			 independence of Inspectors General</header>
			<subsection id="H80C1422D77BA4162913BBCACB411B606"><enum>(a)</enum><header>Removal for
			 cause</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is
			 amended—</text>
				<paragraph id="H3F3284A0DD644C66A7BC3781CE49CE8E"><enum>(1)</enum><text display-inline="yes-display-inline">in section 3(b) by striking <quote>the
			 reasons for any such removal to both Houses of Congress.</quote> and inserting
			 the following:</text>
					<quoted-block display-inline="yes-display-inline" id="H0CA53B557EEC46C1A9A8B60029FA1053">
						<text>in writing the reasons for any
			 such removal to both Houses of Congress and to the Inspector General of the
			 establishment at least 30 days before such removal. An Inspector General may be
			 removed from office prior to the expiration of his or her term only on any of
			 the following grounds:</text><paragraph id="HC096A00A317F41588CE2FA11CE2C4EDE"><enum>(1)</enum><text>Permanent
				incapacity.</text>
						</paragraph><paragraph id="H63411675C9F94BC894FFACEB03499349"><enum>(2)</enum><text>Inefficiency.</text>
						</paragraph><paragraph id="H171773C9BF9D4324AF4B2DE720D81E3B"><enum>(3)</enum><text>Neglect of
				duty.</text>
						</paragraph><paragraph id="H2357BAD36F5C44F781723EF2E7BF5DD1"><enum>(4)</enum><text>Malfeasance.</text>
						</paragraph><paragraph id="HF3B5D862CAA44842AC4E00FF395E565"><enum>(5)</enum><text>Conviction of a
				felony or conduct involving moral turpitude.</text>
						</paragraph><paragraph id="HE1C7F2337DA74660BAD46C1DA4178B2B"><enum>(6)</enum><text>Knowing violation
				of a law, rule, or regulation.</text>
						</paragraph><paragraph id="HBFF851F9F0284526A85B0997B9D1A591"><enum>(7)</enum><text>Gross
				mismanagement.</text>
						</paragraph><paragraph id="HCFACAE5A04D54B4A89F85781B00A9DE"><enum>(8)</enum><text>Gross waste of
				funds.</text>
						</paragraph><paragraph id="H8F93A8EA029649368F10DE4D24A0AD00"><enum>(9)</enum><text>Abuse of
				authority.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph display-inline="no-display-inline" id="HA56FA3260B5045C6A58DB800C8666F32"><enum>(2)</enum><text display-inline="yes-display-inline">in section 8G(e) by striking <quote>an
			 Inspector General</quote> and all that follows through the period at the end
			 and inserting the following: <quote>the head of a designated Federal entity
			 intends to remove an Inspector General from office or transfer an Inspector
			 General to another position or location within such designated Federal entity,
			 the head of such entity shall communicate in writing the reasons for any such
			 removal or transfer to both Houses of Congress and to the Inspector General of
			 the entity at least 30 days before such removal or transfer.</quote>.</text>
				</paragraph></subsection><subsection id="H084FD4950CFA42F390B8DCBAA903B207"><enum>(b)</enum><header>Establishment of
			 terms of Office</header><text>The Inspector General Act of 1978 (5 U.S.C. App.)
			 is amended—</text>
				<paragraph id="HD4E7CD4D3CF34C82B4D527FEB04AD89"><enum>(1)</enum><text>in
			 section 3 by adding at the end the following:</text>
					<quoted-block id="HC5977BD9B79443FDA6D381DBDE000040">
						<subsection id="HBCFDD5897A8F49F58B1961EFD18D8DF"><enum>(e)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H3E4E6CDD83C04E85872CA034D8EA25E8"><enum>(1)</enum><text>The term of office of
				each Inspector General shall be seven years. An individual may serve for more
				than one term in such office. Any individual appointed and confirmed to fill a
				vacancy in such position, occurring before the expiration of the term for which
				his or her predecessor was appointed, shall be appointed and confirmed for a
				full seven-year term.</text>
							</paragraph><paragraph id="HF80180E324B642DC00B44B2F991B2DCF" indent="up1"><enum>(2)</enum><text>An individual may continue to serve
				as Inspector General beyond the expiration of the term for which the individual
				is appointed until a successor is appointed and confirmed, except that such
				individual may not continue to serve for more than 1 year after the date on
				which the term would otherwise expire under paragraph
				(1).</text>
							</paragraph></subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H364F17D4F1B34D2A914CA049DE425F9C"><enum>(2)</enum><text>in section 8G(c)
			 by inserting <quote>(1)</quote> after <quote>(c)</quote>, and by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HCA632E88E32A4C3E89F8CC29F5B457FB" style="OLC">
						<paragraph id="HBEBFD7F9FE4240DEAF73DB0BBC2A712" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The term of office of each Inspector
				General shall be seven years. An individual may serve for more than one term in
				such office. Any individual appointed to fill a vacancy in such position,
				occurring before the expiration of the term for which his or her predecessor
				was appointed, shall be appointed for a full 7-year
				term.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H76DFD718E92949118400F9362F007B6B"><enum>(3)</enum><text>in section 3(a),
			 by inserting after the first sentence the following: <quote>A committee of
			 Inspectors General of the Inspectors General Council established under section
			 11 shall review nominations in light of these requirements, and the results of
			 the committee’s review shall be provided to the Senate prior to the
			 confirmation process.</quote>.</text>
				</paragraph><paragraph id="H51F5FFE93D0142E3A60651128FA4A6C6"><enum>(4)</enum><text display-inline="yes-display-inline">in section 8G(c), by adding at the end the
			 following: <quote>The head of the designated Federal entity shall ask the
			 committee of Inspectors General referred to in section 3(a) for a report on the
			 qualifications of each final candidate for Inspector General and shall not
			 appoint an Inspector General before reviewing such report.</quote>.</text>
				</paragraph></subsection><subsection id="H598FCD50B95E4FD8A47B8E4F65661BEA"><enum>(c)</enum><header>Application</header><text>The
			 amendments made by this section shall apply to any Inspector General appointed
			 on or after the date of the enactment of this Act.</text>
			</subsection></section><section id="H5EC9CE3B9FDC40B8B24C2FCF60161055"><enum>3.</enum><header>Direct submission
			 of budget requests to Congress</header><text display-inline="no-display-inline">Section 6 of the Inspector General Act of
			 1978 (5 U.S.C. App.) is amended by adding at the end the following:</text>
