		<official-title display="yes">To move toward energy independence through
		  a coordinated development of renewable energy sources, including wave, solar,
		  wind, geothermal, and biofuels production.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Creating Renewable Energy through
			 Science and Technology Act</short-title></quote> or the <quote><short-title>CREST
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id83B3FD95AE544562A6A0F999B08CA7AF" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Renewable Energy Advisory
			 Committee</header><text display-inline="no-display-inline">The National Science
			 Foundation Act of 1950 (42 U.S.C. 1861 et seq.) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id63F20B87EBF74AFDBB1D94EE752E31EB"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 16 as section 17;
			 and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4D97C3F4DF624FB7B9AEC07EB306CDC8"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 15 the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idE2C81FC1DA9349B6A73514261EA8C965" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="id69C42E9829304352A11B726392159EF3" section-type="subsequent-section"><enum>16.</enum><header display-inline="yes-display-inline">Renewable Energy Advisory
				Committee</header>
						<subsection commented="no" display-inline="no-display-inline" id="id4ABAA25595704EC4B22168F2A6ACBF00"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Director of the Foundation shall
				establish the Council on Renewable Energy (referred to in this section as the
				<quote>CORE</quote>) to—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id8A696C0FD9F34DF199F43B8116CC32DA"><enum>(1)</enum><text display-inline="yes-display-inline">advise Congress on renewable energy
				development, strategy, research, and marketability; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id76B7814A9E2E471DAACA7F07882705A5"><enum>(2)</enum><text display-inline="yes-display-inline">facilitate collaboration among Federal
				agencies regarding the execution of national renewable energy
				objectives.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idE74217EFB5C04519A5C790CC66735515"><enum>(b)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The CORE shall—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id7D02B2F700C24C0FAD2F7FC08477333F"><enum>(1)</enum><text display-inline="yes-display-inline">promote renewable energy research and
				development in the areas of wind, wave, solar, geothermal, and biofuels
				production, particularly cellulosic;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBEAABE38B7C34E06AC7FE878732E474D"><enum>(2)</enum><text display-inline="yes-display-inline">consult with renewable energy experts
				regarding renewable energy policies and make policy recommendations to Federal
				agencies; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id97B421A3D4E244D6B58C8B0A760CD484"><enum>(3)</enum><text display-inline="yes-display-inline">identify and recommend public and private
				research institutions to carry out renewable energy research described in
				paragraph (1).</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC3A7AA5394B846B59A4508307464429C"><enum>(c)</enum><header display-inline="yes-display-inline">Membership</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id1CC7D95EB08745E49116354655F027B8"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The CORE shall consist of the following
				members (or their designees):</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id97E4D8A79763416A94EA44008E9EB1EF"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary of Energy.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id16C8A9F6AF3740ADB63A3B12DEEFEC7A"><enum>(B)</enum><text display-inline="yes-display-inline">The Secretary of Agriculture.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0B6D89F8E37D4E78AAC24D42E975F654"><enum>(C)</enum><text display-inline="yes-display-inline">The Secretary of Commerce.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB169CE3A8CD6482ABB73D8F0786AE18E"><enum>(D)</enum><text display-inline="yes-display-inline">The Administrator of the National Oceanic
				and Atmospheric Administration.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8682200DC0D94F1EB16E8E68F3A0CED0"><enum>(E)</enum><text display-inline="yes-display-inline">The Director of the Office of Science and
				Technology Policy.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id147DF596D7534DED9147F8138DD24B88"><enum>(F)</enum><text display-inline="yes-display-inline">Representatives from public
				laboratories.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAF409AEFEB814B1F94DA26C94BBA141C"><enum>(G)</enum><text display-inline="yes-display-inline">Representatives of industry and trade
