			</subsection></section><section id="H1BEF792D1ABD452291368D6935C9FFA7"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H534964828B7A44BC00A4B4DB95A82106"><enum>(1)</enum><text>the publicly-owned
			 land and rivers of the State of California are a wildland resource of
			 extraordinary value for current and future generations;</text>
			</paragraph><paragraph id="H73445A18120D4E6A8DA54B4089FBC1E5"><enum>(2)</enum><text>increasing
			 pressure from the rapidly growing population of California threatens to
			 irrevocably harm remaining wilderness areas and wild rivers;</text>
			</paragraph><paragraph id="H4FDBF88C136F449B99D9647C4063DAF"><enum>(3)</enum><text>statutory
			 protection is needed for the areas and rivers to ensure that the areas and
			 rivers remain a part of the natural heritage of the United States and continue
			 to be a source of solitude and inspiration for all people of the United
			 States;</text>
			</paragraph><paragraph id="H2668CE24868A49F18438F2DB85D91100"><enum>(4)</enum><text>continuation of
			 military activities (including overflights, military rotary wing environmental
			 training, military maneuvers, testing and evaluation, and other activities) is
			 compatible with the protection and proper management of the wilderness and wild
			 and scenic river resources designated by this Act;</text>
			</paragraph><paragraph id="HC3FE9350082643E0AB32FE892C4413C8"><enum>(5)</enum><text>wildfire
			 management activities necessary to protect public health and safety and private
			 property are fully allowable in wilderness areas, and the Secretary concerned
			 must be able to take any measures determined necessary to control or prevent
			 fires; and</text>
			</paragraph><paragraph id="H914F4F9459754A65BE0061CBF6698594"><enum>(6)</enum><text>land and rivers
			 are designated as part of the National Wilderness Preservation System and the
			 National Wild and Scenic Rivers System by this Act in order to—</text>
				<subparagraph id="H2286697B5D454926ADE2E8C955D7BF00"><enum>(A)</enum><text>preserve the
			 unique wild and natural features of the land and rivers;</text>
				</subparagraph><subparagraph id="H2E6DCDAAFB024C689E57F895145FCCAD"><enum>(B)</enum><text>protect a diverse
			 array of ecosystems, plants, animals, geologic structures, and hydrologic
			 features that represent the natural splendor of California;</text>
				</subparagraph><subparagraph id="H50D303F45DD64B7ABEE2CFE3268C07D"><enum>(C)</enum><text>protect and
			 preserve historical and cultural archaeological sites associated with ancient
			 Indian cultures and the settlement of California;</text>
				</subparagraph><subparagraph id="HC449E82368CF429ABBB1E7703021B96"><enum>(D)</enum><text>protect and
			 preserve areas that continue to be used by Indian tribes for spiritual,
			 cultural, or subsistence practices;</text>
				</subparagraph><subparagraph id="H2AF94D0B399049D5B600A77E6725FFE1"><enum>(E)</enum><text>protect
			 watersheds, including watersheds that play an essential role in providing
			 municipal and agricultural water and power supplies;</text>
				</subparagraph><subparagraph id="H0D7B6EB53B244E96A5029257D5E3F1C4"><enum>(F)</enum><text>provide
			 opportunities for compatible outdoor recreation, including horseback riding on
			 saddle and other pack stock, hunting and fishing, hiking and camping,
			 whitewater rafting, trail running, and excursions led by commercial
			 outfitters;</text>
				</subparagraph><subparagraph id="H2D3139A77DD34A34AE75C4DA96E7C1D"><enum>(G)</enum><text>retain and enhance
			 opportunities for scientific research in pristine ecosystems; and</text>
				</subparagraph><subparagraph id="H454C71D3DF98451F9B05285D32DACD81"><enum>(H)</enum><text>promote the
			 recovery of threatened and endangered species, including salmon and
			 steelhead.</text>
				</subparagraph></paragraph></section><section id="H4CD66C88D63B4FFE849F3C4225ECB624"><enum>3.</enum><header>Definition of
			 Secretary concerned</header><text display-inline="no-display-inline">In this
			 Act, the term <term>Secretary concerned</term> means—</text>
			<paragraph id="H7B6EDF4D44E04EB4BEA646B36FD4F88D"><enum>(1)</enum><text>the Secretary of
			 Agriculture (acting through the Chief of the Forest Service), with respect to
			 National Forest System land; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8E121B59501E4D25B9539005F859F228"><enum>(2)</enum><text>the Secretary of
			 the Interior, with respect to land managed by the Bureau of Land Management
			 (including land held for the benefit of an Indian tribe).</text>
			</paragraph></section><title id="H852686E88AD74F29918F53DCF22D1600"><enum>I</enum><header>Designation of
			 Wilderness Areas to be Administered by the Bureau of Land Management and the
			 Forest Service</header>
			<section id="H439FB8C5409A40B799364C90278C561B"><enum>101.</enum><header>Designation of
			 wilderness</header><text display-inline="no-display-inline">In furtherance of
			 the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), the following public land in the
			 State of California is designated as wilderness and as components of the
			 National Wilderness Preservation System:</text>
				<paragraph id="H4F13D46FD9014302AEE1E94B435BE3C1"><enum>(1)</enum><text>Certain land in
			 the Angeles National Forest comprising approximately 3,200 acres, as generally
			 depicted on the map entitled <quote>West Fork Wilderness Area—Proposed</quote>
			 and dated May 2002, which shall be known as the <quote>West Fork
			 Wilderness</quote>.</text>
				</paragraph><paragraph id="H28902A5378E348F28418E3CD5C1EF632"><enum>(2)</enum><text>Certain land in
			 the Angeles National Forest comprising approximately 7,680 acres, as generally
			 depicted on the map entitled <quote>Silver Mountain Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Silver Mountain Wilderness</quote>.</text>
				</paragraph><paragraph id="H6102D3F79716472CB5427E49EDDC0D9"><enum>(3)</enum><text>Certain land in the
			 Angeles National Forest comprising approximately 56,320 acres, as generally
			 depicted on the map entitled <quote>Castaic Wilderness Area—Proposed</quote>
			 and dated May 2002, which shall be known as the <quote>Castaic
			 Wilderness</quote>.</text>
				</paragraph><paragraph id="H6DB3E6326D2745BA821EAA0914B7EAA"><enum>(4)</enum><text>Certain land in the
			 Angeles National Forest comprising approximately 12,160 acres, as generally
			 depicted on the map entitled <quote>Magic Mountain Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Magic Mountain Wilderness</quote>.</text>
				</paragraph><paragraph id="HFE71540085124A72B8E3D62348378680"><enum>(5)</enum><text>Certain land in
			 the Angeles National Forest comprising approximately 27,232 acres, as generally
			 depicted on the map entitled <quote>Pleasant View Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Pleasant View Wilderness</quote>.</text>
				</paragraph><paragraph id="H2371189441D54C81A2003DE37DCBA5BD"><enum>(6)</enum><text>Certain land in
			 the Angeles National Forest and the San Bernardino National Forest comprising
			 approximately 12,896 acres, as generally depicted on the map entitled
			 <quote>Sheep Mountain Wilderness Area Additions—Proposed</quote> and dated May
			 2002, which shall be incorporated into and managed as part of the Sheep
			 Mountain Wilderness designated by the California Wilderness Act of 1984 (Public
			 Law 98–425; <external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> note).</text>
				</paragraph><paragraph id="H69C308F010EF43539548C202BC4F9FE3"><enum>(7)</enum><text>Certain land in
			 the Angeles National Forest comprising approximately 14,720 acres, as generally
			 depicted on the map entitled <quote>Condor Peak Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Condor Peak Wilderness</quote>.</text>
				</paragraph><paragraph id="HDB0EB3427D2B440D9368E382A0A2CF66"><enum>(8)</enum><text>Certain land in
			 the Angeles National Forest comprising approximately 2,560 acres, as generally
			 depicted on the map entitled <quote>Santa Clarita Canyons Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Santa Clarita Canyons Wilderness</quote>.</text>
				</paragraph><paragraph id="HD1648003536740078859E7566BC7D4B5"><enum>(9)</enum><text>Certain land in
			 the Cleveland National Forest comprising approximately 24,488 acres, as
			 generally depicted on the map entitled <quote>Eagle Peak Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Eagle Peak Wilderness</quote>, except that designation by this paragraph
			 shall not preclude entry into the area by horses or pack stock.</text>
				</paragraph><paragraph id="HAC7C38C5D7D54D96B0007BB9D6B92C65"><enum>(10)</enum><text>Certain land in
			 the Cleveland National Forest comprising approximately 214 acres, as generally
			 depicted on the map entitled <quote>Pine Creek Wilderness
			 Additions—Proposed</quote> and dated December 18, 2002, which shall be
			 incorporated into and managed as part of the Pine Creek Wilderness designated
			 by the California Wilderness Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/425">Public Law 98–425</external-xref>; 16 U.S.C. 1131
			 note).</text>
				</paragraph><paragraph id="H3E7B2B713A7D4ED38F161EC8293765ED"><enum>(11)</enum><text>Certain land in
			 the Cleveland National Forest and the Palm Springs-South Coast Field Office of
			 the Bureau of Land Management comprising approximately 1,950 acres, as
			 generally depicted on the map entitled <quote>Agua Tibia Wilderness
			 Additions—Proposed</quote>, and dated September 29, 2006, which shall be
			 incorporated into and managed as part of the Agua Tibia Wilderness designated
			 by section 2(a) of <external-xref legal-doc="public-law" parsable-cite="pl/93/632">Public Law 93–632</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 88 Stat.
