		<official-title>To immediately terminate the authority of the Secretary
		  of the Treasury under the Emergency Economic Stabilization Act of 2008 to
		  purchase troubled assets and to make a portion of the unused funding for such
		  program available to meet critical infrastructure needs in the United
		  States.</official-title>

		<section id="HF1F23AB632944494B877ADCBB08807CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop the Treasury Office
			 Nationalization of the Economy Act of 2008</short-title></quote> or
			 <quote><short-title>STONE</short-title></quote>.</text>
		</section><section id="HADD90B131916437FABD8C8FCF7022ED"><enum>2.</enum><header>Termination of
			 authority</header>
			<subsection id="HFA51CE7FE8BA4D85AEADA4BF5E8B610"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The authorities
			 provided under section 101(a) of the Emergency Economic Stabilization Act of
			 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/343">Public Law 110–343</external-xref>), excluding section 101(a)(3) of such Act, and 102
			 shall terminate immediately upon the enactment of this Act.</text>
			</subsection><subsection id="H8A8B93BC60C044B28CFBAD16CFE2AFE"><enum>(b)</enum><header>Rule of
			 construction</header><text display-inline="yes-display-inline">The termination
			 under subsection (a) shall apply to any authority of the Secretary of the
			 Treasury under the Emergency Economic Stabilization Act of 2008 to purchase
			 preferred or other stock or equity in any financial institution.</text>
			</subsection><subsection id="HA34FB3F6FD844E2AA87C845061AAE8DB"><enum>(c)</enum><header>Repeal of
			 authority for final tranche of funding</header><text display-inline="yes-display-inline">Section 115 of the Emergency Economic
			 Stabilization Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/343">Public Law 110–343</external-xref>) is amended—</text>
				<paragraph id="H380247CA149A4AE194C7F6AED0A9E8D2"><enum>(1)</enum><text>in subsection (a),
			 by striking paragraph (3); and</text>
				</paragraph><paragraph id="H6D841BBA1016421C966E75F062CF16B"><enum>(2)</enum><text>by
			 striking subsections (c), (d), (e), and (f).</text>
				</paragraph></subsection><subsection id="H0EDFA5E4C54D41D597D5007C5914BC61"><enum>(d)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">The Emergency
			 Economic Stabilization Act of 2008 is amended by striking section 120.</text>
			</subsection></section><section id="H6E73B7C4D94947D5A88000FE528FB03"><enum>3.</enum><header>Use
			 of $100 billion of TARP funds for critical infrastructure needs</header>
			<subsection id="HAD2609E1F033404500DD5FFEAA789E4E"><enum>(a)</enum><header>Availability of
			 TARP funds</header><text display-inline="yes-display-inline">Effective upon the
			 enactment of this Act, of the amounts of authority made available pursuant to
			 paragraphs (1) and (2) of section 115(a) of the Emergency Economic
			 Stabilization Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/343">Public Law 110–343</external-xref>) to purchase troubled assets that
			 remain unused as of such date of enactment, $100,000,000,000 shall be
			 available, notwithstanding any provision of such Act, for use only for the
			 purposes specified in subsection (b) of this section.</text>
			</subsection><subsection id="HC26869A926C3418A9FA9E2DC1FE0F76B"><enum>(b)</enum><header>Use for critical
			 transportation infrastructure needs</header><text display-inline="yes-display-inline">The amount made available under subsection
			 (a) may be used for any purpose eligible under chapters 1, 2, or 3 of title I
			 of H.R. 7110 as passed the House on September 26, 2008.</text>
