		<official-title>To provide for the establishment of a working group to
		  identify and advance the development and use of alternative sources for motor
		  vehicle fuels.</official-title>

		<section display-inline="no-display-inline" id="H244D23FA23AD47C584A24E1DA65E726B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Finding the Ultimate Energy Lifeline
			 Act of 2007</short-title></quote> or the <quote>FUEL Act of
			 2007</quote>.</text>
		</section><section id="HB566BF99BAF84B428968E5AB75CC9223" section-type="subsequent-section"><enum>2.</enum><header>Working group</header>
			<subsection id="H34B7C2AD099E4111B3128BC56F3D00C0"><enum>(a)</enum><header>Establishment</header><text>The
			 President shall select not less than 12 and not more than 25 individuals to
			 serve on a working group to identify for the President strategies and methods
			 to reduce consumption of foreign oil to less than 25 percent of total United
			 States motor vehicle fuel consumption not later than 2015. The working group
			 shall—</text>
				<paragraph id="H7E4FB5B1A8D649AB8089E632EFE5365"><enum>(1)</enum><text>identify
			 alternative sources for motor vehicle fuels;</text>
				</paragraph><paragraph id="H9B4E70F3B5A446F2AAB44CD1BAC9AE7E"><enum>(2)</enum><text>recommend
			 appropriate Federal actions for the development and use of such alternative
			 sources;</text>
				</paragraph><paragraph id="H1BAA889C293D4AF383949F5CED8F738F"><enum>(3)</enum><text>assess the
			 effectiveness of the Federal actions carried out as described in paragraph (2);
			 and</text>
				</paragraph><paragraph id="H760B2F971BC54351BC19AD334FCED684"><enum>(4)</enum><text>provide
			 appropriate coordination of Federal efforts.</text>
				</paragraph></subsection><subsection id="HD812C9B851BB464100F14B4D917F54C"><enum>(b)</enum><header>Membership</header><text>Individuals
			 selected under subsection (a) shall be representative of domestic industry,
			 academia, professional societies, government agencies, Federal laboratories,
			 previous advisory panels, and financial, environmental, and other appropriate
			 organizations.</text>
			</subsection><subsection id="H608B59E89A0E442397E36D92E5BA62E3"><enum>(c)</enum><header>Terms</header><text>The
			 term of a member of the working group shall be not more than 3 years. The
			 President shall appoint members in a manner that allows the terms of the
			 members serving at any time to expire at intervals so as to ensure continuity
			 in the functioning of the working group. A member of the working group whose
			 term is expiring may be reappointed.</text>
			</subsection><subsection id="H1D5DA8A82E9D4B409091C353F10909F0"><enum>(d)</enum><header>Chairperson</header><text>The
			 working group shall have a chairperson, who shall be appointed by the
			 President.</text>
			</subsection><subsection id="HB2EA7F3FF78C44F1B1A5846133EE8C29"><enum>(e)</enum><header>Support</header><text>The
			 Secretary of Energy shall provide resources necessary for the working group to
			 carry out its responsibilities.</text>
			</subsection><subsection id="H0D821747C9E144198403A5D11042A0AE"><enum>(f)</enum><header>Reports</header><text>Not
			 later than 6 months after the working group is appointed under subsection (a),
			 and at least every 6 months thereafter, the working group shall transmit to the
			 Congress a report on its activities.</text>
			</subsection><subsection id="HCD076264EE464DAC91BC84122B8C3D07"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary of Energy such sums as may be necessary for each of the fiscal years
			 2009 through 2016, for purposes of this section.</text>
