		<official-title>To provide immediate fiscal relief to cities experiencing
		  serious budget deficits by providing funds for payments to qualified local
		  governments.</official-title>

		<section id="H52523DB382D74B828144A21027004440" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Save America's Cities Act of
			 2008</short-title></quote>.</text>
		</section><section id="HC21C551AC4224BC3A649CDF63F1EC2C1"><enum>2.</enum><header>Payments to
			 qualified local governments</header>
			<subsection id="H3EADEDCAEA76470F84E8D161B9C8F7D7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">From amounts
			 appropriated under this section the Secretary of the Treasury shall pay to each
			 qualified local government an amount that is based on and proportional to the
			 population of the area that under State law is under the jurisdiction of that
			 qualified local government.</text>
			</subsection><subsection id="HBBE1057CC67F4230A300DC66BF9D003D"><enum>(b)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">Amounts paid to a
			 qualified local government under this section may be used to improve public
			 safety, clean and maintain streets, and preserve services benefitting children
			 and youth, as otherwise authorized by State and local law.</text>
			</subsection><subsection id="H0D636BF43BD445548CCB04981FD33601"><enum>(c)</enum><header>Qualified local
			 government defined</header><text>In this section the term <quote>qualified
			 local government</quote> means any local government having jurisdiction under
			 State law over an area having a population of 1,000,000 or more.</text>
			</subsection><subsection id="HC95AE98E583E48E09F827FB0B3FE7FF9"><enum>(d)</enum><header>Appropriation</header><text>There
			 is appropriated to carry out this section $7,800,000,000 for fiscal year
			 2009.</text>
