		<official-title>To amend the Clean Air Act to provide for the waiver of
		  requirements relating to recertification kits for the conversion of vehicles
		  into vehicles powered by natural gas or liquefied petroleum
		  gas.</official-title>

		<section id="HAF3B8B62A4874C1EA5424B81ECEE6681" section-type="section-one"><enum>1.</enum><header>Emission certifications for
			 conversion of vehicles</header><text display-inline="no-display-inline">Part C
			 of title II of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7581">42 U.S.C. 7581 et seq.</external-xref>) is amended by adding
			 at the end the following:</text>

				<section commented="no" display-inline="no-display-inline" id="HAEC5A1C838D444CC00D08D94FA06EFCE" section-type="subsequent-section"><enum>251.</enum><header display-inline="yes-display-inline">Emission certifications for conversion of
				vehicles</header>
					<subsection id="H001F63EE82A94BABB0A14B29B3BFAC1C"><enum>(a)</enum><header>In
				general</header><text>The Administrator shall waive requirements for
				recertification of kits for the conversion of vehicles into vehicles that are
				powered by natural gas or liquefied petroleum gas in any case in which, as
				determined by the Administrator—</text>
						<paragraph id="HB4649D710B874CE69762001521C052A9"><enum>(1)</enum><text>the kit has been
				previously certified for the model of vehicle to be converted; and</text>
						</paragraph><paragraph id="H0354B9577CD7411EA3FF786706635F87"><enum>(2)</enum><text>neither the kit
				nor the design and specifications of the model of vehicle to be converted have
				substantially changed.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HED1F94EAE5064D0E008C33E46E64C6D5"><enum>(b)</enum><header>Older
				vehicles</header><text>The Administrator shall waive emission certification
				system requirements for a vehicle that is more than 10 years old or has more
				than 120,000 miles that is powered by natural gas or liquefied petroleum
				gas.</text>