			<quoted-block id="H05812D67526741DCBFCAAEE34EC36D5F">
				<subsection id="H195DEEF888974A438DFE00DD9900BADA"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HFA559B6D9A214BB58BD2DB47298439F6"><enum>(1)</enum><text display-inline="yes-display-inline">For each fiscal year, an Inspector General
				shall inform the appropriate committees or subcommittees of the Congress if the
				budget request submitted by the head of the establishment would substantially
				inhibit the Inspector General from performing the duties of the office.</text>
					</paragraph><paragraph id="HB1379203133F49E5B2E2DC3BD466A62E" indent="up1"><enum>(2)</enum><text>The President shall include in each
				budget of the United States Government submitted to the Congress a separate
				statement of the amount of appropriations requested by each Inspector
				General.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H5868E4056D574E5490C88C838691243"><enum>4.</enum><header>Establishment of
			 Council of the Inspectors General on Integrity and Efficiency</header>
			<subsection id="HC8B11BEA0683406ABF9262F3C900CD66"><enum>(a)</enum><header>Establishment</header><text>The
			 Inspector General Act of 1978 (5 U.S.C. App.) is amended by redesignating
			 sections 11 and 12 in order as sections 12 and 13, and by inserting after
			 section 10 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HCE1036AC18984C64BB331107187C4169" style="traditional">
					<section id="HA066E6A665064E80826CB9D9FA14A1D2"><enum>11.</enum><header>Establishment of the Council of the Inspectors General on
		  Integrity and Efficiency</header><subsection commented="no" display-inline="yes-display-inline" id="HEDC031DFEA8B49918E7E8FC834A2687E"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established as an independent
				entity within the executive branch the Inspectors General Council (in this
				section referred to as the <quote>Council</quote>). The Council’s mission shall
				be to coordinate and enhance governmental efforts to promote integrity and
				efficiency and to detect and prevent fraud, waste, and abuse in Federal
				programs.</text>
						</subsection><subsection id="HD983CF54B1AA4746A9DE7F2E5EE3C1D5"><enum>(b)</enum><header>Membership</header>
							<paragraph id="H146D784CC6454684A0E1525E3BD6AB"><enum>(1)</enum><header>In
				general</header><text>The Council shall consist of the following
				members:</text>
								<subparagraph id="H1F33332859144D259962D662712B6071"><enum>(A)</enum><text>All Inspectors
				General whose offices are established under—</text>
									<clause id="HD54DC1C977724D668EDF9DFAD571797"><enum>(i)</enum><text>section 2;
				or</text>
									</clause><clause id="H013DC40A9ECD406884924546D01EEC66"><enum>(ii)</enum><text>section
				8G.</text>
									</clause></subparagraph><subparagraph id="H1690921D592F40AEA8A73B61201C0000"><enum>(B)</enum><text>The Inspectors
				General of the Central Intelligence Agency and the Government Printing
				Office.</text>
								</subparagraph><subparagraph id="H4D71DFC9AA204ABCAE89A47889BC0023"><enum>(C)</enum><text>The Controller of
				the Office of Federal Financial Management.</text>
								</subparagraph><subparagraph id="H9695B0C9A4EE4C139742DC5F93AB244D"><enum>(D)</enum><text>A senior level
				official of the Federal Bureau of Investigation designated by the Director of
				the Federal Bureau of Investigation.</text>
								</subparagraph><subparagraph id="HA87BF6CA600E4B1E981DD0AD6872E0"><enum>(E)</enum><text>The Director of the
				Office of Government Ethics.</text>
								</subparagraph><subparagraph id="HC5107677F5004FE0836911B6C0F52B94"><enum>(F)</enum><text>The Special
				Counsel of the Office of Special Counsel.</text>
								</subparagraph><subparagraph id="HF2C4A0652C424E059894279B5CCAAF24"><enum>(G)</enum><text>The Deputy
				Director of the Office of Personnel Management.</text>
								</subparagraph><subparagraph id="H2F74E9209ACC4FE4B237F3395CB344B8"><enum>(H)</enum><text>The Deputy
				Director for Management of the Office of Management and Budget.</text>
								</subparagraph></paragraph><paragraph id="H6D792902876A4B6AA3777D91F485DF17"><enum>(2)</enum><header>Chairperson and
				executive chairperson</header>
								<subparagraph id="H2ECC79AE971D4540B1E570624637FF66"><enum>(A)</enum><header>Executive
				chairperson</header><text>The Deputy Director for Management of the Office of
				Management and Budget shall be the Executive Chairperson of the Council.</text>
								</subparagraph><subparagraph id="H42EDBB7579C048CAB277F3398E2B0958"><enum>(B)</enum><header>Chairperson</header><text>The
				Council shall elect one of the Inspectors General referred to in paragraph
				(1)(A) or (B) to act as Chairperson of the Council. The term of office of the
				Chairperson shall be two years.</text>
								</subparagraph></paragraph><paragraph id="H73EA099DE43C44C2917CDEB150C9DD1"><enum>(3)</enum><header>Functions of
				chairperson and executive chairperson</header>
								<subparagraph id="H8C1DEAF13E9E42DB88FA7422A930E9E6"><enum>(A)</enum><header>Executive
				chairperson</header><text>The Executive Chairperson shall—</text>
									<clause id="H46B623A9D13249EC905D21F2A7FE764"><enum>(i)</enum><text>preside over
				meetings of the Council;</text>
									</clause><clause id="HEA635761F5B34B4C91DC4DE73FC40918"><enum>(ii)</enum><text>provide to the
				heads of agencies and entities represented on the Council with summary reports
				of the activities of the Council; and</text>
									</clause><clause id="H972E3370F3B1427BA9DC9FC1C4E329F1"><enum>(iii)</enum><text display-inline="yes-display-inline">provide to the Council such information
				relating to the agencies and entities represented on the Council as will assist
				the Council in performing its functions.</text>
									</clause></subparagraph><subparagraph id="H5227CAE1576145608F79ECE91CBE2241"><enum>(B)</enum><header>Chairperson</header><text>The
				Chairperson shall—</text>
									<clause id="HA5724EE8F8DE4DBBAE9FF695FD09FD1E"><enum>(i)</enum><text>convene meetings
				of the Council—</text>
										<subclause id="H2BF2D1DD3CB2437A97F97685132F078F"><enum>(I)</enum><text>at least six times
				each year;</text>
										</subclause><subclause id="H2D3A6BE255EA43FEBC3478971C70951C"><enum>(II)</enum><text>monthly to the
				extent possible; and</text>
										</subclause><subclause id="H4DD604EB179249DF88C39CD0134B604D"><enum>(III)</enum><text>more frequently