			 2154).</text>
				</paragraph><paragraph id="HC382C694C2C94349A53B458DA404035D"><enum>(12)</enum><text>Certain land in
			 the El Dorado and Humboldt-Toiyabe National Forests comprising approximately
			 22,360 acres, as generally depicted on the map entitled <quote>Caples Creek
			 Wilderness Area—Proposed</quote> and dated May 2002, which shall be known as
			 the <quote>Caples Creek Wilderness</quote>.</text>
				</paragraph><paragraph id="HFA7091411F15496290D7775B891BB8C7"><enum>(13)</enum><text>Certain land in
			 the El Dorado National Forest and Lake Tahoe Basin Management Unit comprising
			 approximately 19,380 acres, as generally depicted on the map entitled
			 <quote>Meiss Meadows Wilderness Area—Proposed</quote> and dated May 2002, which
			 shall be known as the <quote>Meiss Meadows Wilderness</quote>, except that
			 designation by this paragraph shall not preclude operation and maintenance of
			 the historic Forest Service Meiss Hut in existence on the date of enactment of
			 this Act in the same manner in, and degree to which, operation and maintenance
			 of the cabin occurred as of March 1, 2006.</text>
				</paragraph><paragraph id="H5CC05487EC3F4077BD729600EF1B389C"><enum>(14)</enum><text>Certain land in
			 the Humboldt-Toiyabe and Inyo National Forests comprising approximately 76,160
			 acres, as generally depicted on the map entitled <quote>Hoover Wilderness Area
			 Additions—Proposed</quote> and dated February 2006, which shall be incorporated
			 into and managed as part of the Hoover Wilderness as designated by the
			 Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), except that designation by this
			 paragraph—</text>
					<subparagraph id="HBB637EA580F6425A8BA514F4384122F8"><enum>(A)</enum><text>shall not preclude
			 operation and maintenance of the historic Piute Cabin in existence on the date
			 of enactment of this Act, located in the western portion of the Hoover
			 Wilderness Area Additions, in the same manner in, and degree to which,
			 operation and maintenance of the cabin occurred as of March 1, 2006; and</text>
					</subparagraph><subparagraph id="H02BEBFC738F14A3988C9B0286700DEE0"><enum>(B)</enum><text>is not intended to
			 restrict the ongoing activities of the adjacent United States Marine Corps
			 Mountain Warfare Training Center on land under agreement with the
			 Humboldt-Toiyabe National Forest.</text>
					</subparagraph></paragraph><paragraph id="H839C062AD943481994FA55004679A82C"><enum>(15)</enum><text>Certain land in
			 the Inyo National Forest comprising approximately 14,800 acres, as generally
			 depicted on the map entitled <quote>Owens River Headwaters Additions to Ansel
			 Adams Wilderness Area—Proposed</quote> and dated May 2002, which shall be
			 incorporated into and managed as part of the Ansel Adams Wilderness as
			 designated by the California Wilderness Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/425">Public Law 98–425</external-xref>; 16
			 U.S.C. 1131 note).</text>
				</paragraph><paragraph id="H3B8F84806924480C8C889769D367FBEB"><enum>(16)</enum><text>Certain land in
			 the Inyo National Forest and the Bishop Field Office of the Bureau of Land

			 dated May 2002, which shall be incorporated into and managed as part of the
			 John Muir Wilderness as designated by the Wilderness Act (16 U.S.C. 1131 et
			 seq.) and the California Wilderness Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/425">Public Law 98–425</external-xref>; 16 U.S.C.
			 1131 note).</text>
				</paragraph><paragraph id="H80770D6C1202412D8FD5A906DC58BEC6"><enum>(17)</enum><text>Certain land in
			 the Inyo National Forest and the Bishop Field Office and Ridgecrest Field
			 Office of the Bureau of Land Management comprising approximately 297,000 acres,
			 as generally depicted on the map entitled <quote>White Mountains Wilderness
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>White Mountains Wilderness</quote>, except that scientific research
			 conducted at the White Mountains Research Station Facilities operated by the
			 University of California shall be permitted to continue.</text>
				</paragraph><paragraph id="H3205EC5B26B245F7BCCE9F89E8F34664"><enum>(18)</enum><text>Certain land in
			 the Klamath National Forest comprising approximately 64,160 acres, as generally
			 depicted on the map entitled <quote>Marble Mountain Wilderness Area

			 and managed as part of the Marble Mountain Wilderness as designated by the

			 <quote>Red Butte Wilderness Area Additions—Proposed</quote> and dated May 2002,
			 which shall be incorporated into and managed as part of the Red Butte
			 Wilderness as designated by the Oregon Wilderness Act of 1984 (Public Law

			 depicted on the map entitled <quote>Russian Wilderness Area
			 Additions—Proposed</quote> and dated May 2002, which shall be incorporated into
			 and managed as part of the Russian Wilderness as designated by the California

			 the Palm Springs South Coast Field Office of the Bureau of Land Management
			 comprising approximately 16,700 acres, as generally depicted on the map
			 entitled <quote>Beauty Mountain Wilderness Area—Proposed</quote> and dated
			 September 29, 2006.</text>
				</paragraph></section><section id="H3E5BCB39A82C44518F201D9CC217FAC3"><enum>102.</enum><header>Administration
			 of wilderness areas</header>
				<subsection id="HDB97398F275A4CA398AFFA52C4F5B887"><enum>(a)</enum><header>Management</header><text>Subject
			 to valid existing rights, each area designated as wilderness by this title
			 shall be administered by the Secretary concerned, except that—</text>
					<paragraph id="H1302A307185A44F19700879B01C00DA"><enum>(1)</enum><text>any reference in an
			 Act referred to in this title to the effective date of the Act shall be
			 considered to be a reference to the date of enactment of this Act; and</text>
					</paragraph><paragraph id="HBD6B316287F24E8597C63600D929008"><enum>(2)</enum><text>any reference in an
			 Act referred to in this title to the Secretary of Agriculture shall be
			 considered to be a reference to the Secretary concerned.</text>
					</paragraph></subsection><subsection id="H537E907BC56A4BEEA8DEA54FFEB9B5BF"><enum>(b)</enum><header>Map and legal
			 description</header>
					<paragraph id="HF6FA57D2799B41C2B06DF99C79F21F38"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary concerned shall file a map and a legal description of
			 each wilderness area designated by this title with—</text>
						<subparagraph id="H84DE698371F14E32AE15B0D471998B1"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
						</subparagraph><subparagraph id="HB8154B9B71294A13BF79A5EF58F0045"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
						</subparagraph></paragraph><paragraph id="H680C7E876FC1497A910008E29365D6CA"><enum>(2)</enum><header>Force of
			 law</header><text>A map and legal description filed under paragraph (1) shall
			 have the same force and effect as if included in this title, except that the
			 Secretary concerned may correct errors in the map and legal description.</text>
					</paragraph><paragraph id="H52BF011B5AE54D108B7DFED992761B4F"><enum>(3)</enum><header>Public
			 availability</header><text>Each map and legal description filed under paragraph
			 (1) shall be made available for public inspection in the appropriate Office of
			 the Secretary concerned.</text>
					</paragraph></subsection><subsection id="H03D599DC85404DC08315718568BA089F"><enum>(c)</enum><header>Wilderness
			 character</header>
					<paragraph id="H29C5E1FEDE2E4F9EBFEA82988E8BD615"><enum>(1)</enum><header>In
			 general</header><text>In accordance with section 4(b) of the Wilderness Act (16
			 U.S.C. 1133(b)), the Secretary concerned administering any area designated as
			 wilderness by this title shall be responsible for preserving the wilderness
			 character of the area.</text>
					</paragraph><paragraph id="HFE77E20732F44A949B2183314E68F29B"><enum>(2)</enum><header>Regulations</header><text>All
			 activities in a wilderness area designated by this title shall be subject to
			 regulations the Secretary concerned determines necessary to carry out this
			 title.</text>
					</paragraph></subsection><subsection id="H60A224658940462F93FC4F18ABD91270"><enum>(d)</enum><header>Fire management
			 activities</header>
					<paragraph id="H9882FA1E90594F31AA00A18D1F10B467"><enum>(1)</enum><header>In
			 general</header><text>The Secretary concerned may take such measures in a
			 wilderness area designated by this Act as are necessary to control and prevent
			 fire, insects, and diseases, as provided in section 4(d)(1) of the Wilderness
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>) and in accordance with the guidelines contained in
			 the Report of the Committee on Interior and Insular Affairs (H. Report 98–40)
			 to accompany the California Wilderness Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/425">Public Law 98–425</external-xref>; 16
			 U.S.C. 1131 note).</text>
					</paragraph><paragraph id="HC357087797E846A686154F2236B66C12"><enum>(2)</enum><header>Inhabited
			 areas</header><text>If a wilderness area is adjacent to or in close proximity
			 to an inhabited area, the Secretary concerned may take appropriate measures to
			 control and prevent fire through Federal, State, or local agencies and
			 jurisdictions.</text>
					</paragraph><paragraph id="H50A03509BF0949B382B430EDF19EF5DD"><enum>(3)</enum><header>Measures</header><text>Measures
			 under this subsection may include the use of mechanized and motorized equipment
			 for fire suppression (including aircraft and fire retardant drops) if necessary
			 to protect public health or residential or commercial structures.</text>
					</paragraph><paragraph id="H69B2BB5EF47545E7B44B23D52BC004B"><enum>(4)</enum><header>Review</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Secretary
			 concerned shall review policies in effect on the date of enactment of this Act
			 to ensure that authorized approval procedures for any such measures permit a
			 timely and efficient response in case of fires requiring suppression activities
			 in a wilderness area designated by this Act.</text>
					</paragraph><paragraph id="HB5D5A92F01974FE193C6BDBE52663C1D"><enum>(5)</enum><header>Delegation</header>
						<subparagraph id="H5E674E744D7B4EC49BB0550003C184AA"><enum>(A)</enum><header>Federal
			 agencies</header><text>If a wilderness area is near an inhabited area, the
			 Secretary concerned shall consider delegating the authority to approve such
			 fire suppression measures to the Forest Supervisor, or the Bureau of Land
			 Management District Manager or field manager, if the fire hazard and risk are
			 extreme.</text>
						</subparagraph><subparagraph id="H0A704EDCC60E44209E706BB888F7A7A4"><enum>(B)</enum><header>State or local
			 agencies</header><text>The Secretary concerned may review, and if appropriate,
			 delegate by written agreement primary fire fighting authority and related
			 public safety activities to an appropriate State or local agency.</text>
						</subparagraph></paragraph></subsection><subsection id="H46DFAE5B11E142A5B84B48379B0079E0"><enum>(e)</enum><header>Access to
			 private property</header><text>The Secretary concerned shall provide any owner
			 of private property within the boundary of a wilderness area designated by this
			 title adequate access to the property to ensure the reasonable use and
			 enjoyment of the property by the owner.</text>
				</subsection><subsection id="HC829D9005F534FA500A3897B2DD7421B"><enum>(f)</enum><header>Management of
			 private property</header><text>Nothing in this title enlarges or diminishes the
			 private property rights of non-Federal landowners with respect to property