				groups.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAED8826E360F40429B895D3CEB4FDF45"><enum>(H)</enum><text display-inline="yes-display-inline">Representatives of State agencies.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96AE7F612C314DD9BD108AFA3C146549"><enum>(2)</enum><header display-inline="yes-display-inline">Selection process</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
				the enactment of this section, the Director of the Foundation, in consultation
				with the members listed in subparagraphs (A) through (E) of paragraph (1),
				shall select the members listed in subparagraphs (F) through (H) of paragraph
				(1).</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idCA34FD8781CF422DA94C419D5288BD02"><enum>(d)</enum><header display-inline="yes-display-inline">Meetings</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id8CED4BB44B3E4C9588E33FEB3FE46B67"><enum>(1)</enum><header display-inline="yes-display-inline">Chairperson</header><text display-inline="yes-display-inline">The CORE shall select a Chairperson from
				among its members.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34E383057EF7445D9692BAE27CE884A1"><enum>(2)</enum><header display-inline="yes-display-inline">Meetings</header><text display-inline="yes-display-inline">The CORE shall convene, in person or by
				electronic means, at least 4 times a year, at the call of the
				Chairperson.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3BE97D9F81824BA39965A8C439F61C67"><enum>(3)</enum><header display-inline="yes-display-inline">Quorum</header><text display-inline="yes-display-inline">A majority of the members serving on the
				Advisory Committee shall constitute a quorum for purposes of conducting the
				business of the Advisory Committee.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9E3E1D6806514684A1E63FD2B75D5B22"><enum>(e)</enum><header display-inline="yes-display-inline">Powers</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id00364DE4AE444AC9904BC7AE4A2869B5"><enum>(1)</enum><header display-inline="yes-display-inline">Hearings</header><text display-inline="yes-display-inline">The CORE may hold such hearings, sit and
				act at such times and places, take such testimony, and receive such evidence as
				the CORE considers advisable to carry out the purposes of this section.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id47F6C75ADF2C4FD3B0103C8F981009A0"><enum>(2)</enum><header display-inline="yes-display-inline">Personnel matters</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="id771BE90791CC4CD485968E5EE27C1B5A"><enum>(A)</enum><header display-inline="yes-display-inline">Compensation</header><text display-inline="yes-display-inline">Members of the CORE shall serve without
				compensation, but shall receive travel expenses, including per diem in lieu of
				subsistence, in accordance with sections 5702 and 5703 of title 5, United
				States Code.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD8539DDF0EA241198A5B9A2384B40DEE"><enum>(B)</enum><header display-inline="yes-display-inline">Staff</header><text display-inline="yes-display-inline">The Chairperson may, without regard to the
				civil service laws and regulations, appoint, terminate, and set the
				compensation of an executive director and such other additional personnel as
				may be necessary to enable the CORE to perform the duties described in
				subsection (b).</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB47B361A3ADF48B087BB219E98DF949D"><enum>(3)</enum><header display-inline="yes-display-inline">Cooperation</header><text display-inline="yes-display-inline">The CORE may secure directly from any
				Federal agency or private entity such information as the CORE considers
				necessary to perform the duties described in subsection (b).</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id89305CD37CCF47BDB5F625097443D6DA"><enum>(f)</enum><header display-inline="yes-display-inline">Annual report</header><text display-inline="yes-display-inline">The CORE shall submit an annual report to
				Congress that contains—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id7B7A6825CDCE498D89D8D117546FEBF2"><enum>(1)</enum><text display-inline="yes-display-inline">a summary of the CORE’s activities;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF38B94D60564403897B2708E0B520BF2"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations regarding Federal funding
				for renewable energy development research; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD147B4D4C4A24FEB87732E81F2336D03"><enum>(3)</enum><text display-inline="yes-display-inline">recommendations regarding the expenditure
				of such funding on the particular renewable energy sources specified in
				subsection (b)(1).</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idAD9C63B45379492B85FBE1A2726201AE"><enum>(g)</enum><header display-inline="yes-display-inline">Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated such sums as may be necessary to carry out this
				section.</text>