				at his or her discretion;</text>
										</subclause></clause><clause id="HBCC8DF61DBC346FD80041F9414EBF9A9"><enum>(ii)</enum><text>exercise the
				functions and duties of the Council under subsection (c);</text>
									</clause><clause id="HA510C552AACE434F9661B9C705F06F47"><enum>(iii)</enum><text>appoint a Vice
				Chairperson to assist in carrying out the functions of the Council and act in
				the absence of the Chairperson, from a category of Inspectors General described
				in subparagraph (A)(i), (A)(ii), or (B) of subsection (b)(1), other than the
				category from which the Chairperson was elected;</text>
									</clause><clause id="HEA16BBD4B81841378C8FBB99A2488E22"><enum>(iv)</enum><text>make such
				payments from funds otherwise available to the Council as may be necessary to
				carry out the functions of the Council;</text>
									</clause><clause id="HF169831807B74AB988FDC8006400F5E7"><enum>(v)</enum><text>select, appoint,
				and employ personnel as needed to carry out the functions of the Council
				subject to the availability of appropriations and the provisions of title 5,
				United States Code, governing appointments in the competitive service, and the
				provisions of chapter 51 and subchapter III of chapter 53 of such title,
				relating to classification and General Schedule pay rates;</text>
									</clause><clause id="H52F486C5D8DB4BD68F816713E134AAF"><enum>(vi)</enum><text>to
				the extent and in such amounts as may be provided in advance by appropriations
				Acts, enter into contracts and other arrangements with public agencies and
				private persons to carry out the functions and duties of the Council;</text>
									</clause><clause id="HB319DD85034F4E698C298663695FBAC"><enum>(vii)</enum><text>establish, in
				consultation with the members of the Council, such committees as determined by
				the Chairperson to be necessary and appropriate for the efficient conduct of
				Council functions; and</text>
									</clause><clause id="HA0747F63D1AF4ECEAD16C1BDB8F643F9"><enum>(viii)</enum><text>prepare and
				transmit a report annually on behalf of the Council to the President on the
				activities of the Council.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="H4B78A49B4CB04FA1BC54D5CAEA280A0"><enum>(c)</enum><header>Functions and
				duties of council</header>
							<paragraph id="H8E67ACEA5ED347A4833210194D2DC9C7"><enum>(1)</enum><header>In
				general</header><text>The Council shall—</text>
								<subparagraph id="H5BE25378630A48DC97D3E400D37539AD"><enum>(A)</enum><text>continually
				identify, review, and discuss areas of weakness and vulnerability in Federal
				programs and operations with respect to fraud, waste, and abuse;</text>
								</subparagraph><subparagraph id="H09F674358CF74D9595D4E8D9D4E594C"><enum>(B)</enum><text>develop plans for
				coordinated, Government-wide activities that address these problems and promote
				economy and efficiency in Federal programs and operations, including
				interagency and inter-entity audit, investigation, inspection, and evaluation
				programs and projects to deal efficiently and effectively with those problems
				concerning fraud and waste that exceed the capability or jurisdiction of an
				individual agency or entity;</text>
								</subparagraph><subparagraph id="HAD524CB2B09648CE00689B747027C478"><enum>(C)</enum><text display-inline="yes-display-inline">develop policies and professional standards
				that will aid in the maintenance of a corps of well-trained and highly skilled
				Office of Inspector General personnel;</text>
								</subparagraph><subparagraph id="H39DCF3960A7C4F35A1197FA66F1114"><enum>(D)</enum><text>maintain an Internet
				Web site and other electronic systems for the benefit of all Inspectors
				General, as the Council determines are necessary or desirable;</text>
								</subparagraph><subparagraph id="HF6E8955B3A644A58986CB70405B5C9F5"><enum>(E)</enum><text>maintain one or
				more academies as the Council considers desirable for the professional training
				of auditors, investigators, inspectors, evaluators, and other personnel of the
				various offices of Inspector General; and</text>
								</subparagraph><subparagraph id="H3C50E912AB5B4993B7A342F2E628C6C4"><enum>(F)</enum><text>make such reports
				to the Congress as the Chairperson determines are necessary or
				appropriate.</text>
								</subparagraph></paragraph><paragraph id="H6710A602299D465C00EE068D54EDF579"><enum>(2)</enum><header>Adherence and
				participation by members</header><text>Each member of the Council should, to
				the extent permitted under law, and to the extent not inconsistent with
				standards established by the Comptroller General of the United States for
				audits of Federal establishments, organizations, programs, activities, and
				functions, adhere to professional standards developed by the Council and
				participate in the plans, programs, and projects of the Council.</text>
							</paragraph><paragraph id="HEB380286F5794EE2BA68FEAF8DA2F6BC"><enum>(3)</enum><header>Existing
				authorities and responsibilities</header><text>The creation and operation of
				the Council—</text>
								<subparagraph id="HDEBAAC1EF242433B845E03CF8745A7CF"><enum>(A)</enum><text>shall not affect
				the preeminent policy-setting role of the Department of Justice in law
				enforcement and litigation;</text>
								</subparagraph><subparagraph id="HE12063505D964363B1C81BDE02D0287E"><enum>(B)</enum><text>shall not affect
				the authority or responsibilities of any Government agency or entity;
				and</text>
								</subparagraph><subparagraph id="HC67C41DBD1214BD08BDE2608D0ED33B7"><enum>(C)</enum><text>shall not affect
				the authority or responsibilities of individual members of the Council.</text>
								</subparagraph></paragraph></subsection><subsection id="HA4EF5A382064473CBE14E2B3CEAAE2D0"><enum>(d)</enum><header>Administrative
				provisions</header>
							<paragraph id="H2FF0AE2E63E14AED83452B065C51A6A0"><enum>(1)</enum><header>Director of
				OMB</header><text>The Director of the Office of Management and Budget shall
				provide the Council with such administrative support as may be necessary for
				the performance of the functions of the Council.</text>
							</paragraph><paragraph id="HD7E0CC791B144A31B6007068527258D2"><enum>(2)</enum><header>Heads</header><text>The
				head of each establishment and designated Federal entity represented on the
				Council shall provide the persons representing the establishment or entity with