			 within the boundaries of a wilderness area designated by this title.</text>
				</subsection><subsection id="HEB0A610A76C24DB1A4BADDE5582CEE75"><enum>(g)</enum><header>Incorporation of
			 private land and interests</header><text>Any land within the boundary of a
			 wilderness area designated by this title that is acquired by the Federal
			 Government shall—</text>
					<paragraph id="H2A518C1E9E9143A8812859D4FB4A736"><enum>(1)</enum><text>become part of the
			 wilderness area in which the land is located; and</text>
					</paragraph><paragraph id="HF24D41E819664B7B8FCB032FD4E6B1D"><enum>(2)</enum><text>be
			 managed in accordance with this Act, the Wilderness Act (16 U.S.C. 1131 et
			 seq.), and any other applicable law.</text>
					</paragraph></subsection><subsection id="H1464DABDE0454A41BBF170FE6F61AE00"><enum>(h)</enum><header>Withdrawal</header><text>Subject
			 to valid rights in existence on the date of enactment of this Act, the Federal
			 land designated as wilderness by this title is withdrawn from all forms
			 of—</text>
					<paragraph id="H02D0D85450B541339E51D7527BB909D3"><enum>(1)</enum><text>entry,
			 appropriation, or disposal under the public land laws;</text>
					</paragraph><paragraph id="H88C07F334E6D401B8241FB3C7BB9F193"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0B4E6F99C83B4D2393FA8897F29C2930"><enum>(3)</enum><text>disposition under
			 all laws pertaining to mineral and geothermal leasing or mineral
			 materials.</text>
					</paragraph></subsection><subsection id="H5F1381D966064C20A82CDBDFDC74AA39"><enum>(i)</enum><header>Hydrologic,
			 meteorologic, and climatological devices, facilities, and associated
			 equipment</header><text>Nothing in this title—</text>
					<paragraph id="HDFE40A03F4A74DBDB2C37D0061442112"><enum>(1)</enum><text>prevents the
			 installation and maintenance of hydrologic, meteorologic, or climatological
			 devices or facilities and communication equipment associated with such devices,
			 or any combination of the devices or equipment, or limited motorized access to
			 such facilities when nonmotorized access means are not reasonably available or
			 when time is of the essence, if the facilities or access are essential to flood
			 warning, flood control, water supply forecasting, or reservoir operation
			 purposes; or</text>
					</paragraph><paragraph id="H4A71AF90931B472FA6CAA4AC002480C3"><enum>(2)</enum><text>precludes or
			 restricts the use of utility helicopters for inspection or surveillance of
			 utility facilities in the vicinity of a wilderness area designated by this
			 title.</text>
					</paragraph></subsection><subsection id="H0501738F70304C4E9BAC798D0396D69F"><enum>(j)</enum><header>Military
			 activities</header><text>Nothing in this title precludes or restricts low level
			 overflights of military aircraft and air vehicles, military rotary wing
			 environmental training, testing, and evaluation, the designation of new units
			 of special use airspace, or the use or establishment of military flight
			 training routes over a wilderness area designated by this title.</text>
				</subsection><subsection id="HF9D3A0C359EC4AC7B0778B6230B12C00"><enum>(k)</enum><header>Horses</header><text>Nothing
			 in this title precludes horseback riding in, or the entry of recreational
			 saddle or pack stock into, a wilderness area designated by this title.</text>
				</subsection><subsection id="H59E16EA8907D4C7F8DFC082DE6834F3"><enum>(l)</enum><header>Livestock
			 grazing</header><text>Grazing of livestock and maintenance of previously
			 existing facilities that are directly related to permitted livestock grazing
			 activities in a wilderness area designated by this title, if established before
			 the date of enactment of this Act, shall be permitted to continue as provided
			 in section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>) and section 108
			 of <external-xref legal-doc="public-law" parsable-cite="pl/96/560">Public Law 96–560</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133</external-xref> note).</text>
				</subsection><subsection id="HD22638CD2A3B4A78B5D9389F68E0074"><enum>(m)</enum><header>Fish and
			 wildlife</header><text>Nothing in this title affects—</text>
					<paragraph id="H994772F472804E89848D426542E74D84"><enum>(1)</enum><text>hunting and
			 fishing, under applicable Federal and State laws (including regulations),
			 within the boundaries of a wilderness area designated by this title; or</text>
					</paragraph><paragraph id="H404066655D004A1BA4CFFFD4E62709EA"><enum>(2)</enum><text>the jurisdiction
			 or responsibilities of the State of California with respect to wildlife and
			 fish on public land in the State, as provided in section 4(d)(7) of the
			 Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(7)</external-xref>).</text>
					</paragraph></subsection><subsection id="H12C4A390152E41B9977BE096A810279"><enum>(n)</enum><header>Wildlife
			 management</header><text>In furtherance of the purposes and principles of
			 management activities under the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>),
			 activities to maintain or restore fish and wildlife populations and the
			 habitats to support those populations may be carried out within a wilderness
			 area designated by this title, if consistent with applicable wilderness
			 management plans, in accordance with appropriate policies and
			 guidelines.</text>
				</subsection><subsection id="HB4E37610D8D147FE91DE63E81D3A256"><enum>(o)</enum><header>Law enforcement
			 activities</header><text>Nothing in this title precludes or otherwise affects
			 border operations or other law enforcement activities by the Bureau of
			 Citizenship and Immigration Services, the Drug Enforcement Administration, the
			 Directorate for Border and Transportation Security, or other Federal, State,
			 and local law enforcement agencies within a wilderness area designated by this
			 title.</text>
				</subsection><subsection id="H8261400789244DDB9CB5A71FBB58841E"><enum>(p)</enum><header>Native American
			 uses and interests</header>
					<paragraph id="HF506099CE204409AA2CEDA2035C6A8A0"><enum>(1)</enum><header>In
			 general</header><text>In recognition of the past use of wilderness areas
			 designated under this title by Indian people for traditional cultural and
			 religious purposes, the Secretary concerned shall ensure access to those
			 wilderness areas by Indian people for those traditional cultural and religious
			 purposes.</text>
					</paragraph><paragraph id="H8A76C55D7A794386BC93B5408235FC15"><enum>(2)</enum><header>Temporary
			 closure</header>
						<subparagraph id="H387F4E2930124BDA8E5249D8AA7D7B47"><enum>(A)</enum><header>In
			 general</header><text>In carrying out this section, the Secretary concerned, on
			 the request of an Indian tribe or Indian religious community, shall temporarily
			 close to the general public use of 1 or more specific portions of a wilderness
			 area designated by this title in order to protect the privacy of traditional
			 cultural and religious activities in the areas by Indian people.</text>
						</subparagraph><subparagraph id="H0750424ADE254CAFB1FE47FCABD2A08F"><enum>(B)</enum><header>Smallest
			 practicable area</header><text>Any such closure shall be made to affect the
			 smallest practicable area for the minimum period necessary for those
			 purposes.</text>
						</subparagraph><subparagraph id="H70AFDB07D043417AAD2083E750B7CCC2"><enum>(C)</enum><header>Administration</header><text>The
			 access shall be consistent with <external-xref legal-doc="public-law" parsable-cite="pl/95/341">Public Law 95–341</external-xref> (commonly known as the
			 <quote>American Indian Religious Freedom Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/42/1996">42 U.S.C. 1996</external-xref>) and the
			 Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>).</text>
						</subparagraph></paragraph></subsection><subsection id="HE82F2CD463DA4698BA90C0AFE68595A2"><enum>(q)</enum><header>Commercial
			 outfitters</header><text>A commercial outfitter may use a wilderness area
			 designated by this title consistent with this Act and section 4(d)(5) of the
			 Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(5)</external-xref>).</text>
				</subsection><subsection id="H69F851492AAB49B9AA5163C1D7D37616"><enum>(r)</enum><header>No buffer
			 zones</header>
					<paragraph id="H09C8B1E3A3B341F4B8365629B91495CC"><enum>(1)</enum><header>In
			 general</header><text>It is the sense of Congress that the designation of a
			 wilderness area in the State of California by this title should not lead to the
			 creation of a protective perimeter or buffer zone around the wilderness
			 area.</text>
					</paragraph><paragraph id="H8F1EF266572A4DD78DB427DC2242BA8"><enum>(2)</enum><header>Nonwilderness
			 activities or uses</header><text>The fact that a nonwilderness activity or use
			 can be seen or heard from an area within a wilderness shall not, of itself,
			 preclude the activity or use up to the boundary of the wilderness area.</text>
					</paragraph></subsection><subsection id="HAEDA26741F0044FAAB87F9E15014DFEB"><enum>(s)</enum><header>Water resources
			 projects</header><text>Nothing in this title precludes relicensing of,
			 assistance to, or operation and maintenance of, a development below or above a
			 wilderness area designated by this title, or on any stream tributary of the
			 wilderness area, that will not invade the area or unreasonably diminish the
			 existing wilderness, scenic, recreational, and fish and wildlife values present
			 in the area as of the date of enactment of this Act.</text>
				</subsection></section><section id="HE4E59FF39E544B5AAB77EA95F5ABEB91"><enum>103.</enum><header>Designation of
			 Salmon Restoration Areas</header>
				<subsection id="H95B1B7328A7C41148000E850D0190526"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
					<paragraph id="H14F67970B1214B14BC06E400B02250E8"><enum>(1)</enum><text>once magnificent
			 salmon and steelhead runs throughout the State of California have generally
			 experienced severe declines resulting in the listing of those salmon and
			 steelhead as threatened and endangered species under both Federal and State
			 law;</text>
					</paragraph><paragraph id="HBEE84F1D2CFD4E69AE6EAC93418F2500"><enum>(2)</enum><text>economically
			 important commercial, recreational, and tribal salmon and steelhead fisheries
			 have collapsed in many parts of the State leading to economic crises for many
			 fishing-dependent communities;</text>
					</paragraph><paragraph id="H26B769E806794E8D9B6DDFE2DACC7F4"><enum>(3)</enum><text>salmon and
			 steelhead are essential to the spiritual and cultural practices of many Indian
			 tribes in California and those Indian tribes have suffered as a result of the
			 decline in salmon and steelhead runs throughout the State;</text>
					</paragraph><paragraph id="HD0AB93DE4DC44B19AEAFFDE36D5C6DBE"><enum>(4)</enum><text>habitat protection
			 is an essential component in the recovery of endangered salmon and steelhead to
			 sustainable, harvestable levels; and</text>
					</paragraph><paragraph id="HA2A2748460E447428FC347FD3D267DC6"><enum>(5)</enum><text>certain pristine
			 areas in the State warrant special protection because the areas offer vital,
			 irreplaceable habitat for salmon and steelhead.</text>
					</paragraph></subsection><subsection id="H61DBB3F1BE7D4353A2E8A2BA86E02600"><enum>(b)</enum><header>Salmon
			 Restoration Areas</header><text>The following public land in the State of
			 California is designated as Salmon Restoration Areas:</text>
					<paragraph id="H353B62DA81D94973A68228064900DD98"><enum>(1)</enum><text>Certain land in
