<official-title>To authorize the Secretary of Agriculture to make competitive grants to community colleges and advanced technology education centers partnering with community colleges to support the education and training of technicians in the fields of bioenergy and other agriculture-based, renewable energy resources, and for other purposes.</official-title>

<section id="H82F23F0C0FEE4E359841AADED5F1BAA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Endowment for Workforce Education in Renewables and Agriculture Act of 2007</quote> or <quote>NEW ERA Act of 2007</short-title></quote>. </text></section>
<section id="H23B3D101E4EE42DDAE6531045BEA85FB"><enum>2.</enum><header>Competitive grants for bioenergy technician education and training through community colleges and advanced technology education centers partnering with community colleges</header> 
<subsection id="HFC1C3C2DEEA64DF29EC647F012610072"><enum>(a)</enum><header>Competitive grants</header><text display-inline="yes-display-inline">The Secretary of Agriculture may make competitive grants to community colleges and advanced technology education centers described in subsection (b) to support the education and training of technicians in the fields of bioenergy and other agriculture-based, renewable energy resources.</text></subsection> 
<subsection id="H420141CF6B1C4340B063AE89105F066C"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">Grants may be made under this section only to a community college or advanced technology education center that—</text> 
<paragraph id="H79781AC813B64D5990A061A660F5F351"><enum>(1)</enum><text>is in existence as of the date of the enactment of this Act and located in the State of Iowa or other Midwestern States selected by the Secretary; </text></paragraph> 
<paragraph id="HBB0C0053C0F74DEDB300BB0025A4B562"><enum>(2)</enum><text display-inline="yes-display-inline">the Secretary determines has a proven record of development and implementation of programs to meet the needs of students, educators, and business and industry to supply the agriculture-based, renewable energy field with qualified and trained technicians; and</text></paragraph> 
<paragraph id="H2C63E22B10C846DB88BF69179537E500"><enum>(3)</enum><text display-inline="yes-display-inline">demonstrates to the satisfaction of the Secretary the ability to leverage existing partnerships and develop educational and occupational outreach and training programs with secondary schools, four-year institutions of higher education, and the agricultural extension system to fill the next generation of emerging technician positions in the fields of bioenergy and other agriculture-based, renewable energy resources.</text></paragraph></subsection> 
<subsection id="H6DAB3F25AF6847F3814D2BD8379609A3"><enum>(c)</enum><header>Education and training priorities</header><text display-inline="yes-display-inline">In selecting grant recipients under this section, the Secretary shall give priority to the following occupational education and training initiatives:</text> 
<paragraph id="H84EA8387E8684EB085C06CB610A40057"><enum>(1)</enum><text>Improving the capacity of bioenergy service industry technicians to meet the needs of the agricultural-based bioenergy sector, particularly among small- and medium-sized businesses.</text></paragraph> 
<paragraph id="H2C82FEA7D78B45EBB1AB2DFC6FA6CA55"><enum>(2)</enum><text>Enhancement of training of instructors at community colleges and other instructors in the areas of agriculture-based bioenergy research, efficiency, and conservation.</text></paragraph> 
<paragraph id="H1E3DBA9DE23E4E1390862E4542EACCB3"><enum>(3)</enum><text>Identification of agricultural-based bioenergy employment opportunities in the renewable energy areas of biomass and other renewable energy areas within the private sector, particularly among small- and medium-sized businesses.</text></paragraph> 
<paragraph id="H44A3E92DF20F4E03A1303FBC0334936"><enum>(4)</enum><text>Advancement of agriculture-based bioenergy advanced environmental technology education and training through curriculum development, professional development, and program improvements at community colleges, in partnership with other institutions of higher education and secondary schools.</text></paragraph> 
<paragraph id="H1203C4902D44479787CF16002D685C5D"><enum>(5)</enum><text>Development of working partnerships between community colleges and nonprofit organizations dedicated to bioenergy education and training for future bioenergy services career opportunities in the agriculture-based renewable energy field.</text></paragraph></subsection> 
<subsection id="HC85B7E1EBF2E4C77AF3FE693F47D239D"><enum>(d)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary shall consult with the National Science Foundation, the Small Business Administration, and other appropriate Federal agencies.</text></subsection> 
<subsection id="H820E96FEFF824A65976D75CCB4D3CA82"><enum>(e)</enum><header>Evaluation component</header><text display-inline="yes-display-inline">An application for a grant under this section shall include a comprehensive evaluation component to ensure the quality and achievement of project bioenergy technician education and training goals and objectives.</text></subsection> 
<subsection id="H4BF6FB3AE6E242C19D384197C5DF27D3"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H49314981CCD54C57AC67AACD64CDCAD"><enum>(1)</enum><header>Community college</header><text display-inline="yes-display-inline">The term <quote>community college</quote> means an institution of higher education—</text> 
<subparagraph id="H489BF4D088914DF6B529E59C34137DBC"><enum>(A)</enum><text>that admits as regular students persons who are beyond the age of compulsory school attendance in the State in which the institution is located and who have the ability to benefit from the training offered by the institution; </text></subparagraph> 
<subparagraph id="H241A25CBAC204B90B7C469E45CC62F59"><enum>(B)</enum><text>that does not provide an educational program for which it awards a bachelor’s degree, or an equivalent degree; and </text></subparagraph> 
<subparagraph id="H5488CCD109C149CBB73D3B59FE34EB6E"><enum>(C)</enum><text>that—</text> 
<clause id="HE75E042D85C74D51BF48A05E414DE220"><enum>(i)</enum><text>provides an educational program of not less than two years that is acceptable for full credit toward such a degree; or </text></clause> 
<clause id="H3145243EE9964D6B967E9DDAED9596DA"><enum>(ii)</enum><text>offers a two-year program in engineering, mathematics, or the physical or biological sciences, designed to prepare a student to work as a technician or at the semiprofessional level in engineering, scientific, or other technological fields requiring the understanding and application of basic engineering, scientific, or mathematical principles of knowledge.</text></clause></subparagraph></paragraph> 
<paragraph id="H0A51AF8ABF0B4FD99F71ABFED744E995"><enum>(2)</enum><header>Advanced technology education center</header><text display-inline="yes-display-inline">The term <quote>advanced technology education center</quote> means an educational entity that features a community college partnering with other institutions of higher education and with direct linkages with private industry involved in the agriculture-based bioenergy economy of the United States.</text></paragraph></subsection></section>
