		<official-title display="yes">Expressing support for National Facial
		  Protection Month.</official-title>

	<preamble>
		<whereas><text>Whereas 5,000,000 teeth are knocked out each year during
			 sports activities;</text>
		</whereas><whereas><text>Whereas an athlete participating in contact sports has a
			 10 percent chance of sustaining a significant oral-facial injury each
			 season;</text>
		</whereas><whereas><text>Whereas studies indicate that approximately one third of
			 all dental injuries and approximately 19 percent of head and face injuries are
			 sports-related;</text>
		</whereas><whereas><text>Whereas an athlete is 60 times more likely to sustain
			 damage to the teeth when not wearing a protective mouth guard;</text>
		</whereas><whereas><text>Whereas emerging evidence supports that youth athletes
			 wearing full facial protection during baseball, softball, hockey, and lacrosse
			 can significantly reduce their risk of oral-facial trauma;</text>
		</whereas><whereas><text>Whereas the Task Force on Community Preventive Services
			 found that there is insufficient evidence, due to a lack of available research
			 data, to support intervention programs to encourage the use of helmets,
			 facemasks, and mouth guards to reduce oral-facial trauma in contact
			 sports;</text>
		</whereas><whereas><text>Whereas the Task Force on Community Preventive Services
			 has recommended additional research on the effectiveness of intervention
			 programs to encourage the use of helmets, facemasks, and mouth guards;
			 and</text>
		</whereas><whereas><text>Whereas April 2008 would be an appropriate month to
			 designate as <quote>National Facial Protection Month</quote>: Now, therefore,
			 be it</text>
		</whereas></preamble>
	<resolution-body id="HDA40C582893D46F0BB1ED3A4779B0951" style="traditional">
		<section display-inline="yes-display-inline" id="HE2956DE131604DC0B0D7A0584D6974B3" section-type="undesignated-section"><enum></enum><text>That the House of
			 Representatives—</text>
			<paragraph id="HBC566A7DB944402EA59483F88CBAE4CB"><enum>(1)</enum><text display-inline="yes-display-inline">expresses support for National Facial
			 Protection Month;</text>
			</paragraph><paragraph id="H26629B45A5C0487CBA14EF9D1E2646AB"><enum>(2)</enum><text>declares it is
			 critical—</text>
				<subparagraph id="HBC69087BFDCE4824ABB7BE00C6879F00"><enum>(A)</enum><text display-inline="yes-display-inline">to raise awareness about the importance of
			 using proper dental and facial protection during sporting activities;
			 and</text>
				</subparagraph><subparagraph id="H58FE4DBA35304E04942181541BEDB754"><enum>(B)</enum><text display-inline="yes-display-inline">to conduct additional research to study the
			 effectiveness of intervention programs to encourage use of helmets, facemasks,
			 and mouth guards;</text>
				</subparagraph></paragraph><paragraph id="HFBE2702071E6465C8619832831051566"><enum>(3)</enum><text display-inline="yes-display-inline">calls on sports health care professionals,
			 parents, and coaches to—</text>
				<subparagraph id="HF33EB698C5C44870969E60AC63C5634C"><enum>(A)</enum><text display-inline="yes-display-inline">educate athletes about the importance of
			 protective equipment and encourage the use of all protective devices to ensure
			 the athlete's safety; and</text>
				</subparagraph><subparagraph id="H510D35633AB54E90AF649700575561F7"><enum>(B)</enum><text display-inline="yes-display-inline">recommend using protective equipment that
			 meets the standards of the National Operating Committee on Standards for
			 Athletic Equipment (NOCSAE) and is clearly identified as being in compliance;
			 and</text>
				</subparagraph></paragraph><paragraph id="H2718FB5E96F149CE81155F41B6CCF0EC"><enum>(4)</enum><text display-inline="yes-display-inline">requests the President to issue a
			 proclamation calling upon the people of the United States to observe National
			 Facial Protection Month with appropriate ceremonies and activities.</text>