				such administrative support as may be necessary, in accordance with law, to
				enable the persons representing the establishment or entity to carry out their
				responsibilities.</text>
							</paragraph></subsection><subsection id="H7F5F53138CB340B988A7A17CDC161200"><enum>(e)</enum><header>Integrity
				Committee</header>
							<paragraph id="H28C380A138884A7396131E074D95D72C"><enum>(1)</enum><header>Establishment</header><text>The
				Council shall have an Integrity Committee, which shall receive, review, and
				refer for investigation allegations of wrongdoing that are made against
				Inspectors General and certain staff members of the various Offices of
				Inspector General.</text>
							</paragraph><paragraph id="H074177E61BA7425691D3CA8824BE67B1"><enum>(2)</enum><header>Membership</header><text>The
				Integrity Committee shall consist of the following members:</text>
								<subparagraph id="HEB3BCD20705E4E1D8782A25480D14057"><enum>(A)</enum><text>The official of
				the Federal Bureau of Investigation serving on the Council, who shall serve as
				Chairperson of the Integrity Committee.</text>
								</subparagraph><subparagraph id="H82B3B8C6D3104D4C8CF180BA60C79300"><enum>(B)</enum><text>Four Inspectors
				General described in subparagraph (A) or (B) of subsection (b)(1) appointed by
				the Chairperson of the Council, representing both establishments and designated
				Federal entities (as that term is defined in section 8G(a)).</text>
								</subparagraph><subparagraph id="H3C2532A6D232418DAFF5DA001C65FE68"><enum>(C)</enum><text>The Special
				Counsel of the Office of Special Counsel.</text>
								</subparagraph><subparagraph id="HE92D5B8846914EDAB4EFDBA12EF51A5"><enum>(D)</enum><text>The Director of the
				Office of Government Ethics.</text>
								</subparagraph></paragraph><paragraph id="H08566A1D2906422D8337D5200C8C482"><enum>(3)</enum><header>Legal
				advisor</header><text>The Chief of the Public Integrity Section of the Criminal
				Division of the Department of Justice, or his designee, shall serve as a legal
				advisor to the Integrity Committee.</text>
							</paragraph><paragraph id="H9A02B672793F4C7F8981181B02CB1036"><enum>(4)</enum><header>Referral of
				allegations</header>
								<subparagraph id="HCD26E5F882D343AA8C08D4179029CE92"><enum>(A)</enum><header>Requirement</header><text>An
				Inspector General shall refer to the Integrity Committee any allegation of
				wrongdoing against a staff member of his or her office, if—</text>
									<clause id="HD61FD6AF59194E0191E0425189802996"><enum>(i)</enum><text>review of the
				substance of the allegation cannot be assigned to an agency of the executive
				branch with appropriate jurisdiction over the matter; and</text>
									</clause><clause id="HBD64C877466E4C38A8F266B052F0133E"><enum>(ii)</enum><text>the Inspector
				General determines that—</text>
										<subclause id="H31B6FB40794F439CBB05BF4BDB109E00"><enum>(I)</enum><text>an objective
				internal investigation of the allegation is not feasible; or</text>
										</subclause><subclause id="HBBCE398AE56D4DDCBF7B43BD7000B380"><enum>(II)</enum><text>an internal
				investigation of the allegation may appear not to be objective.</text>
										</subclause></clause></subparagraph><subparagraph id="H4571BCDEEB2A4E5B94D4ED7F990898DD"><enum>(B)</enum><header>Staff member
				defined</header><text>In this subsection the term <quote>staff member</quote>
				means—</text>
									<clause id="H5CB4A34BAC3B45659D4DF19876001292"><enum>(i)</enum><text display-inline="yes-display-inline">any employee of an Office of Inspector
				General who reports directly to an Inspector General, acts with the knowledge
				of the Inspector General, or against whom an allegation is made because such
				allegation is related to an allegation against the Inspector General, except
				that if an allegation concerns a member of the Integrity Committee, that member
				shall recuse himself from consideration of the matter; or</text>
									</clause><clause id="HEFCB19A7E02C42DA8504B36BFD1BAAFB"><enum>(ii)</enum><text>who is designated
				by an Inspector General under subparagraph (C).</text>
									</clause></subparagraph><subparagraph id="H10136AFB84DC4B67AC00BCC50000A4F7"><enum>(C)</enum><header>Designation of
				staff members</header><text>Each Inspector General shall annually submit to the
				Chairperson of the Integrity Committee a designation of positions whose holders
				are staff members for purposes of subparagraph (B).</text>
								</subparagraph></paragraph><paragraph id="H90E52FBF5B344AECB23344FDECED2DE6"><enum>(5)</enum><header>Review of
				allegations</header><text>The Integrity Committee shall—</text>
								<subparagraph id="HEE9349D378D944FC8B0072319FBEA08"><enum>(A)</enum><text>review all
				allegations of wrongdoing it receives against an Inspector General, or against
				a staff member of an Office of Inspector General;</text>
								</subparagraph><subparagraph display-inline="no-display-inline" id="H6EDD10A0F620436EAE9BBC2357F21562"><enum>(B)</enum><text>refer any
				allegation of wrongdoing to the agency of the executive branch with appropriate
				jurisdiction over the matter; and</text>
								</subparagraph><subparagraph id="H1DB24681D5BA489A961495CCC5FACEE7"><enum>(C)</enum><text>refer to the
				Chairperson of the Integrity Committee any allegation of wrongdoing determined
				by the Integrity Committee to be potentially meritorious that cannot be
				referred to an agency under subparagraph (B).</text>
								</subparagraph></paragraph><paragraph id="H03BE9AD6923B478D81BC73538B9278B1"><enum>(6)</enum><header>Authority to
				investigate allegations</header>
								<subparagraph id="HB4C3390E0C8B402A862863BDF153325D"><enum>(A)</enum><header>Requirement</header><text>The
				Chairperson of the Integrity Committee shall cause a thorough and timely
				investigation of each allegation referred under paragraph (5)(C) to be
				conducted in accordance with this paragraph.</text>
								</subparagraph><subparagraph id="HE97ABE09E603467AB671AEF11D720079"><enum>(B)</enum><header>Resources</header><text>At
				the request of the Chairperson of the Integrity Committee, the head of each
				agency or entity represented on the Council—</text>
									<clause id="HD03E6EC87F9948B48D764E995914E726"><enum>(i)</enum><text>may provide
				resources necessary to the Integrity Committee; and</text>
									</clause><clause id="H5808B62B106F4FC082E9985CB71B55A4"><enum>(ii)</enum><text>may detail