			 the Shasta-Trinity National Forest comprising approximately 24,267 acres, as
			 generally depicted on the map entitled <quote>Chinquapin Salmon Restoration
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Chinquapin Salmon Restoration Area</quote>.</text>
					</paragraph><paragraph id="H655E35C62B7A4C7C9300C9AA9F93CEBF"><enum>(2)</enum><text>Certain land in
			 the Shasta-Trinity National Forest comprising approximately 28,400 acres, as
			 generally depicted on the map entitled <quote>Pattison Salmon Restoration
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Pattison Salmon Restoration Area</quote>.</text>
					</paragraph><paragraph id="HA0E93D6594A34C2D815443325614B7B5"><enum>(3)</enum><text>Certain land in
			 the Shasta-Trinity National Forest comprising approximately 22,000 acres, as
			 generally depicted on the map entitled <quote>South Fork Trinity Salmon
			 Restoration Area—Proposed</quote> and dated May 2002, which shall be known as
			 the <quote>South Fork Trinity Salmon Restoration Area</quote>.</text>
					</paragraph></subsection><subsection id="HEA00C590C876472EB31F462DB96E00B7"><enum>(c)</enum><header>Management</header>
					<paragraph id="H3ADBC9A4A907446D937E16F354F44082"><enum>(1)</enum><header>Review</header><text>The
			 Secretary concerned shall review the Salmon Restoration Areas designated under
			 subsection (b) to determine the suitability of the Areas for designation as
			 wilderness.</text>
					</paragraph><paragraph id="H27CDA8ADE2AC4290BA12A6D9BE003465"><enum>(2)</enum><header>Management</header><text>Until
			 Congress acts on the suitability of the Areas for wilderness, the Areas shall
			 be managed to promote the restoration of self-sustaining salmon and steelhead
			 populations.</text>
					</paragraph><paragraph id="HE25EEEB05B374C62865B24CC57EF88EF"><enum>(3)</enum><header>Report</header><text>Not
			 later than 3 years after the date of enactment of this Act, the Secretary
			 concerned shall submit to the President, and the President shall submit to
			 Congress, a report describing the results of the review conducted under
			 paragraph (1).</text>
					</paragraph><paragraph id="H727D8EC72909492D8DFB56B41073E6DE"><enum>(4)</enum><header>Administration</header><text>Subject
			 to valid existing rights, the Salmon Restoration Areas designated by this
			 section shall be administered by the Secretary concerned so as to maintain the
			 wilderness character of the Areas in existence on the date of enactment of this
			 Act and potential for inclusion in the National Wilderness Preservation
			 System.</text>
					</paragraph><paragraph id="H208B49F0A5414E2EA39C5660A1EF8E35"><enum>(5)</enum><header>Motorized
			 equipment</header><text>The use of mechanized transport or motorized equipment
			 in the Areas shall be based on the selection of the minimum tool or
			 administrative practice necessary to accomplish the purpose of maximum salmon
			 habitat protection with the least quantity of adverse impact on wilderness
			 character and resources.</text>
					</paragraph></subsection></section><section id="H2AF8043F37644CC889AE89EFC7E3505"><enum>104.</enum><header>Designation of
			 wilderness study areas</header>
				<subsection id="HE35AB4732EF242859F005C003F6C4CF8"><enum>(a)</enum><header>In
			 general</header><text>In furtherance of the Wilderness Act (16 U.S.C. 1131 et
			 seq.), the following public land in the State of California is designated as
			 wilderness study areas and shall be reviewed by the Secretary concerned as to
			 the suitability of the land for preservation as wilderness:</text>
					<paragraph id="H0E354714646D448AB47DC69889102349"><enum>(1)</enum><text>Certain land in
			 the Shasta-Trinity National Forest comprising approximately 35,000 acres, as
			 generally depicted on the map entitled <quote>Girard Ridge Wilderness Study
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Girard Ridge Wilderness Study Area</quote>.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF0763F3187CC402688653E513B6137BF"><enum>(2)</enum><text>Certain land in
			 the Lassen National Forest comprising approximately 48,000 acres, as generally
			 depicted on the map entitled <quote>Ishi Wilderness Additions Wilderness Study
			 Area—Proposed</quote> and dated May 2002, which shall be known as the
			 <quote>Ishi Additions Wilderness Study Area</quote>.</text>
					</paragraph></subsection><subsection id="HF5A5DF00238E4E1F8447FA8F1C85FF95"><enum>(b)</enum><header>Report</header>
					<paragraph id="HE608D2FC404D4FCFA96F91BCCC280682"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary
			 concerned shall submit to the President a report describing the review carried
			 out under subsection (a).</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H99136705D1004730B086FDE9EC85CBC"><enum>(2)</enum><header>Recommendation</header><text display-inline="yes-display-inline">After receiving the report under paragraph
			 (1) and not later than 3 years after the date of enactment of this Act, the
			 President shall submit to Congress a recommendation regarding designating the
			 wilderness study areas designated by subsection (a) as wilderness.</text>
					</paragraph></subsection><subsection id="H62EC11C817CC4D70B4C30017A7FC8152"><enum>(c)</enum><header>Administration</header><text>Subject
			 to valid existing rights, the wilderness study areas designated by this section
			 shall be administered by the Secretary concerned so as to maintain the
			 wilderness character of the areas in existence on the date of enactment of this
			 Act and potential for inclusion in the National Wilderness Preservation
			 System.</text>
				</subsection></section><section id="H5024398C9D19417E8535167417E345AE"><enum>105.</enum><header>Designation of
			 potential wilderness areas</header>
				<subsection id="HEEF2E12D278E4EFDAD144F976D946467"><enum>(a)</enum><header>In
			 general</header><text>In furtherance of the Wilderness Act (16 U.S.C. 1131 et
			 seq.), there is designated as a potential wilderness area addition to the Cache
			 Creek Wilderness (as designated by the Northern California Coastal Wild
			 Heritage Wilderness Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref>; 120 Stat. 2064)) certain
			 public land in the Ukiah Field Office of the Bureau of Land Management in the
			 State of California comprising approximately 8,566 acres, as generally depicted
			 on the map entitled <quote>Payne Ranch Potential Wilderness Addition to Cache
			 Creek Wilderness Area—Proposed</quote> and dated May 2002, which shall be known
			 as the <quote>Payne Ranch Proposed Wilderness Addition</quote>.</text>
				</subsection><subsection id="HA965889EC2FD473484BE63A718F25624"><enum>(b)</enum><header>Administration</header><text>Except
			 as otherwise provided in this section and subject to valid existing rights, the
			 potential wilderness areas designated by this section shall be administered by
			 the Secretary concerned as wilderness until such time as the areas are
			 designated as wilderness areas.</text>
				</subsection><subsection id="H7B134A98AC664C10BCE38925394FF96F"><enum>(c)</enum><header>Ecological
			 restoration</header><text>For purposes of ecological restoration (including the
			 elimination of non-native species, road removal, repair of skid tracks, and
			 other actions necessary to restore the natural ecosystems in potential
			 wilderness areas designated by this section), the Secretary concerned may use
			 motorized equipment and mechanized transport within the areas until such time
			 as the potential wilderness areas are designated as wilderness.</text>
				</subsection><subsection id="H07774872E3534C8486D76EABA33CBEA2"><enum>(d)</enum><header>Wilderness
			 designation</header><text>The potential wilderness areas designated by this
			 section shall be designated wilderness on the earlier of—</text>
					<paragraph id="H73670478823C464E8412B79FE7B7F7D3"><enum>(1)</enum><text>the removal of
			 conditions incompatible with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>) and
			 publication by the Secretary concerned in the Federal Register of notice of the
			 removal; or</text>
					</paragraph><paragraph id="HB4C21298CC22444EAFE707551630A7A7"><enum>(2)</enum><text>the date that is 5
			 years after the date of enactment of this Act.</text>
					</paragraph></subsection><subsection id="H3FD129CA571348489FC870C1C0497609"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Secretary concerned to carry out the ecological restoration under subsection
			 (c) $5,000,000 for each of fiscal years 2007 through 2011.</text>
				</subsection></section><section id="H45A2820820E0434880C3DEB7BCA52F1D"><enum>106.</enum><header>Release of
			 wilderness study areas</header>
				<subsection id="HC22427D7701F4E19AC3EFA35B513E9F9"><enum>(a)</enum><header>Finding</header><text>Congress
			 finds that, for purposes of section 603 of the Federal Land Policy and
			 Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782</external-xref>), any portions of the Rocky Creek/Cache
			 Creek Wilderness Study Area in Yolo County, California that are not in sec. 22,
			 T. 12 N., R. 5 W., of the Mount Diablo Meridian, that are not designated as
			 wilderness by this Act, or an Act enacted before the date of enactment of this
			 Act, has been adequately studied for wilderness.</text>
				</subsection><subsection id="H85E1B20290DD487EA4835245463700CE"><enum>(b)</enum><header>Release</header><text>Any
			 portion of a wilderness study area described in subsection (a) that is not
			 designated as wilderness by this Act or an Act enacted before the date of
			 enactment of this Act shall not be subject to section 603(c) of the Federal
			 Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>).</text>
				</subsection></section></title><title id="HE56B5B44178449798DD576E7895561C1"><enum>II</enum><header>Designation of
			 Wilderness Areas to be Managed by the National Park Service</header>
			<section id="H5AC417019D1E464F9369CB6F55E50068"><enum>201.</enum><header>Designation of
			 wilderness areas</header><text display-inline="no-display-inline">In accordance
			 with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), the following areas in the
			 State of California are designated as wilderness areas and as components of the
			 National Wilderness Preservation System:</text>
				<paragraph id="H7DBF458CA3C04E469DF8CF933F6F9592"><enum>(1)</enum><text>Certain land in
			 Joshua Tree National Park, comprising approximately 37,050 acres, as generally
			 depicted on the map entitled <quote>Joshua Tree National Park Proposed
			 Wilderness Additions—Proposed</quote> and which is incorporated in and shall be
			 deemed to be a part of the Joshua Tree National Park Wilderness, as designated
			 by <external-xref legal-doc="public-law" parsable-cite="pl/94/567">Public Law 94–567</external-xref> (90 Stat. 2692) and the California Desert Protection Act
			 of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/410aaa">16 U.S.C. 410aaa</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/433">Public Law 103–433</external-xref>).</text>
				</paragraph><paragraph id="H19726E562B0A432AA523BE2673BA61F7"><enum>(2)</enum><text>Certain land in
			 Lassen Volcanic National Park, comprising approximately 26,366 acres, as
			 generally depicted on the map entitled <quote>Lassen Volcanic National Park
			 Wilderness Area Additions—Proposed</quote> and dated May 2002, and which is
			 incorporated in and shall be deemed to be a part of the Lassen Volcanic
			 National Park Wilderness, as designated by <external-xref legal-doc="public-law" parsable-cite="pl/92/510">Public Law 92–510</external-xref> (86 Stat.
