		  to change the name of the National Institute on Alcohol Abuse and Alcoholism to

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Recognizing Addiction as a Disease Act
			 of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id4D5577C6A4874CDF9DC3948733CF0CE1" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID62d1cfb32cac4597b3d337e38daa4e46"><enum>(1)</enum><text display-inline="yes-display-inline">Addiction is a chronic, relapsing brain
			 disease that is characterized by compulsive drug seeking and use, despite
			 harmful consequences. It is considered a brain disease because drugs change the
			 brain's structure and manner in which it functions. These brain changes can be
			 long lasting, and can lead to the harmful behaviors seen in people who abuse
			 drugs. The disease of addiction affects both brain and behavior, and scientists
			 have identified many of the biological and environmental factors that
			 contribute to the development and progression of the disease.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID700a1e99bf71441f8007490c21f2e5af"><enum>(2)</enum><text display-inline="yes-display-inline">The pejorative term <quote>abuse</quote>
			 used in connection with diseases of addiction has the adverse effect of
			 increasing social stigma and personal shame, both of which are so often
			 barriers to an individual's decision to seek treatment.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id2161482909814A9A852C1F87EA80F422" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Name change</header>
			<subsection commented="no" display-inline="no-display-inline" id="id7873C60FF9D24495809C1D51E458733E"><enum>(a)</enum><header display-inline="yes-display-inline">Public Health Service Act</header><text display-inline="yes-display-inline">The Public Health Service Act is
			 amended—</text>

			 order, document, paper, or other record of the United States to the
			 <quote>National Institute on Drug Abuse</quote>, the <quote>National Institute
			 on Alcohol Abuse and Alcoholism</quote>, the <quote>National Advisory Council
			 on Alcohol Abuse and Alcoholism</quote>, and the <quote>National Advisory
			 Council on Drug Abuse</quote> shall be deemed to be a reference to the
			 <quote>National Institute on Diseases of Addiction</quote>, the <quote>National
			 Institute on Alcohol Disorders and Health</quote>, the <quote>National Advisory
			 Council on Alcohol Disorders and Health</quote>, and the <quote>National
			 Advisory Council on Diseases of Addiction</quote>, respectively.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id959CEBD4D4F44915B34DA847B32A0D71"><enum>(d)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">Nothing in this Act shall be construed to
			 alter the mission of the National Institute on Alcohol Abuse and Alcoholism
			 (renamed the National Institute on Alcohol Disorders and Health) or the
			 National Institute on Drug Abuse (as renamed the National Institute on Diseases
			 of Addiction) or have any substantive effect on the duties or responsibilities
			 of such Institutes.</text>
			</subsection></section><section changed="added" committee-id="SSEG00" id="idB7039B5FDD7149F2A72F90EE03BBE625" reported-display-style="italic"><enum>4.</enum><header>The Eunice Kennedy
			 Shriver National Institute of Child Health and Human Development</header>
			<subsection id="ID0b38fd6d3c6e4adbb4e674af298d50aa"><enum>(a)</enum><header>Findings</header><text>Congress
			 makes the following findings:</text>
				<paragraph id="IDbde18e4c5b4d415487802957695a13b0"><enum>(1)</enum><text>Since it was established
			 by Congress in 1962 at the request of President John F. Kennedy, the National
			 Institute of Child Health and Human Development has achieved an outstanding
			 record of achievement in catalyzing a concentrated attack on the unsolved
			 health problems of children and of mother-infant relationships by fulfilling
			 its mission to—</text>
					<subparagraph id="ID70026cf887b54c1d86cefbd098b231d9"><enum>(A)</enum><text>ensure that every
			 individual is born healthy and wanted, that women suffer no harmful effects
			 from reproductive processes, and that all children have the chance to achieve
			 their full potential for healthy and productive lives, free from disease or
			 disability; and</text>
					</subparagraph><subparagraph id="IDadc7007b259f41e1a1fe788c72ada5ac"><enum>(B)</enum><text>ensure the health,
			 productivity, independence, and well-being of all individuals through optimal
			 rehabilitation.</text>
					</subparagraph></paragraph><paragraph id="IDce100590969a44f098d62a2dd62b9f27"><enum>(2)</enum><text>The National Institute of
			 Child Health and Human Development has made unparalleled contributions to the
			 advancement of child health and human development, including significant
			 efforts to—</text>
					<subparagraph id="ID22e9de82f3ef40dc92d362d632fb631c"><enum>(A)</enum><text>reduce dramatically the
			 rates of Sudden Infant Death Syndrome, infant mortality, and maternal HIV
			 transmission;</text>
					</subparagraph><subparagraph id="IDb07a14f903a743cf8d4877521a1f2cad"><enum>(B)</enum><text>develop the Haemophilus
			 Influenza B (Hib) vaccine, credited with nearly eliminating the incidence of
			 mental retardation; and</text>
					</subparagraph><subparagraph id="ID55c040f3a85b4d9aba358202b5bc157e"><enum>(C)</enum><text>conduct intramural
			 research, support extramural research, and train thousands of child health and
			 human development researchers who have contributed greatly to dramatic gains in
			 child health throughout the world.</text>
					</subparagraph></paragraph><paragraph id="ID22eb10a6b596463b852e608916cf2397"><enum>(3)</enum><text>The vision, drive, and
			 tenacity of one woman, Eunice Kennedy Shriver, was instrumental in proposing,
			 passing, and enacting legislation to establish the National Institute of Child
			 Health and Human Development (Public Law 87–838) on October 17, 1962.</text>
				</paragraph><paragraph id="IDdd5321aa11cd440faa0a6cd30d4530ec"><enum>(4)</enum><text>It is befitting and
			 appropriate to recognize the substantial achievements of Eunice Kennedy
			 Shriver, a tireless advocate for children with special needs, whose foresight
			 in creating the National Institute of Child Health and Human Development gave
			 life to the words of President Kennedy, who wished to <quote>encourage
			 imaginative research into the complex processes of human development from
			 conception to old age.</quote>.</text>
				</paragraph></subsection><subsection id="IDf57d642da4a844dd9af028519e8e18d9"><enum>(b)</enum><header>Amendments to the
			 Public Health Service Act</header><text>The Public Health Service Act is
			 amended—</text>