				employees from that agency or entity to the Integrity Committee, subject to the
				control and direction of the Chairperson, to conduct an investigation pursuant
				to this subsection.</text>
									</clause></subparagraph></paragraph><paragraph id="HCB8F846440664167ABAF6977B6DF9E6E"><enum>(7)</enum><header>Procedures for
				investigations</header>
								<subparagraph id="H78902B04F1C54705A2836B6CFAB78E92"><enum>(A)</enum><header>Standards
				applicable</header><text>Investigations initiated under this subsection shall
				be conducted in accordance with the most current Quality Standards for
				Investigations issued by the Council or by its predecessors (the President’s
				Council on Integrity and Efficiency and the Executive Council on Integrity and
				Efficiency).</text>
								</subparagraph><subparagraph id="HD615BC6365B64580B51D1F31B6346387"><enum>(B)</enum><header>Additional
				policies and procedures</header><text>The Integrity Committee, in conjunction
				with the Chairperson of the Council, shall establish additional policies and
				procedures necessary to ensure fairness and consistency in—</text>
									<clause id="HA08EE4EF2E19408B9E9DA4CACBD321B7"><enum>(i)</enum><text>determining
				whether to initiate an investigation;</text>
									</clause><clause id="HE5D4974CC43C4E0B0004BC117BDD7F9"><enum>(ii)</enum><text>conducting
				investigations;</text>
									</clause><clause id="H490A4EE7F46D4418836561525C36249D"><enum>(iii)</enum><text>reporting the
				results of an investigation; and</text>
									</clause><clause id="H037C1ED3A36D4E88A1597402D39C7F1F"><enum>(iv)</enum><text>providing the
				person who is the subject of an investigation with an opportunity to respond to
				any Integrity Committee report.</text>
									</clause></subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H02F299AF698249259B1FF126A0D6B1B1"><enum>(8)</enum><header>Report</header>
								<subparagraph id="HD418C1CB5EDD42D09224DAF14B02145"><enum>(A)</enum><text display-inline="yes-display-inline">For allegations referred under paragraph
				(5)(C), the Chairperson of the Integrity Committee shall make a report
				containing the results of his investigation and shall provide such report to
				members of the Integrity Committee.</text>
								</subparagraph><subparagraph id="HDE4DFFDA3A85450688059CD10148EA26"><enum>(B)</enum><text display-inline="yes-display-inline">For allegations referred under paragraph
				(5)(B), the head of an agency shall make a report containing the results of the
				investigation and shall provide such report to members of the Integrity
				Committee.</text>
								</subparagraph></paragraph><paragraph id="HD74E1D296CE449F583BC9526A32FA767"><enum>(9)</enum><header>Assessment and
				final disposition</header>
								<subparagraph id="H8838004F64C94065A06D3B596E3107C1"><enum>(A)</enum><text display-inline="yes-display-inline">With respect to any report received under
				paragraph (8), the Integrity Committee shall—</text>
									<clause id="H7274275C02E346159697577F70A9DC6E"><enum>(i)</enum><text>assess the report;</text>
									</clause><clause id="H11C42E13ADDF40A2AC3743F77B70BD34"><enum>(ii)</enum><text display-inline="yes-display-inline">forward the report, with the Integrity
				Committee recommendations, including those on disciplinary action, within 180
				days (to the maximum extent practicable) after the completion of the
				investigation, to the Executive Chairperson of the Council and to the President
				(in the case of a report relating to an Inspector General of an establishment
				or his staff) or the head of a designated Federal entity (in the case of a
				report relating to an Inspector General of such an entity or his staff) for
				resolution; and</text>
									</clause><clause id="H2823EEDDF67C42D2918F76343690C937"><enum>(iii)</enum><text display-inline="yes-display-inline">submit to Congress a copy of such report
				and recommendations within 30 days after the submission of such report to the
				Executive Chairperson under clause (ii).</text>
									</clause></subparagraph><subparagraph id="HBEF1588BEBCE4AE88DA06C40E36FD2D"><enum>(B)</enum><text display-inline="yes-display-inline">The Chairperson of the Council shall report
				to the Integrity Committee the final disposition of the matter, including what
				action was taken by the President or agency head.</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H725F916F55E44D30B4021C08A270A5FD"><enum>(10)</enum><header>Annual
				report</header>
								<subparagraph id="H71CB05157D0048049FBF07705BE00E3"><enum>(A)</enum><header>Matters
				covered</header><text>The Council shall submit to Congress and the President by
				December 31st of each year a report on the activities of the Integrity
				Committee during the preceding fiscal year. The report shall include the
				following:</text>
									<clause id="HF0E1E5B296394546B288DED3ACACA5FA"><enum>(i)</enum><text display-inline="yes-display-inline">The number of allegations received.</text>
									</clause><clause id="H58CECD9E19FE45D79CAC22B554D40095"><enum>(ii)</enum><text display-inline="yes-display-inline">The number of allegations referred to other
				agencies, including the number of allegations referred for criminal
				investigation.</text>
									</clause><clause id="H56AEBCC1552C434CB65F33B83D2C9846"><enum>(iii)</enum><text>The number of
				allegations referred to the Chairperson of the Integrity Committee for
				investigation.</text>
									</clause><clause id="HC6E9BE983B0246989582A13B332B646D"><enum>(iv)</enum><text>The number of
				allegations closed without referral.</text>
									</clause><clause id="H511769D9627A4F79B1139DFE6909C54"><enum>(v)</enum><text>The
				date each allegation was received and the date each allegation was finally
				disposed of.</text>
									</clause><clause id="H7071DA4940B54240AD4C529421E96D18"><enum>(vi)</enum><text display-inline="yes-display-inline">In the case of allegations referred to the
				Chairperson of the Integrity Committee, a summary of the status of the
				investigation of the allegations and, in the case of investigations completed
				during the preceding fiscal year, a summary of the findings of the
				investigations.</text>
									</clause><clause id="H7198C68327E547B187DFD818EF7C4248"><enum>(vii)</enum><text>Other matters
				that the Council considers appropriate.</text>
