		<official-title display="yes">To provide all low-income students with the
		  same opportunity to receive a Pell Grant by suspending the tuition sensitivity
		  provision in the Pell Grant program.</official-title>

		<section display-inline="no-display-inline" id="H1D572EB0E88F442299D4E6D09D1602FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Pell Grant Equity Act of
			 2007</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H1BA1AE605F604CD99C773C5450A200E4"><enum>2.</enum><header>Tuition
			 sensitivity</header><text display-inline="no-display-inline">Section 401(b)(3)
			 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(b)(3)</external-xref>) is amended
			 by adding at the end the following new subparagraph:</text>
			<quoted-block display-inline="no-display-inline" id="HF173962AB1C64AD7B9C1482DC99120E6" style="OLC">
				<subparagraph id="HBFBE277306124038874F05E7D555E01C" indent="up2"><enum>(C)</enum><text>This paragraph shall not apply to the
				determination of a student’s basic grant for the 2007–2008 academic
				year.</text>
				</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section display-inline="no-display-inline" id="H9BF92D46181E4D36972E94E7F4DCD424"><enum>3.</enum><header>Guarantee agency
			 collection retention</header><text display-inline="no-display-inline">Clause
			 (ii) of section 428(c)(6)(A) of the Higher Education Act of 1965
			 (20 U.S.C.
			 1078(c)(6)(A)(ii)) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H75571E2720AD475DBAA4DA46BE035BC3" style="OLC">
				<clause id="H3DB60AA465CC4443A9A2840476BF3DD3"><enum>(ii)</enum><text>an amount equal
				to 24 percent of such payments for use in accordance with section 422B, except
				that—</text>
					<subclause id="H1742828EF88A411F8DEA957BED081324"><enum>(I)</enum><text>beginning October
				1, 2003 and ending September 30, 2007, this subparagraph shall be applied by
				substituting <quote>23 percent</quote> for <quote>24 percent</quote>;
				and</text>
					</subclause><subclause id="HAB5F392FF0B04C1CAF00001C009DD484"><enum>(II)</enum><text>beginning October
				1, 2007 and ending September 30, 2008, this subparagraph shall be applied by
				substituting <quote>22 percent</quote> for <quote>24
				percent</quote>.</text>