			 918).</text>
				</paragraph><paragraph id="HF52487845AE14E4B8B004870AC985640"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HF50796CDE4DE43CB8D0626F949A18FC1"><enum>(A)</enum><text>Except as provided in
			 subparagraphs (B) and (C), certain land in Sequoia-Kings Canyon National Park,
			 comprising approximately 68,480 acres, as generally depicted on the map
			 entitled <quote>Mineral King Wilderness Area—Proposed</quote> and dated May
			 2002, and which shall be known as the <quote>John Krebs
			 Wilderness</quote>.</text>
					</subparagraph><subparagraph id="H84B4AFD627634B308F4117821D6BB4CE" indent="up1"><enum>(B)</enum><text>The designation in subparagraph (A)
			 does not preclude operation and maintenance of the existing Hockett Meadow
			 Cabin and Quinn Patrol Cabin in the same manner and degree in which operation
			 and maintenance of those cabins were occurring on the day before the date of
			 enactment of this Act.</text>
					</subparagraph><subparagraph id="HDFB54ADAEB99470A8EC16F6088E81C18" indent="up1"><enum>(C)</enum><text>Nothing in this paragraph prohibits
			 the periodic maintenance, as permitted by the National Park Service as of the
			 date of enactment of this Act, of the small check dams on Lower Franklin,
			 Crystal, Upper Monarch, and Eagle Lakes.</text>
					</subparagraph></paragraph><paragraph id="H2B2824CC36DB4835BEA9CAC821EB0AF"><enum>(4)</enum><text>Land transferred to
			 Death Valley National Park in section 203 and additional land in Death Valley
			 National Park, which together comprise approximately 70,580 acres as generally
			 depicted on the map entitled <quote>Death Valley National Park Wilderness Area
			 Additions—Proposed</quote> and dated February 2005, and which are incorporated
			 in and shall be deemed to be a part of the Death Valley National Park
			 Wilderness, as designated by the California Desert Protection Act of 1994 (16
			 U.S.C. 410aaa note; <external-xref legal-doc="public-law" parsable-cite="pl/103/433">Public Law 103–433</external-xref>).</text>
				</paragraph></section><section id="H0965B746E308471796B9DCBFF8235D68"><enum>202.</enum><header>Administration
			 of wilderness areas</header>
				<subsection id="H480109CCB2594614BE85BE1123983BCB"><enum>(a)</enum><header>In
			 general</header><text>Subject to valid existing rights, the wilderness areas
			 designated by this Act shall be administered by the Secretary concerned in
			 accordance with the provisions of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>)
			 governing areas designated by that Act as wilderness, except that any reference
			 in such provisions to the effective date of that Act (or any similar reference)
			 shall be considered to be a reference to the date of enactment of this
			 Act.</text>
				</subsection><subsection id="H274A1D65019F440A82A397E4FDC63D"><enum>(b)</enum><header>Map and legal
			 description</header>
					<paragraph id="H6600D92BBF3B4B5D90467FE0AED73D00"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable, but not later than 3 years after
			 enactment of this Act, the Secretary shall file a map and a legal description
			 of each wilderness area designated by this title with the Committee on Energy
			 and Natural Resources of the Senate and the Committee on Natural Resources of
			 the House of Representatives.</text>
					</paragraph><paragraph id="H57F578FDA63B4A66AABC70001DA666C6"><enum>(2)</enum><header>Effect</header><text>Each
			 map and legal description filed under paragraph (1) shall have the same force
			 and effect as if included in this Act, except that the Secretary may correct
			 any clerical and typographical errors in the legal descriptions and
			 maps.</text>
					</paragraph><paragraph id="HABEAD1BD2CB942E6ABFCDA042F46EB1"><enum>(3)</enum><header>Availability</header><text>Copies
			 of the maps and legal descriptions shall be on file and available for public
			 inspection in the Office of the Secretary concerned.</text>
					</paragraph></subsection><subsection id="H24DA1BFDAED64F57A7C0A2414B60CE9E"><enum>(c)</enum><header>Wilderness
			 character</header>
					<paragraph id="HA19DE626E46A478B83C0824C20D75FF"><enum>(1)</enum><header>In
			 general</header><text>As provided in section 4(b) of the Wilderness Act (16
			 U.S.C. 1133(b)), the Secretary administering any area designated as wilderness
			 by this Act shall be responsible for preserving the wilderness character of the
			 area.</text>
					</paragraph><paragraph id="H2F0AD0169747475B91DC3BDAC8795300"><enum>(2)</enum><header>Regulations</header><text>All
			 activities in the areas designated by this Act shall be subject to such
			 regulations as the Secretary concerned considers to be necessary to carry out
			 this Act.</text>
					</paragraph></subsection></section><section id="H21B932C5B4F449EDB9BA00C36EBCCBB0"><enum>203.</enum><header>Death Valley
			 boundary adjustment</header>
				<subsection id="HC8F16CD1BC154613BB2EDE09628DFBE8"><enum>(a)</enum><header>In
			 general</header><text>The boundary of Death Valley National Park is revised to
			 include the land designated as the Boundary Adjustment Area as depicted on the
			 map entitled “Boundary Adjustment Map” and dated February 2005.</text>
				</subsection><subsection id="H87E50DB57EC84324BD576C08AA40DCE2"><enum>(b)</enum><header>Transfer and
			 administration of land</header>
					<paragraph id="H75AED51464AF48B38984C9F8916CF07E"><enum>(1)</enum><header>In
			 general</header><text>The Secretary concerned shall transfer administrative
			 jurisdiction of the land of the Bureau of Land Management within the Boundary
			 Adjustment Area to the National Park Service.</text>
					</paragraph><paragraph id="H3BBB512A2FE9470582F085D6C009711"><enum>(2)</enum><header>Administration</header><text>The
			 Secretary concerned shall administer the land the administrative jurisdiction
			 of which is transferred under this section as part of the Death Valley National
			 Park in accordance with applicable laws and regulations.</text>
					</paragraph></subsection><subsection id="H2DFB908E2EEC435D874BEAB30602EE45"><enum>(c)</enum><header>Military
			 operations at Fort Irwin</header><text>Nothing in this section alters any
			 authority of the Secretary of the Army to conduct military operations at Fort
			 Irwin and the National Training Center that are authorized under any other
			 provision of law.</text>
				</subsection></section><section id="HA9612551F18A4758857EB9AA408D065C"><enum>204.</enum><header>Joshua Tree
			 National Park potential wilderness</header>
				<subsection id="HFE8266CCA2D547E29B5F1C6D597CF200"><enum>(a)</enum><header>Designation of
			 potential wilderness</header><text>Certain land in the Joshua Tree National
			 Park, comprising approximately 41,100 acres, as generally depicted on the map
			 entitled <quote>Joshua Tree National Park Potential Wilderness Addition</quote>
			 and dated September 29, 2006 is designated as potential wilderness and shall be
			 managed by the Secretary of the Interior (referred to in this section as the
			 <quote>Secretary</quote>), to the extent practicable, as wilderness until the
			 land is designated as wilderness pursuant to subsection (b).</text>
				</subsection><subsection id="HB123C42CD5E44C8A851FA9729FDDE906"><enum>(b)</enum><header>Designation as
			 wilderness</header><text>The land designated as potential wilderness by
			 subsection (a) shall be designated as wilderness and incorporated in, and be
			 considered to be a part of, the Joshua Tree Wilderness designated by section
			 1(g) of <external-xref legal-doc="public-law" parsable-cite="pl/94/567">Public Law 94–567</external-xref> (90 Stat. 2692; <external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note), effective upon
			 publication by the Secretary in the Federal Register of a notice that—</text>
					<paragraph id="HEDB2994979404D549289D5D66612D2FF"><enum>(1)</enum><text>all uses of the
			 land within the potential wilderness prohibited by the Wilderness Act (16
			 U.S.C. 1131 et seq.) have ceased; or</text>
					</paragraph><paragraph id="HFF99CD09281C4E6F946868CB1E3CA179"><enum>(2)</enum><text>sufficient
			 inholdings within the boundaries of the potential wilderness have been acquired
			 to establish a manageable wilderness unit.</text>
					</paragraph></subsection><subsection id="HE155550CC97B4271B3E36D0583CD1065"><enum>(c)</enum><header>Map and
			 description</header>
					<paragraph id="H1F4CFB67C34044FBBAFBCACB3444F100"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date on which the notice
			 required by subsection (b) is published in the Federal Register, the Secretary
			 shall file a map and legal description of the land designated as wilderness and
			 potential wilderness by this section with the Committee on Natural Resources of
			 the House of Representatives and the Committee on Energy and Natural Resources
			 of the Senate.</text>
					</paragraph><paragraph id="H8D93DC8914DB4C87B7BC8F6200AB9794"><enum>(2)</enum><header>Force of
			 law</header><text>The map and legal description filed under paragraph (1) shall
			 have the same force and effect as if included in this Act, except that the
			 Secretary may correct errors in the map and legal description.</text>
					</paragraph><paragraph id="HD79742A9B2EA4ECE9711E4006747E05E"><enum>(3)</enum><header>Public
			 availability</header><text>Each map and legal description filed under paragraph
