		<legis-type>RESOLUTION</legis-type>
		<official-title display="yes">Expressing the serious concern of the House
		  of Representatives regarding the worsening situation in Sri
		  Lanka.</official-title>
	</form>
	<preamble>
		<whereas><text>Whereas the Liberation of Tamil Eelam (LTTE) have been
			 fighting the Government of Sri Lanka since the 1970s for a separate homeland in
			 Sri Lanka’s north and east for minority Tamils;</text>
		</whereas><whereas><text>Whereas thousands of innocent civilians have already been
			 killed and more continue to die in Sri Lanka as a result of the ethnic conflict
			 between the LTTE and the Government of Sri Lanka;</text>
		</whereas><whereas><text>Whereas families in the north and east of Sri Lanka live
			 in constant fear, anxiously hoping for their safety;</text>
		</whereas><whereas><text>Whereas the LTTE is designated in the United States as a
			 Foreign Terrorist Organization;</text>
		</whereas><whereas><text>Whereas 25 years of terrorism have not improved the lives
			 of the Tamil people in Sri Lanka;</text>
		</whereas><whereas><text>Whereas there is no military solution to the
			 conflict;</text>
		</whereas><whereas><text>Whereas fighting has steadily worsened over the past year
			 despite the fact that a 2002 cease-fire between the rebels and the government
			 is still technically in place;</text>
		</whereas><whereas><text>Whereas peace talks have been stalled since 2003;</text>
		</whereas><whereas><text>Whereas Sri Lanka is Asia’s oldest democracy and remains a
			 close friend of the United States;</text>
		</whereas><whereas><text>Whereas the United States remains concerned about the
			 upsurge of violence, including abductions and killings of humanitarian aid
			 workers, over the past year and the deteriorating human rights situation;
			 and</text>
		</whereas><whereas><text>Whereas the United States has a strategic interest in
			 promoting peace in Sri Lanka and throughout South East Asia: Now, therefore, be
			 it</text>
		</whereas></preamble>
	<resolution-body id="HCBB4809FF0304F0A97B58B11A0E5BC0" style="traditional">
		<section display-inline="yes-display-inline" id="HE41CA2D838214A2B9452365BF8A391CA" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the House of Representatives—</text>
			<paragraph id="H7C05C4E2C8624C0999484EC3D8497CD1"><enum>(1)</enum><text display-inline="yes-display-inline">expresses its serious concerns regarding
			 the worsening situation in Sri Lanka;</text>
			</paragraph><paragraph id="HD8AA8C48127B4BE9BFFA2929DA07C3F"><enum>(2)</enum><text display-inline="yes-display-inline">strongly urges the LTTE to revoke violence
			 as a means to achieve its political goals;</text>
			</paragraph><paragraph id="H6BAF4A576FF34186A3A17D0037923B1C"><enum>(3)</enum><text display-inline="yes-display-inline">strongly supports that all pertinent
			 parties, including the main Tamil political parties, resume peace talks
			 immediately;</text>
			</paragraph><paragraph id="H9F138562F85847B9A8D1C6170F161C0"><enum>(4)</enum><text display-inline="yes-display-inline">calls upon all parties to negotiate a
			 political settlement that will be fair to all of the ethnic communities living
			 in the country, including Sinhalese, Tamils, and Muslims; and</text>
			</paragraph><paragraph id="HE395276E16F54E349BBF1B411554B63"><enum>(5)</enum><text display-inline="yes-display-inline">recommends the President to further United
			 States involvement to help secure a lasting peace.</text>