									</clause></subparagraph><subparagraph display-inline="no-display-inline" id="HA54B892FB41F4AEAB4839432DB82B4E1"><enum>(B)</enum><header>Requests for
				more information</header><text>The Council shall provide more detailed
				information about specific allegations upon request from any of the
				following:</text>
									<clause id="HDB798703239540848777C5D6CD00B022"><enum>(i)</enum><text>The chairman or
				ranking member of the Committee on Oversight and Government Reform of the House
				of Representatives.</text>
									</clause><clause id="H7010F9B261A7400F85A641C7ACB05914"><enum>(ii)</enum><text>The chairman or
				ranking member of the Committee on Homeland Security and Governmental Affairs
				of the Senate.</text>
									</clause><clause id="HC5F4D88B2B0B4D33AF26F4883B55F6B9"><enum>(iii)</enum><text>The chairman or
				ranking member of the congressional committees of jurisdiction.</text>
									</clause></subparagraph></paragraph><paragraph id="HE1894B0C64F54B708536DB3DDD818F1"><enum>(11)</enum><header>No right or
				benefit</header><text>This subsection is not intended to create any right or
				benefit, substantive or procedural, enforceable at law by a person against the
				United States, its agencies, its officers, or any person.</text>
							</paragraph></subsection><subsection id="HAACB872E33C644FC85A55607B3D97914"><enum>(f)</enum><header>Application</header><text>The
				provisions of this section apply only to the Inspectors General (and their
				offices) listed in subsection (b)(1)(A) and
				(B).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection display-inline="no-display-inline" id="HAC787DCB4F1C4822815C2D18BE8135FF"><enum>(b)</enum><header>Executive orders
			 and policies and procedures</header>
				<paragraph id="H437B0CE8A3BB4B34891ED200471F8839"><enum>(1)</enum><header>Existing
			 executive orders</header><text>Executive Order No. 12805, dated May 11, 1992,
			 and Executive Order No. 12993, dated March 21, 1996, shall have no force or
			 effect.</text>
				</paragraph><paragraph id="H21283C02C10944E4B7412DD5553C9EBE"><enum>(2)</enum><header>Policies and
			 procedures</header><text display-inline="yes-display-inline">Not later than 180
			 days after the date of the enactment of this Act, the Inspectors General
			 Council shall adopt policies and procedures to implement this section and the
			 amendments made by this section. To the maximum extent practicable, the
			 policies and procedures shall include all provisions of Executive Order No.
			 12805 and Executive Order No. 12933 (as in effect before the date of the
			 enactment of this Act).</text>
				</paragraph></subsection><subsection id="H176D7F45483140D581CE1F53BAB8E747"><enum>(c)</enum><header>Conforming
			 amendments</header>
				<paragraph id="H5F23C333EA0C44BB9BB74C403331B37C"><enum>(1)</enum><header>Inspector
			 General Act of 1978</header><text>The Inspector General Act of 1978 (5 U.S.C.
			 App.) is amended—</text>
					<subparagraph id="H5F55BE80DB9444DE852E1ED84EB6CA5"><enum>(A)</enum><text>in sections 2(1),
			 4(b)(2), and 8G(a)(1)(A) by striking <quote>section 11(2)</quote> each place it
			 appears and inserting <quote>section 12(2)</quote>; and</text>
					</subparagraph><subparagraph id="H3E68DC8C3076449183ADCDC00007112"><enum>(B)</enum><text>in section 8G(a),
			 in the matter preceding paragraph (1), by striking <quote>section 11</quote>
			 and inserting <quote>section 12</quote>.</text>
					</subparagraph></paragraph><paragraph id="HF1B66CBCFAC34FFFA1EB39E3CAF6DAD6"><enum>(2)</enum><header>Title 31,

			 of Inspectors General</header>
			<subsection id="H6EFCBDA19DB745B9A02F18B35B512944"><enum>(a)</enum><header>Prohibition of
			 cash bonus or awards</header><text>Section 3 of the Inspector General Act of
			 1978 (5 U.S.C. App.), as amended by the preceding provisions of this Act, is
			 further amended by adding at the end the following:</text>

					<subsection id="H36538E94AC4F403485D89489D879CBC2"><enum>(f)</enum><text>An Inspector

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H58BA7A777F734213A36450DD2EB43BC"><enum>(4)</enum><header>Savings
			 provision</header><text>Nothing in this subsection shall have the effect of
			 reducing the rate of pay of any individual serving as an Inspector General on
			 the effective date of this subsection.</text>
				</paragraph></subsection><subsection id="H14A2E36E6DC44592B2904B813604E1F3"><enum>(c)</enum><header>Inspectors
			 General of designated Federal entities</header><text>Notwithstanding any other
			 provision of law, the Inspector General of each designated Federal entity (as
			 those terms are defined under section 8G of the Inspector General Act of 1978)
			 shall, for pay and all other purposes, be classified at a grade, level, or rank
			 designation, as the case may be, comparable to those of a majority of the
			 senior staff members of such designated Federal entity (such as, but not
			 limited to, a General Counsel, Deputy Director, or Chief of Staff) that report
			 directly to the head of such designated Federal entity. The head of a
			 designated Federal entity shall set the annual rate of basic pay for an
			 Inspector General (as defined under such section 8G) 3 percent above the annual
			 rate of basic pay for senior staff members classified at a comparable grade,
			 level, or rank designation (or, if those senior staff members receive different
			 rates, the annual rate of basic pay for a majority of those senior staff
			 members, as determined by the head of the designated Federal entity
			 concerned).</text>
			</subsection><subsection id="H806263887DD64FECAB868B172F63C513"><enum>(d)</enum><header>Savings
			 provision for newly appointed inspectors general</header><text>The provisions
			 of section 3392, title 5, United States Code, other than the terms
			 <quote>performance awards</quote> and <quote>awarding of ranks</quote> in
			 subsection (c)(1) of such section, shall apply to career appointees of the
			 Senior Executive Service who are appointed to the position of Inspector
			 General.</text>
			</subsection></section><section display-inline="no-display-inline" id="H32525C142B1F4C2CA06C26485F192892" section-type="subsequent-section"><enum>6.</enum><header>Miscellaneous
			 enhancements</header>
			<subsection id="HEC7EC326692A4E04BAE6E5A884E07E48"><enum>(a)</enum><header>Offices as
			 discrete agencies</header><text>Section 6(d) of the Inspector General Act of
			 1978 (5 U.S.C. App.) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HAD7F0627F4CA40E6BD9BFAA5E52FFF5B" style="traditional">