			 (1) shall be filed and made available for public inspection in the appropriate
			 office of the Secretary.</text>
					</paragraph></subsection></section></title><title id="H230C3350C2964AE2B2F7C43C1FA4A53D"><enum>III</enum><header>Wild and Scenic
			 River Designations</header>
			<section id="HAF2D0E48E0FF4CB59492EA57D8E33735"><enum>301.</enum><header>Designation of
			 wild and scenic rivers</header><text display-inline="no-display-inline">In
			 order to preserve and protect for present and future generations the
			 outstanding scenic, natural, wildlife, fishery, recreational, scientific,
			 historical, and ecological values of the following rivers in the State of
			 California, section 3(a) of the Wild and Scenic Rivers Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1274">16 U.S.C. 1274(a)</external-xref>)
			 is amended—</text>
				<paragraph id="H349A9FDE896D4A93ABC7167FC911D7D"><enum>(1)</enum><text>by
			 redesignating paragraph (167) (relating to the Musconetcong River, New Jersey)
			 as paragraph (169);</text>

			 undesignated paragraph relating to the White Salmon River, Washington, as
			 paragraph (167);</text>

				7.82 miles of the Amargosa River from the northern boundary of sec. 16, T. 20
				N., R. 7 E., to the boundary of the Kingston Range Wilderness excluding the
				Sperry Wash OHV corridor in sec. 10, T. 19 N., R. 7 E., as a wild river.</text>
							</subparagraph><subparagraph id="HE3CB21332AB24131AE00B2D11F0868F0"><enum>(D)</enum><text>The approximately
				5.41 miles of the Amargosa River from the boundary of the Kingston Range
				Wilderness in sec. 10, T. 19 N., R. 7 E. to the southern boundary of sec. 31,
				T. 19 N., R. 7 E., as a recreational river.</text>

				Creek, California</header><text>The 9.8-mile segment of Bautista Creek in the
				State of California from the San Bernardino National Forest boundary in sec.

				Forest boundary in sec. 2, T. 6 S., R. 1 E., San Bernardino meridian, to be
				administered by the Secretary of Agriculture as a recreational river.</text>
						</paragraph><paragraph id="H56845800B6A041CFB900474FFB767312"><enum>(172)</enum><header>Buckhorn
				Creek, California</header><text>The 4.25 miles of Buckhorn Creek from the
				source to Lower Buckhorn Campground, as a wild river. The .25 miles of Buckhorn
				Creek from Lower Buckhorn Campground to the confluence with Indian Creek, as a
				scenic river.</text>
						</paragraph><paragraph id="HAA59EF623F2041B484CC5023C9D09E7"><enum>(173)</enum><header>Cedar Creek,
				California</header><text>The 4-mile segment from Inaja Reservation boundary to
				0.125 miles upstream of Cedar Creek Road crossing, as a wild river. The 0.25
				miles from 0.125 miles upstream of Cedar Creek Road crossing to 0.125 miles
				downstream of Cedar Creek Road crossing, as a scenic river. The 1.75 miles from
				0.125 miles downstream of Cedar Creek Road to the private property boundary in
				sec. 1, T. 14 S., R. 2 E., at Cedar Creek Falls, as a wild river.</text>
						</paragraph><paragraph id="HC5D93955B92A4E91BA31C8A5D9168C8B"><enum>(174)</enum><header>Clavey River,
				California</header><text>The 5-mile segment of the Lily Creek tributary from
				the Emigrant Wilderness boundary to a point 0.1 mile downstream of an unnamed
				tributary at the lower end of Coffin Hollow, as a wild river. The 2-mile
				segment of the Lily Creek tributary from a point 0.1 mile downstream of an
				unnamed tributary at the lower end of Coffin Hollow to its confluence with Bell
				Creek, as a scenic river. The 6-mile segment of the Bell Creek tributary from
				the Emigrant Wilderness boundary to its confluence with Lily Creek, as a wild
				river, except the 1.0-mile segment beginning a point 500 feet upstream from the
				Crabtree trail bridge shall be administered as a scenic river. The 10.4-mile
				segment of the Clavey River from the confluence of Bell Creek with Lily Creek
				to a point at which the eastern boundary of the river corridor intersects with
				the Mi-Wok and Groveland Ranger districts boundary, as a scenic river. The
				3.2-mile segment of the Clavey River from the Mi-Wok and Groveland Ranger
				districts boundary to 0.25 mile upstream of the Cottonwood Road, (Forest Route
				14) crossing, as a wild river. The 1.75-mile segment of the Clavey River from
				0.25 mile upstream of the Cottonwood Road to 1.5 mile below it, as a scenic
				river. The 6.6-mile segment of the Clavey River from 1.5 mile downstream of the
				Cottonwood Road to 0.25 mile upstream of Forest Road 1 N. 01, as wild river.
				The 2-mile segment of the Clavey River from 0.25 mile above Forest Road 1 N.
				01, crossing to 1.75 miles downstream, as a scenic river. The 7.0-mile segment
				of the Clavey River from 1.75 miles downstream from the Forest Road 1 N. 01
				crossing to the confluence with the Tuolumne River, as a wild river. The 2-mile
				segment of the Bourland Creek tributary from its origin to the western boundary
				of Bourland Research Natural Area, as a wild river. The 10.3-mile segment of
				the Bourland Creek tributary from the western boundary of Bourland Research
				Natural Area to its confluence with Reynolds Creek, as a recreational
				river.</text>
						</paragraph><paragraph id="HFED5339A7E3246D7B791004C32E0AD26"><enum>(175)</enum><header>Cottonwood
				Creek, California</header><text>The 18.1 miles from spring source in sec. 27,
				T. 4 S., R. 34 E., to the confluence with unnamed tributary directly east of
				Peak 6887T near the center of sec. 2, T. 6 S., R. 36 E., as a wild river. The
				3.8 miles from the unnamed tributary confluence near the center of sec. 2, T. 6
				S., R. 36 E., to the northern boundary of sec. 5, T. 6 S., R. 37 E., as a
				scenic river.</text>
						</paragraph><paragraph id="H929D0402352B4A28AD3381B1EED12BC"><enum>(176)</enum><header>Deep Creek,
				California</header><text>The 6.5-mile segment from 0.125 mile downstream of the
				Rainbow Dam site in sec. 33, T. 2 N., R. 2 W., to 0.25 miles upstream of the
				Road 3 N. 34 crossing, as a wild river. The 2.5-mile segment from 0.25 miles
				downstream of the Road 3 N. 34 crossing to 0.25 miles upstream of the Trail 2
				W. 01 crossing, as a wild river. The 10-mile segment from 0.25 miles downstream
				of the Trail 2 W. 01 crossing to the upper limit of the Mojave dam flood zone
				in sec. 17, T. 3 N., R. 3 W., as a wild river. The 3.5-mile segment of the
				Holcomb Creek tributary from 0.25 miles downstream of Holcomb crossing (Trail 2
				W. 08/2 W. 03), as a wild river.</text>
						</paragraph><paragraph id="HF4A04368E43A4E9FBD7B0032A9BC5C7E"><enum>(177)</enum><header>Dinkey Creek,
				California</header><text>The 3 miles from First Dinkey Lake to 0.25 miles
				upstream of Road 9 S. 62 crossing, as a wild river. The 0.5 miles from 0.25

			 furtherance of the Wild and Scenic Rivers Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1271">16 U.S.C. 1271 et seq.</external-xref>), the
			 river described in the amendment made by subsection (a) shall be reviewed by
			 the Secretary concerned to determine the suitability of the river for
			 designation as a wild, scenic, or recreational river.</text>
				</subsection><subsection id="HD3C5C413BFEE4B3EB933725F1D81C558"><enum>(c)</enum><header>Report</header>
					<paragraph id="H02C1C4606917459FB101AC00E315B672"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary
			 concerned shall submit to the President a report describing the review carried
			 out under subsection (b).</text>
					</paragraph><paragraph id="HE6BF4FC5C2D543D4A38D8CA2CEC7CD65"><enum>(2)</enum><header>Recommendation</header><text display-inline="yes-display-inline">After receiving the report under paragraph
			 (1), not later than 3 years after the date of enactment of this Act, the
			 President shall submit to Congress a recommendation regarding the designation
			 of the river described in the amendment made by subsection (a) as a wild,
			 scenic, or recreational river.</text>
					</paragraph></subsection></section></title><title id="H34BC6ED76AA74FCAABB4BA9C84304DFA"><enum>IV</enum><header>Sacramento River
			 National Recreation Area</header>
			<section id="H9C928A472F74406B8BDF960936B96343"><enum>401.</enum><header>Designation and
			 management</header>
				<subsection id="HEB5E80B7405C41C8807DA08ECA5355F6"><enum>(a)</enum><header>Purposes</header><text>In
			 order to conserve, protect, and enhance the riparian and associated areas
			 described in subsection (b) and the outstanding ecological, geological, scenic,
			 recreational, cultural, historical, fish and wildlife values, and other
			 resources of those areas, there is established the Sacramento River National
			 Recreation Area (referred to in this title as the <quote>recreation
			 area</quote>) to be managed by the Redding Field Office of the Bureau of Land
			 Management.</text>
				</subsection><subsection id="HF68FB66EE1AF4E1E98F6FF8C493DA33D"><enum>(b)</enum><header>Areas
			 included</header><text>The recreation area shall consist of the public land in
			 Tehama and Shasta Counties generally depicted on the map entitled
			 <quote>Sacramento River National Recreation Area</quote> and dated May 2002,
			 and comprising approximately 17,000 acres adjacent to the Sacramento River,
			 lower Battle Creek, and lower Paynes Creek.</text>
				</subsection><subsection id="H76844535FA284042AAE2D310A9D695C9"><enum>(c)</enum><header>Map</header>
