		<official-title display="yes">Amending the Rules of the House of
		  Representatives to strengthen the budget process.</official-title>

	<resolution-body id="H3A65C265838646749936B9746000B3C2" style="traditional">
		<section display-inline="yes-display-inline" id="HB9897F315F9148D3AEE32086E2FC028" section-type="undesignated-section"><enum></enum><text>That</text><subsection commented="no" display-inline="yes-display-inline" id="H2E15241666B943A28E47BC290030E320"><enum>(a)</enum><text>the last sentence of
			 clause 7(e) of rule XXII of Rules of the House of Representatives is amended by
			 inserting <quote>and shall contain, where practicable, the estimate of costs
			 described in section 308(a)(2) of the <short-title>Congressional Budget Act of 1974</short-title></quote>
			 before the period.</text>
			</subsection><subsection id="H4B2BDDF2607844988093670979B5CBB"><enum>(b)</enum><text>Clause 7 of rule
			 XXII of Rules of the House of Representatives is amended by adding at the end
			 the following new paragraph:</text>
				<quoted-block id="H535888ED7C4E4EA0BB7FE34C5210F004" style="OLC">
					<subsection id="HCC181B615AA4489E8732B64800F2D678"><enum>(f)</enum><text>It shall not be in
				order to consider a conference report unless it contains an estimate of costs
				as described in the last sentence of paragraph
				(e).</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HB59AA2BC64B94DF7A93B88BFB4655562"><enum>2.</enum><header>Roll call votes required for new
		spending over $50,000,000</header><text>Clause 10 of rule
			 XX of the Rules of the House of Representatives is amended by inserting
			 <quote>authorizing or providing new budget authority of not less than
			 $50,000,000</quote> before <quote>making general appropriations</quote> and by
			 adding at the end the following new sentence: <quote>The Speaker may not
			 entertain a unanimous consent request or motion to suspend this
			 clause.</quote>.</text>
		</section><section id="HA61CC77208C24EA28FE31FF6D229EAB4"><enum>3.</enum><header>Searchable earmarks list
		requirement</header><text display-inline="yes-display-inline">Clause 9 of rule XXI of the Rules of the
			 House of Representatives is amended as follows:</text>
			<paragraph id="H951FFDA8A29141F0AB74F1382EEDBE1"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (a)(1), by inserting <quote>,
			 which shall be made available on the Internet in a searchable format to the
			 general public for at least 48 hours before consideration,</quote> after
			 <quote>a list</quote>;</text>
			</paragraph><paragraph id="HA1C7C425D9A34C33BEB5BE7BC019673B"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (a)(2), by inserting <quote>,
			 which shall be made available on the Internet in a searchable format to the
			 general public for at least 48 hours before consideration,</quote> after
			 <quote>a list</quote>; and</text>
			</paragraph><paragraph id="H3D58E94DCD72446C8800928868BD42BF"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (a)(4), by inserting <quote>,
			 which shall be made available on the Internet in a searchable format to the
			 general public for at least 48 hours before consideration,</quote> after
			 <quote>a list</quote>.</text>
			</paragraph></section><section id="HDC52F30D3F184A6183F170935CBE369F"><enum>4.</enum><header>Same-day consideration of rules committee
		reports</header><text>In
			 rule XIII of the Rules of the House of Representatives, clause 6(a) is amended
			 by striking <quote>the same day</quote> and inserting <quote>the same calendar
			 day or less than 17 hours after that</quote>.</text>
		</section><section id="H01F760B7119740E59E630060DA70FFD6"><enum>5.</enum><header>Two-Thirds requirement for certain waivers
		under the rules</header><subsection commented="no" display-inline="yes-display-inline" id="HA2712361FCC446D988809587ECD0D658"><enum>(a)</enum><header>Two-Thirds
			 Requirement</header><text>Clause 6(c) of rule XIII of the Rules of the House of
			 Representatives is amended by striking the period and inserting a semicolon at
			 the end of subparagraph (2) and by adding at the end the following new
			 subparagraph:</text>
				<quoted-block id="H841AA66737A44A4300A373AAE875882E" style="OLC">
					<paragraph id="H272275B046034971B75601002679C9C1"><enum>(3)</enum><text>a rule or order
				which would waive the layover requirement of clause 8 of rule XXII concerning
				the availability of reports, would waive the three-day layover requirement or
				the three-day Internet availability requirement of clause 4(a)(1) of this rule
				or of clause 8(a)(1) of rule XXII, or would waive the scope requirement of the
				last sentence of clause 9 of rule XXII by a vote of less than two-thirds of the
				Members voting, a quorum being
				present.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFCE2D0FB42D343CDA0C0CCDF9ECAFA"><enum>(b)</enum><header>Conforming
			 Amendment</header><text>Clause 6(a) of rule XIII of the Rules of the House of
			 Representatives is amended by striking subparagraph (2), by inserting
			 <quote>or</quote> after the semicolon at the end of subparagraph (1), and by
			 redesignating subparagraph (3) as subparagraph (2).</text>
			</subsection></section><section id="H8AF4D7A1E9E943E9BCCB00F18184473B"><enum>6.</enum><header>Two-Thirds requirement for availability
		of certain measures on the Internet</header><subsection commented="no" display-inline="yes-display-inline" id="H289E6EFF2E6B4BA1A228A28E4CBE7DE5"><enum>(a)</enum><text>Clause 4(a)(1) of rule
			 XIII of the Rules of the House of Representatives is amended by inserting
			 <quote>and until the third such calendar day on which the underlying measure or
			 matter has been made available by the Committee on Rules on its Internet
			 site</quote> before the period.</text>
			</subsection><subsection id="HB738AD67BC6047B1A500C8FB18560058"><enum>(b)</enum><text>Clause 8(a)(1)(A)
			 of rule XXII of the Rules of the House of Representatives is amended by
			 inserting <quote>and until the third such calendar day on which such conference
			 report and joint explanatory statement have been made available by the standing
			 committee of the House with subject matter jurisdiction over the underlying
			 legislation on its Internet site</quote> before the semicolon.</text>
			</subsection></section><section id="H9C9491A003A248ABBEAEA6B18BBBDEEC"><enum>7.</enum><header>Written justification for
		earmarks</header><text>Clause 2 of rule
			 XXI of the Rules of the House of Representatives is amended by adding at the
			 end the following new paragraph:</text>
			<quoted-block id="H4DCDE24DDA214610B53C90560948E404" style="OLC">
				<subsection id="H77C60D2360C54A8980BCEC00E6B3D0F5"><enum>(g)</enum><text>The report that
				accompanies any general appropriation bill shall contain a separate written
				justification for each earmark contained in such bill or
				report.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H5D4F42C1018C4C308028CFD7931CE9A9"><enum>8.</enum><header>Mandatory oversight</header><text>Clause 2(d) of rule
			 X of the Rules of the House of Representatives is amended by adding at the end
			 the following new subparagraph:</text>
			<quoted-block id="H99354CDD55C9487AAFE9F2674FA84F72" style="OLC">
				<paragraph id="H32EDEAA7927447419B94D623689E40D2" indent="up1"><enum>(3)</enum><text>Not later than July 1 in the first
				session of a Congress, and at six-month intervals thereafter during that
				Congress, each committee shall submit reports to the Speaker and the minority
				leader respecting the committee’s compliance with its oversight plan.
				Committees shall make these reports available to the
				public.</text>
