		<official-title>To authorize the grant program under which the Secretary
		  of Homeland Security makes discretionary grants for use in high-threat,
		  high-density urban areas, and for other purposes.</official-title>

		<section display-inline="no-display-inline" id="H1CDA153AA6654E3F81B7E4ED3B01A06D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Targeting Homeland Security Resources Effectively Against
			 Terrorism Act of 2007</short-title></quote> or the <quote>THREAT
			 Act</quote>.</text>
		</section><section id="H8DE0B2A9FD11428DA87BEB1C6986A9BA"><enum>2.</enum><header>Program of grants
			 for use in high-threat, high-density urban areas</header>
			<subsection id="HBA70339F17034BE5A08B334B29014482"><enum>(a)</enum><header>Grant program
			 required</header><text>The Secretary of Homeland Security shall, in accordance
			 with this section, carry out a program under which the Secretary makes
			 discretionary grants for use in high-threat, high-density urban areas.</text>
			</subsection><subsection id="H9478F55F90E74CA382E4A877219B8C1E"><enum>(b)</enum><header>Funding</header><text>Amounts
			 made available to the Secretary of Homeland Security for discretionary grants
			 for use in high-threat, high-density urban areas—</text>
				<paragraph id="H8C5A257660E44F17ADD000A5EE0017C6"><enum>(1)</enum><text>shall be used for
			 carrying out the program under this section; and</text>
				</paragraph><paragraph id="H98138058B6B944A9903F8C95A63CCF1C"><enum>(2)</enum><text>shall not be used
			 for any other purpose.</text>
				</paragraph></subsection><subsection id="HD18DE4A2E19A4E16B42BB5A64194974"><enum>(c)</enum><header>Maximum Number of
			 Grantees</header><text>For any fiscal year, the Secretary may award such grants
			 to not more than 15 such areas.</text>
			</subsection><subsection id="H48FFD208D769496781F532C5F99C31B3"><enum>(d)</enum><header>Factors
			 Considered</header><text>In determining whether, and in what allocation, to
			 award such a grant to such an area, the Secretary shall consider the following
			 three factors:</text>
				<paragraph id="H5A4B621052C04901BD576DEF31755D23"><enum>(1)</enum><text>The population of
			 that urban area.</text>
				</paragraph><paragraph id="H98B80C41C5C543A7864F90BF15D450C6"><enum>(2)</enum><text>The presence of
			 critical infrastructure in that urban area.</text>
				</paragraph><paragraph id="HE76F69F3F5244D08BB00EE60D2098420"><enum>(3)</enum><text>The credibility of
			 the terrorism-related threat to that urban area.</text>
				</paragraph></subsection><subsection id="H3A1134F749644F1B8BC021A50067FA35"><enum>(e)</enum><header>Factors Not To
			 Be Considered</header><text>In determining whether, and in what allocation, to
			 award such a grant to such an area, the Secretary shall not consider any threat
			 (such as a threat of natural disaster, or a threat of infectious disease) that
			 is not a terrorism-related threat.</text>
			</subsection><subsection id="HFC2B50FCC87E4E4F99966BEC3C00F91F"><enum>(f)</enum><header>Weight of
			 Factors</header><text>In considering the factors required by subsection (d),
			 the Secretary shall give the factor described in subsection (d)(2) two times
			 the weight given the factor described in subsection (d)(1), and shall give the
			 factor described in subsection (d)(3) three times the weight given the factor
			 described in subsection (d)(1).</text>
			</subsection><subsection id="HF06F2FA2E4F1401987D6C774EBC3007F"><enum>(g)</enum><header>Definition of
			 Factors</header><text>The Secretary shall, for purposes of this section, define
			 the factors required by subsection (d). In defining the factor described in
			 subsection (d)(1), the Secretary shall ensure that tourists and commuters are
			 considered as part of the population.</text>
			</subsection><subsection id="HE5FC8BE165584334BAA100ABB61EFEF"><enum>(h)</enum><header>Disbursement
			 Directly to Localities</header><text>All amounts awarded to an area under this
			 section shall be disbursed directly to one or more local governments within the
			 area.</text>