					<paragraph id="HE645309E4F6648C1996EF9C873068484"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable, but not later than 3 years after
			 the date of enactment of this Act, a map and legal description of the
			 recreation area shall be filed by the Secretary concerned with the Committee on
			 Energy and Natural Resources of the Senate and the Committee on Natural
			 Resources of the House of Representatives.</text>
					</paragraph><paragraph id="H097B18CEF0534C7E926FC65846C0DFE"><enum>(2)</enum><header>Effect</header><text>The
			 map and the legal description filed under paragraph (1) shall have the same
			 force and effect as if included in this Act, except that the Secretary may
			 correct any clerical and typographical errors in the legal descriptions and
			 map.</text>
					</paragraph><paragraph id="HDA5EAE8EF0EF49968380B23BA77F005B"><enum>(3)</enum><header>Availability</header><text>Copies
			 of the map shall be on file and available for public inspection in—</text>
						<subparagraph id="H56AEE73588554C70907853317DD1FBE6"><enum>(A)</enum><text>the Office of the
			 Director of the Bureau of Land Management; and</text>
						</subparagraph><subparagraph id="H71403B627D6048FFB25CB1DECD3347D0"><enum>(B)</enum><text>the appropriate
			 office of the Bureau of Land Management in California.</text>
						</subparagraph></paragraph></subsection><subsection id="H3AA98FBBD0644DC4BB83B9C2BEEFDF2D"><enum>(d)</enum><header>Management of
			 recreation area</header><text>The Secretary concerned shall manage the
			 recreation area in a manner that conserves, protects, and enhances the
			 resources and values of the recreation area, including the resources specified
			 in subsection (a), in accordance with the <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of 1976</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>) and other applicable provisions of law, including this
			 Act.</text>
				</subsection><subsection id="H2BAD0B2CE5C04A55B220B3A0B9633FD8"><enum>(e)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, all Federal land within the recreation area is
			 withdrawn from—</text>
					<paragraph id="HFA9E532D793A4FC688399538EBCAD425"><enum>(1)</enum><text>all forms of
			 entry, appropriation, or disposal under the public land laws;</text>
					</paragraph><paragraph id="H6F1AFB3430DE4EC8AF7D2580C9AF32D"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph id="HE55BA7187B36401F8F90AE02C1A1FE9"><enum>(3)</enum><text>disposition under
			 all laws relating to mineral and geothermal leasing.</text>
					</paragraph></subsection><subsection id="HC509A1EAC73A434F9428473287945C2C"><enum>(f)</enum><header>Hunting and
			 fishing</header><text>The Secretary concerned shall permit hunting and fishing
			 within the recreation area in accordance with applicable laws (including
			 regulations) of the United States and the State of California.</text>
				</subsection><subsection id="H965644DA6A544243B30020D500FD2DAC"><enum>(g)</enum><header>Motorized
			 vehicles</header><text>Use of motorized vehicles on public land in the
			 recreation area shall be restricted to established roadways.</text>
				</subsection><subsection id="H02411E86C5794E53A856BAD2A9888C8D"><enum>(h)</enum><header>Motorized
			 boats</header>
					<paragraph id="HD24E8DB8825B4347A0F2C35553F49F33"><enum>(1)</enum><header>In
			 general</header><text>Nothing in this title restricts the use of motorized
			 boats on the Sacramento River.</text>
					</paragraph><paragraph id="H2C4C7E81BE2545CC8EF8A0B767591427"><enum>(2)</enum><header>Regulation</header><text>The
			 counties of Tehama and Shasta and California Department of Boating and
			 Waterways shall retain their respective authority to regulate motorized boating
			 for the purpose of ensuring public safety and environmental protection.</text>
					</paragraph></subsection><subsection id="H5A8BF403EC814D728D6DC68994F5B4C3"><enum>(i)</enum><header>Grazing</header><text>The
			 grazing of livestock on public land in the recreation area, where authorized
			 under permits or leases in existence as of the date of enactment of this Act,
			 shall be permitted to continue subject to such reasonable regulations,
			 policies, and practices as the Secretary concerned determines to be necessary,
			 consistent with this Act, the <act-name parsable-cite="FLPMA">Federal Land
			 Policy and Management Act of 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>), and
			 regulations promulgated by the Secretary of the Interior, acting through the
			 Director of the Bureau of Land Management.</text>
				</subsection><subsection id="HEAD91B8B0E854DB8B0C5029F68E7EC9"><enum>(j)</enum><header>Acquisition of
			 property</header>
					<paragraph id="H6BB61709EBB94522BD8D00D7383CD9D2"><enum>(1)</enum><header>In
			 general</header><text>The Secretary concerned may acquire land or interests in
			 land within the boundaries of the recreation area depicted on the map by
			 donation, transfer, purchase with donated or appropriated funds, or
			 exchange.</text>
					</paragraph><paragraph id="H57E58FFCB91149869E90A4DAFF8685C"><enum>(2)</enum><header>Consent</header><text>No
			 land or interest in land may be acquired in or for the recreation area without
			 the consent of the owner of the land.</text>
					</paragraph></subsection><subsection id="H6FFC19ED9CAA4946BF24DCA7C7F793F9"><enum>(k)</enum><header>Recreation area
			 management plan</header>
					<paragraph id="H37B3571A1CFF4B329FEDC605EAF1BC9"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment of
			 this Act, the Secretary concerned shall—</text>
						<subparagraph id="H4677DA4806944566BBFC2DDC28901241"><enum>(A)</enum><text>develop a
			 comprehensive plan for the long-range protection and management of the
			 recreation area; and</text>
						</subparagraph><subparagraph id="H963B7B3425CF49E3B62B182E824B9F14"><enum>(B)</enum><text>submit the plan
			 to—</text>
							<clause id="H8D387AF702F94B82A7A1F146C14EB087"><enum>(i)</enum><text>the
			 Committee on Energy and Natural Resources of the Senate; and</text>
							</clause><clause id="H0D8622FC927D4459B546AE11EB008D73"><enum>(ii)</enum><text>the
			 Committee on Natural Resources of the House of Representatives.</text>
							</clause></subparagraph></paragraph><paragraph id="H104F408022C146608D4170555EEACBEC"><enum>(2)</enum><header>Contents of
			 plan</header><text>The plan—</text>
						<subparagraph id="HEC8B22D2AC8843CAB4C3F0C60635D9B"><enum>(A)</enum><text>shall describe the
			 appropriate uses and management of the recreation area in accordance with this
			 Act;</text>
						</subparagraph><subparagraph id="H779D3D549FD848C9B71379BBC270F868"><enum>(B)</enum><text>may incorporate
			 appropriate decisions contained in any management or activity plan for the area
			 completed prior to the date of enactment of this Act;</text>
						</subparagraph><subparagraph id="HD0399E91E0F040A485D3CB78DF8B00DB"><enum>(C)</enum><text>may incorporate
			 appropriate wildlife habitat management plans or other plans prepared for the
			 land within or adjacent to the recreation area prior to the date of enactment
			 of this Act;</text>
						</subparagraph><subparagraph id="H1044C8DC57B94F268497A372E254CAFD"><enum>(D)</enum><text>shall be prepared
			 in close consultation with—</text>
							<clause id="HBA70EE58AE40461FB395A54253701CFA"><enum>(i)</enum><text>appropriate
			 Federal, State, and local agencies (including Tehama County and Shasta
			 County);</text>
							</clause><clause id="H8D57F9FAFA8C4A55A4A8B6D1DAA675F"><enum>(ii)</enum><text>adjacent
			 landowners; and</text>
							</clause><clause id="HB2069901754F48DFBEC115D36B8EAF6"><enum>(iii)</enum><text>other
			 stakeholders; and</text>
							</clause></subparagraph><subparagraph id="HA661070B86224CD8A3F26633F990F643"><enum>(E)</enum><text>may use
			 information developed prior to the date of enactment of this Act in studies of
			 the land within or adjacent to the recreation area.</text>
						</subparagraph></paragraph></subsection><subsection id="H1DF9299E06E141049F2562AB74B22DD"><enum>(l)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated such sums
			 as are necessary to carry out this title.</text>
				</subsection></section></title><title id="HEA136E5DF1CA42E1AC91A23199BFE00"><enum>V</enum><header>Ancient Bristlecone
			 Pine Forest</header>
			<section id="HF78846EB63B84899A365D206FA913F66"><enum>501.</enum><header>Designation and
			 management</header>
				<subsection id="H2FE4558A99FA43AD871526C4DA1EE9DA"><enum>(a)</enum><header>In
			 general</header><text>In order to conserve and protect, by maintaining
			 near-natural conditions, the ancient bristlecone pines for public enjoyment and
			 scientific study, there is established the Ancient Bristlecone Pine Forest
			 (referred to in this title as the <term>Forest</term>).</text>
				</subsection><subsection id="HB8B2E2724DEE418690531FE3BCC673C"><enum>(b)</enum><header>Areas
			 included</header><text>The Forest shall consist of the public land, comprising
			 approximately 28,991 acres, generally depicted on the map entitled
			 <quote>Ancient Bristlecone Pine Forest—Proposed</quote> and dated May
			 2002.</text>
				</subsection><subsection id="HB7CB83B498A049AA8EC84BF17885D361"><enum>(c)</enum><header>Map</header>