					<subsection id="HEE8439FE44F5411BB21EF57232206346"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H03EAAE7D412D490EBDD9FBFF573DF1E"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H65EBEFC7998347C7BA00073FE800D63E"><enum>(A)</enum><text>For purposes of applying
				the provisions of law identified in subparagraph (B)—</text>
								<clause id="H123B25913F5341A38C22758BB3A2BC0" indent="up2"><enum>(i)</enum><text display-inline="yes-display-inline">each Office of Inspector General shall be
				considered to be a separate agency; and</text>
								</clause><clause id="H20E0180C4A474361A491C4DFE800A78B" indent="up2"><enum>(ii)</enum><text display-inline="yes-display-inline">the Inspector General who is the head of an
				office referred to in clause (i) shall, with respect to such office, have the
				functions, powers, and duties of an agency head or appointing authority under
				such provisions.</text>
								</clause></subparagraph><subparagraph id="H8FF3FABA861C49D085307024D5BC448F" indent="up2"><enum>(B)</enum><text display-inline="yes-display-inline">This paragraph applies with respect to the
				following provisions of title 5, United States Code:</text>
								<clause id="H1EC21A316B404764BCE558DC32A9D085"><enum>(i)</enum><text>Subchapter II of chapter 35.</text>
								</clause><clause id="H7F577FFB8B9D47799830D78E9CF8F666"><enum>(ii)</enum><text>Sections 8335(b), 8336, 8414, and
				8425(b).</text>
								</clause><clause id="H670C479C7129497E815BEF609FE420E2"><enum>(iii)</enum><text>All provisions relating to the
				Senior Executive Service (as determined by the Office of Personnel Management),
				subject to paragraph (2).</text>
								</clause></subparagraph></paragraph><paragraph id="H50EEFCE0224C46BFA4064D5CE0418101" indent="up1"><enum>(2)</enum><text>For purposes of applying section
				4507(b) of title 5, United States Code, paragraph (1)(A)(ii) shall be applied
				by substituting <quote>the Council of the Inspectors General on Integrity and
				Efficiency (established by section 11 of the Inspector General Act)
				shall</quote> for <quote>the Inspector General who is the head of an office
				referred to in clause (i) shall, with respect to such

						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HEEFD2A28A6A6407193D8A59C58F68517"><enum>(b)</enum><header>Subpoena
			 power</header><text>Section 6(a)(4) of the Inspector General Act of 1978 (5
			 U.S.C. App.), is amended—</text>
				<paragraph id="HC1758FF55C874118B29435E997C7AC20"><enum>(1)</enum><text>by inserting
			 <quote>in any medium (including electronically stored information, as well as
			 any tangible thing)</quote> after <quote>other data</quote>; and</text>
				</paragraph><paragraph id="H3B0E4F66E01A480DB77970BBB4B971DC"><enum>(2)</enum><text>by striking
			 <quote>subpena</quote> and inserting <quote>subpoena</quote>.</text>
				</paragraph></subsection><subsection id="H7772E9281BF24118AF7935905100E256"><enum>(c)</enum><header>Law enforcement
			 authority for designated federal entities</header><text>Section 6(e) of the
			 Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="HF4B99B4ED28A4060BAF9172F3946988C"><enum>(1)</enum><text>in paragraph (1)
			 by striking <quote>appointed under section 3</quote>; and</text>
				</paragraph><paragraph id="HE7D98600662B4F1BB8F3BD1992E0578"><enum>(2)</enum><text>by
			 adding at the end the following:</text>

			 Act of 1978 (5 U.S.C. App.), as amended by this Act, is further amended by
			 striking the period and inserting “without regard to political affiliation, and
			 solely on the basis of integrity and demonstrated ability in accounting,
			 auditing, financial analysis, law, management analysis, public administration,
			 or investigations.</text>
			</subsection><subsection id="H22E53984B0454536952B10A47468D683"><enum>(e)</enum><header>Authority of
			 Treasury Inspector General for Tax Administration To protect Internal Revenue
			 Service employees</header><text>Section 8D(k)(1)(C) of the Inspector General
			 Act of 1978 (5 U.S.C. App.) is amended by striking <quote>and the providing of
			 physical security</quote>.</text>
			</subsection><subsection id="HB9F511E736F640D184AEBEE27FDDB741"><enum>(f)</enum><header>Amendment
			 relating to authority of Comptroller General to administer
			 oaths</header><text><external-xref legal-doc="usc" parsable-cite="usc/31/711">Section 711</external-xref> of title 31, United States Code, is amended in
			 paragraph (4) by striking <quote>when auditing and settling accounts</quote>
			 and inserting <quote>upon the specific approval only of the Comptroller General
			 or the Deputy Comptroller General</quote>.</text>
			</subsection><subsection id="H9B37716691604B36871F25CAE5818450"><enum>(g)</enum><header>Amendments
			 relating to Comptroller General reports</header>
				<paragraph id="H1706CD4CB896490F00E68BED0792372B"><enum>(1)</enum><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/719">Section 719(b)(1)</external-xref> of title 31, United
			 States Code, is amended—</text>

			<subsection id="HBC081FD9EABA40CA90BBDBE96BA93817"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term
			 <quote>agency</quote> has the meaning provided the term <quote>Federal
			 agency</quote> under <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /11">section 11(5)</external-xref> of the Inspector General Act of 1978 (5
			 U.S.C. App.).</text>
			</subsection><subsection id="HAB383812ABB049249484CBD034B17092"><enum>(b)</enum><header>Direct Links to
			 Inspectors General Offices</header>
				<paragraph id="H54CD911D5D1D4A89BA4813BD3F56E545"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Each agency shall
			 establish and maintain on the homepage of the website of that agency a direct
			 link to the website of the Office of the Inspector General of that
			 agency.</text>
				</paragraph><paragraph id="H4797A6CCDC59487FB4C34918B248844"><enum>(2)</enum><header>Accessibility</header><text display-inline="yes-display-inline">The direct link under paragraph (1) shall
			 be obvious and facilitate accessibility to the website of the Office of the
			 Inspector General.</text>
				</paragraph></subsection><subsection id="HEF27B3AF473548DC94C6C084B9CEA8D"><enum>(c)</enum><header>Requirements for
			 Inspectors General Websites</header>
				<paragraph id="HC575ACEBEA254625B1B285B800DFA5F1"><enum>(1)</enum><header>Posting of
			 reports and audits</header><text>The Inspector General of each agency
			 shall—</text>
