-xref>, title XVI;
			 <external-xref legal-doc="usc" parsable-cite="usc/43/390h">43 U.S.C. 390h et
			 seq.</external-xref>) is amended by adding at the end the following:</text>

					<section id="H7E1E60AC4D374EF88EA79FB053B58BDD"><enum>1639.</enum><header>Inland Empire
				Regional Water Recycling Project</header>
						<subsection id="H4C1E323192014637931BE7978ECB34BA"><enum>(a)</enum><header>In
				general</header><text>The Secretary, in cooperation with the Inland Empire
				Utilities Agency, may participate in the design, planning, and construction of
				the Inland Empire regional water recycling project described in the report
				submitted under section 1606(c).</text>
						</subsection><subsection id="H65E0047051FA4E4683C43C8E99323EF9"><enum>(b)</enum><header>Cost
				sharing</header><text>The Federal share of the cost of the project described in
				subsection (a) shall not exceed 25 percent of the total cost of the
				project.</text>
						</subsection><subsection id="HA2C58EC1AEE248BB943CB700CC261915"><enum>(c)</enum><header>Limitation</header><text>Funds
				provided by the Secretary shall not be used for operation and maintenance of
				the project described in subsection (a).</text>
						</subsection><subsection id="H6DDCE49142E7443F00294DFF5FD19E5F"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated to carry
				out this section $20,000,000.</text>
						</subsection><subsection id="H35049C58FFC04E17896FCE511766004E"><enum>(e)</enum><header>Sunset of
				authority</header><text>The authority of the Secretary to carry out any
				provisions of this section shall terminate 10 years after the date of the
				enactment of this section.</text>
						</subsection></section><section id="HDB1A2BE87556400AA085AFA09C407F32"><enum>1640.</enum><header>Cucamonga
				Valley Water Recycling Project</header>
						<subsection id="H59B10ABA00144DA09D96008C5E00CB45"><enum>(a)</enum><header>In
				general</header><text>The Secretary, in cooperation with the Cucamonga Valley
				Water District, may participate in the design, planning, and construction of
				the Cucamonga Valley Water District satellite recycling plants in Rancho
				Cucamonga, California, to reclaim and recycle approximately 2 million gallons
				per day of domestic wastewater.</text>
						</subsection><subsection id="H160028D6EE124DF5B8A620B189797053"><enum>(b)</enum><header>Cost
				sharing</header><text>The Federal share of the cost of the project described in
				subsection (a) shall not exceed 25 percent of the capital cost of the
				project.</text>
						</subsection><subsection id="H3DE236184EF64496AC011BE454A8CE2E"><enum>(c)</enum><header>Limitation</header><text>Funds
				provided by the Secretary shall not be used for operation and maintenance of
				the project described in subsection (a).</text>
						</subsection><subsection id="H5D8D919EBD0745619B3F55CE6E777522"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated to carry
				out this section, $10,000,000.</text>
						</subsection><subsection id="HD80C35B00D064B71867864EB036C61D7"><enum>(e)</enum><header>Sunset of
				authority</header><text>The authority of the Secretary to carry out any
				provisions of this section shall terminate 10 years after the date of the
				enactment of this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4373314F883A4A55BF91EF8F3A637CA"><enum>(c)</enum><header>Conforming
			 amendments</header><text display-inline="yes-display-inline">The table of
			 sections in section 2 of the Reclamation Projects Authorization and Adjustment
			 Act of 1992 (43 U.S.C. prec. 371) is amended by inserting after the item
			 relating to section 1638 the following:</text>