					<paragraph id="HB5121D858D3447B280648C481D5BCBDB"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable, but not later than 3 years after
			 the date of enactment of this Act, a map and legal description of the Forest
			 shall be filed by the Secretary concerned with—</text>
						<subparagraph id="H5EF1A2E800AD43A09D78AC6EFE266418"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
						</subparagraph><subparagraph id="H4787256AF494497285EBF5AEE6DE3677"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
						</subparagraph></paragraph><paragraph id="HB5D46029E6E642D7A0AE62615F45E421"><enum>(2)</enum><header>Effect</header><text>The
			 map and the legal description filed under paragraph (1) shall have the same
			 force and effect as if included in this Act, except that the Secretary may
			 correct any clerical and typographical errors in the legal descriptions and
			 map.</text>
					</paragraph><paragraph id="H135E3BB70B9D4B1D809D9639916187CA"><enum>(3)</enum><header>Availability</header><text>Copies
			 of the map shall be on file and available for public inspection in—</text>
						<subparagraph id="H14665EA3060B43C3AD612CC2AA06898C"><enum>(A)</enum><text>the Office of the
			 Chief of the Forest Service; and</text>
						</subparagraph><subparagraph id="H3B5B8BB47B5940C79DD200826FC58AD"><enum>(B)</enum><text>the appropriate
			 office of the Forest Service in the State of California.</text>
						</subparagraph></paragraph></subsection><subsection id="H7386BAC185204671A2A4B4B496BC1E29"><enum>(d)</enum><header>Administration</header>
					<paragraph id="HAC2BAC3A1039405391F2C2B26442114"><enum>(1)</enum><header>In
			 general</header><text>The Forest shall be administered by the Secretary
			 concerned to protect the resources and values of the area in accordance with
			 this title and pursuant to the National Forest Management Act of 1976 (16
			 U.S.C. 472a et seq.) and other applicable provisions of law, and in a manner
			 that promotes the objectives of the management plan for the Forest as of the
			 date of enactment of this Act, including—</text>
						<subparagraph id="H018549F1B6CB4C4C8629B4A3C1E5C591"><enum>(A)</enum><text>the protection of
			 the ancient bristlecone pines for public enjoyment and scientific study;</text>
						</subparagraph><subparagraph id="HA73E8B211E1F48BAA8B7851E739BBDE1"><enum>(B)</enum><text>the recognition of
			 the botanical, scenic, and historical values of the Forest; and</text>
						</subparagraph><subparagraph id="H7FC55AEF24BE4D4C9B803300D0CA591C"><enum>(C)</enum><text>the maintenance of
			 near-natural conditions in the Forest by ensuring that all activities are
			 subordinate to the needs of protecting and preserving bristlecone pines and
			 wood remnants.</text>
						</subparagraph></paragraph><paragraph id="H812A9986C3BD43CE97A58450D1DDFBA2"><enum>(2)</enum><header>Limitation</header><text>The
			 Secretary concerned shall allow only uses of the Forest that the Secretary
			 determines will further the purposes for which the Forest is
			 established.</text>
					</paragraph></subsection><subsection id="HFA04A1BD80AB4DC0BE86C0A8AA630002"><enum>(e)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, all Federal land within the Forest is withdrawn
			 from—</text>
					<paragraph id="H7362778139DA4C4C88B3E6154755472F"><enum>(1)</enum><text>all forms of
			 entry, appropriation or disposal under the public land laws;</text>
					</paragraph><paragraph id="H899871A9B564425799FD4BFBBFF42101"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
					</paragraph><paragraph id="H3BA1E57EFD0144B4830545B14BB26917"><enum>(3)</enum><text>disposition under
			 all laws relating to mineral and geothermal leasing.</text>
					</paragraph></subsection><subsection id="HF37A07974181405A8155003B2790329C"><enum>(f)</enum><header>Forest
			 management plan</header><text>Not later than 18 months after the date of
			 enactment of this Act, the Secretary concerned shall submit to the Committee on
			 Energy and Natural Resources of the Senate and to the Committee on Natural
			 Resources of the House of Representatives a comprehensive management plan for
			 the Forest.</text>
				</subsection><subsection id="HA4414A1ECC86407284D9E3E2E7CD0365"><enum>(g)</enum><header>Existing
			 management</header>
					<paragraph id="H17E695F100FA4D6EAB73B81660F9B823"><enum>(1)</enum><header>In
			 general</header><text>Management guidance for the Forest adopted in 1988 as
			 part of the Inyo National Forest Land and Resource Management Plan regarding
			 roads, trails, and facilities development, motor vehicle use, pest management,
			 energy exploration, land acquisition, utilities placement, wildfire management,
			 grazing, timber, riparian areas, hunting, and recreation shall be maintained
			 and incorporated in the management plan described in subsection (f).</text>
					</paragraph><paragraph id="H3074A22350B34D620084F935A71CDBD4"><enum>(2)</enum><header>Scientific
			 research</header><text>Scientific research shall be allowed in the Forest in
			 accordance with the Inyo National Forest Land and Resource Management Plan
			 described in paragraph (1).</text>
					</paragraph><paragraph id="H7D8A90828EA8469AB8BED5CF5FAE296"><enum>(3)</enum><header>Conflict</header><text>In
			 any case in which conflict exists between the provisions of this Act and the
			 provisions of a management plan for the Forest, the more restrictive provisions
			 shall apply.</text>
					</paragraph></subsection></section></title><title id="HE33680BCC4144BE79B008D78BD01B246"><enum>VI</enum><header>Boundary
			 adjustment</header>
			<section id="H50FD3BC50C0645D3BC782B3F3CDD48E"><enum>601.</enum><header>Boundary
			 adjustment, Santa Rosa and San Jacinto Mountains National
			 Monument</header><text display-inline="no-display-inline">Section 2 of the
			 Santa Rosa and San Jacinto Mountains National Monument Act of 2000 (16 U.S.C.
			 431 note; <external-xref legal-doc="public-law" parsable-cite="pl/106/351">Public Law 106–351</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H0ED3082FCB894F1BA82595EBA2DBD992" style="OLC">
					<subsection id="H0AD88D406BC8405E81F5CC793413EA"><enum>(e)</enum><header>Expansion of
				boundaries</header><text>In addition to the land described in subsection (c),
				the land identified as additions to the National Monument on the maps entitled
				<quote>Santa Rosa and San Jacinto Mountains Addition, Santa Rosa Peak
				Area,</quote> and <quote>Santa Rosa and San Jacinto Mountains Addition, Snow
				Creek Area</quote> and dated September 29, 2006, are included within the
				boundaries of the National
				Monument.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H0C6FE1E76E554202ABD29EAE7EE42037"><enum>VII</enum><header>Authorizations
			 of appropriations</header>
			<section id="H8F86BE60BB0E412F9415D8762ECDA632"><enum>701.</enum><header>Wilderness and
			 wild and scenic river economic development</header><text display-inline="no-display-inline">For each fiscal year, there are authorized
			 to be appropriated $5,000,000 to the Secretary of Agriculture and $5,000,000 to
			 the Secretary of the Interior to establish a program to provide Wilderness and
			 Wild and Scenic Economic Development grants to communities surrounded by or
			 adjacent to wilderness areas and wild, scenic, and recreational rivers
			 designated by this Act—</text>
				<paragraph id="H6F209407F4CC4921AC98F623A5F5D8D5"><enum>(1)</enum><text>to create and
			 promote wilderness and recreation related jobs;</text>
				</paragraph><paragraph id="HECB3423BFFD9437DB33B4F4709B7E817"><enum>(2)</enum><text>to develop
			 visitors' centers, informational brochures, and kiosks; or</text>
				</paragraph><paragraph id="H9871276741EF4566922634FDC28EC72C"><enum>(3)</enum><text>to carry out other
			 methods for promoting wilderness and wild and scenic river tourism in the
			 areas.</text>
				</paragraph></section><section id="HC4EC12CABC074FAE92EEAA0094D28EF3"><enum>702.</enum><header>Wilderness and
			 wild and scenic river recreation</header><text display-inline="no-display-inline">For each fiscal year, there are authorized
			 to be appropriated $2,500,000 to the Secretary of Agriculture and $2,500,000 to
			 the Secretary of the Interior for use in wilderness areas and wild, scenic, and
			 recreational rivers designated by this Act to develop trails and other
			 facilities to promote and enhance the wilderness and wild and scenic river
			 recreation experiences</text>
			</section><section id="HD3B0CBA2C41441CFB762DDBD9ED749DF"><enum>703.</enum><header>Firefighting</header><text display-inline="no-display-inline">For each fiscal year, there are authorized
			 to be appropriated $5,000,000 to the Secretary of Agriculture and $5,000,000 to
			 the Secretary of the Interior for use in wilderness areas and wild, scenic, and
			 recreational river segments designated by this Act to support firefighting
			 activities.</text>
			</section><section id="HCDE9F3B3A3BC417FA54164110862CFBF"><enum>704.</enum><header>Law
			 enforcement</header><text display-inline="no-display-inline">For each fiscal
			 year, there are authorized to be appropriated $2,000,000 to the Secretary of
			 Agriculture and $2,000,000 to the Secretary of the Interior for use in
			 wilderness areas and wild, scenic, and recreational rivers designated by this
			 Act to support law enforcement activities necessary to protect visitors and the
			 natural resources of the areas.</text>