					<subparagraph id="H7397F9A2EB3A41518B0945DCF616768D"><enum>(A)</enum><text display-inline="yes-display-inline">not later than 1 day after any report or
			 audit (or portion of any report or audit) is made publicly available, post that
			 report or audit (or portion of that report or audit) on the website of the
			 Office of the Inspector General; and</text>
					</subparagraph><subparagraph id="H0E2744C93A9C45EF9DA22D06DAF49029"><enum>(B)</enum><text>ensure that any
			 posted report or audit (or portion of that report or audit) described under
			 subparagraph (A)—</text>
						<clause id="HE5AE1EF03CE94B168885CD7FD76295FB"><enum>(i)</enum><text>is
			 easily accessible from a direct link on the homepage of the website of the
			 Office of the Inspector General;</text>
						</clause><clause id="H300176C4860648C4B62FA43191530307"><enum>(ii)</enum><text>includes a
			 summary of the findings of the Inspector General; and</text>
						</clause><clause id="HBAAED716BF7349FFAEBD15741C61F3EF"><enum>(iii)</enum><text>is
			 in a format that—</text>
							<subclause id="H46350BCCCA8145AA00F981C0602F41B"><enum>(I)</enum><text>is
			 searchable, sortable, and downloadable; and</text>
							</subclause><subclause id="HB56031A399684F21B659C3E67010C1EB"><enum>(II)</enum><text>facilitates
			 printing by individuals of the public who are accessing the website.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="HC0163BACA62749E683ABBB3C28CF110"><enum>(2)</enum><header>Option to receive
			 related information</header><text>The Inspector General of each agency shall
			 provide a service on the website of the Office of the Inspector General through
			 which—</text>
					<subparagraph id="HA6876A5ED37644F09DE74BB0B12DE11C"><enum>(A)</enum><text>an individual may
			 elect to automatically receive information (including subsequent reports or
			 audits) relating to any posted report or audit (or portion of that report or
			 audit) described under paragraph (1)(A); and</text>
					</subparagraph><subparagraph id="H30F9CDC49B5340CB806D770188DDF37"><enum>(B)</enum><text>the Inspector
			 General shall electronically transmit the information or notice of the
			 availability of the information to that individual without further request.</text>
					</subparagraph></paragraph><paragraph id="HEDAC8FE1D4E24ED38DD8B604AAC2263"><enum>(3)</enum><header>Reporting of
			 waste, fraud, and abuse</header>
					<subparagraph id="H434F2F7CA35E4522AAFB07B4F9BADA2"><enum>(A)</enum><header>In
			 general</header><text>The Inspector General of each agency shall establish and
			 maintain a direct link on the homepage of the website of the Office of the
			 Inspector General for individuals to report waste, fraud, and abuse.</text>
					</subparagraph><subparagraph id="H250D5F9CA0694C0A87D8DB67639400AB"><enum>(B)</enum><header>Anonymity</header><text>The
			 Inspector General of each agency shall take such actions as necessary to ensure
			 the anonymity of any individual making a report under this paragraph.</text>
					</subparagraph></paragraph></subsection><subsection id="H3A6425258BC446B983E249D38C0817D"><enum>(d)</enum><header>Implementation</header><text>Not
			 later than 180 days after the date of enactment of this Act, the head of each
			 agency and the Inspector General of each agency shall implement this
			 section.</text>
			</subsection></section><section display-inline="no-display-inline" id="HE826DF4CF07C41AE928BA2D984C88E17" section-type="subsequent-section"><enum>10.</enum><header>Amendments to special
			 provisions concerning the Department of Justice</header>
			<subsection id="HF717C2688BA64C148C4CA52934D9F900"><enum>(a)</enum><header>Amendment to
			 requirement relating to certain referrals</header><text display-inline="yes-display-inline">Section 8E(b) of the Inspector General Act
			 of 1978 (5 U.S.C. App.) is amended by striking paragraph (3).</text>

			 General performance reviews of Federal programs and agencies</header>
			<subsection id="H6FA11F28380F4D869EA3CC382B109655"><enum>(a)</enum><header>Principle
			 duty</header><text display-inline="yes-display-inline">Section 4 of the
			 Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="H0DD16760F940474EBE99FD978BAA9C21"><enum>(1)</enum><text>by redesignating
			 subsections (a), (b), (c), and (d) as subsections (b), (c), (d), and (e),
			 respectively;</text>
				</paragraph><paragraph id="HE5D6E05379EE4B1FAB90F0B998C09600"><enum>(2)</enum><text>by inserting
			 before subsection (b) (as so redesignated) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HE09CD0D6D84740AEA2EF16E4A3A4B72B" style="traditional">
						<subsection id="H8F73278D27EA43C393B2FF2F8FACF81F"><enum>(a)</enum><text display-inline="yes-display-inline">It shall be the principle duty and
				responsibility of each Inspector General, with respect to the establishment
				within which his Office is established, to review annually the operations,
				efficiency, and effectiveness of all Federal programs within such establishment
				and submit to the Congress and the President not later than September 1 of each
				year recommendations, accompanied by proposed legislation, on whether an
				abolishment, reorganization, consolidation, or transfer of existing Federal
				programs and agencies is necessary—</text>
							<paragraph id="HE23E57105D4F40BD951B1CB1A50709B4"><enum>(1)</enum><text display-inline="yes-display-inline">to reduce Federal expenditures;</text>
							</paragraph><paragraph id="HFE79C0392DE14D7C82792427810773E3"><enum>(2)</enum><text display-inline="yes-display-inline">to increase efficiency of government
				operations;</text>
							</paragraph><paragraph id="H5AB994293F83490D88D9BEC5CD11F1D"><enum>(3)</enum><text display-inline="yes-display-inline">to eliminate overlap and duplication in
				Federal programs and offices;</text>
							</paragraph><paragraph id="H469C9F6C97E34B9199B34674478338F9"><enum>(4)</enum><text display-inline="yes-display-inline">to abolish agencies or programs that no
				longer serve an important governmental purpose; and</text>
							</paragraph><paragraph id="HE481C641CC544F5C8DCF8E00DD692300"><enum>(5)</enum><text display-inline="yes-display-inline">to identify reductions in amounts of
				discretionary budget authority or direct spending that can be dedicated to
				Federal deficit reduction.</text>
							</paragraph></subsection><after-quoted-block>;

				</paragraph><paragraph id="H507AEE163105415EB716FD91D24DF39E"><enum>(3)</enum><text>in subsection
